12) CONDITIONS OF CONTRACT:

Condition of contract will be as per standard documents B-1 attached with this bid,

or modified as needed for local conditions, & others documents will be governed as

per the documents and conditions of contract finalized for the work. All works will

confirm to the Indian Standards, specifications for civil works of other equivalent

standard mentioned in the contract document as approved by the Engineer-in-

ELIGIBILITY CRITERIA

1. Bidder should have valid registration with D class & above R&B Electrical Wing.

2. Bidder Should have valid electrical contractor license from licensing Board

15 Km periphery area from Ankleshwar GIDC, so that in Emergency case;

he/his team can reach to site mentioned in work immediately either in day or

4. Bidders have to submit ownership of Hydraulic type vehicle mounted/ Tractor

Operated ladder having Total height more than 13mtr. etc. along with its

ownership RTO Registration Book (RC).

5. Bidder Must Have to engage all staff. Bidder must be submitting manpower

and technical team data with CV and Bio data working with foam appointment

6. Agency shall have to mention on line E.P.F. code number.

7. The bidders shall have to submit documents i.e. Tender fee and EMD shall be

submitted physically and other documents mentioned at point no. 4 to 5 of

tender notice and also EMD & Tender Fee shall be submitted in electronic

format only through online, otherwise the offer of bidder shall be treated as

non-responsive.

10. Bidder Should do notarized MOU-Agreement with the approved

manufacturer/Authorized Dealer (In case of Authorized Dealer Agency must

have to Submit authorization latter) of LED fitting which is showing that

manufacturer / Authorized Dealer do maintenance during whole 5 year of

warranty period. Bidder should have to submitted This Notarized MOU -

Agreement online and offline. MOU agency is also jointly and severely

responsible up to the warranty period of 5 years (as per Annexure-I).

11. Bidder Should do notarized MOU-Agreement with the approved

manufacturer/ Authorized Dealer (In case of Authorized Dealer Agency must

have to Submit authorization latter) of CCMS street light panel which is

showing that manufacturer / Authorized Dealer do maintenance during whole

5 year of warranty period. Bidder should have to submitted This Notarized

MOU - Agreement online and offline. MOU agency is also jointly and severely

responsible up to the warranty period of 5 years (as per Annexure-I).

(Note: - All MOUs must be executed for the said work on Rs.300/- stamp paper & duly

notarized & to be submitted through online, falling to which agency will be disqualified for

opening of his price bid.)

2.2 QUALIFICATION CRITERIA:

2.2.1 Average Updated Annual Financial Turnover during the

last three years, i.e. 01/04/2023 to 31/03/2026

(2.4) Bidding in E-tendering: -

(2.4.1) Submission of documents must be through e-tendering

i.e. electronic form, unless specified in Para(2.9).

(2.5.4) Any information, data, statistics etc. which are not related to bid document

will not be considered in evaluation even through furnished by the applicant.

(2.5.5) In accordance with stipulated of Para (2.8), employer reserves the right to

call any information/documents which is mandatory, essential and critical

for the purpose of evaluation. Any information provided by the applicant

after last date of electronic submission will not be considered in evaluation,

unless except the employer has specially asked for any

information/document, which is mandatory, essential and critical for

evaluation of PQ document. If required information is not furnished within

stipulated time, proposal will be liable for rejection.

(2.5.6) If any of the information provided by the bidder is found false during

scrutiny or at the later stage, his EMD shall be forfeited and he shall be

disqualified for the proposed work. In case when bidder has furnished

exemption certificate in lieu of EMD, an amount equal to EMD shall be

appropriated from his FDR pledged to avail of exemption certificate. If any of

the information provided by the bidder is found false after award of work,

the performance security of the bidder shall be forfeited and the contract

will be opened in Sequential Manner.

Performance Security, shall also furnish to the Authority an irrevocable and

Security”) for an amount calculated as under:

(a) If the Contract Price offered by the Selected Bidder is lower than 10%

but up to 20% of the Estimated Project Cost, then the Additional

Performance Security shall be calculated @ 20% of the difference in the

of the Estimated Project Cost and (ii) Contract Price offered by the

selected Bidder.

(b) If the Contract Price offered by the Selected Bidder is lower than 20%

of the Estimated Project Cost, then the Additional Performance Security

shall be calculated @ 30% of the difference in the (i) Estimated Project

Cost (as mentioned in Bid Document) - Minus 10% of the Estimated

Project Cost and (ii) Contract Price offered by the selected Bidder.

(c) This Additional Performance Security shall be treated as part of the

Performance Security.

for it. In such cases, the bidder at his own responsibility must produce valid renewed

registration certificate in the required class & category with Gujarat state

R&BD/W.R.D./GIDC before issuance of the work order. Bidder will solely be

3. In context to above Para (2), it is clarified that the bidder who is having registration in

class & category below than the minimum required class & category and the bidder

have applied for up-gradation in required class and category with Gujarat state R&BD /

W.R.D. / GIDC shall not be considered valid. In such cases the bidder shall not be

considered eligible forbidding.

4. The contractor, who are registered in appropriate category of C.P.W.D., M.E.S.,

Railways and Indian state government, can also bid provided the bidder produce such

GENERAL TERMS AND CONDITIONS

1) The tender shall be submitted in sealed envelope supplied with blank tender documents

duly super scribed with the name of work and name and address of the tender through

“Registered post AD” only. Only properly “WAX” sealed tender shall be accepted.

2) If the tender is taken in favor of a company, a “Power of attorney”, in favor of the person

who can sign the tender for the company, must accompany the tender.

3) If the tenderer are firm, company or limited concern, they should mention the names of all

the partners or the Directors, as the case may be, in their forwarding letter and indicate the

name of person who holds, the power of attorney, authorizing him to conduct all

transactions on behalf of the firm, company or limited concern. A true copy of partnership

deed or the articles of association and power of attorney shall be attached with the tender,

a) Earnest money shall be paid in the form or demand draft or FDR from any nationalized

minimum 180 Days. The EMD should be drawn in favor of the Notified Area Officer, GIDC

d) The earnest money deposit of the unsuccessful contractor(s) shall be returned without

interest within reasonable time after final decision on the tender and after entering into a

contract with the Corporation by the contractor whose tender is accepted.

e) Exemption certificate for E.M.D. shall not be entertained.

f) The contractor does not turn up with the security deposit and execute contract agreement

within specified time after intimation to him about acceptance of his offer, the earnest

money paid for this work will be forfeited according to the terms and conditions of tender

6) VALIDITY (120 days minimum)

The tenders submitted by tenderer shall remain valid for acceptance for a period of

days from the date of opening of the tender. Line out for the execution of the work, in case

accepted tender, will be given within a period of 121 days from the date of opening. The

tenderer shall not be entitled during the said period of the 121 days without written

consent of CHIEF OFFICER NOTIFIED AREA (NAO), to recover or cancel his tender to vary

the rates given or any terms thereof. In case of tenderer revoking or canceling or varying

any terms of the tender without the written consent of N.A.O, N.A.O. shall forfeit EMD paid

by him / them along with the tender and take further necessary actions.

7) Declaration showing all works on hand with the contractor and the value of works of that

remains to be executed in each must accompany the tender.

8) The rates for items in Schedule - ” B ” must be given in words and figures, amount of each

item must also be entered in column of amount and the tenderer must strike out grand total

11) DISCREPANCIES AND ADJUSTMENT OF ERRORS:

a) In event of discrepancy between words and figures, quoted by tenderer in the rates of

column the description in words shall prevail.

b) In the event of an error occurring in the amount column of the Schedule - “B” showing items

of works, as a result of wrong multiplication of the unit rate and quantity, the unit rate shall

be regarded as firm and multiplication shall be amended on the basis of the rate.

c) All errors in totaling in amount column and in carrying forward totals shall be corrected

d) Any rounding off, of amounts against items or in “TOTALS” shall be ignored. The tendered

12) EVALUATION OF TENDERS

a) The tenders will be verified for accuracy in the numerical calculations; any tender with

arithmetical mistake will be corrected on the basis of the quantities of the work given in the

tender form and the unit prices quoted by the tenderer.

b) The tender forms are to be filled in, by ink or by typewritten without alterations or

modifications and shall furnish all the information required. No changes of the form are

accepted; tenderers may attach supplementary information separately.

c) The N.A.A. reserves the rights to alter the quantity of the work and or award to more than

13) TECHNICAL TERMS AND CONDITIONS:

e) DESCRIPTION IN DRAWING OR SPECIFICATIONS:

The drawings and specifications are to be considered as mutually explanatory of each

other. Details drawings being followed in preference to small-scale drawings and figured

dimensions in preference to scale and special conditions in preference to general

conditions. Special directions or dimensions given in the specifications shall supersede all

else. Should any discrepancies, however, appear or should any misunderstanding arise as

the meaning and importance of the said specifications or drawings, or as to the dimensions

or the quality of the materials for the due and proper execution of the works, or as to the

measurement or quality and valuation of the works executed under this contract or as extra

there upon the same shall be explained by the Engineer In Charge and his explanation shall,

subject to the final decision of the N.A.A. Ankleshwar, in case of reference be made to him

under condition, be binding upon the contractor and contractor shall execute the work

according to such explanation (Subject as aforesaid) and shall also do all such works and

as may be necessary for the proper completion of works, as implied by the drawings

and specifications even though such works and things are not specially shown and

described in the said specifications.

f) ACCESS TO SITE AND ONSITE

The Engineer may, if he considers fit from time to time enter upon any lands which may be

possession of the contractor for the purpose of executing any other work not included in

this contract and may execute such work not included in this contract by his agents, or by

other contractors on his opinion, the contractor shall in accordance with the requirements

of the Engineer, afford all reasonable facilities for execution of such works including

occupation of lands by structures. Such reasonable facilities shall also be given for any

other contractor employed by the Corporation, and his working of the Corporation,

employed in the execution of such other work on or near the site of the work, such other

works may not be included in the contract, or it may being connection with or ancillary to

the works entrusted to him. In case of default, the contractor shall be liable to the

Corporation, for any delay in executing other works or expense incurred by reason of such

default, provided always that if the exercise of the powers shall cause any damage to the

contractor he may, within 15 days arising of such damage make a written statement of the

same to the Engineer- in-charge, who shall from time to time, assess the value in his

judgment of such damage and N.A.A., shall from time to time, pay to the contractor, the

amount (If any) as justified by the Engineer In Charge and finally accepted by the

14) SECURITY DEPOSIT

1.1 Security Deposit is required to be furnished by the contractor as guarantee money for

performance of the contract and observance of contract conditions.

1.2 The person / persons whose tender may be accepted herein called the “CONTRACTOR”

which expression shall unless excluded by or repugnant to the context include his legal

heirs, executors, administrators and assignees shall pay the total amount of security

1.3 The Work –Order to commence the work shall be issued only after the security deposit

as per para 1.3 and 1.4 is paid / furnished by the tenderer. If the tenderer fail to

produce the security deposit as above the earnest money paid by him shall be forfeited

and his registration shall be held in abeyance for three years from the date of such

default as per Clause-3 of B-1 agreement.

1.4 All compensation, Liquidated damages or other sums or money payable by the

contractor to Government under the terms of this contract shall be deducted from or

recouped by realization part of his security deposit, or from the interest arising

therefrom or performance bond or form any sums which may due or may become due

by Government to the contractor on any account whatsoever and whether in respect of

this contract, any other contract, or otherwise. In the event of his security deposit being

reduced by reason of any such deduction or recoupment as aforesaid, the contractor

shall within ten days thereafter, make good in cash or in Government securities

transferred as aforesaid any sum or sums required to make good the shortfall in the

amount of the security deposit.

1.5 The portion of security deposit deducted at 2.5 percent from running bills as security

deposit can be converted in to interest bearing securities of F.D.R. or Schedule Bank in

the Name of Chief Officer Notified Area, Ankleshwar provided that the recovery of full

amount of 2.5 % is made and the contractor has expressly desired this in writing.

1.6 Fifty percentage of the Security Deposit along with performance bond shall become

refundable within fifteen days after final completion certificate is issued as per Clause-

07 of B-1 Agreement. This action will be taken by the Executive Engineers and no

proposal from Deputy Executive Engineer will be necessary. All dues under this

contract or other contract, or otherwise shall be recovered from the aforesaid amount

of fifty percentage of the said security deposit and the balance shall be refunded within

fifteen days after the final certificate is issued as per Clause-07 of B-1 Agreement. The

remaining fifty percentage of security deposit shall be refunded after the expiry of the

Defect Liability period as per clause-17 and 17A of B-1 Agreement after deducting

therefrom the amount of expenses, if any, due to Government under this contract.

However before release of balance of Security Deposit, the undertaking should be

obtained from the contractor that he has paid royalty on mining materials and still if

any dues for royalty charges are to be paid, he undertakes to pay the same to the

concerned Authority. “No due certificate” from Royalty Collecting Authority should not

be insisted upon. (See Performance Bond on B-1 Agreement) Modified as per R&B

15) GENERAL INSTRUCTION

The acceptance of the tender will rest with the competent authority that doesn't bind

himself to accept the lowest one and reserve the right to reject any of all the tenders

without assigning any reasons thereof.

In addition to the above, the tender will also be liable to be rejected outright, if,

a) The tenderer proposes any alternation in the works specified or any condition or

corrections made in any code or mode of schedule “B” or specifications.

Schedule -B of the tender in the space provided.

f) The tenderer does not quote for the entire work and full quantity; otherwise it shall

be treated as incomplete tender and may be rejected.

16) In respect of the tenders from the co-operative society, a solvency certificate of an amount

of equal or more than 20% of the amount of the work put to tender will have to be

produced along with the tender or a certificate regarding the borrowing capacity of the

society issued by the legal assistant, Directorate of Cottage Industries will have to be

produced along with the tender.

a) The several documents forming the contract are essentials part of the contract and a

requirement occurring, in one is as binding as though occurring in all. They are

intended to be mutually explanatory and complementary and to describe and provide

for a complete work.

b) In the event of any discrepancy, the several documents forming the contract or in

anyone documents the following order of precedence should apply.

i) Dimensions & quantities

iii) Schedule “B” of the Tender

iv) Specifications.

c) In case of defective description or ambiguity, the Engineer-in-charge should issue

further instructions directing in what manner the work is to be carried out, it is being

understood that the best modern practice is to be followed. The contractor should

forthwith comply with such instructions.

d) All the conditions of the contract and specifications shall be thoroughly studied and

understood by the tenderer and signed by him in token of having done so they / he

that also sign other documents of the tender.

e) The contractor should take no advantage of any apparent error or omission in

specifications and the Engineer-in-charge shall make such corrections and

interpretation as necessary to fulfill the intent of the plants and specifications.

PACKING AND MARKING

18) TOOLS & TACKLES

The contractor shall, at his own expense provide all the materials, labour, haulage, power,

tools, tackles and apparatus necessary to execute and complete the works.

19) FORCE MAJURE

Either party to the contract shall not be liable for its failure in performing any provision of

the contract such failure or delay is caused or resulted from an Act of Nature such as floods,

earth quakes, lightening, cyclone, wars, civil riots, strikes, national emergencies, civil

disturbances or on account of any law or order proclamation made by the central/state

21) CONDITION FOR EMPOYEES PROVIDENT FUND AND MISC. PROVISIONS ACT,

The agency shall be responsible for complying with the provisions of the employees’

Provident fund and miscellaneous provisions Act, 1952 scheme and modifications of the

Act from time to time.

The contractor shall get themselves enrolled with the Regional Provident Fund

Commissioner or any competent office appointed under the act and shall have to got

separate number in respect of their respective establishment as defined in Sec. 3 of the

employees provident fund Act and shall discharge all the liabilities arising out of aforesaid

Act as provided in Para 36A of the scheme and other provisions of the Act.

“The Engineering in charge on receiving report from the Competent Inspecting officer

under the said act shall have the power to deduct from the payment to the contractor any

sum required or estimated to be required for making good the loss / suffered by the worker

or workers by reason for non-fulfillment of the condition of the contractor for the benefit of

the workers under the said Act. The contract shall indemnify GIDC against any payment to

be made for the observance of the regulations aforesaid.

The contractor shall produce his certificate of registration with RPFC while entering to

agreement; the same shall be produced within one month from the date of work order. If

the contractor fails to produce proof of its registration R.P.F.C and an amount of equal to

3% of the gross amount payable to the contractor shall be recovered from his running

account bills from the 1st R.A. bill and this deductions shall be continued to be made from

each R.A. bill of the rate of3% of the gross amount of the R.A. bill till registration from RPFC

is obtained and produced to the NAO.

In all 3% on the total gross payment made for the work shall stands to be recovered from

the running account bills to contractor, if even till completion of works and deducting the

amount 3% contractor has not registered its establishment with R.P.F.C security deposit

when payable shall also not be refunded till the clearance certificate of the compliance of

the provisions of the Act is obtained by the Contractor and produced to the Executive

Engineer. Contractor shall sign indemnity bond in prescribed Performa in favour of GIDC

but amount shall be withheld till RPFC registration certificate is received by NAO.

22) The Contractor shall follow the Labour Contract Act:

The contractor tendering for the work shall have to obtain license under the labour

contractor (Regulation and Abolition) Act, 1970 within a week of award of work and

comply with all the amenities for the amenity, if not provided by the Contractor. Such

amenity shall be provided by the Notified Area Officer, as principal employees as his

representative within the prescribed time and the expense incurred by the principal

employer providing the amenity shall be recovered by the amount payable to the

contractor. The contractor shall act in accordance with the provision of the Act in all

respect and shall above the principal employer shall nominate a representative duly

authorized by him to be present at the time of disbursement of wages and it shall be the

duty of such representative to certify the amount paid as wages in such manner as may be

In case the Contractor fails to make payment of wages within the prescribed period or

makes short payment. The Principal employer shall be liable to make payment of wages in

full or the unpaid balance due as the case may be the contract labour employed by the

contractors and recover the amount so paid from the contractor by deduction from any

23) The Contractor shall follow: - The “ESI” Act:

Contractors are liable to comply the prevailing rules of “ESI” Act 1948 & accordingly he is

advised to deposit a Xerox copy of challan at Notified area office every month, if failing to

which Notified area office shall deduct ESI contribution @ 6.5% of the labor cost in involved

or as the case may be.

24) TERMS OF PAYMENT

The payment shall be made as per payment schedule and 5% Deduct from each RA bill shall

be kept as a Misc deposit towards liability of the assets handed over to the agency during

contract period and same shall be released at the end of the contract period after the

a) I / We hereby declare that I/ We have visited/understood the site and fully

acquainted myself/ourselves with the local situation regarding materials, labour

and other factors pertaining to the work before this tender.

b) I / We declare that I /We have carefully studied the conditions of contract;

specifications & other tender documents of this work and agree to execute the same

26) GENERAL CONDITIONS.

1) In case of the services of any employee of work is not found satisfactory by the

Notified Area Office, the Agency shall replace him within 3 (three days on receipt of

such notice from the Corporation.

2) The agency shall comply with all the instructions and direction of the Corporation as

may be given through Engineer-in-charge / Controlling officer from time to time.

3) The agency shall maintain records and registers, as may be required for work as per

the prevailing requirement of Notified Area Office from time to time, as an evidence

of proper performance of their duties by the said Agency. The stationery materials

e.g. Logbooks, papers etc. for this purpose will be provided by the Agency.

4) The wages of personnel deployed in the services of the Notified Area Office will be

given as per minimum wages act.

5) The Agency while entering into the agreement with Notified Area Office shall

produce the registration certificate of his establishment with the competent

authority of Regional Provident Fund Commissioner failing which 3% (three

percent) amount will be deducted from the respective bills and shall be refunded

only against production of such certificate and indemnity bond. Agency shall follow

the conditions laid down as below in this regard.

6) Contractor shall make his own agreement for all the necessary tools, plants

equipment and provide for manpower as and when required. No extra payment in

any such respect be payable to contractor.

7) Contractor shall while entering into agreement shall produce the registration

certificate of his establishment with the competent authority of Regional Provident

Fund Commissioner failing which 3% (Three percent) of the bill value due to be paid

to Contractor shall be deducted at source and will be dealt as per Clause 74 of B-1

Commissioner or any competent officer appointed under the Act and shall have to get

separate code number in respect of their respective establishment as decided in section-

3 of the Employees Provident Fund Act and shall discharge all the liabilities arising out

of aforesaid Act as provided in pere-36 A of the scheme and other provisions of the Act.

The Engineer-in-charge on receiving a report from the competent inspecting officer

under the said Act shall have the power to deduct from the payment to the contractor

any sum required or estimated to be required for good the loss suffered by the worker

or workers by reasons of non-fulfillment of the conditions of the contractor for the

benefit of the workers under the said Act. The contractor shall indemnify N.A.O., G.I.D.C.

against any payment to be made and for the observance of the Regulations aforesaid.

28. GENERAL CONDITION:

Tender shall very carefully read through an take Note of following conditions.

released by the Executive Engineer.

6. Contractor shall also provide assistance representative and/or authentic person

for the purpose of inspection and verification of transit damages, defects etc. for

the insurance claims but shall not charge any extra payment against such

assistance provided.

Providing and erecting of cables:

This section shall cover supply, installation, connection, termination, testing and

commissioning of medium voltage cables. The cables shall be installed either

underground or on cable tray, or on cable support, or in purpose made built up

trench or in cable casing pipe or any other method as indicated in the relevant

In this work the cable shall be required for providing power connection to the street

light pole of size 4 core16 sq. mm Al. Armored.

The copper flexible cable shall be provided for connection from the pole box to the

luminaries and it shall be of ISI marked only.

The excavation for the cable trench shall be done strictly by manual to avoid

damages of existing underground services JCB or other things are not allowed for

excavation purpose.

During the agency has to inform all local infrastructure providing agencies before

starting of digging so damages to the underground infrastructure can be avoided,

even if anything damaged during digging shall be rectified by the agency at his own

cost immediately so that user can not suffer for long period.

CODES AND STANDARDS

The design, manufacture, testing and supply of the brand-new cables under this

specification shall comply with the latest revisions including amendments of the

following standards.

IS: 1554-I : PVC insulated heavy-duty cables for working

Voltages up to 1100 Volts.

IS: 3961-II : Recommended current ratings for cables.

IS: 8130 : Conductors for insulated cables.

IS: 583 : PVC insulation and sheath of electric cables.

MV cables shall be supplied, inspected, laid, tested and commissioned in

accordance with drawings, specifications, relevant Indian standards specifications

and cable manufacturer’s instructions. The cable shall be delivered at site in

original drums with manufacturer’s name clearly written in the drum.

The recommendations of the cable manufacturer with regard to jointing and sealing

shall be strictly followed.

MATERIAL: The MV cables shall be PVC insulated Aluminum / Copper conductor

armored cable conforming to IS: 1554 of 1972 (Part-I) laid in trenches, ducts and

underground as shown in drawings.

The cable should withstand the system fault current with insulation screen / armor

insulated at one end. Bidder shall furnish calculations in support of capability of

currents. The current carrying capacity of armor shall not be less than the earth

Progressive automatic in line sequential marking of the length of cables in meters at

every one meter shall be provided on the outer sheath of all cables.

Cables shall be supplied in non-returnable wooden drums as per IS: 10418. Both

ends of the cables shall be properly sealed with PVC / rubber caps so as to

eliminate ingress of water during transportation, storage and erection.

All cables shall be inspected upon receipt at site and checked for any damage

during transit.

While selecting cable routes, corrosive soils, ground surroundings sewage effluent

etc. shall be avoided, where this is not feasible, special precautions as decided by

the Engineer In charge particularly for HV cable installations, shall be taken. Street

lighting and service line to each pole should have separate route.

Cables shall be laid direct in ground, in pipes / closed ducts, in open ducts or on

surface depending on environmental conditions.

During the preliminary stages of laying cables, consideration should be given to

proper location of the joint position so that when the cables are actually laid, the

joints are made in the most suitable places. As far as possible, water-logged

locations, carriage ways, pavements, proximity to telephone cables, gas or water

mains, inaccessible places, ducts, pipes, racks etc., shall be avoided for joint

This method shall be adopted where the cable route is through open boundary,

along roads lanes etc., and where no frequent excavations are encountered and

where re excavation is easy possible without affecting other services.

Where cables are laid in single tier formation, the total depth of trench shall not be

less than 90Cms. for cables up to 1.1 KV and 120 Cms. for cables above 1.1 KV

from the ground level.

When more than one tier of cables is unavoidable and vertical formation of lying is

adopted, depth of trench in above shall be increased by 30 Cms for each additional

tier to be formed.

Excavation of trenches:

The trenches shall be excavated in reasonably straight lines. Wherever there is a

change in direction, suitable curvature shall be provided complying with the

requirements of the manufacturer.

Adequate precautions should be taken not to damage any existing cable(s), pipes

or other such installation in the proposed route during excavation. Wherever bricks,

tiles or protective covers or bare cables are encountered, further excavation shall

not be carried out without the approval of the Engineer In charge.

If there is any danger of a trench collapsing or endangering adjacent structures, the

sides should be well shored up with timbering and / or sheeting as the excavation

proceeds. Where necessary, these may even be left in places when back filling the

At the time of issue of cable for laying, the cores shall be tested for continuity and

insulation resistance

When the cable has been properly straightened, the cores are tested for continuity

and insulation resistance and the cable is then measured. The ends of all lead

sheathed cables shall be sealed with solder immediately. In case of PVC cables

moisture seal tape shall be used for this purpose.

Cable laid in trenches in a single tier formation shall have a covering of clean, dry

sand of not less than 15 cms above the base cushion of sand before the protective

In the case of vertical multi-tier-formation after the first cable has been laid, a sand

cushion of 30 Cms shall be provided over initial bed before the second tier is laid. If

additional tiers are formed, each of the subsequent tiers also shall have a sand

cushion of 30cms as stated above. The top most cable shall have final sand

covering not less than 15 Cms i.e. 7.5 CMS below & 7.5 CMS above the cable

before the protective cover is laid.

At the time of original installation, approximately 5 Mtrs. of surplus cable shall be

left on each end of the cable and on each side of underground joints (Straight

through / Tee / Termination) and at entries and places as may be decided by the

Engineer in charge. The surplus cable shall be left in the form of a loop. Where

there are long runs of cable length, loose cable may be left at suitable intervals as

specified by the Engineer In charge.

Unless otherwise, specified, the cables shall be protected by second class bricks of

not less than 23 Cms. x 10 Cms. x 7.5 Cms. (Nominal size) protection covers

placed on top of the sand, (Bricks to be laid breadth wise) or the full length of the

cable to the satisfaction of the Engineer In charge. Where more than one cable is to

be laid in the same trench, this protective covering shall cover all the cables and

projects at least 5 Cms. over the sides of the end cables or as per drawing.

The trenches shall be then back filled with excavated earth free from stones or

other sharp edged debris and shall be rammed and watered, if necessary, in

successive layers not exceeding 30 Cms. Unless otherwise specified, a crown of

earth not less than 50 mm in the center and tapering towards the sides of the

trench shall be left to allow for subsidence. The crown of earth however should not

exceed 10 Cms. so as not to be a hazard to vehicular traffic. The temporary re-

installment of roadways should be inspected at regular intervals, particularly during

the wet weather, and any settlement should be made good by further filling as may

be required. After the subsidence has ceased, trenches cut through roadways or

other paved areas shall be restored to the same density and material as the

surrounding area and repaved to the satisfaction of the Engineer In charge.

Where road turns or lawns have been cut or kerbed stones displaced, the same

shall be repaired and made good except surfing. Asphalting to the satisfaction of

the Engineer and all surplus earth or rock removed to places as specified.

Route marker shall be provided along straight runs of the cable at locations

approved by the Engineer In charge and generally at intervals not exceeding

Mtr. Makers shall also be provided to identify change in the direction of the cable

route and also for location of every underground joint

Route markers duly marked with “GIDC” shall be made out of 230 mm x 120 mm

x 5 mm Iron Clad, bolted on to 35mm x 35mm x 6mm angle iron 60cm, long,

flushed with ground in cement foundation as directed by the Engineer in-

charge. Such plate marker shall be mounted parallel to a 0.5 Mtr. or so away from

the edge of the trench.

The working cable and other details such as voltage grading size etc. as

furnished by the Engineer in charge shall be inscribed on the marker.

At every cable straight through joint, marker shall be provided with tag plates both

upstream and downstream of the joint.

LAYING IN PIPES / CLOSED DUCTS

In locations such as road crossing, entry to pump house on poles, in paved areas

etc. cables shall be laid in pipes or closed ducts. Stoneware pipes, G.I., C.I. or spun

reinforced concrete pipes shall be used for such purposes. In the case of

new construction, pipes as required, shall be laid along with the civil works and

jointed as per the instructions of the Engineer In charge. He size of the pipe

shall be decided by the Engineer In charge and shall not be less than 10 Cms in

diameter for a single cable and not less than 15 Cms. for more than one cable.

These pipes shall be laid directly in ground without any special bed except for

SW pipe which shall be laid over 10 cm thick cement concrete 1:5:10(1 cement:

coarse sand: 10 graded stone aggregate of 40 mm nominal size) bed. No sand

cushioning or tiles need be used in such situations. Unless otherwise specified, the

top surface of pipes shall be at a minimum depth of 1.0 m from the ground level

when laid under roads, pavements etc. Where steel pipes are employed for

protection of single core cables feeding AC load, the pipe should be large enough

to contain both cables in case of single-phase system and all cables in the case of

poly phase system.

Pipes for cable entries shall slope downwards and suitably sealed to prevent entry

of water inside the pump house. Further, the mouth of the pipes at the road-

crossing end shall be suitably sealed to avoid entry of water.

All chases and passage necessary for the laying of service cable connections to

street poles shall be cut as required, and made good to the original finish and to the

satisfaction of the Engineer In charge.

Cable grips / draw wires and winches etc. may be employed for drawing cables

through pipes c loosed ducts etc.

standard code of practice and Indian Electricity Rules. The Contractor

shall provide necessary instruments, equipment’s, and Labour for

conducting the above test and shall bear all expenses in connection

with such tests. All tests shall be carried out in the presence of the

representative of the Corporation and results shall be recorded in

prescribed forms.

Mode of measurement / payment shall be made on Meter Basis

Drilling the road without breaking the road surface (Asphalt) for laying of cable for

feeding power supply by making up to 150mm dia. size of holes at both ends

complete. The horizontal drilling for cable laying shall be done at such places and

times so that the obstruction to pedestrian and vehicular traffic is minimum and as

per the regulations by various administrative authorities. The Contractor shall take

due care and precaution during horizontal drilling to avoid possible damage of other

underground plants/facilities in the route and shall indemnify the Employer for all

damages and the Contractor shall be solely responsible for all the damages and

losses. The Employer shall not be liable for any damages/losses. The positions

CONSTRUCTION: -

The pole shall be manufactured using special steel plates, confirming to B.S.- EN

10025 and shall be delivered in single section of effective length. The section

shall be fabricated out of single plate dully folded and welded. There shall be

only one longitudinal seam weld per section. Section with more than one weld

circumferential or longitudinal shall not be accepted. No site welding or bolted

joint shall be done on the pole. The plate thickness shall not be less than as per

below table. The pole shall be provided with fully penetrated flange, which shall

be free from any lamination or incursion. The welded connection of the base

flange shall be fully developed to the strength of the entire section. For the

environmental protection of the pole shall be hot deep galvanized internally &

externally. Having a uniform average thickness of 86 microns as per BSEN-ISO-

1461. The dimension of pole as mentioned below, nos. of foundation bolts not

less than four.

DOOR OPENING (110 X 300 mm door Opening): -

 An adequate door opening shall be provided at the base of the pole and opening

shall be such that it permits clear access to equipment like cable, fuse, &

terminations etc. and also facilitate easy removal of the same. The door opening

should be complete with a chose fitting vandal resistant, weather proof door

with heavy-duty double inters lock with special paddle key.

 Connector mounting: Necessary provision to be made to fix the cable

connector, fuse and cable gland etc. in the pole.

 One 50 x 20 mm MS bolt shall be welded from base plate to 1M for poles for

earthing purpose.

 Mounting of the pole shall be on the RCC foundation for that as per size of

foundation MS plat to be welded at the bottom of the pole, with drilling to fix it

on the RCC foundation, the foundation shall be designed by the OEM and certified

by the approved structural engineer, the same shall be submitted with the tender

documents. The pole shall be fixed on the RCC foundation by providing sufficient

Hot Deep Galvanizing:

Hot dip (Single) galvanized process inside and outside of Tubular pole and it

with passivation washing is required for removing these potential bond
