Important Instructions for Tender:
1. Annual work order has been placed for Hotel Accommodation Service providing
for SRP Force staying and other company’s guest for PGVCL Circle Office
Bhavnagar. The price bid for this order has been made available online via the e-
procurement platform. Bidders must submit their pricing through this platform.

EMD payment has not been made, the concerned office reserves the right to
accept or reject the tender at its discretion.
6. The bidder must upload Schedule-B along with the terms and conditions, duly
signed and accepted. Incomplete submissions will not be considered.
7. The uploaded documents must clearly indicate the contractor’s name.
8. All tenders submitted online within the stipulated timeframe will be opened on
the specified date, subject to feasibility.
9. The price bid and all required documents must be uploaded within the tender
submission deadline. The office reserves the right to accept or reject tenders with
incomplete details.
10. The PGVCL reserves the right to accept or reject tenders if any of the required

General Condition:
The above rates are excluding GST.
2. The hotel management shall provide a designated space for the SRP force to
prepare their meals. Bidders who agree to make such space available in
accordance with this condition will be given priority.
3. Work Order Start:
The Hotel accommodation service should be providing as and when required
from the date of receipt of the order. The time limit being essential factor of the
order may be strictly observed.
4. Order Value/Time Limit:
Total order value Rs.10.00 Lakh or one year whichever is earlier complete.
If the materials are not supplied within the stipulated time as mentioned in para
(2) penalty at ½ % per week of the order value will be imposed subject to
maximum 10% of the order value. However, in genuine cases, on production of
proof and if satisfied extension of the limit will be granted within the power of

If you are not a registered contractor of the PGVCL the Security Deposit payable
@ 5 % of order value. The same may be paid before order in RTGS/NEFT/ONLINE

9. Payments Terms:
Payment of bill will be made by Circle Office by a RTGS/NEFT, subject to advance
stamped receipt is forwarded when asked for. After successful delivery,
installation and testing certificate given by concern officer of the PGVCL, Circle
Office, Bhavnagar.
10. The undersigned reserve the right for any dispute between you and company;
company will cancel this Tender and order any prior notice.
11. Income Tax (TDS) GST (TDS) & Cess whenever applicable will be
deducted/recovered as per Govt. rules & regulation.
Payment regarding GST will be made after providing tax Invoice from your
end and challan thereof should be provided as and when asked by Circle
Office, Bhavnagar.
GST monthly return must fill by contractor in every month and submit copy of
this with bill.
The prices are in/exclusive GST shall be applicable at time of payment.

submitted to this office before the received the work order.

Terms and Conditions for Work Order:
1. The validity of the order shall be one year from the date of issuance or until the
order value is exhausted, whichever occurs earlier. During the validity period, the
undersigned reserves the right to cancel the order at any time by giving one
month’s notice. If satisfactory performance is observed during the year, the order
may be extended with mutual consent under the same terms and conditions.
2. If any irregularity or fraudulent activity is detected during the contract period, the
order shall be liable to immediate cancellation without any prior notice or

ensure full arrangements and readiness at least one hour prior to the specified

8. All applicable taxes and levies, whether current or future, shall be the
responsibility of the contractor.
9. In case of any dispute, the decision of the Superintending Engineer, Circle Office,
Bhavnagar shall be final and binding on the contractor.
10. GST shall be paid as per applicable rules and must be shown separately in the
price quotation. The hotel registration certificate and proof of tax deposit
(challan copy) must be submitted. If GST is not separately mentioned, it will not
be payable. A declaration to this effect must be submitted.
11. The agreed room rent shall be paid. If any SRP personnel/employee avails
additional facilities in the room, the charges for such facilities shall be recovered
directly from the concerned employee.
12. Dormitory and each room must be equipped with basic amenities as per hotel
standards (such as towels, hot water, soap, toothpaste, shampoo, and purified
drinking water).
13. A separate designated space must be provided for SRP Force personnel to
prepare their own meals during their stay.
14. The quality of food served to our guest officers must not adversely affect health.
If more than two complaints are received regarding food quality, the
Superintending Engineer, Circle Office, Bhavnagar reserves the right to terminate
the contract with one month’s notice.
15. The hotel must provide dormitory accommodation for approximately 25–30 SRP
personnel per day as and when, subject to increase as per requirement.
16. A list of SRP Javan scheduled to stay will be provided in advance by the Circle
Office, Bhavnagar. The contractor must maintain a register with employee names
and ID numbers, and attach a photocopy of the register with the monthly bill.
17. Hotel must provide 2 bottles of mineral water to each Person every day.

19. Hotel staff must behave courteously with the employees staying at the hotel. Any
complaint regarding misconduct will invite necessary action.
20. Contract Commencement and Validity :
The contractor shall commence the work from the date of issuance of the work
order by the undersigned. The validity of the order shall be one year from the
date of commencement or until the total value of the order is exhausted,
whichever occurs earlier.
Upon completion of the one-year term, if the competent authority is satisfied
with the contractor’s performance, the contract may be extended for an
additional time limit or work order value if required by mutual agreement,
subject to the same rates and terms and conditions.
21. The jurisdiction for any legal matters shall be Bhavnagar.
22. All required documents such as Provident Fund copy, GST number, Corporation
NOC certificate, hotel license, PAN card, and Fire Safety certificate must be
compiled in a single file and submitted separately to the office.
23. The contractor shall deposit a security amount equivalent to 5% of the work
order value before commencement of the order.
24. If the contractor abandons the work midway or violates any of the terms and
conditions, the 5% security deposit shall be forfeited.
