   (a) Railway reserves the right to place order on the bidders who have successfully supplied and installed & prove out of computer controlled simultaneous direct reading vacuum optical emission spectrometer) or similar item to Southern Railway/ Sister Railways/Railway Production Units in at least one of the last five financial years & current financial year up to the date of tender opening. (b) The performance report must be supported by copies of CRN, CRAC, Receipt Notes, Completion Certificates, or Supply and Installation Certificates issued by the consignee.

   (a) Firm should submit performance certificate as per given format vide annexure A1 of bid document for at least (a) 1 (one) vacuum optical emission spectrometer of same/similar capacity supplied to COFMOW/Railways. (b) The Performance certificate shall not be older than one year from the original date of closing of tender. The performance certificate issued after original date of closing of tender (In cases where tender closing date has been extended) are also acceptable however the machine must have completed one year of satisfactory working after date of commission as on original date of closing of tender.

   Tenderers should read the details regarding the leading parameters given at 2.2 of section IV of Bid document (Specification for vacuum optical emission spectrometer) and should furnish clause wise comments and necessary information and details to be provided as per the format given in Clause 2.2.1 of Section-IV- Major Parameter and Clause 2.2.2 of Section-IV- Other Parameter (Specification for vacuum optical emission spectrometer).

   1) Preferably manufacturers should participate. In case of firms other than OEMs participating in the tender, they must submit tender specific Authorization from OEM failing which their offers will not be considered. 2) OEMs can authorize and give Tender Specific Authorization to its Agent / Dealers to quote on their behalf provided the vendor takes full responsibility for the quality of the material including warranty obligation and the inspection of product against Railways order is carried out at the manufacturers premises.Please refer para 3.4 of Part-B of Southern Railway Tender Conditions attached with this tender.

   Firm should attach technical compliance sheet for each parameters of technical specification attached failing which Railway reserves the right to reject the offer.

   EMD shall be 2% of the estimated tender value and shall be taken from all bidders for contract value above Rs. 25 Lakh subject to the applicable exemptions. For details please refer 2.0 Part A of Southern Railway Tender Conditions available underthe mentioned link in the tender.

   AMC- Tenderers are required to quote for a comprehensive Annual Maintenance Contract for the machine supplied against this specification for a period of five years on yearly basis giving the rate for each year i.e., first year, second year.. so on.., which will be inclusive of all spares, material and labour costs. The duties and taxes as applicable should be indicated separately.

   Evaluation criteria: Total value of the offer will be calculated based on i. The cost of the basic machine. ii. Cost of the concomitant accessories according to tender specification. iii. Cost of any other accessory which in the opinion of supplier is essentially required for making the machine fully functional. iv. Cost of Trunkey Charges viz. foundation, installation & commissioning etc. v. Cost of Preventive Maintenance during 1st & 2nd year of Warranty Period as per clause 16.0 of section-V vi. Applicable duties and taxes, insurance, freight, installation & commissioning charges, training etc. vii. Cost of comprehensive AMC for five year after the warranty as per clause 17.0 of Section-V.
