Broad Scope of work • Providing services towards comprehensive cleanliness and sanitation
through mechanized and non-mechanized means, including but not
limited to deploying of machines, equipment and human resources and
providing consumables and disposal of dirt and garbage at Dumping
• The sites range from spiritual sites, beach destinations, ecotourism
sites, heritage sites etc. The Agency shall provide cleaning services
through means and agents befitting the type of site.
• The Agency shall ensure that the sites are cleaned on a daily basis and
the premises remain free from garbage, litter, animal droppings etc. The
services shall be provided in at least two shifts.
• Payments to the Agency shall be made following due inspection and
approval of the services by the Authority / Monitoring Agency nominated
by the Authority.
• A separate Agency shall be selected in each zone as below:

The areas and sites, as mentioned above, are as per the current estimates.
The same is subject to modification, following re-survey. Payments shall be
made accordingly.
Agreement Period The Agreement Period shall be for a duration of 1 year initially further
extendable to another 2 years, on an annual basis, provided the
Authority is satisfied with the performance of the Agency.
The Authority shall conduct annual performance review and any extension
shall be subject to sustained satisfactory performance of the Agency. The
extension shall be as per mutually agreed terms and conditions.

1. The Request for Proposal (RFP) is issued by Tourism Corporation of Gujarat Limited (TCGL) or the
2. The information contained in this RFP is selective and is subject to updating, expansion, revision and
amendment. It does not, and does not purport to, contain all the information that a Bidder may require. Neither
Authority nor any of their officers; employees nor any of its advisors / consultants undertakes to provide any
prospective bidder with access to any additional information or to update the information in this RFP or to
correct any inaccuracies therein which may become apparent. Each prospective bidder must conduct its own
analysis of the information contained in this RFP or to correct any inaccuracies therein that may this RFP and
is advised to carry out its own investigation into the proposed Project, the legislative and regulatory regime
which applies thereto and by and all matters pertinent to the proposed Project and to seek its own professional
advice on the legal, financial, regulatory and taxation consequences of entering into any agreement or
arrangement relating to the proposed Project.
3. This RFP is neither an agreement nor an offer by the Authority to the prospective Bidders or any other person.
The purpose of this RFP is to provide interested parties with information that may be useful to them in making
/ submitting their Bids (technical and financial bids) pursuant to this RFP. This RFP includes statements, which
reflect various assumptions and assessments arrived at by the Authority in relation to the Project. Such
assumptions, assessments and statements do not purport to contain all the information that each Bidder may
require. This RFP may not be appropriate for all persons, and it is not possible for the Authority, its employees
or advisors to consider the investment objectives, financial situation and particular needs of each Bidder who
reads or uses this RFP. The assumptions, assessments, statements and information contained in the Bidding
Documents, may not be complete, accurate, adequate or correct. Each Bidder should, therefore, conduct its
own investigations and analysis and should check the accuracy, adequacy, correctness, reliability and
completeness of the assumptions, assessments, statements and information contained in this RFP and obtain
independent advice from appropriate sources.
4. Information provided in this RFP to the Bidder(s) is on a wide range of matters, some of which may depend
upon interpretation of law. The information given is not intended to be an exhaustive account of statutory
requirements and should not be regarded as a complete or authoritative statement of law. The Authority
accepts no responsibility for the accuracy or otherwise for any interpretation or opinion on law expressed

any person, including any applicant or Bidder under any law, statute, rules or regulations or tort, principles of
restitution or unjust enrichment or otherwise for any loss, damages, cost or expense which may arise from or
be incurred or suffered on account of anything contained in this RFP or otherwise, including the accuracy,
adequacy, correctness, completeness or reliability of the RFP and any assessment, assumption, statement or
information contained therein or deemed to form part of this RFP or arising in any way for participation in this

caused arising from reliance of any Bidder upon the statements contained in this RFP.

7. The Authority may in its absolute discretion prior to the Bid Due Date, but without being under any obligation
to do so, update, amend or supplement the information, assessment or assumptions contained in this RFP at
any time during the Bidding Process.
8. The issue of this RFP does not imply that the Authority is bound to select a Bidder or to appoint the Selected
Bidder, as the case may be, for the Project and the Authority reserves the right to reject all or any of the Bidders
or Bids without assigning any reason whatsoever. Mere submission of a responsive Bid does not ensure
appointment of the bidder as Preferred / Selected Bidder.
9. The Bidder shall bear all its costs associated with or relating to the preparation and submission of its Bid
including but not limited to preparation, copying, postage, delivery fees, expenses associated with any
demonstrations or presentations which may be required by the Authority or any other costs incurred in
connection with or relating to its Bid. All such costs and expenses will remain with the Bidder and the Authority
shall not be liable in any manner whatsoever for the same or for any other costs or other expenses incurred
by a Bidder in preparation or submission of the Bid, regardless of the conduct or outcome of the Bidding

In the interpretation of this RFP, unless the context otherwise requires:
1. The singular of any defined term includes the plural and vice versa, and any word or expression defined in the
singular has the corresponding meaning used in the plural and vice versa.
2. Reference to any gender includes the other genders;
3. Unless otherwise stated, a reference to a Clause, Sub-Clause, Paragraph, Sub-paragraph, Annex, Exhibit,
Attachment, Schedule, or Recital is a reference to a Clause, Sub-Clause, Paragraph, Subparagraph, Annex,
Exhibit, Attachment, Schedule or Recital of this RFP;
4. A reference to any agreement is a reference to that agreement and all annexes, attachments, exhibits,
schedules, appendices, and the like incorporated therein, as the same may be amended, modified,
supplemented, waived, varied, added to, substituted, replaced, renewed, or extended, from time to time, in
accordance with the terms thereof;
5. The terms “include” and “including” shall be deemed to be followed by the words “without limitation”, whether
or not so followed;
6. Any reference to a person shall include such person’s successors and permitted assigns;

1.1.1 Bidders who wish to participate in online tender will have to procure / should have legally valid Digital

1.1.3 The Bidder must be a Single Entity and shall furnish all relevant information, as per the formats
provided in the Request for Proposal (the “RFP”).
1.1.4 Bids would be evaluated based on the details and data furnished. Authority’s decision regarding a
Bidder’s eligibility or otherwise shall be final and binding. Bids, as submitted by the Bidders, shall
have a Bid Validity of 180 Days (or “Calendar Days”) from the last date of Bid Submission. During
this period, Bidders shall maintain the availability of Professional staff nominated in the Bid. The
Authority will make its best effort to complete negotiations within this period. Should the need arise,
however, the Authority may request Bidders to extend the validity period of their Bids.
1.1.5 Bidders, upon submission of bids, will be deemed to have inspected the sites and to have satisfied
himself as to the nature of all works and available infrastructure at the respective sites.
Clarifications and Amendment of RFP Documents
1.2.1 Bidders may request clarification on any of the points contained in RFP documents up to the number
of days as indicated below. Any request for clarification must be sent in writing by paper, mail and
electronic mail to the Authority's address as indicated. The Authority will upload response to all such
requests received by it on the websites https://www.gujarattourism.com/ and
https://tender.nprocure.com/.
1.2.2 Queries, if any, proposed to be raised at the pre-bid conference by the Bidder/s should be submitted
in writing (over email or a letter) least two (2) working days before the date of the Pre-Bid Conference

1.2.3 A maximum of two representatives of each Bidder shall be allowed to participate on production of
Authorization letter from the Bidder.

1.2.4 At any time before the submission of Bids, the Authority may for any reason, whether at its own
initiative or in response to a clarification requested by a Bidder, modify the RFP documents by
amendment. Any such amendment shall be issued in writing through Corrigenda. Corrigenda shall
be uploaded on https://www.nprocure.com/ and shall be binding on all the Bidders. The Authority
may also upload the Corrigenda on https://www.gujarattourism.com/. The Authority may at its
discretion extend the deadline for the submission of Bids.

Preparation of Bids
1.4.1 Bidders are required to submit the Technical Bid in both online and physical formats. All forms and
supporting documents must be uploaded online in clearly legible resolution. The evaluation shall be
conducted solely on the basis of the online submissions; physical copies will be retained for reference
and record-keeping purposes only. Bidders are advised to ensure that each uploaded file is
appropriately named to reflect its contents like Form nos, balance sheets years, projects numbers /
names etc (e.g., “Form 1, Audited Balance Sheet 2023-24, PAN Card, Documentary Evidence for
project 1-3 etc.), thereby facilitating accurate and efficient evaluation. Mislabelled or ambiguous file
names may lead to delays or inadvertent omissions, thus adversely affecting the assessment.
1.4.2 The physical submission of the Technical Bid shall be made in two parts in two separate envelopes
/ parts and put together in one single outer envelope. The two parts shall be captioned as follows on
the respective envelopes
(a) Part 1: Bid Processing Fee & EMD and
(b) Part 2: Technical Bid
The Financial Bid needs to be submitted online on https://tender.nprocure.com/ only.
1.4.3 The Bid shall be written in English only. If the supporting documents and printed literature furnished
with the Bid are in a language other than English, official translated documents shall be provided

and should be duly authenticated and certified by the respective Bidder. Supporting documents and
printed literature submitted with the Bid, which are not translated into English, may not be considered,
for the purpose of interpretation and evaluation of the Bid.
The Part-1 submission (Cover-1) shall contain the following information as described in ensuing
PART 1: Bid Processing Fee and EMD as per details provided in RFP.
1.4.4 Bids submitted without Bid Processing Fee and / or EMD shall be summarily rejected and will not be

1.4.5 In preparing the Technical Bid, Bidders are expected to examine the submission documents / format
/ enclosures etc., comprising this RFP in detail. Material deficiencies in providing the information
requested may result in rejection of the Bid.
1.4.6 The Technical Bid must provide the following information, using but not limited to the formats as

1.4.7 The Technical Bid must not include any financial information
PART 3: FINANCIAL BID – to be strictly submitted online only
1.4.8 In preparing the Financial Bid, Bidders are expected to consider the requirements and conditions of
the RFP documents. It should include all costs associated with the Project, including (a)
remuneration to the staff and (b) rentals / fixed rates / reimbursable such as subsistence (per diem,
housing), transportation (for mobilization and demobilization), services and equipment (machinery,
vehicles, office equipment, furniture, and supplies / consumables), office rent, insurance, printing of
documents, training, IEC, software, etc. as components of this Project..
1.4.9 The Financial Bid should clearly identify and include all the taxes, duties, fees, levies and other
charges imposed under the applicable law, on the Bidders, and their personnel, and include as part
of their offer, and show only GST separately.
1.4.10 Bidders have to express the price of their services in the format as indicated in the sample format
placed at Annexure 1: Financial Bid Submission Form (to be submitted online only on n-procure
1.4.11 Conditional Tenders / Bids shall not be accepted.
1.4.12 Information relating to evaluation of Bids and recommendations concerning awards shall not be
disclosed to the Bidders who submitted the Bids or to other persons not officially concerned with the
process without the consent of the appropriate Authority.
Submission, Receipt and Opening of Bids
1.5.1 The Physical copy of the Technical Bid, shall be prepared in indelible ink. The Technical Bid shall
contain no inter-lineation or overwriting, except as necessary to correct errors made by the Bidder.
Any such corrections must be initialled by the person who signs the Bids.

1.5.2 The Physical copy of the Technical Bid, along with their relevant enclosures should be bound,
paginated, with an index of submission on the first page.
1.5.3 An authorized representative of the Bidder shall initial all pages of Technical Bid. The
representative's authorization shall be in the form of a written power of attorney accompanying the
Bid, or in any other form demonstrating that the representative has been duly authorized to sign.
1.5.4 The Bid Processing Fee and the EMD must be in one Envelope (Cover-1) and Technical Bid must
be in another Envelope (Cover-2). The envelope must be clearly marked on top as "Technical Bid”.
A soft copy of Technical Bid, in PDF format on pen drive, should also be placed in the cover
containing the Technical Bid.
1.5.5 The two separate envelopes containing the Bid Processing Fee and EMD and Technical Bid, should
be placed in one cover and addressed to Authority (as per the given detailed address) and labelled
the Project name clearly. The Bid shall be sent to the following address:

1.5.6 The completed Bids must be delivered / submitted on or before the submission time and date as
stated in Bidding Schedule. The Authority shall not be responsible for misplacement, losing or pre-
matured opening, if the outer envelope is not sealed and / or not marked as stipulated.
After the deadline for submission of Bids, the Technical Bid envelope shall be opened in the presence of
the Bidders / their Authorized Representatives who choose to attend on the date and time indicated in the
Bidding Schedule.
Important Note:
a. Bidders are required to upload Technical as well as Financial Bid on n-procure website as
per terms of this RFP.
b. The complete set of the Technical Bid (including Forms, Letters, various documentary
proofs etc), as being uploaded by the Bidder shall also be submitted in the Hard copy, along
with a copy of the same in a pen drive along with the Bid Submission.
c. Financial Bids are to be uploaded on the website only as mentioned in the RFP.
• The Financial Bid shall not be submitted with the Technical Bid, in hard copy, pen drive
or as a part of the online submission of “Technical Bid”. Submission of Financial Bid
along with Technical Bid, in any of the formats as mentioned above will lead to the
disqualification of the Bidder.
1.6.1 The responsive bids shall be evaluated on Least Cost Basis. The bidder quoting the lowest financial
quote (L1) among the technically qualified bidders shall be considered for award of the Agreement,
subject to fulfilment of the terms and conditions of the RFP document.
1.6.2 The Authority or any of its agencies reserves the right to seek additional information and/or
clarification from the Bidders, if found necessary, during the course of evaluation of the Bids. Non-
submission, incomplete submission or delayed submission of such additional information and / or
clarifications sought by the Authority or any of its advisors / consultants, may be a ground for rejecting
the bid or evaluation of the Bid as the Authority deems fit.
1.6.3 The following procedure shall be adopted in evaluating the bids:

Stage 1: Test of Responsiveness
1.6.4 Prior to evaluation of the documents contained in the Technical Bid envelope, the Authority shall
determine whether each Bid is responsive to the requirements set out in this Tender. A Bid shall be
considered responsive only if:
▪ It is received by the Bid due date including any extensions thereof.
▪ The Part-1 submission (Cover-1) shall contain the Bid Processing Fee and EMD as defined
o Bid Processing Fee: Bidder has to furnish, as part of its submission, non-refundable
Bid Processing Fee amounting to Rs. 5,000/- (i.e. Rupees Five Thousand only). The
Bid Processing Fee shall be submitted in the form of a Demand Draft only.
o Earnest Money Deposit: Bidder has to furnish, as part of its submission, Bid Security
/ Earnest Money Deposit amounting to Rs. 8.00 lakhs (Rupees Eight Lakhs only) in
the form of either Bank Guarantee (BG) OR Demand Draft (DD) OR Fixed Deposit
Receipt (FDR). In case the EMD is being submitted in the form of a BG, it should be
substantially as per the format in Form 6: Format of Bank Guarantee and from the List
of Banks in Annexure 2: List of Banks. The EMD of the unsuccessful bidders shall be
returned, without any interest, by the Authority preferably within 15 days of the signing
of the Agreement with the Successful Bidder. The EMD of the successful bidder shall
be returned upon submission of the Performance Guarantee.
1. Demand Draft (towards Bid Processing Fee / Earnest Money Deposit) shall be drawn in
favour of Tourism Corporation of Gujarat Limited, payable at Gandhinagar.
2. Bidders must ensure that the purchaser of the DD towards Bid Processing Fee and
Earnest Money Deposit should be the Bidder only. DDs purchased under the hand/in the
name of any purchaser other than the Bidder may render the bid non-responsive.
▪ It does not contain any condition or qualifications, and it is not non-responsive in terms hereof.
Responsive Bids, fulfilling the criteria as given above, shall be evaluated as per Stage 2 given below

Stage 2: Evaluation of Pre-Qualification Criteria
Pre-qualification Criteria
Bidders who comply with the following basic criteria are eligible for participation in this tender:
1.7.1 The Bidder should be a legal entity in the form of Company under the Companies Act of India,
(or later) OR a Partnership Firm (including LLP) OR a Proprietorship Firm and should be in existence
in India for a minimum period of five years as on the bid issue date. Individuals and joint ventures
are not eligible to participate in this RFP.
1.7.2 The Bidder must have recorded a Minimum Average Annual Turnover (Standalone turnover net of
taxes), of an amount of Rs. 8.00 Cr. (Rupees Two crores only), from Audited Balance Sheets, in
any three consecutive financial years, from the last four financial years (2022-23 to 2025-26).
1.7.3 The Bidder should have valid registration with Employees' State Insurance Corporation (ESIC)
and Employees' Provident Fund Organisation (EPFO).
1.7.4 The Bidder should have undertaken projects related to providing comprehensive cleaning and
sanitation services for Government or Private Clients in the last 5 years, in India as on the Bid Issue
▪ Government Clients
o At least one eligible project with a project fee of Rs. 6.40 Cr (exclusive of taxes).
o At least two eligible projects with a project fee of Rs. 4.00 Cr (exclusive of taxes), each.
o At least three eligible projects with a project fee of Rs. 3.20 Cr (exclusive of taxes),
▪ Private Clients
o At least one eligible project with a project fee of Rs. 12.80 Cr (exclusive of taxes).
o At least two eligible projects with a project fee of Rs. 8.00 Cr (exclusive of taxes), each.
o At least three eligible projects with a project fee of Rs. 6.40 Cr (exclusive of taxes),
a. Bidders can submit projects towards eligibility from both government and / or private clients. In an event, the
Bidder is submitting projects from both government and private clients, the following example is placed for
greater clarity - a Bidder can submit two eligible projects from Government Clients with a fee of Rs.
(exclusive of taxes) each and one eligible projects from Private Client, with an eligible fee a fee of Rs.
(exclusive of taxes), to become eligible, subject to the other terms and conditions of the RFP.
b. Documentary evidence in the form of work order, agreement and completion / performance certificate, from
the Client’s side is mandatory for projects to be considered towards eligibility and marking.
c. Standalone Manpower mandate, albeit towards providing resources for cleaning / similar works shall
not be considered eligible.
d. For ongoing mandates, Bidders should have successfully completed at least one year of delivering

the client’s side.
e. Decision of TCGL towards adjudging similar projects shall be final and binding on the bidders.
f. Extension of a project shall be construed as a single project for the sake of fulfillment of PQ criteria.
Bids qualifying as per the PQ Criteria, given above, will be eligible for the next stage of evaluation, that is Stage 3:

Stage 3: Technical Bid Evaluation:

1.8.1 The Authority will carry out evaluation of Technical Bids, based on the point / marks system as
specified in the Table below. Each pre-qualified bid shall be attributed a Technical Score. Marks out
of 70 shall be awarded as per the Technical Bid Evaluation.

submitted in the form of Work Order, Agreement, Completion / Performance Certificate from the Client is
2. While the Bidders are not required to submit the Technical Presentation with the Technical Bid, shortlisted
Bidders may be invited to make the Technical Presentation in front of the Committee on a short notice and
bidders should be prepared for the same. It is advised that a Senior Team Member shall remain present for
making the Presentation. Further the presentation should be concise and should not exceed more than
minutes (~30 slides).
3. Failure of the bidder to be available for the Technical Presentation as per the schedule, may lead to forfeiting
of the EMD and blacklisting from further tenders.
Stage 4: Financial Bid Evaluation
1.8.3 After completion of the evaluation of Technical Bids, TCGL shall notify those Bidders whose bids are
found responsive and who have qualified in the Technical Evaluation for opening of the Financial
Bids. Bidders scoring at least 70 marks out of 100 marks in the technical evaluation and at least
15 marks out of 30 marks in the Technical Presentation, the “Technically Qualified Bidders”, shall
be eligible for opening of their Financial Bids,
1.8.4 The Financial Bids shall be opened through the n-Procure portal in the presence of the Bidders /
authorized representatives who choose to attend the process. The name of the Bidders and the
quoted Financial Bid shall be announced and recorded at the time of opening of the Financial Bids.
1.8.5 The Bidders shall carefully assess the scope of work, site conditions, deployment requirements,
machinery requirements, statutory compliances, and all other obligations under the RFP before
submitting their Financial Bid.
1.8.6 The Technically Qualified Bidder quoting the lowest Financial Bid shall be declared as the
Preferred Bidder (“L1 Bidder”) and shall be considered for award of the Agreement. One Bidder
shall be awarded one Zone each. In an event, the same bidder emerges as L1 bidder for more than
one zones, the works shall be awarded on the principle of differential margins (L2 - L1). This
calibration shall be applied iteratively, ensuring that the distribution of zones results in the least
overall cost incidence to the Authority, while maintaining the principle of awarding each zone to
a unique agency. The process has been outlined in Annexure
1.8.7 In the event that two or more Bidders quote the same Financial Bid (the “Tie Bidders”), TCGL may
ask such Bidders to submit revised Financial Bids, which shall not be higher than the original
Financial Bid submitted by the respective Bidders. The Bidder quoting the lowest revised Financial
Bid shall be declared as the L1 Bidder. The tie shall be resolved prior to identification of Successful
Bidder for each zone as per the process mentioned above.
1.9.1 Prior to the expiration of period of validity of Bid, Authority shall notify the successful Bidder who has
emerged the L1 bidder and invite them to negotiate.
1.9.2 The invited Agency will, as a pre-requisite for attending negotiations, confirm commitment to the
service levels as per the conditions of the RFP and satisfy other pre-negotiation requirements as
may be specified by Authority. The aim is to reach agreement on all points.
1.9.3 If negotiations fail, Authority will invite the second ranked bidder (L2 Bidder), to negotiate.
1.10.1 After completion of negotiations with the Selected Bidder, the Authority shall award the work by
issuing a Letter of Award.

1.10.2 The Successful Bidder with whom the Service Agreement (the “Agreement”) is signed is expected
to commence the provision of service on the date as indicated by the Authority during the negotiation
1.10.3 The Successful Bidder shall be required to submit a Performance Guarantee which shall be equal
to 5% of the total annual fee payable, in the form of Bank Guarantee as a pre-requisite to signing
of the Agreement. The Performance Guarantee shall be submitted within 30 days of the issue of the
Letter of Award (the “LoA”) and shall be kept valid for 18 months from the date of signing of
agreement. Failing to adhere to the said conditions might lead to the withdrawal of the Letter of
Award. Additionally, 5% retention money from each bill shall be deducted and released back as
per the conditions of the RFP.
1.10.4 The Performance Guarantee, as submitted, shall have to be renewed by the Agency before its expiry,
1.11.1 Information relating to the examination, evaluation, clarification, and comparison of Bids, and
recommendations concerning award of the Project, shall not be disclosed to Bidders or any other
persons not officially concerned with the bidding process without the prior written consent of TCGL.
1.11.2 The Agency and its personnel shall maintain confidentiality of all information, documents, records,
data, reports, site details, operational information, and any other material provided by TCGL or
generated during execution of the Agreement. The Agency shall not disclose such information to any
third party without prior written approval of TCGL during the Agreement Period and for a period of
one (1) year after completion or termination of the Agreement.
1.11.3 The Agency shall use such information solely for the purpose of execution of services under this
Agreement and shall take all reasonable measures to protect the confidentiality of such information.
1.11.4 Notwithstanding the above, the Agency may disclose confidential information only to the extent that
such information:
i. was already in the public domain at the time of disclosure or subsequently becomes publicly
available without breach of confidentiality obligations by the Agency;
ii. was obtained from a third party with no known duty to maintain its confidentiality;
iii. is required to be disclosed under applicable law, judicial order, or directions of any statutory
or government authority, provided that the Agency shall promptly inform TCGL in writing prior
to such disclosure, wherever permissible; or
iv. is disclosed to its employees, auditors, legal advisors, or authorized representatives strictly
on a need-to-know basis for execution of the Agreement, provided such persons are bound
Right of Rejection
1.12.1 Authority reserves the right to reject any or all Bids, to waive any informality in such Bids, to request
new Bids, to revise the RFP prior to, and including, the pre-bid meeting date, to proceed to do the
work otherwise, withdraw this RFP, not award the work, or not award a portion of work at any time.
1.12.2 The receipt of bids shall not in any way, obligate the Authority to enter into a Service Agreement,
or any other agreement of any kind with the Bidder. All submitted copies of the bids shall become
the property of Authority.
1.12.3 The bid will be rejected for award if it determined that the Bidder recommended for award has,
directly or through an agent, engaged in corrupt, fraudulent, collusive or coercive practices in
competing for the project in question.

1.12.4 A Bidder will be declared ineligible, either indefinitely or for a stated period of time, to be awarded a
project if Authority at any time determines that the Bidder has engaged in corrupt or fraudulent
practices in competing for or in executing, a project; and
1.12.5 A Bidder may be declared ineligible and/or blacklisted from further bidding with Authority for a period
as deemed fit by Authority, in case any misrepresentation of facts / details is found in the bid as
submitted by them at any point of time.

2. Terms of Reference
Tourism is one of the key sectors contributing to the economic development of Gujarat, with the State
attracting a significant number of domestic and international tourists every year. To further strengthen the
tourism ecosystem and enhance visitor experience, the Government of Gujarat has been undertaking
various initiatives for the development, beautification, and maintenance of tourism infrastructure across
A total of 43 tourism sites covering an aggregate area of approximately 23.54 lakh sq. m. have been
identified for the purpose of this assignment. The summary of the sites and area per zone is as below:

The Authority intends to select Agencies to provide cleaning and sanitation services at these tourist sites,
with an overall intention to enhance the visitor experience.
2.2.1 The Agreement Period shall be for a period of 1 year initially further extendable to another
years, on an annual basis, provided the Authority is satisfied with the performance of the Agency.
2.2.2 The Agencies shall be required to initiate the services within a maximum period of 30 days from
the signing of the Agreement. During this period the Agencies shall undertake all preparatory
actions like – planning of beats, deployment of human resources and machinery, condition
assessment of toilets and other such actions for providing services under this mandate.
2.2.3 The Authority shall conduct annual performance review (through in-house resources or a monitoring
agency) and any extension shall be subject to sustained satisfactory performance of the Agency.
The extension shall be as per mutually agreed terms and conditions.
The scope of work includes deploying of machines and adequate human resources, providing services
related to comprehensive cleanliness and sanitation through mechanized and non-mechanized means,
including but not limited to providing consumables and disposal of dirt and garbage.
The Agency shall have to estimate the resources (human resources, machines, consumables etc.) based
on their experience in similar projects, to provide cleaning services as per the detailed scope of work.
The detailed scope of work, to be performed by each Agency at the sites is as below:
2.3.1 Cleaning Services
1. The Agency shall undertake cleaning activities in two shifts across all identified locations within each
zone, on a year-round basis, except at the White Desert in the Kutch Zone, where services shall be
provided for a period of six (6) months. Sweeping and cleaning shall cover all tile flooring, side walls,
roads, open drains, shoulders, sidewalks, walkways, pathways, dirt roads, paver blocks, RCC

flooring, waterfronts (where applicable), public premises, and open areas. Washing of these surfaces
shall be carried out at regular intervals, as required.
2. The Agency should deploy adequate machinery and dustbins as per the location-wise requirements,
to ensure that the service levels are as per the terms and conditions of this tender.
o The Agency shall deploy adequate number of dustbins, regularly monitor the same and
ensure that filled dustbins are emptied promptly at suitable interval and the waste is
disposed of as per prudent practices. The dustbins must be lined with liners, which should
be replaced as needed.
o The dustbins should be emptied at regular intervals, and the Agency shall ensure that they
are not overflowing or any foul odour emanates from them.
o The Agency shall be responsible for the regular collection of wastes (in segregated bins)
followed by safe transfer, as per norms of GPCB / other relevant acts and regulations, to the
dumping / end disposal site, as identified by the local authority.
o The cleaning machinery being deployed should be functioning on a continuous basis to
ensure regular cleaning.
3. The Agency shall ensure that all waste including but not limited to food and tobacco wrappers, food
waste, plastic bottle, wrappers, and leaves etc. are collected from all surfaces and deposited in the
4. Agency shall ensure that all surfaces are cleaned on a regular basis including removal of any stains
and spit marks.
5. The Agency shall ensure that there is no litter or pan and gutkha stains, droppings, animal dung or
stagnant water in the area being cleaned by it.
6. The Agency should clean open drains on a regular basis and ensure that no obstruction to the flow
is caused due to garbage deposition.
7. The Agency should ensure proper handling of cleaning agents by their staff and ensure no hazard
is posed to the users, staff or any other person.
8. The Agency shall be required to make their own arrangements towards storage of materials and
equipment, and will be solely responsible for its safety & security of material, machineries etc.
9. Within a maximum period of 15 days from the signing of the Agreement, the Agency shall
undertake a condition assessment of the toilets to be cleaned by them, ensuring that the plumbing,
fittings and fixtures are in working condition. The Agency shall inform TCGL for any major repairs
and upgradation. After completion of the repairs, the Agency shall maintain the toilets as per the
service levels mentioned in the RFP and no additional payments or representation regarding the
condition shall be accepted. The Agency shall be required to ensure that the toilets have water supply
at all times and shall supplement the water supply through tankers if so required. The Agency shall
undertake regular cleaning, sweeping, mopping, and sanitization of toilet floors, walls, and partitions,
including all fittings and fixtures. The Agency shall undertake regular replenishment of consumables
(soap, tissue, sanitary bins, air fresheners). The Agency shall also install QR codes at each toilet
for feedback collection from user. The mechanism shall be worked out in consultation with TCGL.
Payments shall be made based on the actual area being cleaned.
10. The Agency shall install QR codes at each site in prominent locations. The locations and the number
of these codes for each site shall be decided in consultation with the Authority. These QR codes
shall enable tourists to provide feedback, which must be transmitted to TCGL and, to the Monitoring

Agency, if engaged. The installation of all QR codes shall be completed within forty-five (45)
days from the date of signing of the Agreement.
2.3.2 Human Resources to be deployed
1. Agency shall be required to appoint required number of Cleaning Staff and Supervisors at assigned
areas to conduct cleaning and sanitation activity as well as monitoring of the same.
2. The Agency shall deploy personnel who are pre-trained in the requisite field and oriented towards
the overall outcomes expected under this mandate. The Agency shall ensure that such personnel
are adequately briefed on the safe use of chemicals, consumables, and equipment required for
service delivery.
3. The Agency shall ensure that the resources being deployed are physically and mentally fit. Authority
/ a Monitoring Agency nominated by it may seek records of the same at their discretion.
4. The Agency shall engage only such workers, whose antecedents and character have been
thoroughly verified and shall be responsible to obtain all Applicable Permits as may be necessary or
required under Applicable Laws for similar services. The Agency shall ensure that only adult labour
(between the age of 18 - 58) are deployed towards these works. Employment of child labour will lead
to the termination of the Agreement.
5. The Agency shall provide ID card to each staff (including cleaning staff, supervisors, and managers)
who are deputed under this mandate with their Photograph, Name, Age & Employee No.
6. The Agency shall make efforts to deploy local staff so as offer better employment opportunities to

1) Cleaning Responsible for day-to-day cleaning activities continuously as specified by

level of cleanliness.

▪ Pick up all trash including but not limited to food and tobacco wrappers,
food waste, plastic bottle, wrappers and leaves etc.
▪ Cleaning toilets and refilling of consumables like tissue paper, handwash

▪ Transfer of filled garbage bags from dustbins to identified dumping site /
intermediate collection site in consultation with local authority.
▪ Awareness generation and sensitization.

8. If in the opinion of the Authority / a Monitoring Agency nominated by it, any of the Agency’s employee
is identified on accord of misconduct, the Authorised Officer shall have the right to ask the Agency
to remove such employee(s) without questioning the decision of the authorised officer.
9. The Agency shall be responsible for all his employees towards observing various regulations and
instructions as may be issued by the office from time to time.
10. The Agency should maintain a detailed record of the staff being deputed including but not limited to
name and address proofs, medical fitness records and police verification if need be.

11. The Agency must take into consideration that during fairs / festivals / holidays / political events or
any such big gatherings / weather conditions, they shall be required to depute additional staff,
machinery and all such resources to ensure that the desired levels of cleaning is maintained at all
times. The Agency is expected to account for such eventualities in its financial quote. No additional
payment shall be made in this regard.
12. The Agency must provide uniform to the cleaning staff bearing name and logo of both TCGL and the
Agency. Agency must provide an “Apron/Jacket” to the staff. The design of the uniform and apron
shall be got pre-approved by the Authority.
13. The Agency and the staff deputed by it shall follow all safety rules & byelaws and provide general
safety measures like safety helmets, gloves, safety shoes, PPE, masks etc to the staff as required.
14. The Agency shall, at their own cost, maintain insurance policies in respect of all insurable liabilities
including third party risk and personal injuries. The Authority shall have no liability towards the
resources being deputed by the Agency in this mandate.
15. The Agency shall be liable for meeting all the statutory requirements as provided by the Acts
governing labour laws i.e. Payment of Wages Act 1936, Contract labour (Regulation & Abolition)
Act 1970, Minimum wages Act, Employees Provident funds (EPF) Act 1952, Employee State
Insurance Act including EDLI, Payments of Bonus Act 1965, Payment of Gratuity Act 1972, National,
Casual, Annual Festival, Maternity / paternity Leave Acts as applicable and as amended from time
to time or any other rule framed there under from time to time by the Central or State Government
and or any authority constituted by or under any Law, for the category of persons deployed by
Agency. The Agency shall indemnify the Authority towards any lapses on its part in this regard.
2.3.3 Suggested Minimum Standards for deployment of resources
1. Agency shall be required to deploy a minimum of 1 dustbin for an area of 800 sqm. The capacity of
the dustbin shall be between 60 L to 80 L. The Agency shall replace dustbins promptly in case of
breakage, tampering or any such issues.
2. The Agency shall engage adequate number of supervisory staff to supervise the services being
provided by the Cleaning staff (including general cleaning and others if applicable).
3. The Agency shall deploy adequate number of garbage collection carts, tractors, machineries like
ride-on sweeper, ride on scrubber, walk behind scrubber, water jet and other such equipment that
may be required to provide services as per this tender. The Agency shall endeavour to provide
mechanized cleaning as much as practically possible.
4. The Agency shall have to make their own arrangements towards water supply in case of a disruption
of the same from the local authority. The Agency must ensure that wherever toilets for a part of the
scope, there is uninterrupted supply of water at all times.
5. The Agency shall undertake at least 1 IEC event (one day) per month wherein it shall conduct
sensitization activities towards cleaning and sanitation. The event days can be clubbed as per the
discretion of the Authority. The planning and conduct of the event shall be pre-approved by Authority.
2.3.4 Other Conditions
1. The Agency shall submit daily, fortnightly, monthly, progress reports, Attendance of Staff, Salary
Slips, PF & ESIC statement, grievance if any, Material / Cleaning Tools/ Equipment’s invoices as per
specifications to the Authority/Monitoring agency for verification and review. The format and details
of the same shall be as per the requirements of the Authority / Monitoring Agency.

2. The Agency must ensure that the disbursement of the salaries, for the staff being deputed under this
mandate, be done latest by 10th of the next month. The Authority shall not tolerate any disruption of
works in this regard and such a situation shall attract penal provisions.
3. The Agency shall take suitable measures to restrict transmission of any disease while providing
services. Agency shall be required to adhere to the Guidelines / SoPs / instructions as issued by
Ministry of Health and Family Welfare, Ministry of Tourism, GoI and Gujarat Tourism from time to
time regarding the same.
4. Any complain regarding cleaning services whether submitted directly to Agency / Monitoring agency
/ Temple Trust, Local Authority & Authority, should be addressed to promptly and the issue be
resolved at the earliest.
5. The Agency will work in close coordination with various agencies engaged at site to ensure minimum
disruption of work carried out by different agencies. It shall be the responsibility of the Agency to
plan and execute the works strictly in accordance with site instructions and conditions to avoid
hindrance to the work being executed by other agencies
6. The Agency shall provide services strictly in accordance with the terms and conditions of the tender
document and for the areas specified therein. The extent of the area may be increased or decreased,
as determined by the Authority based on site requirements and prevailing conditions. Payments to
the Agency shall be made on a pro-rata basis, calculated against their accepted financial offer.
7. The Agency shall be fully responsible for any damage caused during the provision of services to the
property of the Authority, Temple Trust, general public, public property, or property of local bodies.
The Agency shall rectify such damage at its own cost and risk. In the event of failure to do so, the
cost of rectification shall be recovered from the Agency’s bills, performance security, or retention
money, as applicable.
8. The Agency shall not be permitted to sublet any part of work to any sub-contractor.
9. The Agency shall prepare a detailed checklist of the services as per the requirements of this tender
and get the same approved by the Authority / Monitoring agency. After approval of the checklist, the
Agency shall be required to fill the daily checklist report and submit the same on a daily basis.
10. Shift-wise attendance of all staff shall be recorded through a facial recognition system with
geotagging, capturing the employee’s name and work timings. Attendance reports shall be submitted
to the Authority or its nominated Monitoring Agency via official email within one (1) hour of
commencement and conclusion of each shift.
11. The Agency shall bear sole responsibility for compliance with all statutory requirements and for any
liabilities arising from accidents or casualties occurring during project execution. TCGL shall not be
held responsible for such incidents.
12. In case of any dispute or difference arising relating to interpretation, execution of any clause relating
to this tender document and the Agreement, decision of Managing Director, TCGL will be final and
13. The Authority shall call for periodic review meetings to discuss and review the functioning and
performance of the agencies. A Senior Officer from the agency shall be present for such meetings,
as and when required by the Authority.

Penalty Provisions
2.4.1 The Authority shall regularly monitor the cleaning activities either by itself, or through a Monitoring
Agency nominated by them. Non-performance of the services as per the tender conditions and as
per the performance standards shall invite penal provisions.
2.4.2 Sub-optimal performance in any aspect as per the scope of work shall invite a penalty of 0.05% per
incident per site, per day of the monthly fee. Performance shall be monitored across all the points
under “Indicative Performance Standards”, mentioned in the tender document.”, mentioned in the

site. For example, overflowing dustbins on the same day at Chotila and Bagdana shall invite a
penalty of 0.1%.
2) Multiple violations/non-compliances under the same head in one day shall invite a penalty of
0.05% only, for example, if two dustbins are overflowing at Chotila on the same day, a penalty of
0.05% shall be applicable every day until they are fixed.
2.4.3 In an event the Authority engages a Monitoring Agency the evaluation and monitoring parameters
and the penalty provisions, shall be finalized in consultation between the Authority, Monitoring
Agency and the Cleaning Agency. Once the same has been finalized, the penalties shall be actuated
2.4.4 The amount of penalties annually shall be capped at 10% of the annual contract value. In case
the same is breached, the contract shall be terminated and the Authority may forfeit the Performance
Service and the Retention Money and blacklist the Agency for further tenders.
2.4.5 The decision of Managing Director, or the Officer or Agency nominated by them shall be final and
binding on the Agency.
Schedule of Fees & Timelines
2.5.1 The Agency shall raise monthly invoices for the services provided under this Agreement at the end
of each month in the prescribed format as approved by TCGL.
2.5.2 Payments shall generally be released within 15 to 20 days from the date of submission of complete
invoices and supporting documents, subject to verification by TCGL and/or the Monitoring Agency,
if appointed. Applicable taxes, statutory deductions, penalties, and any other recoveries as
applicable under the Agreement shall be deducted from the payments of the Agency.
2.5.3 Along with the invoice, the Agency shall submit supporting details including but not limited to
deployment of manpower and machinery, daily cleaning records, waste collection and disposal
records, attendance records, photographs, complaint records, IEC activities conducted, safety
compliance details, and any other information as required by TCGL. The Agency shall also submit
proof of salary disbursement to deployed staff along with proof of statutory compliances including
PF and ESIC, as applicable.

services related to “Selection of Agencies for providing Cleaning and Sanitation Services across various
tourist locations in Gujarat” for which purpose TCGL issued a Request for Proposal (“RFP”) inviting Bids from
the Bidders to execute the Scope of Work specified therein (“Project”);
WHEREAS, [name of Bidder] (hereinafter called “the Bidder”) has submitted his Bid dated [date] for the
implementation of the Project (hereinafter called “the Bid”).

Bidder or any other person and irrespective of whether the claim of TCGL is disputed by the Bidder or not,
merely on the first demand from TCGL stating that the amount claimed is due to TCGL by reason of failure
of the Bidder to fulfil and comply with the terms and conditions contained in the RFP including failure of
the said Bidder to keep its Bid open during the Bid validity period as set forth in the said RFP for any
reason whatsoever. Any such demand made on the Bank shall be conclusive as regards amount due and
payable by the Bank under this Guarantee. However, our liability under this Guarantee shall be restricted

4. We, the Bank, further agree that TCGL shall be the sole judge to decide as to whether the Bidder is in
default of due and faithful fulfilment and compliance with the terms and conditions contained in the RFP

the said Bidding Documents, and the decision of TCGL that the Bidder is in default as aforesaid shall be
final and binding on us, notwithstanding any differences between TCGL and the Bidder or any dispute
pending before any Court, Tribunal, Arbitrator or any other authority.
5. The Guarantee shall not be affected by any change in the constitution or winding up of the Bidder or the
Bank or any absorption, merger or amalgamation of the Bidder or the Bank with any other person.
6. In order to give full effect to this Guarantee, TCGL shall be entitled to treat the Bank as the principal
debtor. TCGL shall have the fullest liberty without affecting in any way the liability of the Bank under this
Guarantee from time to time to vary any of the terms and conditions contained in the said RFP or to extend

any of the terms and conditions contained in the said RFP or the securities available to TCGL, and the
Bank shall not be released from its liability under these presents by any exercise by TCGL of the liberty
with reference to the matters aforesaid or by reason of time being given to the said Bidder or any other
forbearance, act or omission on the part of TCGL or any indulgence by TCGL to the said Bidder or by any
change in the constitution of TCGL or its absorption, merger or amalgamation with any other person or
any other matter or thing whatsoever which under the law relating to sureties would but for this provision
have the effect of releasing the Bank from its such liability.
7. Any notice by way of request, demand or otherwise hereunder shall be sufficiently given or made if
addressed to the Bank and sent by courier or by registered mail to the Bank at the address set forth

Note: Bidders are requested to take note that these are the minimum requirements. The deployment and
cleaning frequency shall have to be augmented during increased footfalls, fairs and festivals, to maintain

Annexure 5: Process of Award of Works in Special Conditions
The procedure of awarding work based on Least Cost Basis including Assessment of Least Cost to the Authority under Special
Circumstances i.e. when an Agency becomes L1 bidder in more than one zone.
A Bidder will be required to apply for all the zones. However, Award of work to an Agency shall be limited to one zone only.
Following procedure shall be followed for the selection of the most preferred bidders:
Scenario 1: A unique Agency emerges as L1 Bidder in each zone
In such a scenario, work shall be awarded to respective L1 bidders.
Scenario 2: One Agency emerges as L1 Bidder in 2 Zones
Zone 1: Central Zone 3: North Zone 4: Zone 5: South

Agency 6 has emerged as L1 bidder for two zones but can be awarded only 1. The decision for award shall be based on the
highest difference between the L2 and L1 quotes.
Zone 1: Central Gujarat Zone 2: Kutch
So, Zone 1: Central Gujarat shall be awarded to Agency 6 & Zone 2: Kutch will be awarded to Agency 7 as it has emerged as
new L1 bidder. Accordingly, works shall be awarded as below:
Zone 1: Central Gujarat Agency 6 L1
Zone 2: Kutch Agency 7 New L1
Zone 3: North Gujarat Agency 4 L1
Zone 4: Saurashtra Agency 9 L1
Zone 5: South Gujarat Agency 1 L1

Since Agency 8 has emerged as “New L1 in both Zone 3 and 4, another round of iteration shall be conducted as below:
Zone 3: North Gujarat Zone 4: Saurashtra
Thus Agency 8 shall be awarded Zone 3 and Agency 1 Zone
Accordingly, works shall be awarded as below:
Zone 1: Central Gujarat Agency 6 L1
Zone 2: Kutch Agency 7 New L1
Zone 3: North Gujarat Agency 8 New L1
Zone 4: Saurashtra Agency 1 New L1
Zone 5: South Gujarat Agency 4 L1
In all the above-mentioned scenarios, if so required the iterations of (new) L1, L2, L3…. and so on may be repeated
until the most economically advantageous combination for the Authority has been achieved.
