This Expression of Interest (EOI) is issued by the Ahmedabad Municipal Corporation (AMC) solely
for the purpose of inviting proposals from eligible and qualified firms/agencies for the installation,
commissioning, and operation of a Bridge Health Monitoring System (BHMS) for various old bridges
in Ahmedabad city.
This document is not a contract or an offer to contract. AMC reserves the right to accept or reject
any or all proposals, to annul the EOI process, and to reject all proposals at any time without thereby
incurring any liability to the affected applicants.
The information contained in this EOI or subsequently provided to applicants, whether verbally or in
documentary form, is subject to the terms and conditions set out in this EOI. AMC may, in its
absolute discretion, update, amend or supplement the information in this EOI.

TECHNICAL PROPOSAL, TERMS AND CONDITIONS.
SECTION- 1: INTRODUCTION AND BACKGROUND
Ahmedabad, the largest city of Gujarat and one of the fastest-growing urban agglomerations in
India, is home to a large inventory of bridges constructed over the Sabarmati River and various
drainage channels, railways, and urban roads. Many of these bridges were constructed several
decades ago and are now ageing infrastructure assets that carry substantial vehicular and
pedestrian traffic loads.
The Ahmedabad Municipal Corporation (AMC), through its Road & Building (Engineering)
Department – Bridge Project Department, is responsible for the maintenance, safety inspection, and
structural integrity assessment of these bridges. In line with its commitment to public safety, asset
management excellence, and proactive infrastructure monitoring, AMC proposes to install a state-of-
the-art Bridge Health Monitoring System (BHMS) on select old bridges identified as priority
1.2 Objectives of BHMS
The primary objectives of installing BHMS on AMC bridges are:
• Real-time structural health monitoring and early warning of distress/damage
• Assessment of structural response under live traffic and environmental loading
• Reduction in the frequency and cost of manual inspections
• Data-driven decision-making for maintenance, repair, and rehabilitation planning
• Extension of service life of ageing bridges through timely interventions
• Compliance with MoRTH/IRC guidelines on bridge safety and inspection
• Integration with AMC's smart city infrastructure and asset management systems
• Measure vibration of bridge superstructure using triaxial accelerometer, linear displacement
at expansion joint location through LVDT and mid-span deflection through laser sensor.
• Prepare 3D FEA model in MIDAS/SOFISTIK and validate the model based on field results.
1.3 Applicable Codes and Guidelines
The BHMS shall be designed, installed, and operated in accordance with the following codes,
standards, and guidelines:
• IRC:SP-40-2020 – Guidelines on Bridge Health Monitoring
• IRC:6 – Standard Specifications and Code of Practice for Road Bridges, Section II – Loads
• IRC:SP-35 – Guidelines for Inspection and Maintenance of Bridges
• IS:1893 – Criteria for Earthquake Resistant Design of Structures
• IS:875 – Code of Practice for Design Loads
• MoRTH Circular on Bridge Health Monitoring (latest edition)
• FHWA Bridge Inspector's Reference Manual (for reference)
• Any other applicable BIS/IRC/ISO standards for sensors and data acquisition systems
1.4 About This EOI
This EOI is issued by AMC to invite proposals from technically and financially qualified firms for the
design, supply, installation, commissioning, operation, and maintenance of a BHMS for the identified
bridges. The contract will be awarded on the basis of Quality and Cost Based Selection (QCBS),
with a quality weightage of 70% and cost weightage of 30%.

SECTION- 2: SCOPE OF WORK
The selected agency (hereinafter referred to as the 'Contractor') shall be responsible for carrying out
all activities related to the BHMS from inception to the completion of the O&M period.
The following list of sensors is indicative and represents the minimum parameters to be considered
for the Bridge Health Monitoring System (BHMS). The Successful Bidder shall propose the
appropriate type, quantity, location, and specifications of sensors for each bridge based on the
structural condition assessment, Finite Element Analysis (FEA), instrumentation design, and
monitoring objectives. The final sensor selection, quantity, and placement shall be reviewed and
approved by the Bridge Consultant and AMC prior to implementation.

Note: The above list is indicative and not exhaustive. The Successful Bidder may propose additional
sensors or instrumentation, if required, to achieve the intended monitoring objectives. However, any
omission of the above sensors shall be technically justified and shall be subject to review and
approval by the Bridge Consultant and AMC.
The scope of work is divided into the following broad categories:
2.2 Phase I – Design and Engineering
• Detailed condition survey and assessment of each bridge listed under this contract
• Preparation of bridge-specific BHMS design including sensor layout, sensor type selection,
data acquisition architecture, monitoring parameters, real time monitoring, data processing
and analysis, alert and warning system, communication network, maintenance and
calibration, reporting and visualization, and control room design
• Structural analysis to identify critical sections for sensor placement using Finite Element
Analysis (FEA) or equivalent methodology
• Preparation of Installation Drawings, Technical Specifications, and Bill of Quantities for AMC
• Preparation of Software Architecture Document (SAD) and Monitoring Plan
• The successful bidder shall prepare a detailed Instrumentation and Sensor Placement
Plan for each bridge based on the structural condition assessment, bridge geometry,
Finite Element Analysis (FEA), and engineering judgment. The plan shall include:
• Type, quantity, and technical specifications of all sensors.
• Exact sensor locations and installation methodology.
• Sensor placement drawings indicating chainage, elevation, and structural member locations.
• Data Acquisition Unit (DAQ), communication network, power supply, and gateway layout.
• Wiring and/or wireless communication architecture.
• Structural monitoring philosophy, including the parameters to be monitored.
• The complete design package, including the instrumentation layout, sensor placement
drawings, and monitoring strategy, shall be reviewed and vetted by the Bridge
Consultant before implementation. Any observations or modifications suggested by
the Bridge Consultant shall be incorporated by the bidder.
• Submission of all design documents to AMC for review and approval prior to commencement
of installation
2.3 Phase II – Procurement, Supply, and Installation
• Procurement and supply of all sensors and gauges, data acquisition units (DAUs),
communication hardware, servers, and associated equipment as per approved specifications
• Installation of all sensors at designated locations, including all required mounting fixtures,
installation tools, protective materials, and accessories, ensuring proper functioning of the
system without causing any damage to the bridge structure.
• Laying of cable trays, conduits, junction boxes, and associated civil/electrical works for
cabling, power supply and backup system,
• Installation of Data Acquisition Units (DAUs) at bridge-level control panels or designated
• Establishment of communication infrastructure (fibre optic / wireless / 4G / 5G LTE) for data
transmission to the central monitoring station
• Installation of CCTV cameras for visual monitoring of critical bridge elements and traffic
• Installation and configuration of central monitoring servers at AMC's designated control
• Integration with AMC's existing GIS/asset management systems wherever applicable
• Installation of any sensors shall commence only after vetting from bridge consultant
and obtaining written approval from AMC.

2.4 Phase III – Software Development and Deployment
• Development and deployment of a cloud-based or server-based Structural Health Monitoring
(SHM) software platform with real-time data visualization, trend analysis, and alert generation
• Development of a mobile application for iOS and Android platforms for field engineers and
senior officers of AMC
• Integration of automated alert/alarm system with threshold-based notifications (SMS, email,
and mobile push notification) to designated AMC officers
• Development of a dashboard for each bridge showing live sensor data, historical trends, and
• Implementation of AI/ML-based algorithms for damage detection and anomaly identification
• Integration of weather data (temperature, rainfall, wind) with structural response data
• Provision of video analytics for traffic counting, overloaded vehicle detection, and incident
2.5 Phase IV – Testing, Commissioning, and Calibration
• Factory Acceptance Testing (FAT) of all equipment prior to dispatch
• Site Acceptance Testing (SAT) after installation
• Load testing / ambient vibration testing for baseline data establishment
• Calibration of all sensors and instruments with test certificates from NABL-accredited
• Demonstration of system performance to AMC officials and third-party verification
• Preparation and submission of commissioning reports
• The Successful Bidder shall prepare and submit the Indication Matrix, Alarm Matrix, and Alert
Threshold Matrix for all monitored parameters. The matrices shall be reviewed and approved
by the Bridge Consultant and AMC prior to commissioning. Any observations or modifications
by consultant/AMC shall be incorporated by the Successful Bidder.
2.6 Phase V – Operation and Maintenance (O&M)
The Contractor shall provide comprehensive O&M services for a period of 5 (Five) years after
commissioning, which shall include:
• 24x7 automated monitoring of all sensor channels with real-time data availability
• Periodic inspection and maintenance of all sensors, DAUs, communication equipment, and
• Quarterly calibration checks and annual full calibration of all instruments
• Preparation and submission of Monthly Monitoring Reports to AMC
• Preparation and submission of Annual Health Assessment Reports for each bridge
• Provision of 24x7 helpdesk support for system-related queries
• Training of AMC engineers (minimum 10 persons) on operation of the BHMS platform and
data interpretation
• Replacement of any defective sensors or equipment within 72 hours of failure notification
• Provision of cyber security services including regular vulnerability assessments and software
All data generated by the BHMS shall be the exclusive property of AMC. The Contractor shall not
share, sell, or use the data for any commercial purpose without written consent of AMC. All data
shall be stored on secure servers with appropriate redundancy and backup mechanisms. A
minimum of 10 years of data storage shall be provided.

4.1 General Requirements
All equipment supplied and installed shall be new, unused, of current manufacture, and from reputed
manufacturers with proven track record. Equipment specifications shall conform to or exceed the
minimum requirements listed below.

• System uptime: ≥ 99.5% excluding scheduled maintenance
• Data shall be stored for a minimum period of 10 years with provision for cloud backup
4.7 Video Surveillance System
• Fixed dome/PTZ IP cameras at each bridge (minimum 4 cameras per bridge or as per site
condition to cover all part of the Bridge)
• Resolution: Minimum 5 MP; night vision (IR) capability
• Video analytics: Traffic counting, abnormal load detection, pedestrian crowd monitoring
• 30-day on-site video recording at 24 fps.
4.8 DAQ, Transmission and Power
• All sensors shall be connected to a synchronized aggregator / data acquisition system so
that data from all channels are time synchronized.
• DAQ shall read all sensors in synchronized manner and shall support multiple sensor
connections to avoid separate individual data loggers for each sensor.
• Reading unit shall support automatic, scheduled, long-term reading and storage of data on
local data logger, with remote connection through mobile modem, analogue modem, TCP/IP
or equivalent for programming and downloading.

weather protected and at least IP67 unless AMC approves otherwise.
• DAQ and transmission system shall be powered by suitable AC/DC arrangement with
internal battery/UPS backup for uninterrupted operation during power failure.
• Data transmission shall be to AMC-approved server/cloud/storage location through secure
network. 4G/5G/OFC/Wi-Fi/Ethernet modes may be used as per site feasibility and AMC

6.2 Software, Dashboard and Reporting
Software shall manage execution of measurements, sensor readings, local/remote storage,
access control and retrieval of data for the assignment period.
System shall permit manual, semi-automatic or automatic collection; on-site or remote
operation; and static/dynamic measurement with predefined schedule.
Data shall be stored as reports, tables, diagrams and electronic files. Storage shall prevent
data loss and permit prompt access to selected historical data.
Dashboard shall provide real-time and historical presentation in graphical and tabular
format, conversion to SI units, noise filtering, threshold display and customized diagnostic
Software shall enable warning/alarm generation if a defined parameter crosses the
approved threshold. Alerts shall be issued to AMC through email/SMS/app/portal as

interpretation shall be submitted to AMC for approval. AMC may take assistance from
IIT/NIT/technical expert and the consultant shall provide full support.

SECTION 5: ELIGIBILITY CRITERIA & QUALIFICATION REQUIREMENTS
5.1 General Eligibility
• The Bidder shall be a Company registered under the Companies Act 1956/2013, or a
registered Partnership Firm.
• "Joint Ventures (JV) shall not be permitted for this work. However, Consortium participation
shall be allowed, provided that the Consortium Members execute a valid Memorandum of
Understanding (MoU) clearly defining the roles, responsibilities, and scope of work of each
member. The Lead Member shall be solely responsible for contract administration and all
Consortium Members shall be jointly and severally liable for the successful execution and

26. The Municipal Commissioner shall have full authority to accept or reject any tender without
assigning any reason.
27. If there are any amendments or modifications in the tender, the contractor shall verify the
same from the prescribed website or office before the last date of submission and only

28. Security Deposit / Performance Guarantee for works having estimated cost up to Rs. 1 Crore
shall be accepted in the form of Local MICR Cheque, Demand Draft, Pay Order, or Bank
Guarantee. For works having estimated cost above Rs. 1 Crore, the Security Deposit /
Performance Guarantee shall be accepted only in the form of Demand Draft, Pay Order, or

29. For tenders submitted through the online e-procurement website, the contractor/agency
shall submit signed and stamped hard copies of the tender documents without filling in the
price bid. If prices are mentioned in the hard copy, such tenders shall be rejected.
The contractor shall not claim any additional payment for variation in quantities unless
approved by the competent authority.

7.1 Two-Stage Evaluation
Proposals will be evaluated in two stages: (a) Technical Evaluation, and (b) Financial Evaluation.
Only technically qualified bidders (scoring ≥ 70 marks out of 100 in technical evaluation) shall have

7.3 Financial Evaluation (30% weightage)
The lowest evaluated Financial Proposal (L1) shall be assigned 100 financial marks. Other bidders'
financial marks shall be calculated as: Financial Score = (L1 / Bidder's Price) ×
7.4 Combined Score
Combined Score = (Technical Score × 0.70) + (Financial Score × 0.30). The bidder with the highest
combined score shall be ranked first and recommended for award of the contract.
7.5 Presentation Schedule
Tentative schedule shall be as under:
a. After t h e opening of EOI document, AMC is authorized to invite the eligible
applicants to give presentation f o r (maximum 25 slides) to AMC authority within
maximum 10 days from the notice given. AMC may decide to invite bidders after short
listing process is completed based on the Qualification Criteria.
b. Consultant w.r.t to EOI has to give presentation Regarding their Organizational Strength,
Financial Strength, Similar work Experience and the Concept Design for Proposed “Bridge
Health Monitoring System” presentation will be held after the issuing of AMC notice.

SECTION 8: CONTRACT TERMS & CONDITIONS
8.1 Contract Duration
• Design and Engineering Phase: 2 months from date of award
• Supply, Installation, and Commissioning Phase: 6 months from AMC approval of designs
• Operation and Maintenance Phase: 5 years from date of commissioning (60 months)
• Total contract period: Approximately 7 years (84 months)
8.2 Liquidated Damages
In the event of delay in completion of any milestone, Liquidated Damages (LD) shall be levied at the
rate of 0.5% of the contract value per week of delay, subject to a maximum of 10% of the contract
value. LD shall be without prejudice to AMC's right to terminate the contract.
8.3 Defect Liability Period (DLP)
All equipment and installed systems shall carry a minimum Defect Liability Period of 5 (Five) years
from the date of commissioning. Any defects notified during the DLP shall be rectified by the
Contractor at no additional cost to AMC within 72 hours (for critical defects) and 7 days (for minor
8.4 Force Majeure
Standard Force Majeure provisions shall apply as per applicable laws. Flood, earthquake, act of
God, war, or statutory lockdown shall constitute Force Majeure events for the purpose of this

SECTION 11: GENERAL INSTRUCTIONS TO BIDDERS
All proposals and correspondence shall be in English. Supporting documents in Gujarati or Hindi
may be accompanied by a certified English translation.
11.2 Pre-Bid Meeting
A pre-bid meeting shall be held at Office of City Engineer, 2nd floor, Block-C, Sardar Patel Bhavan,
Danapith, Ahmedabad Municipal Corporation Ahmedabad on the date notified. Queries shall be
submitted in writing or email to [email protected],in /
[email protected],in at least 3 days prior to the meeting. Responses to queries shall
be issued as an Addendum and shall form part of the EOI.
11.3 Proposal Validity
Proposals shall remain valid for a minimum period of 180 days from the last date of submission.
AMC may request extension of validity period if required.
11.4 Amendment to EOI
AMC reserves the right to issue addenda or clarifications to this EOI at any time before the closing
date. All addenda shall be uploaded on the AMC portal and e-tender portal and shall be binding on

Bidders are strongly advised to visit the bridge sites before submission of their proposals. AMC shall
arrange a guided site visit on a notified date. Bidders shall not make any claim arising from lack of
familiarity with site conditions.
This EOI and all related documents are confidential and are issued solely for the purpose of
proposal preparation. Bidders shall not disclose the contents to third parties except on a need-to-
know basis for preparation of the proposal.
11.7 Right to Reject
AMC reserves the unconditional right to reject any or all proposals without assigning reasons. No
bidder shall have any right to compensation for any cost incurred in preparation or submission of

The duration of operation and maintenance of the Bridge Health Monitoring System (BHMS) shall be

ANNEXURE D – INTEGRITY PACT
This Integrity Pact is entered into on _____________ between Ahmedabad Municipal Corporation
(hereinafter called the 'Principal') and ________________________________ (hereinafter called
the 'Bidder/Contractor').
The Principal and the Bidder/Contractor agree as follows:
30. The Bidder/Contractor shall not offer, directly or indirectly, any undue advantage to any
employee or officer of AMC in connection with this contract.
31. The Bidder/Contractor shall not enter into any collusive arrangement with other Bidders for
the purpose of manipulating the evaluation process.
32. The Bidder/Contractor shall not engage in any fraudulent practices, misrepresentation, or
falsification of documents.
33. The Principal shall treat all Bidders equally and with transparency in the procurement

EMD/Performance Security and blacklist the Bidder.

The bidder shall submit a bridge/span-wise methodology in line with the EOI scope and
R&B/MoRTH requirements. The methodology shall be concise, practical and suitable for
AMC review before issue of work order.
