Outsourcing of manning and operation of 33 KV capacity main reciving electrical sub-station 24 hrs in three shifts, 8 hrs of each shift (round the clock) including sundays & holidays, by employing one skilled, qualified electrician for manning, operation, general maintenance, inspection watching and keeping records in prescribed daily log sheet all as specified and directed by Engineer-in-Charge comprising of following machine equipment and accessories installed at power sub station:-

(a) Vaccum circuit breaker 36 KV, 630 Amp outdoor type -04 Nos (b) Remote control panel for 36 KV ,VCB's indoor type-04 Nos. (c) Remote control panel for 200KVA/3150 KVA, 33/11 KV Transformer OLTC indoor type-03 Nos. (d) Potential transformer of capacity 33 KV/110 Volt and oil immersed outdoor type single pole-03 Nos. (e) Current transformer, outdoor type single pole oil imersed 50/5 CT, ratio-30 Nos. (f) Power Transformer of capacity and voltage ratio 33000/11000 volts outdoor type of 3150 KVA-02 No, 2000 KVA-01 No. (g) Transformer of capacity 63 KVA and voltage ratio 33000/440 volts outdoor type-01.

Outsourcing of manning and operation of 11 KV Main recieving station at HCF Lab 24 hrs in three shifts, 8 hrs of each shift (round the clock) including sunday and holiday with one skilled, qualified electrician for manning, operation, general maintence, inspection watching and keeping records in prescribed daily long sheet all as specified and directed by Engineer-in-Charge comprising of following machine equipment and accessories installed at power sub-station:-

(a) VCB/OCBs 11 KV incoming-02 Sets (b) VCB/OCBs 11 KV outgoing -05 Sets (c) Gang operated air break switch of capacity 200 Amp-01 No. (d) Battery bank 30 Volts DC -02 Sets (e) HT/LT panels & switch gears, APFC -01 LOT. (f) CT, PTs and other misc equipment accessories and fitments e.g HT,PTs cables earthing busbar and measuring eqpt etc. (g) Transformer 1000 KVA capacity, 11000/440 Volts-02 Nos. (h) Voltage stabilizer 1000 KVA capacity -02 Nos. (j) Air circuit Breaker,1600 Amps L&T.

Outsourcing of manning and operation of Diesel engine generator set during failure of electric supply or low power supply of rating 320/250/160 KVA 440 Volts 50 C/S battery, control panel, AMF panel complete round the clock including sunday and holiday (3 shift of 8 hrs each shift) by deploying one skilled operator for each shift comprising of following machine & equipment all as specified and directed by Engineer-in-Charge:- (a) DG set engine and alternator 320/250/160 KVA-3 sets. (b) Control panel and AMF panel-4 Nos. 2 for each. (c) Batteries 2x12 VDC with battery charger-3 sets. (d) Fuel tank connected piping-3 sets. (e) Misc e.g Cable, switch gears, fittings & fixures-Sets.

Notes for ser item Nos 1.00 to 3.00:- (i) Operator/Electrician (Skilled) Diploma/ITI passed with minimum 3 yrs working experience in relevant trade shall be employed. (ii) It is an express condition of the contract that tenderers are required to quote their rates duly considered minimum applicable as per policy wages of the tradesmen intended in the tender, as in force on the end date of bid submission. It shall be deemed that quoted rates are based on minimum wages notified by the concerned authority for the station i.e Govt of India/State Govt/Union Teritory, whichever is higher including all statutory provisions such as EPF, GST, ESIC , Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable. (iii) In case the rates quoted by tenderer are less than the notified minimum wages as on bid submission end date including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable, his tender will be treated as non-bonafide and will not be considered for Acceptance. In such case, the lowest tender shall be determined amongst valid/bonafide bids only. (iv) Tenderer's are required to quote their rates upto two digits after decimal place or otherwise it will be considered by rounding off to two digits after decimal place. (v) Nil or ‘Zero’ quoting against OH & profit will be rated as non-bonafide.

(vi) In case of tie in amount between two or more bidder firms, the preference shall be given in order of following criterias:- (a) Class of contractor. (b) Work load return. (c) Financial soundness (as per solvency certificate issued by Bank). (vii) The timing of shift of 08 Hrs will be decided by the Engineer-in-Charge in consultation with user, accordingly the contractor shall provide the necessary manpower for operation of various installations. However, no extra payment for the same will be entertained by department at any stage. In this regards, the decision of the Accepting Officer shall be final, conclusive and binding. (viii) Increased wages including all other benefits in compliance of statutory provisions shall be paid to workers by the contractor. No other claim whatsoever shall be admissible on this account and the bidders shall consider this aspect while quoting their rates. It must be noted that in compliance of the statutory provisions, the increase will be passed over to the workers. (ix) Any consumble item shall be issued by department free for fixing/filling. The contractor shall collect and transport the same from E/M store yard to the requisite installations within 24 Hours at his own cost and arrangement. Proper record for issue & receipt of materials issued shall be maintained by the Engineer-in-Charge & contractor. (x) The Contractor shall not pay wages lower than the latest notified minimum wages in force to their workmen/ tradesmen including all other benefits in compliance of statutory provisions. Bidders shall consider this aspect while quoting their rates.

(xi) The contractor shall provide and deploy qualified and experienced operator (Diploma/ITI holder having minimum 3 Yrs experience in same trade) per shift and no operator shall be allowed to work beyond 08 hours per day. (xii) The operator deployed by the contractor shall carry out minor repair/replacement of unserviceable parts as and when required by Engineer-in-Charge. The parts required shall be issued by the department free of cost through Baby Indent. (xiii) The manpower deployed by the contractor shall be responsible to maintain the installation neat & clean by cutting bushes & grass around the installation and thrown the same outside the MoD area. All cutters, digging and other tools required for cleaning shall be provided by the contractor. (xiv) Contractor shall be responsible to maintain Log books, Duty roster, breakdown register and repair/renewal of parts (spares) register as directed by Egineer-in-Charge. (xv) Contractor shall provide all necessary tools to operator required for routine and periodical check-ups. (xvi) Operator shall neither leave the installation without prior permission from JE/AGE E/M nor without proper handing taking over to the next shift operator (reliever). (xvii) Duty Roster for detailment of Operators shall be approved by Engineer-in-Charge within Ist three days of every month and the same shall be kept on record and properly displayed at each installations with their photographs.

(xviii) No payment of RAR/Final bill shall be made to the Contractor unless proof of payment of latest notified minimum wages to the workers through Cheque or RTGS/NEFT in their bank account is submitted by the Contractor to Engineer-in-Charge for verification. (xix) Contractor's quoted rates shall be deemed to include above mentioned provisions and nothing extra is payble to the contractor on any account. (xx) The contractor will arrange the earth tester & clamp meter, multimeter, HT & LT meggers including tools for kept at each installation at their own arrangement and will check all the earthing of sub station for its serviceability in presence of JE E/M, Engineer-in-Charge and test report shall be submitted to the office of AGE E/M duly signed by the contractor or their rep and JE E/M on commencement of work for their record.

(xxi) For any damage to the installations due to negligence of operator such as loose connections, improper routine check up/maintenance etc; the contractor shall be held fully responsible to replace the same damage at his own cost all as directed by Engineer-in-Charge. (xxii) Original certificates regarding qualifications of Operators engaged in the work, police verification and identity proof shall be produced by the Contractor to the Engineer-in-Charge for verification and approval. (xxiii) Contractor shall provide new 2 x pairs uniform and 2 x pairs shoes to their workman/trademen and safety equipment like safety jacket, safety boot, Helmet, gloves & safety belt etc. The cost of uniform and shoes etc are deemed to be includes in the rates quoted by contractor for M&O items. (xxiv) Contractor shall provide first Aid Box, shock treatment chart in each installation at his own cost.
