CONSULTANCY SERVICES FOR AUGMENTATION OF FACILITIES AT SOUTH BREAK WATER JETTY FOR CENTRE 60 AT NAVAL DOCKYARD MUMBAI

(A) Providing Consultancy services and submitting reports for Augmentation of facility at South Break Water Jetty and strengthening of Jetty including arresting of seepage of Jetty and repairs to existing South Break Water Jetty of Approx. 675 metres length as per following broad scope of work including any other work included in BPs :-

(I) Carry out detailed inspection of all the structural members from underside of the existing Jetty & documenting various types of distresses in the form of distress mapping on markup drawings alongwith photographic documentation of distress locations.

(II) Carry out following non-destructive tests :-

(a) Concrete core test - to assess the in-situ strength (b) Rebound hammer test - to assess in-situ strength measuring surface hardness of the concrete. (c) Ultrasonic pulse velocity test - to assess integrity and soundness of the concrete. (d) Carbonation test : To assess depth of carbonation penetration into the concrete cover. (e) Half cell potentiometer test - to assess probability of active corrosion in the concrete. (f) Chemical tests - to assess chloride content, sulphate content, PH of concrete sample to determine the durability of concrete. (g) Corrosion - to observe the initiation process of corrosion.

(III) To prepare the data and submit the proposal/recommendations including methodology for the following :-

(a) Repair to bottom surface of floor caissons, slab and top surface of Jetty, internal and external wall of the caissons.

(b) Repair/replacement of crane rail track Approx. 605 metres length and cable trench of Jetty.

(c) Repairs to existing RCC cable duct on Jetty and replacement of damaged chequered plates.

(d) Repair to wooden buttresses.

(e) Repair to ladder, pit covers, handles and doors for Caissons.

(IV) To submit methodology for removal of existing crane rails in SBW Jetty and methodology for fixing new rails suitable for the cranes of existing capacity including method of making good the adjacent surfaces of concrete slab during execution of work/laying of crane rails and structural effects if any during execution of this work on the wharves along with preventive measures if any to over come the difficulties/challenges if any.

(V) To prepare and submit complete methodology and method of repair/fixing with detailed calculations of above repairs duly proof checked and vetted by any Indian Institute of Technology (IIT)

(VI) To submit detailed comprehensive report of all the above activities consisting of documents of distress analysis of test results, remarks on structural stability and method for proposed modifications and recommendations of remedial measures/strengthening measures along with methodology considering latest technology and detailed drawings alongwith preparation of details of work required for different services.

(VII) To submit Bills of Quantities with detailed take off (estimate) including preparation of 4 D quantity take off for each item, rate analysis and quotation for each items.

(VIII) To submit integrated Project execution schedule for the complete work including CPM/PERT chart showing various activities in the work and creation of 4 D sequence planning.

(IX) To prepare and submit the proposal for Phasing if any required during execution in consultation with user and GE shall ensure that functioning of existing facilities of Jetty is least affected.

(X) To prepare details of safety measures required to be adopted during execution to avoid damage to the existing structure, danger to human life and property.

(B) Provision of Consultancy services with detailed report, bid document and Project Management in respect of Provision of SCADA for following services for South Break Water Jetty under the control of Centre No 60.

(a) Consultancy services for Provision of SCADA for all electrical equipments for existing and proposed to be checked at ground and with DGNP/ND (MB)

(b) Consultancy services for Provision of SCADA / automation system for all caisson sump draining pumping system for existing and proposed system details to be checked at ground and with DGNP/ND (MB) of sump drainage equipment and for provision of automatic operation fire pumps with monitoring.

NOTES FOR SCADA AND STRENGTHENING OF JETTY :-

(a) The Consultant shall plan and design a SCADA system in consultation with User on ground for its installation and implementation in a successful & efficient manner on ground including testing and commissioning. The Consultant shall ensure regular advice during execution of SCADA project as and when it is required at site. To facilitate smooth execution of this project, any administrative support required by the Consultant during execution shall be rendered by DGNP/ND (MB) to the extent possible, however, the final responsibility of the same shall rest with the Consultant only.

(b) STUDY AND PREPARATION OF DETAILED REPORT : This shall constitute Technical specifications, Technical drawings, cost benefit analysis, Implementation strategy, Space requirement for Server room, Communication / UPS room, Design of normal and standby power supply requirements, Design of requisite infrastructure facilities and requirements like Electrification, Fire fighting system, Earthing for servers, RTUs control system and Project Management timelines etc. The Consultant shall study the existing distribution network on ground with the increased future projected load in consultation with Users.

(c) ASSISTING DGNP (MB) IN PROJECT MANAGEMENT OF SCADA SYSTEM : Consultant shall review, supervise & report the implementation plan/process carried out by the main Contractor in line with the RFP/tender documents including training requirements for core users, end users & administrators of the system. Consultant shall assist utility in design, engineering, finalization/ approval of design documents /drawings, system architecture, BOQ test procedures etc. submitted by main contractor. Installation testing includes preparation of test specifications, finalizing Quality Assurance Plan, check points during implementation phase, monitoring and bringing out non compliances in testing and suggest remedies & commissioning of the proposed SCADA system till completion & validation/verification of successful implementation of the SCADA Project on ground.

(d) SCADA CONTROL CENTRE (SCC) : SCC and back up SCC shall have full fledged SCADA provision.

(e) Consultant shall attend monthly meeting for discussion on progress of consultancy alongwith presentation on MS Power Point. Consultant shall also visit the site on fortnightly basis and review the progress of work and methodology being adopted during execution of work. Consultant shall render necessary advice during the execution of the project till its completion and submit proposal to overcome the unforeseen technical challenges faced by the department during execution of work.

(f) Consultant shall submit the cost of the SCADA implementation including fixed cost for setup of control room and other system application.

(g) COST BENEFIT ANALYSIS :- Consultant shall submit cost benefits achievable with the outcome of the implementation of the SCADA/DMS project in respect of the reduction of AT & C losses, reduction in peak demand, reduction in outages, benefits due to reduction in distribution transformer failure etc.

(h) Consultant shall submit approximate estimate for complete work proposed in detailed report (which shall include buildings, internal services, external services, any other specialized repair work if any) duly priced on SSR/ED rates & get it approved from Plg & Wks Section of DGNP Mumbai.

(j) Consultant shall submit draft costed schedule for the above work on actual market rates/SSR rates for issue of Technical Sanction & shall submit alongwith detailed report after getting it approved from Plg & Wks Section of DGNP Mumbai.

(k) Consultant shall prepare draft specifications of each and every item of the work for inclusion in tender documents and shall submit the same alongwith detailed report after getting it approved from Contract Section of DGNP Mumbai.

(l) During preparation of detailed report, Consultant shall remain in touch with GE/users so that all minor aspects of work shall be got included in detailed report.

(C) Submit the proposal for BIM & FM integration of BIM & FM for efficient project management and monitoring and involvement of Consultant throughout the execution of work on site including monthly site visit and submitting a written feedback/report to highlight progress of works and any addition/alteration at the stage of execution if any as per situation faced on ground.
