IMPORTANT INSTRUCTIONS TO TENDERERS

QUALIFICATION / ELIGIBILITY CRITERIA.

A. Only duly registered Firm/Company can submit Bids. Provide Certificate of Registration.

B. only Manufacturer Supplier of such type of liquid waste handling equipment’s/ Jetting Machine mounted on

TATA V 30 chassis Municipal work contractors having work experience of such type with Jetting Machine

of any capacity/type can take part in the tender for which necessary documentary proof should be enclosed

with tender. If the tenderer is Authorized dealer/ Distributor of the manufacturer, a latest Authority letter

should be submitted.

C. Financial Criteria:

a. The Average Annual financial turnover of the tenderer during the last 3 years, should be at least

Rs.10 crore. Separate Chartered Accountant’s certificate shall be attached.

b. The tenderer / Companies must have solvency certificate of National / Schedule Bank. Solvency

certificate 2 crore issued shall not be less than one year old.

D. Experience Criteria:

For Manufacturer/Supplier

Manufacturer of the Jetting Machines, whose system is proposed in the tender shall have minimum 25 years

manufacturing experience of jetting machine and shall have supplied at least 40 nos. of such Machines, of

similar capacity (Minimum 1000 ltr)/type having capability in last 5 years in India. Only supplied in govt.

department municipal corporation /ULBs/Govt sector. Not valid private party supplied. all necessary

documentary evidence (self-attested copies of purchase orders And Completion Certificate received from

those clients.) shall be submitted along with the tender.

The Bidder should have a authorized local agency, having service set up with adequate spares / consumable

and trained manpower, tools & tackles to carry out O&M of Machines effectively.

E.P.F.O and ESIC registration with latest paid challan copy all bidder are submit their manpower

list which register under ESIC and EPF at least 20 nos. above staff registered which documentary

evidence must attached.

Valid Trade certificate “form – 17” from concern RTO.

NSIC certificate must attached and tender item (jetting machine) also mentioned in certificate

otherwise offer are Rejected.

Tenderer must be Factory license attached.

The manufacturer must be registered under ISO: 9001- 2015 and copy of ISO certificate must be

attached with tender. The ISO certification should be of any reputed company. If required the

tenderer may ask for audit details.

H. Documentation to be used and referred

All applicants have to submit audited annual reports/financial reports of last Three years ending 31.03.2026.

Firms that do not publish financial statements, such as partnerships, submit specially prepared statements. A

qualified external auditor should certify such statements. Annual reports shall include the auditor's

certification. Separate Chartered Accountant’s certificate shall be attached for Turn over data.

(A) Disqualification

Even though the Applicants meet the above criteria, they are subject to be disqualified and forfeiture of EMD

(with approval of competent authority) and agency will be debarred from JMC, if Applicant or any of its

constituent partners/ consortium member has Made misleading or false representation in the forms,

statements, and attachments submitted or Been debarred by Central govt. organization/ State govt.

organization /JMC or any other Agency of Government of India or any of the State Governments /ULBs for

poor performance of similar machine / any other sewer cleaning machine.

In case of a proprietary firm, partnership firm the following are the disqualification criteria:

(i) If, any of the member/partner or the proprietor is debarred by Central govt. organization/ State govt.

organization /JMC or any other Agency of Government of India or any of the State

Governments/ULBs.

(ii) If, any of the partners or the proprietor has a criminal history or has been convicted by any court of

law for any of the offenses under any Indian laws.

(iii) If, any criminal proceeding is pending in any court of law in India against any of the partner or a

proprietor and if any such proceeding culminates into conviction in last seven years.

Note: The experience as sub contractor shall not be considered

[2] TENDERERS TO READ AND NOTE CAREFULLY:

[A] At his own expenses and prior to submitting his tender, each tenderer shall (a) examine the Contract

Documents (b) visit the sites and determine local conditions which may affect the work including the

prevailing wages and other pertinent cost factors (c) familiarize himself with all central, State and local laws,

ordinance, rules, regulations and codes affecting the material supply including the cost of permits and licenses

required for the work and (d) correlate his observations, investigations, and determinations with the

requirement of the tender documents.

[B] The tender documents should be completed legibly in ink, checked in responsible manner, signed, stamped

and returned together with the tender security Bond by the tenderer. The tenderer is required to complete the

form of tender, including the appendices thereto, tender. Bond and the tender summary duly signed and

[3] TENDER GUARANTEE DEPOSIT: -

[A] Each tender must be accompanied by a receipt of deposit as tender Guarantee (Earnest money deposit) as

mentioned in memorandum, in the form of crossed Demand Draft/Pay Order of Local Nationalized Bank

acceptable to Corporation drawn in favor of the "Municipal Commissioner, Jamnagar Municipal

Corporation" payable at Jamnagar. The tender bond shall be valid for a period of not less than one hundred

and eighty (180) days and shall comply with the requirements for Bond as stipulated in the general conditions

of contract. The Corporation as a guarantee will hold the tender guarantee bond that the tenderer if awarded

the contract, will enter in to the contract agreement in good faith and furnish the required bonds. Any tender

not accompanied by a tender Guarantee in the form of earnest money deposit in the form of Bank Draft for

the sum stipulated in the tender document will be summarily rejected.

[B] The earnest money deposit will be refunded to the unsuccessful tenderers after the award has been

[4] REGISTRATION CERTIFICATES: -

Registration certificates must accompany the tender without which the tender is liable to be summarily

rejected. The GST Registration and other necessary registration certificates must be clearly specified.

[5] PREPARATION OF TENDER DOCUMENTS: -

Tenderers are requested to note the following while preparing the tender documents:

(A) Tender shall be submitted on the tender form bound herein in English. All tender items and statements shall

be properly filled in. Numbers shall be stated both in words and in figures were so indicated.

(B) Each tender shall be accompanied by the prescribed tender security bond and other required documents and

drawings. All witnesses and sureties shall be persons of status and proximity and their full names, occupations

and addresses shall be stated below their signatures.

(C) Delivery of tenders shall comply with notice inviting tenders as to place, date and time.

[6] SUBMISSION OF TENDER DOCUMENT:

This cover shall contain following: -

1. Demand draft or pay order payable at Jamnagar only to be forwarded towards Tender fee, Tender

Guarantee (EMD).

2. Forwarding letter along with conditions/clarifications.

3. G.S.T Registration certificate.

4. Solvency Certificate 2 crore not older than one year.

5. A list of all completed works must be furnished along with satisfactory work completion certificate.

6. Work completion certificate should be submitted as mention in the scope of work.

7. Turnover during last 3 years, ending 31st March 2026 of previous financial years, should submit. An attested

copy of annual turnover for last 3 years should be enclosed.

8. Bidder should indicate actual figures of costs and amount for the work executed in Annexure – without

accounting for the above mentioned factors.

9. List of the works already completed in last 7 years in prescribed Performa as per Annexure.

10. Declaration regarding the work on hand with the tenderer shall also be given in Prescribed Performa

as per Annexure-. Attested copies of work orders, interim certificates if any shall also be attach as supporting

12. The Bidder has to furnish the undertaking on the non-judicial stamp paper of Rs.300/-duly Notarized

regarding his firm is not blacklisted in anywhere in India as on date of at the time of e-tendering. The

information should be accurate and the coverage of this undertaking should also include cases which are sub-

judice and/or under litigation. This undertaking should be submitted during the physical submission of

Qualification documents. This should also include such cases, which are in process/progress. The Bidder

should provide accurate information on any litigation history or arbitration resulting from contracts

completed or under execution by them over the last ten years. Any Bidders are not eligible to participate who

has been blacklisted (including cases which are sub-judice and/or under litigation) by any of Govt.

Department or any ULB’s (Urban Local Bodies in India). If it comes to the notice of the JMC authority at

any point of time, during the tendering or execution stage of the work that the Bidder has been blacklisted by

any Govt. Organization (as mentioned above), then all the payments due to him shall be forfeited and firm

will be blacklisted.

13. Tender with technical and general specifications and drawings, catalogues/literature of equipment’s being

All bidder can submit the price bid only on web site .The prices for offer are to be quoted by the bidders at

specified spaces. No condition will be accepted along with price– bid.

Technical Bid along with EMD cover must be sealed & superscripted and must be put in one main cover

which must be submitted to the. Executive Engineer, Under Ground Drainage Drainage Department, 4th Floor

Jamnagar Municipal Corporation, Jamnagar-361 001 by Speed post/Registered post only on or before the

date mentioned in memorandum.

No delay on account of any case for receipt of tender shall be entertained. Tender received or due to be

received after the time limit is over will not be accepted and if inadvertently accepted will not be opened and

will be returned unopened. The tenders, who may get opened before the due date with no indication having

been given on the outside of the envelope, are liable to be rejected.

Mailed tenders must be sent in a covering envelope by Registered post with due acknowledgement. The

return receipt will be endorsed to show the date and time of receipt. Mailed tender not received at the required

place before the date and time set for the receipt of tenders will be rejected.

The tender must contain the name, address of residence and place of business of the persons submitting the

tender and must be signed and sealed by the bidder with his usual signature.

All partners must sign tenders by partnership firm. The full name and addresses of all the partners shall be

furnished. The tenders by Corporation/companies must be signed with the legal name of the

corporation/company by the president/or by the secretary or other person or persons legally authorized to

bind the corporation/company in the matter.

[7] TENDER VALIDITY PERIOD: -

The validity period of the tender submitted for this work shall be of 180 (one hundred eighty)

Calendar days from the last date of on line opening of price bid and that the tenderer shall not be allowed to

withdraw or modify the tender offer on his own during the validity period. The tenderer will not be allowed

to withdraw the tender or make any modifications or additions in the terms and conditions of this tender. If

this is done, then the corporation shall, without prejudice to any right or remedy, be at liberty to reject the

tender and forfeit the earnest money deposit in full.

[8] GENERAL PERFORMANCE DATA: -

Tenderers shall present all the information, which are sought for in the tender documents in the form of

various schedules. Tenders may not be considered if left blank or the schedules are not properly filled in

before submissions of the tender.

[9] SIGNING OF TENDER DOCUMENTS: -

If an individual makes the tender it shall be signed with his full name above his current address. If a

proprietary firm makes the tender it shall be signed by the proprietor above his name and the name of his

firm with his current address.

If the tender is made by a partnership firm it shall be signed by all the partners of the firm above their full

names and current addresses, or by a partner holding the power of attorney for the signing the tender in which

case a certified copy of the power of attorney shall accompany the tender. A certified copy of the partnership

deed, current addresses of all the partners of the firm shall also accompany the tender.

If the tender is made by a limited company or a limited corporation, it shall be signed by duly authorized

persons holding the power of attorney for signing the tender in which case a certified copy of the power of

attorney shall accompany the tender. Such limited company or corporation may be required to furnish

satisfactory evidence of all its existence before the contract is awarded.

All witnesses and sureties shall be persons of status and proximity and their full names, occupations and

addresses shall be stated below their signatures. All signatures in the tender documents shall be dated.

[10] WITHDRAWAL OF TENDERS: -

If, during the tender validity period, the tenderer withdraws his tender, the tender security (earnest money)

shall be forfeited and the tenderer may be disqualified from tendering for further works under the jurisdictions

of the Jamnagar Municipal Corporation.

[11] ERRORS AND DISCREPANCIES IN TENDERS: -

In case of conflict between the figures and words in the rates, the rates expressed in words shall prevail and

will apply in such case(s).

[12] TAXES AND DUTIES ON MATAERIAL: -

Prices quoted must be inclusive of all taxes, levies, incidental charges, packing forwarding, insurance,

transportation, loading / unloading, Third party inspection / testing charges by authorized representative of

manufacturer for checking genuineness of the parts supplied, etc. The Municipal Corporation will not issue

“C” or “D” form.

[13] TIME REQUIRED FOR COMPLETION: -

The time required for the completion of supply work is mentioned in scope of work failing, which penalty at

a maximum rate of 10.0% of total order value shall be charged and recovered from your bills/deposits.

The Bidder shall quote accordingly. Any deviation in time of completion specified above shall not be

accepted and "price-bid" of such bidder shall not be opened, and in case opened by mistake the tender

of such bidder shall not be considered.

[14] PRICES AND PAYMENTS: -

The tenderer must understand clearly that the prices quoted are for the total works at site and include all

taxes, costs due to Carting, loading-unloading, transportation, transit insurance and Comprehensive

insurance of complete unit/Machine as well. JMC vehicle tax, token fees, and to include all extras to cover

the cost. No claim for additional payment beyond the prices quoted will be entertained and the tenderer will

not be entitled subsequently to make any claim on any ground.

[15] TERMS OF PAYMENTS: -

No payment shall be made in advance or against delivery of material/Machinery.

Payment shall be released as per rules and regulations of JMC as per mentioned in the scope of work after

submission of bills. Please note that no alternative payment terms shall be accepted other than this, any

alternative terms, if offered may attract outright rejection of the tender. Advance payment term shall NOT be

accepted by the Corporation. All payments are subject to income tax, tax deduction at source as per rules.

All payments shall be made as per prevailing rules/regulations of JMC.

[16] OPENING OF TENDER DOCUMENTS: -

The technical bid of tenders will be opened in the office of the competent authority, Jamnagar Municipal

Corporation, Jamnagar.

Technical Bid will be opened first and scrutinized and if tenderer is qualified as per qualifying criteria, then

online price-bid of such tenderer shall only be opened. If possible the tenderer or their authorized

representatives may remain present during the tender price bid opening.

[17] EVALUATION OF TECHNICAL BID:-

After opening of the technical bid, J.M.C. will examine the technical bid thoroughly. The technical bid not

fulfilling the requirement, regulation and specification of the tender documents will be rejected out rightly.

The price bid of the unsuccessful tenderer in technical bid will not be opened.

[18] OPENING OF PRICE-BID:-

The tenderers whose technical bid is found as per terms and conditions of the tender documents may be

informed to remain present during the opening of the price-bid. The successful tenderers of technical bid,

who choose to remain present may attend price bid opening and price break-up will be readout at that time.

The competent authority of J.M.C. reserves the right to open/ seal/ accept/ reject any tender without assigning

any reasons thereof.

Price Bids of Tenderers, who does not meet the technical requirements of the tender, will not be opened.

[19] Acceptance of tender will rest with the competent authority that does not bind himself to accept the lowest

and reserves the right to reject any or all tenders and no reasons will be given for acceptance or rejection

thereof. The tenderer whose tender is accepted will have to enter into a regular contract and abide by all rules

and regulations embodied in the tender.

[20] Inspection

The bidder will make arrangement for inspection of the Jetting Machine by Third Party along with

representative of JMC, before delivery at factory site. Inspection of the Jetting Machine system will also be

carried out at Jamnagar delivery site specified by JMC. All cost towards any kind of interim & final

inspection including to and fro traveling with stay charges for two people will be borne by the suppliers. If

any discrepancy is found in the material supplied and technical specifications approved, the same shall be

rejected and bidder will collect rejected material within seven days. No claim for the rejected material shall

be entertained.

[21] Procurement period (i.e. Delivery Period)

The total procurement period is 45 days From The Issued Date Of Work Order.

[22] In case/if required of next purchase within one year of supply rate may purchase with mutual

understanding between JMC and suppliers as required.

[23] Performance Security On award of contract, the successful bidder will have to produce chaque/DD

(of any Scheduled or Nationalized Bank) of 5 % of the cost of the work, separately towards the

security deposit, in favor of The Municipal Commissioner Jamnagar Municipal corporation, must

be submitted in the Under Ground Drainage Branch. This will be returned only after successful

completion of warranty period.

Scope of Work:-

The scope of works includes two parts:-

Design, fabrication, supply, testing and commissioning of machine at Jamnagar Municipal Corporation (This includes

the supply of suitable Jamnagar RTO approved chassis and installation of unit on chassis as per tender specifications)

The time limit for the supply work shall be as per the below mention schedule. Supply to be completed

vehicle/Machine/Equipment within maximum 60 days from the date of Letter of Intent or work order. The

proof of receiving the vehicle chassis at bidder’s works should be submitted at JMC. The penalty shall be

applicable separately in case of delay.

The Bidder shall quote accordingly. Any deviation in time of completion specified above shall not be

accepted and "price-bid" of such bidder shall not be opened, and in case opened by mistake the tender

of such bidder shall not be considered.

Payment Terms:-

For supply of machine along with chassis

(i) The payment towards the Machine shall be paid after successful trial /testing /performance of

machine/Third party inspection submission of necessary documents like Delivery Challan.

(ii) Chassis should be acquired by the successful tenderer on behalf of Jamnagar Municipal Corporation.

Security Deposits: -

The successful bidder shall also be required to deposit an amount equal to 5% of the total tender amount as

Performance security deposit.

Security Deposit for supply of machine

Successful tenderer shall have to pay the Performance Security Deposit @ 5% of the awarded contract

value in form of Fixed Deposit Receipt of any Bank or Nationalized Bank located in Jamnagar, for a period

of 12 (Twelve) months in the name of Municipal Commissioner, Jamnagar Municipal Corporation, Jamnagar,

and shall have to enter into an agreement on a stamp paper of Rs.300/- in favour of Jamnagar Municipal

Corporation in prescribed format of Jamnagar Municipal Corporation. (1) 2.5% of the contract value at the

time of agreement And (2) 2.5 % at the time of final bill Payment.

Contract agreement: -

The successful bidder shall be required to enter into contract agreement along with undertaking and local

surety on Gujarat Stamp Paper purchased from Jamnagar worth Rs.300.00 (i.e. Rs. 300.00 + 300.00 +

Special terms & conditions for the supply of Machine

1. It is desire, the bidder & their OEM supplier to have ISO certificate confirming the design & manufacture

of the similar kind of machineries.

2. This tender includes the design, fabrication, supply, testing and commissioning of machine mounted on

TATA V 30 chassis.

3. The Jamnagar RTO approved chassis shall be purchased by the successful tenderer in the name of

Commissioner, Jamnagar Municipal Corporation through an authorized dealer.

4. The charges for Life time Road tax, transit insurance, full insurance of complete Machine, Third party

inspection charges, Transportation of the vehicle To & Fro, ANY OTHER APPLICABLE TAXES AND

LEVIS (from vehicle dealer to bidders works and from bidders works to JMC) shall be included in the rates

quoted by the tenderer.

5. The chassis shall preferably be purchased from an authorized dealer to avail the free services & warranty

facilities of the vehicle chassis easily .If the chassis is purchased from outside, the supplier shall be

responsible to get the free services & warranty period repairs at Jamnagar.

6. The supplier shall submit the relevant Import documents like custom Clearance/Bill of landing etc for the

imported components fitted/used in the machine.

7. The one year warranty for each & every part of the machine fabricated by the supplier shall be provided.

8. The Manufacturer should certify that they will supply spares for the said machines for a minimum period of

10 years from the date of supply.

9. The Manufacturer of the Machine(s) should certify that the machine meets all minimum technical

parameters as specified in the Tender.

10. The rate shall be quoted inclusive of all taxes, levies, duties, transit insurance, Road tax, Transportation,

Third party inspection charges ,octroi (if any), and full insurance of complete unit/machie, etc. The one year

insurance of complete unit will be taken by the tenderer.

11. The color shed shall be decided by engineer -in-charge.

12. JMC may deploy Third Party Inspection service (TPI) for the work & supplier is supposed to co-operate

the TPI agency.

13. The supplier shall submit the 2 sets of Operation manual/workshop manual/spare parts catalogue for each

The photo copy of the labels of the parts showing the details of the part to be fitted shall also be submitted

along with the approval certificate issued by TPI/Engineer-in-charge. No parts shall be fitted without

15. The expense for the Testing/Inspection of the machine, various imported & indigenous parts shall be borne

by the supplier.

16. The supplier shall arrange a trial run of the machine & training to the JMC people for operation &

maintenance at Jamnagar for 07 days at his own cost.

GENERAL TERMS AND CONDITIONS

THE FOLLOWING MUST BE CONSIDERED:-

1. It should be clearly noted that payment of earnest money deposit & Tender fee will be made either by pay order

or demand draft only is must for consideration of the tender. Tender Guarantee & Tender fee in any other form

like cash, chaque, Bank guarantee etc. shall not be accepted. Tender without Tender Guarantee & Tender fee

shall be out rightly rejected. The demand draft or pay order should be in the name of "MUNICIPAL

COMMISSIONER' JAMNAGAR MUNICIPAL CORPORATION" only and must be enclosed with the tender.

The pay order/demand draft should be valid for minimum 180 days.

3. The contractor shall also be required to produces solvency certificate of minimum 2 crore.

4. The tenderer/contractor shall also attach with the tender, the latest Income Tax and any other applicable tax

clearance Certificate, and GST registration.

5. List of reputed Consumers to whom similar type of material supplied must be furnished with the tender. The

contractor shall also be required to produce customer satisfaction certificate if required by the Corporation.

6. The data sheets giving information for technical data of items must accompany the tender without which the

tender shall be liable for rejection.

7. The unit supplied must carry an un-conditional guarantee against manufacturing defect of minimum one year

from date of acceptance of machine at site. In case of defect, the guarantee period shall be reckoned from the

date of re inspection/ re testing at site after rectifications the defect. If defect is found to occur more than once,

defective material/item must be replaced and not repaired and guarantee will commence from the date of its

replacement. The amount of security deposit shall be retained till successful completion of guarantee period.

NO any extra cost will be paid by JMC.

8. The contractor should give their rates on Jamnagar site delivery basis i.e. the rates offered must include packing

forwarding, one year insurance, transportation, Third Party Inspection charges, including loading/ unloading,

Watch & Ward, full insurance of unit. The rate should also include sales tax, works contract tax, excise duty,

GST & any other applicable taxes/ levies.

9. It should be clearly mentioned in the tender regarding the prices, exact delivery/completion period, percentage

of taxes/duties included and other terms of business. The Corporation shall not supply any sales-tax declaration

in wherever necessary and tender papers duly signed wherever specified must be returned. If any page is taken

out or tender papers are not returned or any change is made in tender papers, the tender guarantee shall be

forfeited rejecting the offer out rightly. Tenderer may attach separate sheet for any remarks or specifications if

they intend to specify along with the tender only.

11. The validity of the tender should be minimum 180 days from the date of opening of price bid of the tender.

12. The delivery of the equipment’s/materials shall be taken/ given between working hours on working days only.

In any case delivery shall not be taken/ given on Sundays, Holidays and outside office working hours as stated

13. In case of any mis-understanding due to interpretation of any terms, conditions or specifications the decision

are required to comply the applicable provisions of said statute regularly and totally.

17. The contractors for services are required to produce the certified copies of paid challans in respect of

employees/workers employed by said contractor in respect of work allotted by Jamnagar Municipal

Corporation, along with copies of Pay Roll and Muster Roll, if the same are not produced, the bill will not be

19. No officer, Employee of Municipal Corporation is admitted to any share or part of this contract to any benefit

21. Municipal Commissioner reserves the right to reduce the scope of work and split the tender in two parts or

more without assigning any reason even after award of contract.

22. Corporation will not defray expenses incurred by tenderer in tendering.

23. Price variation clause of any form shall not be accepted. Price shall remain firm till execution of order.

24. It should be noted that the lowest rate(s)/ price(s) will not be the sole criterion for accepting the offer but

emphasis may be given to quality and after sales services of required system/ products and even readiness

to offer the same of innovative technology.

25. Right to accept any or to reject any or all tenders without assigning any reason thereof is reserved by the
