2. T e n d e r (a complete set of bidding document) fee shall be Rs.900/- in the form of Demand
Draft / Pay Order from any Nationalized Bank in favor of MUNICIPAL COMMISSIONER,
Ahmedabad, payable at Ahmedabad, which shall be non refundable. The fees shall be paid at
the time of submitting the tender.
3. Interested bidders shall download the tender documents from website

shall be paid by the bidder at the time of bid submission.

GENERAL CONDITION
1. Contractor shall produce the relevant registration certificate of AMC / State Govt /Central
2. Contractor shall register the work to labour commissioner as per labour act.
3. Contractor shall not sub-let the work without permission of the authority
4. Contractor should have sufficient skilled and unskilled laborers so that he shall start work at
different sites simultaneously. Contractor's having labour force available during festivals
shall only apply. Contractor can not stop the work due to on availably of labour force. In case
progress is delayed, contractor shall be penalized 0.1% of Tender amount per day for work
done after time limit, maximum up to 10% for remaining work.
5. Bitumen rate difference will be paid as per tender conditions, if applicable.
6. Advance payment / machinery advance will not be paid.
7. Payment of running bill will be made as per recent A.M.C. policy in force.
8. No extra payment will be made due to increase of central / state Govt. Taxes.
9. If the work is not completed within time limit the penalty will be recovered from immediate
bills of contractors.
10. If the material i.e. MH cover C.C block etc. supplied from Municipal Corporation store then
contractor shall not claim for any extra rate for non execution of such item, partly/fully.
11. In the specifications, "as directed"/"Approved" shall be taken to mean, "as
directed"/approved" by the Engineer-in-charge.
12. Wherever a reference to any Indian Standard appears in the specifications, it shall be taken to
mean as a reference to the latest edition of the same in force on the date of agreement.
13. In "Mode of Measurement" in the specifications wherever a dispute arises in the absence of
specific mention of a particular point or aspect, the provisions on these particular points, or
aspects in the relevant Indian Standards shall be referred to.
14. All measurements and computations, unless otherwise specified, shall be carried out nearest
to the following limits:
(i) Length, width and depth (height)------- 0.01 Meter.
(ii) Areas -----0.01 Sq. Mt.
(iii) Cubic Contents ------0.01 Cu.Mt.
15. The distance, which constitutes lead, shall be determined along the shortest practical route
and not necessarily the route actually taken. The decision of the Engineer-in-charge in this
regard shall be taken as final.
16. Where no lead is specified, it shall mean "all leads"

18. Definite particulars covered in the items of work, through not mentioned or elucidated in it,
specifications shall be deemed to be included there in.
19. Reference to specifications of materials as made in the detailed specification of the items of

20. Approval to the samples of various materials given by the Engineer-in-charge shall not
absolve the contractor from the responsibility of replacing defective material brought on site
or materials used in the work found defective at a later date.
21. The contract rate of the item of work shall be for the work completed in all respects.
22. No collection of materials shall be made before it is got approved from the Engineer-in-

26. All works shall be carried out in workmanlike manners per the best techniques for the
particular item.
27. All tools, templates, machinery and equipment for correct execution of the work as well as
for checking lines, levels, alignment of the works during execution shall be kept in sufficient
numbers and in good working condition on the site of the work.
28. The mode, procedure and manner of execution shall be such that it does not cause damage or
over loading of the various components of the structure during execution or after completion
of the structure.
29. All necessary safety measures and precaution (including those laid down in the various
relevant Indian Standards) shall be taken to ensure the safety of men, materials and
machinery on the works as also of the work itself.
30. The testing charges of all materials shall be borne by the Contractor unless recovery at one
percent towards testing charges is separately made.
INSTRUCTION TO TENDERERS
TENDER VALIDITY PERIOD:
The tender shall be kept valid for acceptance for a period of One Hundred Twenty Calendar
days (120) from opening of price bids.
SECURITY DEPOSIT
Within 10 days of receipt of Acceptance from the Corporation, the successful tender shall
furnish to the Corporation Security Deposit of 5% (Five Percent) of the contract price cheque or
Bank Guarantee, pay order, or demand draft of Nationalized Banks and Schedule Banks only.

GENERAL SPECIFICATION
Time limit for the work shall be 12 month period after the order to start the works. Progress of work
should be in proportion to time limit.
The contractor shall be remain responsible for Workmen’s compensation if any accident. The
contractor shall arrange for barricading at night and arrangement of Pagi at night to direct the traffic.
He shall be responsible for any damage to public. If any incident happen, during the execution of
work. In case of dispute for unseen or overlooked items the decision of the Dy. City Engineer shall
be final. The contractor shall have to give site clean of all rubbish during the work and at the time of
completion of work and hand over the site with final finishing of the work as directed. All the
rejected materials shall be removed from site within 24 hours by contractor at this risk and cost.
Debris shall have to cart daily from site.
For mixing mortar either for masonry or for plaster or for any other purpose contractor shall have to
prepare through of bigger size and mix the mortar in the required proportion. In on case he shall be
allowed to mix the mortar either on floor or any finished surfaces. The contractor shall have to make
his own arrangement for water required for the work.
If any extra item crops up during the progress of work the same shall be carried out by the contractor
and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if
item is not available in SOR than based on current market rates. In case of extra item decision of
Add. City Engg. shall remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the
propose work the contractor shall carry out the same at his quoted rates without charges any extra
and the contractor will have to carry out the works and he will be paid at the rate quoted by him. No
claim for extra rate for subsequent changes in site and design is entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors shall
have to prepare the measures boxes according to this measure.
Octroi exemption passes shall not be given for any materials required for the work. Contractor will
be fully responsible for compliance of the various provisions under contract Act. 1970 and the Rules
framed the to under.
The tender for the work shall remain open for a period (120) days from the date of opening of the
tenders for this work and that the tenderer shall not be allowed to withdraw on modify the offer on
his own during the period. If any tenderer withdraw or makes any modifications or addition in the
terms and conditions of his tender not acceptable to the Municipal Corporation the Municipal
Corporation shall without prejudice to any right or remedy be at liberty to forfeit in full the said
earnest money and black list the contractor.
If the work is not carried out within the specified time limit. from the date of order to start the work
the penalty of Rs.- (As per Form - B1) per day of delay shall be recovered from the immediate bills
payable to the contractor. Contractor has to make his own arrangement for procurement of steel and

Clause : 1 Contractor shall not employ any child having age 5 to 15 years as it is prohibited by Child
Labour Prohibition and Regulation Act 1986. Hon'ble Supreme Court has given certain guide
lines and as per the guide lines. If child labour is employed on the site work, the contractor
shall have to deposit Rs. 20,000.00 (Rupees Tw enty thousand only) in the child labour
welfare fund. If the employer refuses to deposit then action will be taken for contempt of
Supreme Court Judgement and also will be prosecuted by concerned authority. Because of
the breach of any provision of child labour prohibition and regulation Act 1986 by the
Contractor & Municipal Corporation becomes liable to pay any amount then the Municipal
Corporation shall recover the said amount from the contractor.
Clause : 2 The Standing Committee has decided to deduct 1/2% amount from each running bill as
per its Reso. No. 1783 Date 06--02-97, but the Municipal Corporation Board has recently
decided that the actual testing charge is taken and the remaining amount is refundable at the
time of final bill (As per Muni. Board Reso. No. 123 dated 25-02-97)
Clause : 3 Contractor has to follow prevailing Labour act and has to maintain labour register
acordingly,and has to follow other govt.rules.
Clause : 4 Quantity taken in tender are tentative and may differ as per execution of work. No claim
shall be entertain regarding QUANTITIES.
* MODIFICATION OF DOCUMENTS
Modification of specifications and correction/corrigendum in respect of the work if required will be
made by A.M.C. The same shall be placed on A.M.C website which may be downloaded by the
tendrers enclosed along with the tender duly signed. These shall form a part of tender. The tenderer
shall not add or amend the text of any of the documents except in so far as may be necessary to
comply with any addendum.

Addendum or corrigendum conveying any change or correction in respect of the work shall form the
part of the contract documents. The full consideration shall be given to such addendum or
corrigendum or correction before submission tender duly filled in by the contractor. Therefore, the
contractor shall have to watch such addendum or corrigendum or correction published by A.M.C
through its website www.egovamc.com. Tenderes shall verify the number of addendum issued and
enclose the same with the tender documents,failing which the tender shall be liable for rejection and
no any complaint in respect to this shall be entertained under any circumstances.

General Technical Specification Section
Following technical specifications shall be applicable to the relevant items of BOQ
Box cutting the road surface to proper slope and camber for making a base for road work
including removing the excavated stuff and depositing on the road side slope as directed
upto 200 Mt.lead.
Any soil which generally yields to the application of pickaxes and shovels, spades,
rakes or any such ordinary excavating implement or organic soil, gravel, silt, sand turf
loam, clay, peat etc. falls under this category. For materials and workmanship for
earthwork and excavation, relevant specification IS: 3764 & IS 1200 (Part I) shall be
To protect persons from injury and to avoid damage to property, adequate
barricades, construction signs, red lanterns and guards as required shall be placed and
maintained during the progress of the construction work and until it is safe for the traffic
to use the roadways. The relevant Indian standards and the rules and regulations of
local authorities in regards to safety provisions shall be observed.
The depth of the excavation shall be as required. The site shall be cleared and all
obstructions, loose stones, materials and rubbish of all kind, bush; wood and all type
trees shall be removed, as directed. The materials so obtained shall be the property of
AMC and shall be conveyed and stacked as directed, within 50-m. lead. The roots of the
trees coming in the sides of the trenches shall be cut and coated with hot Bitumen.
All types of trees, woods etc. which requires prior permission of Govt./ Forest
Authority / Municipal Commissioner, before cutting shall be cut after obtaining such
permission from them. The rate of site clearance is deemed to be included in the rate of
The excavation shall be carried out in true line and level and having width and
depth, as shown in the drawings or as directed. The Contractor shall do the necessary
shoring and strutting or shall provide necessary slopes to a safe angle or steps, as
required or directed, at his own cost. No extra payment shall be made for such
precautionary measures, taken. The bottom of the excavated area shall be leveled both
longitudinally and transversely, as directed, by removing excess soil and watering, as
required. No earth filling will be allowed for bringing it to level, if by mistake or any
other reason, excavation is made deeper or wider than shown on the drawings or as
directed. The extra depth or width shall be made up with sand filling, as specified for the
bottom level of the subsequent finishing at the cost of the Contractor or as directed by
Engineer-In-Charge.
The Contractor shall at his own expense and without extra charge make provision
of supporting all utility services, lighting the excavated areas, separating and stacking
serviceable materials nearly, shoring, timbering, strutting, bailing out water either sub-
soil or rainwater, including pumping at any stage of the work. all Excavation work must
executed with manual labour only.
4.2. Precautions :
The blasting operation shall remain in charge of competent and experienced supervisor
and workman who are thoroughly acquainted with the details of handling explosives and
blasting operations. The blasting shall be carried out during fixed hours of the day,
preferably during the mid-day-lunch hours or at the close of the work as ordered in
writing by the Engineer-in-charge. The hours of blasting shall be notified in advance to
the people in the vicinity. All the charges shall be prepared by the man in charge only.
Red danger flags shall be displayed prominently in all directions during the blasting
People except this who actually light the fuse shall be prohibited from entering into this
area. The flag shall be stationed as 200 m. from the firing site in all directions and all
persons including workmen shall be excluded from the flagged area at least 10 minutes
before the firing warning whistle being sounded for this purpose.
During excavation in rock by blasting, the lowest 15 cm. of the stratas shall be blasted
with light charges so as not to shatter or weaken the underlying rock on which the
foundation will be actually laid. If excavation in rock is done to larger width and lengths
than those shown on the drawings or as directed, no payment shall be made for such
over break. If excavation is done to depth grater than shown on the drawings or
directed, excess depth shall be made up with foundation grade concrete as directed at
the contractor’s cost.
The charged hole shall be drilled to the required depth and in suitable places when
blasting Is done with powder, the fuse cut to the required length shall be inserted in the
holes and the powder dropped in. The powder shall be gently tamped with copper rod
with rounded ends. The explosive powder shall then be covered with trapping materials
which shall be tamped lightly but firmly. When blasting is done with dynamite and other
high explosive dynamite cartridges shall be prepared by inserting the square cut ends of
fuse into the detonator, and finished with dippers at the open ends. The detonator
should be gently pushed into the premier leaving one third of the copper exposed
outside. The primer shall be housed into the explosive. Bore holes shall be of such size
that the cartridges can be easily passed down. The primer shall be cleared of all debris
and explosive inserted. The space for about 20 cms. above the charge shall then be
gently filled with dry clay pressed home and rest of the tamping is firmed with any
convenient materials gently packed with a wooden cover.
At a time, not more than 20 such charges shall be prepared and fired. The man in
charge shall blow a whistle in a recognised manner for cautioning the people. All the
people shall then be required to move to safe distances. The charges shall be lighted by
the man in charge only. The man-in-charge shall count the number of explosions. He
shall satisfy himself that the charges have been exploded before allowing the workman
to go to the work site.
The contractor shall be fully responsible to strictly follow the prevailing rules and
procedures regarding blasting procedures.
In case of a misfire the following procedure shall be observed :
Sufficient time shall be allowed to account for the delayed blast. The man in charge shall
inspect all the charges and determine the missed charge.
If it is the blasting powder charge, it shall be completely flooded with water. A new hole
shall be drilled at about 45 cm. from the old and fired. This should blast the old charge.
Should it not blast the old charge. Should it not blast the old charge, the procedure shall
be repeated till the old charge is blasted.
In case of charge of gelatin, dynamite etc. the man in charge shall gently remove the
tamping and the primer with detonator. A fresh detonator and primer shall then be used
to blast the charge. Alternatively the hole may then be drilled 15 cm. away and parallel
to it. This hole shall then be charged fired when the misfired hole should explode at the
same time. The man in charge shall report to the office at once all cases of misfire, the
cause of the same and what steps were taken in connection therewith.
If a misfire has been found to be due to defective detonator or dynamite, the whole
quantity in the box from which defective article was taken must be sent to the authority
as directed for inspection to ascertain whether all the remaining materials in the box are
also defective or not.
4.3. Accidents :
The contractor shall be solely responsible for any accident during the entire procedure of
handling explosive and blasting and shall pay necessary compensation to persons
affected or damage t lands or properly etc., due to the blasting without extra claims on
the department.
A careful and day-to day account of explosives shall be maintained by the contractor in
an approved manner and shall be open to inspection of the Engineer-in-charge at all
times. Surprise visit may also be paid by the Engineer-in-charge to the storage and in
case of any unaccountable shortage or unsatisfactory accounting, the contractor shall be
liable to be penalised by forfeiture of part or whole of his Security Deposit or by
cancellation of tender in which case be shall not be entitled for any compensation.
4.5. Disposal of Excavated materials :
No materials excavated from foundation trenches of whatever kind they may be, are to
be placed even temporarily nearer than1.5m. of distance prescribed by the Engineer
from the outer edges of excavation. All materials excavated shall remain the property of
Government. Rate for excavation includes sorting out of useful materials and stacking
them separately as directed within the specified lead. Materials suitable and useful for
back filling or other use shall be stacked in convenient places but not in such a way as to
obstruct free movement of men, animals and vehicles or encroach upon the area
required for constructional purpose. The site shall be left clean of all debris on
Disposal of excavated materials is subject to the following :
Unsuitable materials obtained from clearing site and excavation shall be disposed off
within a lead of 50 meters as directed. useful materials obtained from clearing site and
excavation shall be stacked within a lead of 50 M. beyond the building area as directed.
Materials suitable for back filling shall be stacked at convenient places within a lead of
50 M. from the structure for reuse. Useful stones from rock excavation shall be stacked
neatly within a lead of 50 M. and will be allowed to be used by the contractor on
payment at rates laid down in the contract or if not so aid down, at schedule of rates of
the Division or at a mutually agreed rates if there are no such rates in the Schedule of
If surplus materials are required to be conveyed beyond 50 M. conveyance will be paid
for under a separate item.
4.6. Mode of measurement and payment :
The work shall be measured for the work limited to the dimensions shown on drawings
or directed, Excavation to dimensions in excess of the above will not be measured or
paid for and if so ordered by the Engineer the contractor shall have to fill up the excess
depth with cement concrete specified for foundation without extra payment.
Driving of sounding bards, drill holes to explore the nature of substratum upto a total
length of meter distributed in 2 or 3 places in each foundation if necessary, will be
considered incidental work and eill not be paid for separately.
Removal of slips and blows in the foundation trenches will not be measured or paid for.
If it is necessary in the opinion of the Engineer-in-charge to carry foundation below the
levels shown on the plants the excavation for the first 1.5 M. of additional depth will be
included in the quantity for the particular classification and will be paid for as extra work
at rate to be decided under the general conditions of contract unless the contractor
unless the contractor is willing to accept payment as tendered rates.
The rate shall be for a unit of one cubic meter.
Conveyance charge of earth, lime, murrum, building rubbish, manure, garbage, sludge,
excavated rock, fly ash, aggregates of any kind Including spreading & levelling etc.
e) Lead From 4 Km to 5 Km.

All the surplus earth etc. shall be carried away immediately from the site of work
to a place within 5km.distance or as directed and ordered by the Engineer, so as not
to cause any inconvenience to the public traffic finding which in view of public safety
and traffic convenience. The corporation shall carry out the work byany other
agency at the contractor’s risk and cost. If the instructions are not completed within
days from the date of order to cart the surplus materials and clear the site, the
said work shall be carried out by the Municipal Corporation at the risk and cost of
the contractor and no claim or dispute shall be entertained in this respect.
If the filling in trenches after settlement of the earth filling in trenches is to be
done and the same shall be carried out by the contractor without asking any extra
rate. The contractor shall have to cart the surplus earth after the trenches we will
watered and refilled with the sand. The rate of carting including carting of brickbats,
metal, rubble vegetable and garbage, if necessary to clear the road surface.
The rate shall be for a unit of one cubic meter.
Providing, laying, spreading and compacting graded stone aggregate to wet mix macadam
specification including premixing the Material with water at OMC in mechanical mix plant
carriage of mixed Material by tipper to site, laying in uniform layers in sub- base / base
course on well prepared surface and compacting with vibratory roller to achieve the desired
density as per Codal Provision.
Production & Supply of WMM
This work shall consist of laying and compacting clean, crushed, graded aggregate and granular
material, premixed with water, to a dense mass on a prepared sub-grade/sub- base/ base or
existing pavement as the case may be in accordance with the requirements of these
Specifications. The material shall be laid in one or more layers as necessary to lines,
grades and cross- sections shown on the approved drawings or as directed by the
The thickness of a single compacted Wet Mix Macadam layer shall not be less than 75 mm.
When vibrating or other approved types of compacting equipment are used, the
compacted depth of a single layer of the sub-base course may be upto 200 mm with the
approval of the Engineer.
Physical Requirements
Coarse aggregates shall be crushed stone. The aggregates shall conform to the physical
requirements set forth in Table 19-1.
Sevaliya/Timba/Ankodiya special aggregate is only acceptable.
If the water absorption value of the coarse aggregate is greater than 2 percent, the soundness test
shall be carried out on the material delivered to site as per IS:2386 (Part-5).

The final gradation approved within these limits shall be graded from coarse to fine and shall
not vary from the low limit on one sieve to the high limit on the adjacent sieve or vice versa.
Construction Operations:- Preparation of Base
The surface of the sub-grade/sub-base/base to receive the Wet mix macadam course shall be
prepared to the specified grade and camber and cleaned of dust, dirt and other extraneous
material. Any ruts or soft yielding places shall be corrected in an approved manner and rolled
until firm surface is obtained.
Where the Wet mix macadam is to be laid on an existing metalled road, damaged area
including depressions and potholes shall be repaired and made good with the suitable
material. The existing surface shall be scarified and re-shaped to the required grade and
camber before spreading the coarse aggregate for Wet mix macadam.
Preparation of Mix
Wet Mix Macadam should be prepared in an approved mixing plant of suitable capacity
having provision for controlled addition of water and forced/positive mixing arrangement like
pugmill or pan type mixer of concrete batching plant. For small quantity of wet mix work, the
Engineer may permit the mixing to be done in concrete mixers.
Quantity of water should not vary from OMC determined as per IS : 2720 (part VIII) by more
than agreed limit. The mixed material should be uniformly wet and no segregation should be
Spreading of mix
Immediately after mixing, the aggregates shall be spread uniformly and evenly upon the
prepared subgrade/sub-base/base in required quantities. In no case should these be dumped in
heaps directly on the area where these are to be laid nor shall their hauling over a partly
completed stretch be permitted.
The mix may be spread either by a paver finisher or motor grader or as per instruction of
Engineer-in-Charge and/or his authorized representative. For portions where mechanical
means cannot be used, manual means as approved by the Engineer shall be used. The motor
grader shall be capable of spreading the material uniformly all over the surface. Its blade shall
have hydraulic control suitable for initial adjustments and maintaining the same so as to
achieve the specified slope and grade.
The paver finisher shall be self-propelled, having the following features:
(i) Loading hoppers and suitable distribution mechanism
(ii) The screed shall have tamping and vibrating arrangement for initial compaction to
the layer as it is spread without rutting or otherwise marring the surface profile.
(iii) The paver shall be equipped with necessary control mechanism so as to ensure that
the finished surface is free from surface blemishes.
The surface of the aggregate shall be carefully checked with templates and all high or low
sports remedied by removing or adding aggregate as may be required. The layer may be
tested by depth blocks during construction. No segregation of layer and fine particles should
be allowed. The aggregates as spread should be of uniform gradation with no pockets of fine
After the mix has been laid to the required thickness, grade and crossfall/camber the same
shall be uniformly compacted, to the full depth with suitable roller. If the thickness of single
compacted layer does not exceed 100 mm, smooth wheel roller of 80 to
100 kN weight may be used. For a compacted single layer upto 200 mm, the compaction shall
be done with the help of vibratory roller of minimum static weight of 80 to 100 kN or
equivalent capacity roller. The speed of the roller shall not exceed 5 km/h.
In portions having unidirectional cross fall/superelevation, rolling shall commence from the
lower edge and progress gradually towards the upper edge. Thereafter, roller should progress
parallel to the centre line of the road, uniformly over-lapping each preceding track by at least
one third width until the entire surface has been rolled. Alternate trips of the roller shall be
terminated in stops at least 1 m away from any preceding stop.
In portions in camber, rolling should begin at the edge with the roller running forward and
backward until the edges have been firmly compacted. The roller shall then progress
gradually towards the centre parallel to the centre line of the road uniformly overlapping each
of the preceding track by at least one-third width until the entire surface has been rolled.
Any displacement occurring as a result of reversing of the direction of a roller or from any
other cause shall be corrected at once as specified and/or removed and made good.
Along forms, kerbs, walls or other places not accessible to the roller, the mixture shall be
thoroughly compacted with mechanical tampers or a plate compactor. Skin patching of an area
without scarifying the surface to permit proper bonding of the added material shall not be
Rolling should not be done when the subgrade is soft or yielding or when it causes a wave-
like motion in the sub-base/base course or subgrade. If irregularities develop during rolling
which exceed 12 mm when tested with a 3 metre straight edge, the surface should be loosened
and premixed material added or removed as required before rolling again so as to achieve a
uniform surface conforming to the desired grade and crossfall. In no case should the use of
unmixed material be permitted to make up the depressions. Rolling shall be continued till the
density achieved is at least 98 per cent of the maximum dry density for the material as
determined by the method outlined in IS : 2720 (Part-8).
After completion, the surface of any finished layer shall be well-closed, free from
movement under compaction equipment or any compaction planes, ridges, cracks and loose
material. All loose, segregated or otherwise defective areas shall be made good to the full
thickness of the layer and recompacted.
Setting and drying:
After final compaction of wet mix macadam course, the road shall be allowed to dry for

Rectification of Surface Irregularity
Where the surface irregularity of the wet mix macadam course exceeds the permissible
tolerances or where the course is otherwise defective due to subgrade soil getting mixed with
the aggregates, the full thickness of the layer shall be scarified over the affected area,
reshaped with added premixed material or removed and replaced with fresh premixed material
as applicable and recompacted. The area treated in the aforesaid manner shall not be less than
5 m long and 2 m wide. In no case shall depressions be filled up with unmixed and ungraded
material or fines.
Arrangement for Traffic
During the period of construction, arrangements for the traffic shall be provided. The
Contractor shall take all necessary measures for the safety of traffic during construction and
provide, erect and maintain such barricades, including signs, marking, flags, lights and
flagmen as per instruction of the Engineer-in-charge.
Measurements for Payment
The rate shall be for a unit of one cubic meter.

Preparation of Base
The base on which Dense Bituminous Macadam is to be laid shall be prepared, shaped and conditioned to
the specified lines, grades and cross sections as directed by the Engineer. The surface shall be thoroughly
swept clean free from dust and foreign matter using mechanical broom and dust removed or blown off by
compressed air. In portions where mechanical means cannot reach, other approved method shall be used. A
priming coat where needed, shall be applied as directed by the Engineer.
Where the material on which the dense bituminous macadam is to be laid is other than a bitumen bound
layer, a prime coat shall be applied, as specified in the tender specification or as directed by the Engineer.
Where the material on which the dense bituminous macadam is to be laid is either bitumen bound layer or
primed granular layer, tack coat shall be applied, as specified in the tender specification or as directed by the
The mix transported from the hot mix plant to the site shall be spread by means of a self-propelled paver with
suitable screeds capable of spreading, tamping and finishing the mix to specified grade, lines and cross-
section. The paver finisher shall have the following essential features:
(a) Loading hoppers and suitable distributing mechanism.
(b) All drives having hydrostatic drive/control.
(c) The machine shall have a hydraulically extendable screed for appropriate width requirement.
(d) The screed shall have tamping and vibrating arrangement for initial compaction to the layer as it is spread
without rutting of otherwise marring the surface. It shall have adjustable amplitude and variable frequency.
(e) The paver shall be equipment with necessary control mechanism so as to ensure that the finished surface
is free from surface blemishes.
(f) The paver shall be fitted with an electronic sensing device for automatic levelling and profile control within
the specified tolerances.
(g) The screed shall have the internal heating arrangement.
(h) The paver shall be capable of laying either 2.5 to 4.0 m width or 4.0 to 7.0 m width as stipulated in the
(i) The paver shall be so designed as to eliminate skidding/slippage of the tyres during operation. However, in
restricted locations and in narrow widths where the available equipment cannot be operated in the opinion
of the Engineer, he may permit manual laying of the mix. Similarly for smaller jobs, mechanical paver may be
used with the approval of the Engineer. The temperature of mix at the time of laying shall be more than 120 °
C. Mixes with a temperature of less than 120° C shall not be put into paver spreader. Longitudinal joints and
edges shall be constructed true to the delineating lines parallel to the centre line of the road. Longitudinal and
transverse joints shall be offset by at least 250 mm from those in the lower courses and the joint on the top
most layer shall not be allowed to fall within the wheel path. All transverse joints shall be cut vertically to the
full thickness of the previously laid mix with asphalt cutter and the surface painted with hot bitumen before
placing fresh material. Longitudinal joints shall be preferably hot joints. Cold longitudinal joints shall be
properly heated with joint heater to attain a suitable temperature of about 80 ° C laying of adjacent material.
After spreading the mix by paver, it shall be thoroughly compacted by rolling with a set of rollers moving at a
speed not more than 5 km/h, immediately following close to the paver. Generally the initial or breakdown
rolling shall be done with 80-100 kN static weight smoothwheeled roller. The intermediate rolling shall be
done with 80-100 kN static weight vibratory roller or with a pneumatic tyred roller of 150-250 kN weight having
a tyre pressure of at least 0.7 MPa. The finish rolling shall be done with 60-80 kN weight smooth wheeled
tandem roller. All the compaction operations, i.e., breakdown rolling and intermediate rolling can be
accomplished by using vibratory tandem roller of 80-100 kN static weight. During initial breakdown rolling and
finish rolling, no vibratory compaction shall be resorted to. The exact pattern of rolling shall be established
after trial compaction as approved by the Engineer. Any displacement occurring as a result of reversing of the
direction of a roller or from any other cause shall be corrected at once as specified and/or removed and made
good. The rollers shall not be permitted to stand on pavement which has not been fully compacted and where
temperature is still more than 70° C. Necessary precautions shall be taken to prevent dropping of oil, grease,
petrol or other foreign matter on the pavement either when the rollers are operating or standing. The wheels
of roller shall be kept moist to prevent the mix from adhering to them. But in no case shall fuel/lubricating oil
be used for this purpose nor excessive water poured on the wheels. Rolling shall commence longitudinally
from edges and proceed towards the centre, except that on superelevated and unidirectional cambered
portions, it shall progress from the lower to upper edge parallel to the centre line of the pavement. The roller
shall proceed on the fresh material with rear or fixed wheel leading so as to minimise the pushing of the mix
and each pass of the roller shall overlap the preceding one by half the width of the rear wheel. Rolling shall be
continued till the proper density is achieved and all roller marks are eliminated. Skin patching of an area that
has been rolled will not be permitted. Rolling operations shall be completed in all respects before the
temperature of the mix falls below 100° C.
Opening to Traffic
It shall be ensured that the traffic is not allowed on the surface until the dense bituminous layer has cooled to
the ambient temperature. Surface Finish and Quality Control of Work
Surface evenness:
The surface finish of construction shall conform to the requirements of Clause in Item No.
Measurements for Payment
Dense Graded Bituminous Materials shall be measured as finished work in metric tonnes as indicated in the
Contract documents, or as otherwise directed by the Engineer. The rate shall be for a unit of one MT. Rate
The contract unit rate for Dense Graded Bituminous Macadam shall be payment in full for carrying out all the
required operations as specified and shall include, to all components listed in Clause 501.8.8.2 of MoRTH 5 th
Revision. The rate shall include the provision of bitumen, at 4 percent and 4.5 percent by weight of the total
mixture for grading 1 and grading 2 respectively. The variation in actual percentage of bitumen used shall be
assessed and the payment adjusted plus or minus accordingly. In addition to above, the contract unit rate of
bituminous work shall also includes:
1. Finding of buried man hole during resurfacing activity if any
2. Cleaning of bitumen from all catch pits.
3. Submition of colored photographs of cleaned catch pits
4. Removal of all debris from site.
Note:- All aggregates used in the Hotmix material should be confirmed to the relevant standards and it should
be procured from the approved source/region specifically from the Sevaliya/Timba/Ankodiya area only. After
completion of Bituminous concrete work, 90% amount of Bituminous concrete work will be released.
Remaining 10% amount will be released after satisfactorily completion of raising of all Machine holes &
atchpits of individual road included in the scope of work or tender.
Providing and applying Primer Coat with cationic bitumen emulsion SS1 grade conforming to
ASTM GRADE on prepared surface of wet mix macadam including clearing of Wet mix
macadam surface with air compressor to remove all loose material other foreign material. The
primer shall be sprayed uniformly at the rate of 0.70-1.0 kg/sqm. It shall be applied by a self-
propelled or towed bitumen pressure sprayer, equipped for spraying the material uniformly at
a specified rate. No dilution or heating at site of SS1 bitumen emulsion shall be permitted.
This work shall consist of the application of a single coat of low viscosity liquid bituminous material to
a porous granular/ stabilized surface preparatory to the superimposition of bituminous treatment or mix.
The primer shall be cationic bitumen emulsion SS1 grade conforming ASTM as per latest Codal
provision. Quantity of SS1 grade conforming ASTM as per latest Codal provision bitumen emulsion for
various types of granular surface shall be as per given Table.
The correct quantity of primer shall be decided by the Engineer and shall be such that it can be
absorbed by the surface without causing run-off of excessive primer and to achieve desired penetration of
Weather and Seasonal Limitations
Primer shall not be applied during a dust storm or when the weather is foggy, rainy or windy Surfaces
which are to receiveemulsion primer should be damp, but no free or standing water shall be present. Surface
can be just wet by very lightsprinkling of water.
The primer shall be applied by a self-propelled or towed bitumen pressure sprayer equipped for
spraying the material uniformly at specified rates and temperatures. Hand spraying shall not be allowed
except in small areas, inaccessible to the distributor, or in narrow strips where primer shall be sprayed with a
pressure hand sprayer, or as directed by the Engineer.
Preparation of Road Surface
The granular surface to be primed shall be swept clean by power brooms or mechanical sweepers
and made free from dust. All loose material and other foreign material shall be removed completely. If
soil/murrum binder has been used in the WBM surface, part of this should be brushed and removed to a
depth of about 2 mm so as to achieve good penetration.
Application of Bituminous Primer
After preparation of the road surface, the primer shall be sprayed uniformly at the specified rate. The
method for application of the primer will depend on the type of equipment to be used, size of nozzles,
pressure at the spray bar and speed of forward movement. No heating or dilution of SS1 bitumen emulsion
and shall be permitted at site.
Curing of Primer and Opening to Traffic
A primed surface shall be allowed to cure for at least 24 hours or such other higher period as is found
to be necessary to allow all the moisture/volatiles to evaporate before any subsequent surface treatment or
mix is laid. Any unabsorbed primer shall first be blotted with a light application of sand, using the minimum
quantity possible. A primed surface shall not be opened to traffic other than that necessary to lay the next

Control on the quality of materials and works shall be exercised by the Engineer as per Table 18-1.
