The scope includes dressing of sides and bottom, shoring, strutting, bailing out of water if encountered, and backfilling around the completed foundations with proper compaction. Surplus excavated earth shall be transported and disposed of within or outside HPCL premises at an unobjectionable location approved by the Engineer-in-Charge, including spreading, watering, and compaction where required. Measurement shall be based on the actual depth of excavation carried out. The quoted rate shall include the cost of all labour, tools, equipment, and machinery required for execution, and the vendor shall arrange water, fuel, and electricity at their own cost. Vendor shall aim to maximise space utilisation while prioritising the safety and ease of truck/ Tanker movement within the parking area. | - | cubic meter |

Soil shall be loaded, transported using trucks, and filled in the identified peripheral ditches of the designated parking area as directed. The scope includes all labour, equipment, and machinery required for excavation, loading, transportation, unloading, spreading, and compaction of soil in layers to achieve the desired level and density. Movement of soil within the designated project area for grading purposes is excluded from this item. The vendor shall arrange water, fuel, and electricity required for execution at their own cost. | - | cubic meter |
| 5 | GRADING & COMPACTION OF | GRADING & COMPACTION OF — Grading and compacting of the subgrade over the entire designated parking area to achieve a minimum Modified Proctor Density (MPD) of 97% and a minimum California Bearing Ratio (CBR) of 5%, using 10–12 tonne vibratory rollers, suitable for subgrade compaction in heavy-duty pavement works. Grading shall be carried out to ensure a uniform surface with adequate slope towards the peripheral drains, as directed by the Engineer-in-Charge. No separate payment shall be made for movement of earth within the project area for the purpose of grading and levelling. The scope includes all labour, machinery, water, and fuel required for execution, and necessary testing such as field density tests (sand replacement/core cutter method), moisture content determination, and CBR testing through an approved third-party laboratory at a frequency and locations approved by the Engineer-in- Charge. All test results shall be submitted for verification and approval before further layer work is commenced. | - | square meter |
| 6 | S&L OF GSB INCL. | S&L OF GSB INCL. — Supply and laying of Granular Sub Base (GSB) over the prepared subgrade for the designated parking area to a compacted thickness of 150 mm, in accordance with MORTH Specifications and IRC guidelines. The GSB material shall be well-graded crushed stone aggregates of size ranging from 75 mm down to 0.075 mm, free from organic or deleterious matter. Spreading shall be done uniformly, followed by compaction using vibratory roller of 10–12 tonnes to achieve 100% of dry density as per Modified Proctor Test (IS:2720 Part 8). Watering shall be done as required to reach optimum moisture content. Each layer shall be compacted until the specified density is achieved and surface is stable and properly interlocked. The scope includes cost of all materials, labour, tools, equipment, transportation, and testing. Testing shall be carried out for gradation, moisture content, and compaction density at specified frequencies as directed by the Engineer-in-Charge. | - | cubic meter |
| 7 | S&L OF WMM INCL. | S&L OF WMM INCL. — Supply and laying of Wet Mix Macadam (WMM) over the prepared GSB layer for the designated parking area to a compacted thickness of 150 mm, in accordance with MORTH and IRC guidelines. The WMM material shall consist of clean, crushed, graded aggregates premixed with granular materials and water, uniformly mixed in a mechanical mixing plant. The mix shall be transported, spread evenly, and compacted in layers using 10–12 tonne vibratory roller to achieve 98% of maximum dry density as per Modified Proctor Test (IS:2720 Part 8). The WMM shall be laid in two layers if required, with each layer not exceeding 100 mm loose thickness before compaction. Watering shall be done as necessary to achieve optimum moisture content. The surface shall be properly compacted, stable, and free from segregation, honeycombing, or loose materials. The scope includes cost of all materials, labour, tools, equipment, mixing, transportation, laying, compaction, and testing. Testing for gradation, moisture content, and compaction density shall be carried out at specified frequencies as directed by the Engineer-in-Charge. | - | cubic meter |
| 8 | S&L OF RCC M30 | S&L OF RCC M30 — """Supply and laying of 200 mm thick RCC driveway using approved M30 design mix concrete without fly ash, executed through RMC plant or reversible concrete mixer (mini mobile batching plant). The concrete shall be laid in properly planned panels using slotted MS channel shuttering, machine mixed, and placed with the help of screed board vibrators. The surface shall be vacuum dewatered, power trowelled, and finished to a smooth texture. Pond curing for a minimum of 14 days shall be ensured. Approved quality polythene sheet shall be provided beneath the concrete layer. Concrete additives like plasticizers and surface hardeners for heavy traffic use shall be added as per manufacturer recommendations. Slabs for the parking area shall preferably be in panels of size 4.5m x 3.5m. Surface preparation shall include levelling depressions in the base using 20 mm aggregates and stone dust. Tubing, ducting, trenching, and embedded items (if any) shall be properly coordinated with HPCL representative before concreting. Panel layout, joint positions (expansion/contraction), and casting sequence shall be prepared and submitted to the Engineer-in-Charge for approval before commencement. Testing of concrete cubes, aggregates, sand, cement, water, and mix materials shall be done at contractor's cost, including submission of design mix report from a government-approved laboratory for each source of material.
