NOTE-Works to be taken up as per Scope of work and Terms and Condition below attached. [Note: Agency provided supervisor must have minimum one year experience of similar nature works and SCC parts of 1,2,3,4,6A,6B,7A,7B,11; who will supervise the whole maintenance work] (Rates should be quoted including all taxes & duties)

Scope of Work.

Comprehensive maintenances charges of HPSV fittings including LED Blue and White Strip light with Adapter of following ratings inclusive all electrical installation of street light such as all components pillar box like contractor, timer, main switch, porcelain fuse with suitable rating fuse wire, connecting flexible copper wire, locking arrangement etc. as per prescribed terms and conditions for Maintenance of street lights.

Allocation : Preventive & Corrective Maintenance of street light arrangement including LED Blue and White Strip light with Adapter starting from Ultadanga to airport link road at middle verge and side road of VIP Road.

Terms and conditions:

Maintenance & up keeping of the above electrical installation in safe and proper working condition

The afore-said works incorporates comprehensive maintenance by repair/ Special repair/ replacement of accessories Viz.— LED Blue and White Strip light with Adapter ,controller timer main switch, porcelain fuse & link, all sorts of connecting wires locking arrangement ,Feeder Pillar boxes, loop boxes etc. as & when required to cover up preventive & corrective maintenance with breakdown restoration.

The work includes repair/ special repair/ replacement of ballast, igniter, lamp, contractor , timer,LED Blue and White Strip light with Adapter & other allied accessories of luminaries as & when required to keep the street lighting up to mark always.

In case of supply failure or Faults,the initial complaint lodging or docketing to CESC/WBSEDCL should be done by Agency.

Painting of Feeder Pillar Boxes,Loop Boxes, Poles incl. Arm bracket, header assembly etc. has to be done once in a year.

Replacement of perpex cover is also included as and when required.

Date of commencement of work and hence the period of contract (One year) would be confirmed by E.I.C.

The street lighting system means electrical installation from service pillar box/ junction box (i.e. supply source) to ultimate luminaries glowing incl. all associated cables/ pillar boxes/ poles/ arm bracket/ caps/ loop box fittings etc.

The work includes all sorts of repair/ special repair/ by replacement of accessories, to cover both preventive and break down maintained, breakdown restoration keeping safety/ prevailing rules and regulations in view to keep street lighting system fit technically.

Downtime may be allowed to bare minimum to attend faults. However any negligence on the part of the agency is subject to panel deduction (generally, exceeding 48 hrs.) from bill after recording the lapses, be it deducted on the spot or thereafter. Such quantum of deduction would be deducted by E.I.C. judiciously.

Log books for street lights have to be maintained by the working agency in such a manner so that at last one of these is available on call at a convenient location (To be available at site) and all the entries in the log book have to be authenticated with all description of faults/ downtime etc. on daily basis.

A range of illumination level on road mutually agreed, (after actual measurement) to be prescribed by E.I.C. periodically should be maintained.

Contractor should provide minimum 2(Two) nos. Technician (Licence holder) and Four(4) nos. Helper having workmanship permit to attained the site every day (*From 1 PM to 9 PM) and report to the section office also.

The agency should depute all necessary valid document to the department with valid phone number of2(Two) nos. Technician (Licence holder) and Four(4) nos. Helper for these maintenance.

The agency has to depute his supervisor having at last one year working experiencein similar nature of work and SCC licensed with relevant parts 1,2,3,4,6A,6B,7A,7B,11 & also depute his(supervisor) valid phone number for further correspondence.

The agency must have their office & Telephone contact in Kolkata and must quote the address & Phone number and valid E-mail ID on Quotation Paper.The telephone call should be responded without delay.

There must be two competent person equipped with a cell phone to look after the over-all maintenance of the street lighting system and interact with the Officer/Staff of PWD. The telephone no should be informed to related Officer/Staff of PWD for any time communications/ attending faults in expected ideally in no time.

The agency also has to engage additional adequate number of electricians & helpers if required during any breakdown / fault to restore the same on emergency basis. No extra payment will be made for this.

The agency should pay atleast the minimum wages to workers engaged as per prevailing State Govt. Law. It is desirable that age of workers engage by the agency should neither below twenty years nor exceed sixty years. Monthly Minimum Wages may be arrived by prorate calculation considering 365days as terms of Contract. Agency should submit PF & ESI returns of last three months in online (documents to be uploaded in etender) and ofline (hard copy to be submitted) at the participation of tender.

The Agency should be submit daily site report through SMS or by mail on everyday to the Junior Engineer/Assistant Engineer.

Cases of accidental damage/theft/ other unforced damages from external sources (not owing to the agency) should immediately be brought to the notice of the proper authority.

Tools& tackles,ladders, MeasuringInstrument etc. will have to be owned by the agency. Telescopic ladder or alike if available from the department, can be used for maintenance and in true the same will have to be maintained work able by agency at free of cost.

Checking and testing report by Pole Number wise must be recorded in log book which should be Checked and verified by Agency depute supervisor and these reported log book should be sent to the Executive Engineer through proper channel at the time of submission of bill.

In case of supply failure/ faults, the initial reporting/ lodging of complaint both to supply authority as well as Departmental Officer would be the responsibility of the agency.

Any discrepancies/ faults etc. should be recorded at the time of handing/ taking over the street lighting system to ensure cent percent healthy installation initially.

Exclusion from scope of contract: Poles arm brackets, light fittings (Housing assembly only), pillar box cage will be considered as capital items and replacement of theses item would be the responsibility of the department. Replacement of cable, if not rectifiable otherwise by repair, would be done by the Department.

Generally the decision of E.I.C. would be a binding to the agency.

Payment will be made by monthly/ quarterly after satisfactory &successful completion of work on submission of bill duly supported by signed challan/ log book by the concern JE. or A.E. along with the documents in support of payment of wages to the concern workers engaged to the job in particular in each month as per wages as fixed by the Labour Department, Govt. of W.B. This should strictly be complied with.

The department will not bear any responsibility for accident, if any during the maintenance work of street lighting system and thereby no claim for compensation in any shape forms this Dept. will be entertained.

The contract may be terminated through one month’s notice on recorded grounds.

The agency should be responsible for any damage in the EI and other due to mishandling and the cost Depending on the gravity of the situation which will be recovered from the bill as per direction of EIC and the accused operator, if found guilty should be replaced immediately any negligence on the part of agency is subject to unilateral penalty decided by the Engineer-In-Charge, be it detected on the sport or thereafter (Even after payment of the bill of the agency).

To keep close watch on overall condition of the EI and performance of different accessories and submission of periodical report to the JE concerned.

The philosophy of “Public Interest” would ne THE MOTTO of this maintenance offered: any reason from either side.

Payment of minimum wages as per rules of Labour Department, Govt. of WB has to be abided by the agency, other facilities applicable to the labour /employee as per rule/ order issued by the Govt. time to time.

The Department will not bear any responsibility for any accident and thereby no claim for compensation in any shape from this department will be entertained.

The agency must maintain a Log Book for recording therein the nature of work done, materials replaced etc. as per direction of Engineer in charge. The Log Book must be signed by the concerned Sub-Assistant Engineer on each day. The log book should be sent to the Executive Engineer concerned through proper channel at the time of submission of bills.

Daily Maintenance remarks log sheet as mentioned in Sl No.19 & 20 should be submitted by the Agency at the end of every month. The log sheet should be verified and checked by the supervisor day to day.

Single Line Diagram must be submitted by Agency.

Safety secure belt, shoes and other necessary safety precaution must be taken during the maintenance work should be strictly follows.

Agency must carry and measure necessary measurement by their own measuring instrument ( e.g. Tong Tester, Megger, Multimeter, Temp. measuring meter etc.) and should be entered in the log book.

The agency must have checking and testing the following items and must have recorded in the log book daily, which should be checked and verified by agency supervisor- a. Terminal tightening report for each and every electrical distribution system under maintenance. b. Temp. measurement report for the same. c. Light/Fan fitting fixture report. d. The others necessary all checking and resolving reports under the same electrical distribution system. e. Recording therein the nature of work done, material, material register etc. day by day. The agency must have to enter all the above mentioned details report daily basis with location marking. The agency may be liable for any disparity report entered in the log book which duly verified. This maintains log book must be sent to the Executive Engineer, through proper channel at the time of bill

Bills should be submitted at the end of every three months with the certification of concerned Engineers on satisfactory completion and at the time of Bill submission agency must have to produce Payment receipt of Staff Wages, ESI & PF along with bill in which signature of each staff with revenue stamp is necessary.
