1 Bidders are requested to fill cells highlighted in yellow in Tables I to III.

2 Mandays for Base Engineer for 24 Nos of Conventional Rigs (Category A) = (365+365+366) x 2 Personnel = 2192.

3 Mandays for Field Supervisors for 24 Nos of Conventional Rigs (Category A) = (365+365+366) x 5 Personnel = 5480.

4 Mandays for Cementing Operator for 24 Nos of Conventional Rigs (Category A) = (365+365+366) x 24 Personnel = 26304.

5 Mandays for Base Engineer/ Field Supervisor/ Cementing Operator for 1 No of HPHT Rig (Category B) = (365+365+366) x 1 Personnel.

6 All values are to be filled with upto two decimal places only, except the slurry yield. The slurry yield is to be filled upto 3 decimal places.

7 If the values filled have more than 2 decimal places, then the same will be rounded off to 2 decimal places as per existing ONGC practice, i.e. on the lower side.

8 In Table II, if the dosage(s) of any cement additive(s) in any slurry/ spacer formulation(s) is less than 0.01, then such dosage(s) shall be rounded up to 0.01 and unit price quoted for corresponding line item shall be adjusted accordingly so that quoted “Total Cost of Cementing Services for 25 Rigs” remains unchanged for evaluation and award. The same shall be acceptable to the bidder.

9 F.O.R. Destination Cost shall include CIF Cost or Ex-Works Cost, Custom Duty and Social Welfare Surcharge (if applicable), Port Charges (if applicable), Freight Charges, GST and all other charges upto Destination, i.e. Nhava/ Pipavav/ Karanja.

10 Quantities in Tables I, II and III are for the evaluation purpose only. ONGC reserves the right to mobilise/ order the services/ materials as per its operational requirement.

11 Payment shall be made as per the actuals.

12 Bidder shall specify if the quoted items/ equipment/ cement additives/ materials in Tables II and III are imported or indigenous or both in Column F using dropdown.

13 UoMs (Unit of Measurement) in Tables II are to be filled using dropdown only.

14 Bidders are not allowed to insert any rows in Tables II.

15 Dosage for cement additives shall %BWOC/ PPB for solid additives and GHS/ GPB for liquid additives. These to be filled using dropdown in Table II.

16 All calculations to be carried out considering 1 MT = 2205 LB, 1 Sack of OWC = 94 LB, 1 BBL = 5.615 Cu Ft = 42 Gal. No other derived constants are to be used.

17 All calculations are to be rounded off at 2 decimals places using formula =round(). For formula syntax please refer google.

18 ONGC will provide API Class-G Cement, Silica Flour and Barite required for slurry and spacer design.

21 In Table I of Main Price Format, quoted Service Day Rate for Category B – HPHT personnel (Cementing Operator, Field Supervisor and Base Engineer) should be equal to or more than the corresponding quoted Service Day Rate for Category A – Conventional personnel. If the quoted Service Day Rate of any Category B – HPHT personnel are found lower than the corresponding Service Day Rate of Category A – Conventional personnel, then the Service Day Rate for Category A – Conventional personnel shall be matched to the corresponding quoted Service Day Rate for Category B – HPHT personnel for the evaluation and award. The same shall be acceptable to the bidder. Example: In the above scenario, the service charges of the personnel under Category A shall be matched to the service charges quoted for corresponding personnel under Category B. Hence, the service charges for Cementing Operator, Field Supervisor and Base Engineer for Category A shall be considered as 80.00, 160.00, and 240.00 respectively for evaluation and award. 22 In Table I of Main Price Format, quoted Service Day Rate for Base Engineer should not be more than 3 times the quoted Service Day Rate for Cementing Operator for the respective category. If the quoted Service Day Rate for Base Engineer is found higher, then the same shall be restricted to 3 times the quoted Service Day Rate for Cementing Operator for the respective category for evaluation and award. The same shall be acceptable to the bidder.

23 In Table I of Main Price Format, quoted Service Day Rate for Field Supervisor should not be more than 2 times the quoted Service Day Rate for Cementing Operator for the respective category. If the quoted Service Day Rate for Field Supervisor are found higher, then the same shall be restricted to 2 times the quoted Service Day Rate for Cementing Operator for the respective category for evaluation and award. The same shall be acceptable to the bidder.

24 In Table II of Main Price Format, quoted cement additives and their dosages for slurry and spacer packages in Table II as per Exhibit 1 of SoW, shall be as per its test reports of slurry and spacer packages submitted along with the bid. The test reports shall meet the specifications as per Exhibit 1 of SoW Slurry/ Spacer formulation(s). The slurry/ spacer formulations are to be designed with ONGC supplied API Class-G Cement not older than 6 months. The slurry/ spacer packages quoted without test reports shall be rejected. Additional cement additive(s) which are not part of the slurry/ spacer formulations as per the submitted test reports, should not quoted. Such additional cement additive(s) shall be not become the part of the NoA (i.e. evaluation and award).

25 If any inconsistencies of cement additive(s) and/ or their dosage(s) quoted in the Table II of the Main Price Format are observed with respect to the test reports, then such inconsistencies in the cement additive(s) and/ or their dosage(s) shall be rectified by ONGC as per the test report(s) for the evaluation and award. At time of evaluation and award, any change in cost per BBL or Total Cost of Cement Additives for the formulation(s) due to the rectification of such inconsistencies shall be acceptable to the bidder.

26 Price Evaluation Criteria (PEC): 1. The price evaluation of the bids shall be on the value of “Total Cost of Cementing Services for 25 Rigs”, i.e. Sl No 12 of Table I of Main Price Format. Quoted prices bids shall be verified/ adjusted as detailed below: 1.1. If any inconsistencies of chemical(s) and/ or their dosage(s) quoted in the Table II of the Main Price Format are observed with respect to the test reports, then such inconsistencies in the chemicals(s) and/ or their dosage(s) shall be verified/ adjusted by ONGC as per the test report(s) for the evaluation. 2. Upon verification/ adjustment of the price bids as per Point 1.1 (above), lower of the either values, “Total Cost of Cementing Services for 25 Rigs” of the verified/ adjusted bid OR “Total Cost of Cementing Services for 25 Rigs” of the quoted bid, shall be considered for the final price bid evaluation and ranking. 3. Further, in case the value of “Total Cost of Cementing Services for 25 Rigs” of the verified/ adjusted bid is higher than the value of “Total Cost of Cementing Services for 25 Rigs” of the quoted bid, then the prices of all the components/ line items shall be reduced proportionally to the quoted bid for award. 4. Criteria for Award of Contract as per Split: 4.1. L-1 bidder (as per Point 2 above) shall be awarded 70% of requirement of Category A, i.e. 17 (seventeen) nos of conventional rigs and 100% requirement of Category B, i.e. 01 (one) no of HPHT rig. 4.2. For the balance 30% requirement of Category A, i.e., 07 (seven) conventional rigs, all bidders other than the L-1 bidder shall be invited to submit, in sealed envelopes, their confirmation to execute the said requirement at a total evaluated value not exceeding the corresponding value derived at L-1 rates, without increasing the rate of any line item quoted in their original bid. Bidders whose originally evaluated value for the said requirement is already equal to or lower than the corresponding value at L-1 rates may confirm their willingness to execute the work at their evaluated rates. The sealed envelopes shall be opened sequentially in the order of ranking (L-2 onwards) in the presence of the bidders’ representatives who choose to attend. The highest-ranked bidder whose offer satisfies the above condition shall be considered for award of the balance 30% requirement of Category A. If the L-2 bidder does not agree to execute the work in accordance with the above condition, the offer of the next ranked bidder shall be considered, and so on. In the event that none of the remaining bidders agrees to execute the work at a total evaluated value not exceeding the corresponding value derived at L-1 rates, the entire requirement of Category A, i.e., 24 (twenty-four) conventional rigs, shall be awarded to the L-1 bidder. 27 For import of vessel/ equipments/ tool/ Chemicals/ spares and accessories as specified in list 33, for execution of contract for petroleum operations, ONGC will provide required undertaking/certificate to contractor for availing concessional rate of Customs duty for import of vessel/ equipments/ tool/ Chemicals/ spares and accessories as specified in list 33, as eligible. Refer ITB Cl. 13.0 & GCC Cl. 8.4. Rates should be quoted accordingly.

If the quoted Service Day Rate of any Category B – HPHT personnel are found lower than the corresponding Service Day Rate of Category A – Conventional personnel, then the Service Day Rate for Category A – Conventional personnel shall be matched to the corresponding quoted Service Day Rate for Category B – HPHT personnel for the evaluation and award. The same shall be acceptable to the bidder. Example: In the above scenario, the service charges of the personnel under Category A shall be matched to the service charges quoted for corresponding personnel under Category B. Hence, the service charges for Cementing Operator, Field Supervisor and Base Engineer for Category A shall be considered as 80.00, 160.00, and 240.00 respectively for evaluation and award. 22 In Table I of Main Price Format, quoted Service Day Rate for Base Engineer should not be more than 3 times the quoted Service Day Rate for Cementing Operator for the respective category. If the quoted Service Day Rate for Base Engineer is found higher, then the same shall be restricted to 3 times the quoted Service Day Rate for Cementing Operator for the respective category for evaluation and award. 23 In Table I of Main Price Format, quoted Service Day Rate for Field Supervisor should not be more than 2 times the quoted Service Day Rate for Cementing Operator for the respective category. If the quoted Service Day Rate for Field Supervisor are found higher, then the same shall be restricted to 2 times the quoted Service Day Rate for Cementing Operator for the respective category for evaluation and award. The same shall be acceptable to the bidder.

24 In Table II of Main Price Format, quoted cement additives and their dosages for slurry and spacer packages in Table II as per Exhibit 1 of SoW, shall be as per its test reports of slurry and spacer packages submitted along with the bid. The test reports shall meet the specifications as per Exhibit 1 of SoW Slurry/ Spacer formulation(s). The slurry/ spacer formulations are to be designed with ONGC supplied API Class-G Cement not older than 6 months. The slurry/ spacer packages quoted without test reports shall be rejected. Additional cement additive(s) which are not part of the slurry/ spacer formulations as per the submitted test reports, should not quoted. Such additional cement additive(s) shall be not become the part of the NoA (i.e. evaluation and award).

25 If any inconsistencies of cement additive(s) and/ or their dosage(s) quoted in the Table II of the Main Price Format are observed with respect to the test reports, then such inconsistencies in the cement additive(s) and/ or their dosage(s) shall be rectified by ONGC as per the test report(s) for the evaluation and award. At time of evaluation and award, any change in cost per BBL or Total Cost of Cement Additives for the formulation(s) due to the rectification of such inconsistencies shall be acceptable to the bidder.

26 Price Evaluation Criteria (PEC): 1. The price evaluation of the bids shall be on the value of “Total Cost of Cementing Services for 25 Rigs”, i.e. Sl No 12 of Table I of Main Price Format. Quoted prices bids shall be verified/ adjusted as detailed below: 1.1. If any inconsistencies of chemical(s) and/ or their dosage(s) quoted in the Table II of the Main Price Format are observed with respect to the test reports, then such inconsistencies in the chemicals(s) and/ or their dosage(s) shall be verified/ adjusted by ONGC as per the test report(s) for the evaluation. 2. Upon verification/ adjustment of the price bids as per Point 1.1 (above), lower of the either values, “Total Cost of Cementing Services for 25 Rigs” of the verified/ adjusted bid OR “Total Cost of Cementing Services for 25 Rigs” of the quoted bid, shall be considered for the final price bid evaluation and ranking. 3. Further, in case the value of “Total Cost of Cementing Services for 25 Rigs” of the verified/ adjusted bid is higher than the value of “Total Cost of Cementing Services for 25 Rigs” of the quoted bid, then the prices of all the components/ line items shall be reduced proportionally to the quoted bid for award. 4. Criteria for Award of Contract as per Split: 4.1. L-1 bidder (as per Point 2 above) shall be awarded 70% of requirement of Category A, i.e. 17 (seventeen) nos of conventional rigs and 100% requirement of Category B, i.e. 01 (one) no of HPHT rig. 4.2. For the balance 30% requirement of Category A, i.e., 07 (seven) conventional rigs, all bidders other than the L-1 bidder shall be invited to submit, in sealed envelopes, their confirmation to execute the said requirement at a total evaluated value not exceeding the corresponding value derived at L-1 rates, without increasing the rate of any line item quoted in their original bid. Bidders whose originally evaluated value for the said requirement is already equal to or lower than the corresponding value at L-1 rates may confirm their willingness to execute the work at their evaluated rates. The sealed envelopes shall be opened sequentially in the order of ranking (L-2 onwards) in the presence of the bidders’ representatives who choose to attend. The highest-ranked bidder whose offer satisfies the above condition shall be considered for award of the balance 30% requirement of Category A. If the L-2 bidder does not agree to execute the work in accordance with the above condition, the offer of the next ranked bidder shall be considered, and so on. In the event that none of the remaining bidders agrees to execute the work at a total evaluated value not exceeding the corresponding value derived at L-1 rates, the entire requirement of Category A, i.e., 24 (twenty-four) conventional rigs, shall be awarded to the L-1 bidder. 27 For import of vessel/ equipments/ tool/ Chemicals/ spares and accessories as specified in list 33, for execution of contract for petroleum operations, ONGC will provide required undertaking/certificate to contractor for availing concessional rate of Customs duty for import of vessel/ equipments/ tool/ Chemicals/ spares and accessories as specified in list 33, as eligible.
