Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Consultancy Service for preparation of DPR for filling of additional 7 Tanks in 64 Kittur Tank filling project.

Collection of all necessary data such as preliminary report, relevant toposheets of the area, current schedule of rates, legacy reports of primary scheme, preparation of index map, preliminary desktop study and primary planning scheme and distribution network

Carrying out topographical survey for jack-well, tanks and proposed raw water rising main route

Geotechnical investigations by taking required number of trial pits or trial bore

Preparation of DPR for construction of jack-well, rising main and delivery chambers for filling up of 7 minor irrigation tanks/ponds left out of Kittur LIS belong to 4 villages as per relevant Guidelines of KNNL based on preliminary investigations and designs as per guidelines of WRDO for approval of scheme in lump sum turnkey basis

Preparation of package estimate for implementation of the scheme for construction of LIS from Malaprabha river as per relevant guidelines for approval of scheme in Lumpsum turnkey basis

Preparation of bid document for implementation of scheme for construction of LIS from Malaprbha river in Belagavi district based on preliminary investigation and designs as per guide lines of WRDO, relevant guidelines of KNNL for approval of scheme in lump sum turn key basis

The quoted rates shall be Inclusive of GST and submission of the details as per scope of work mentioned above

The bidder should also furnish the list of works on hand with all details such as working as LIS Consultant / Civil Consultant bid cost, date of entrustment, stipulated date of completion, actual date of completion, completed cost of work, latest status of work etc

The Bidder / Company should be registered as a consultancy service. Certificate of registration obtained from competitive authority should be enclosed & Consultants should be enrolled under KPWD. Marks 10

The intending bidder should have satisfactorily completed as a prime contractor, at least one similar work (at least 90% of the contract value of ongoing work) of 50% completed & Final Bill paid work costing not less Rs. 5.00 lakhs of work executed during 2021-22, 2022-23, 2023-24 2024-25 and 2025-26 will be considered. (The work done value of previous years shall be given a weightage of 10%per year to bring them to price level of the Financial year 2026-27) The work done certificate should be issued by an officer not below the rank of Executive Engineer of the concerned Division / Equivalent officer and counter signed by the Superintending Engineer of the same circle / next higher officer Marks 30

Personnel Including Skills and competencies The Bidder/Company should have the necessary (Sufficient) key personnel/man power/Experts in the field of Hydrology, Hydromachanics, Electrical and Civil aspects of the working with organization to be furnished with complete Bio-data with consent letters. (1) A Post Graduate in Civil Engineering/remote sensing with a minimum of 10 years experience in relevant field of Survey. (2) Supporting staff shall be of GPS Experts with minimum qualification of Graduate in Civil Engineering with minimum of 3 to 5 years of experience. (3) Supporting staff shall be of CAD dratsman with minimum qualification of Diploma in Civil Engineering with minimum of 3 to 5 years of experiene. (4) Supporting staff shall be of Senior Surveyor with minimum qualification of Diploma.Graduate in Civil Engineering with minimum of 3 to 5 years of experience. (5) A Post Graduate in Civil Structures and Mechanical/Hydrology/Hydraulics/Electrical with minimum of 3 to 5 years of Experience Marks 25

Description of Methodology

The bid of all bidders who have up loaded the tender along with all relevant documents will be considered in the evaluation. However, prior to awarding of the work, the L-1 bidder would be asked to produce the original documents in support of the uploaded documents to enter into agreement. If the L-1 bidder does not produce the original documents for entering into a agreement, then his bid will be treated as non-responsive bid as per clause 26 (A) of the KTPP Rules. Further the lowest bidder (L1) can be determined amongst the other responsive bidders. Further information about electronic tendering can be had from https://www.kppp. karnataka. gov.in

A proposal scoring the minimum technical score of 75 out of possible score of 100 will be deemed to be technically responsive

Combined evaluations of technical and financial proposals will be carried out in the following manner Combined total score TS X0.55 Where TS Technical score, LP is the Lowest price among the financial proposal and FP is the price offered by the consultant being evaluated

The consultant obtaining the highest combined score (L1) will be invited for negotiation before awarding the work to the consultant

All the consultants will have to compulsorily give an email ID which shall be considered as primary means of communication. Any communication sent by email from KNNL CE/SE/EE email ID shall be considered as final. Tenders and other verifications will also be uploaded on the website.

The consultants / Contractors can request for e-tendering document from Date: 04-09-2026 to 11-09-2026 upto 16.00 Hrs in the web site https://www.kppp.karnataka.gov.in e-tender document on payment of transaction fee as per e-portal (non refundable) While applying the consultants can pay the transaction fee in the KPP portal using payment modes- credit cards/direct debit/National electronic fund transfer (NEFT)/ over the counter (OTC) on or before 11-09-2026, 16.00 Hrs

The consultants/Contractors can have access to e-tender documents from 04-09-2026 11.00 Hrs

The amount put to tender is Exclusive of GST. Bidders/Contractors shall quote the rates Exclusive of GST.

Completed e-tendering documents can be submitted on or before 11-09-2026, 16.00 Hrs

The Technical bid will be opened in the Office of the Executive Engineer, KNNL,GRBCC, Division No:3 Gokak, District: Belagavi, State: Karnataka on 15-09-2026 after 11.00 Hrs

The Financial bid will be opened after approval of Technical bid.

The consultants should pay 2.50% of the value of the price proposal as earnest money deposit (EMD) in KPP portal in any of payment modes such as a Credit card/Direct debit/National electronic fund transfer (NIFT) over the counter (OTC). The EMD amount accepted in the form of electronic cash only (and not through Demand Draft or Bank Guarantee) will be maintained in the Government Central Pooling Account at Axis Bank /Other Banks nominated by the Department of e- governance, until the contract is closed

The entire EMD amount of a particular tender is to be paid in a single transaction. For more details on e payment services refer to KPP portal

The necessary certificates documents in support of pre qualification criteria fulfilled as stipulated shall be scanned and attached to e-tender documents

During the time of Bid evaluation, if KNNL finds that any certification/ information furnished is false, such such bidders will be disqualified and barred from participate in the bid

If any bidder fails to satisfy the conditions mentioned above, such bids shall be rejected

The consultants/authorized signatory should attach his/her signature to the Schedule B before uploading the documents

If any of the dates mentioned above happened to be a general holidays, the next working day holds good.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever

The maintenance period or defect liability period will be 12 months after completion of the work and no extra cost will be paid by the KNNL

The Typological errors , in any, will not be the ground for any claims by the 0bidders

Any bidder who is otherwise technically qualified withdraws from the bidding process at any stage before final decision on the tender, the EMD of such bidder shall be forfeited, the name of such bidder shall be recommended for removal from the category list of contractor/Consultants at least a minimum period of one year in KNNL, besides making such bidders liable for blacklisting

The bidders/Firms shall send the authorization letter for their representatives duly attesting their signature

The bidders/Firms should give an execution plan and furnish programme to complete the works within the stipulated period of completion

The Contractor/Bidder should co-ordinate with the KNNL until the commencement of proposed project

The bidders/Firms should adhere to the accepted execution plan submitted by him under any circumstances without linking to the pending payment of work and other local problems

The intending bidders/contractor should note that, if any lands (Either in part/or in whole) required for the work is not yet acquired by Nigam, it shall be the responsibility of the contractor to take possession of such land by consent from the owners before commencement of the work at no extra cost to the Nigam & no claims whatsoever relating to non availability of lands would be entertained

Any losses due to natural calamities during the execution of the works contractor solely responsible, KNNL will not be responsible for any losses

It is mandatory that the Tenderer/Bidder has to produce all the originals of uploaded documents during the opening of Technical bids for verification

Successful bidder/consultancy firm after agreement shall strictly adhere with the conditions, if there is any violation, the EMD of such bidder/consultancy will be forfeited
