Schedule "A" Part – I to Schedule "A" Part – XVII: NOTE: Schedule "A" Part – I to Part – XIV EXCEPT Schedule "A" Part –IIA , Schedule "A" Part – XV, Schedule "A" Part –XVI and Schedule "A" Part –XVII are prepriced by MES. Bidders shall insert their Lumpsum amount in Green coloured field under Column - 6 only Contractor shall insert their rates for Schedule "A" Part –IIA Schedule "A" Part – XV, Schedule "A" Part –XVI and Schedule "A" Part –XVII under Green coloured field under Column - 6 only
The consultant , based on Design Parameters, Design Basis Report and Scope of Work, shall develop minimum three conceptual plans (proposals), elevations and sections for the buildings and detailed site layout plan (master plan) including services. These three options of conceptual plans shall be presented to the designated authority of Coast Guard by the Team of Accepting Officer. Out of these, approval of one plan with proposed modifications (if any) will be communicated by the Accepting Officer. Based on this the contractor shall develop detailed Architectural Drawings, Structural Drawings, Services Layout Drawings as per design, external 3D walk through (External covering all the buildings for minimum 03 minutes )and detailed specifications duly marked on the drawings for construction purpose. Based on entire set of working drawings so finalised, the contractor shall work out the Bill of Quantities for each and every services included in the Appendix "E" for all (Buildings & External services )l the consultant shall work out detailed estimates of buildings including services and price it at par SSR-2020 (Part-II) (Rates) and work out Yard Stick for payment in respect of various buildings at different stage. Detailed survey of entire site as well as soil investigation as per latest Indian Standards is also included in the scope of work. Contour Plans drawings of the Site are enclosed.
Consultancy for preparation of Architectural designing services for the buildings Serial No. 1 to Sl No. 38 of Appendix 'E' with the following requirements. (a) Preparation of site plan duly marking the proposed buildings in Pocket No.1 & Pocket No. 2 along with the external services:-(i)Roads - Main Roads -5.5 mtrs width & access roads 3.6 mtr- 4.5 mtrs(ii)External water supply(iii) External Electric supply(iv) Area drainage(v) Sewage disposal(vi)Security wall &Gates(vii) Boom Barrier(viii) Air compressor cum washing point(ix) Rain water harvesting(x) Arboriculture
Architectural drawings shall be prepared including schedule of finishes ,internal water supply, fire detection & alarm syatem, telephone & LAN system and Internal Electrification, drawings incorporating required changes/modifications as suggested by this HQ and submit the same. The final drawings shall be got approved from Director(Arch)/Dir(Plg)/ Dir(E/M) of HQ CE(CG) Visakhapatnam. Final drawings to be submitted to this HQ in hard copy (on tracing sheets) duly signed by an authorised Architect with CA Number ,as follows. (i) Architectural working drawings like all the Floor Plans,Elevations,and sections are to be in 1:100 scale(ii) Toilet, Kitchen and stair details will be in 1:25 Scale(iii) Other necessary details will be in convenient scale(iv)Site plan prepared be at 1:1000 or suitable scale(v) All other drawings necessary for tender action (ai) List of Buildings to be designed as attached at Appendix 'A' (air) General conditions as applicable as attached at Annexure-II
Notes :- (aa) Consultancy for design of hanger lighting, its specifications, BOQ and their drawing be submitted separately. (ii) The design of hanger lighting should be meet min lux level at the ground level of the hanger as per standard and it should be designed for shadowless Lighting. (ab) Separate submain wiring/point wiring should be drawn for Air Conditioner/Cooling appliances & their location should be marked in the the drawings as per AE's. (ac) To develop conduit & socket drawings for LAN, CCTV & Telephone connections. (ad) Develop & Prepare a design based report of on-grid roof mounted Solar photo voltaic power plant system without battery backup & synchronizing the load with building loads and their circuit. Installation, design & drawings be submitted for each building considered in the AEs. (ae) Develop & Prepare design based report of roof mounted Solar water heater & their piping and installation drawings be submitted for each building considered in the AEs. (af) Design, consultancy & prepare drawing for lightning protection all as per STEC pamphlet & NBC 2016.

Preparation of Bill of Quantities of all items to be incorporated in the works ( item ) as Per the approved drawings duly priced rates MES SSR 2020/ also Market Rate applicable for the items not available in SSR 2020 for the buildings Sl No. 1 to Sl No. 38 of Appendix 'A' in three copies Design, for site clearance/land development of complete area coming under proposed building and services of the project as per site plan. (i) Surface excavation n.exc 30 cm deep and averaging 15cm deep, removal of vegetation etc. and getting out in any type of soil, removing excavated soil and debris out of MoD Land. (ii) Land development by filling with moorum/red bajri filling in layers not exceeding 30 cm (Min) so as to achieve standard of proctor density of 95% under optimum moisture content. (iii) Soil Modification : Soil Modification should be done so as to get a minimum K value of 4 Kg/cm3. (iv) Subgrade improvement by use of geotextile subsurface drainage using PVD/above column for both dispersal and taxi track.
Consultancy services for Survey of Area and identification storm water ingress into the proposed catchment area and suggest a detail area drainage plan and design of storm water drains and safe discharge into the existing storm water nallah. Rainfall data, cyclonic storms shall be studied while designing the size of drains/components inside the entire land with following items - (i) Masonry Culverts/RCC Box type culverts (ii) Consultant to submit the detail working drawings showing the locations in site plan along with specifications
Consultancy services "Rainwater Harvesting " including Preparation of drawings architectural & structural drawings as per the requirement as directed by Engr-in-Charge/ as per scope of work in the A/A/ BPs

Jungle clearance including uprooting of vegetation grass, bushes, saplings, thorny plants etc. in 10 acres of Coast Guard land (proposed Hangar and OTM pockets) beside INS Dega, Visakhapatnam and removal of all rubbish upto a distance of 500m outside the periphery of the area cleared.
Providing the following arrangements for carrying out the preliminary works, soil investigation works and site visits of higher officials of Coast Guard/MES in 10 acres Coast Guard land consisting in two pockets beside INS Dega, Visakhapatnam and all as directed by Engr-in-Charge :- (a) Demolition of 6 to 9m security wall for access to Pocket-2 area and making arrangement of temporary steel gate for the same opening. (b) Provision of 3.5m wide kutcha path/embankment of average compacted depth of 2m by filling hardcore/moorum in marshy land for making approaches for vehicle/equipment/manpower as per the site requirement including dewatering in water logged areas . Length of kutcha roads as decided by the Engr-in-Charge. Consultant to visit the site before quoting the rates. NOTE :- Cost of all material, labour and T&P for the above works are included in the quoted rate by the contractor.
Geotechnical Investigation
(A) Geotechnical Investigation sub soil exploration by drilling of 10 bore holes of 150mm dia in any type of soil upto a depth of 15m in 10 acres Coast Guard land beside INS Dega all as specified and directed by Engr-in-Charge.
(B) Geotechnical Investigation sub soil exploration by drilling of 5 bore holes of 150mm dia in any type of soil upto a depth of 30m in 10 acres Coast Guard land beside INS Dega all as specified and directed by Engr-in-Charge.
(C) Geotechnical Investigation sub soil exploration by drilling of 6 bore holes of 150mm dia in any type of soil upto a depth of 5m on either side of proposed taxi track at every 30m.
Geotechnical Investigation includes the following activities :- (a) Mobilization of equipment for detailed soil investigation and shifting them location of boreholes and for in-situ tests (b) Conduct of SPT at every 1.5m interval or change of strata whichever occurs earlier and Collection of undisturbed soil samples (UDS) at every 1.5m interval or change of strata whichever occurs earlier (a minimum gap of 500mm shall be ensured between SPT and collection of UDS (c) Drilling of bore holes in any type of rock (Soft/Hard) using drilling machine within the borehole for cutting cored in rock and collection of cores of requisite size and length as per relevant IS Standards. Drilling shall continue till minimum depth of avalability of rock and 2m into hard rock strata. Note: During boring holes if any pipe line or cable etc are found the same shall be reported to Engr-in- charge.
(d) Conduct of following laboratory tests as per relevant Indian Standards (See IS 2720(all parts) IS 1498 and IS 3025) on soil samples collected. (aa)Test on distributed/ undistributed soil samples i. Visual and engineering classification. ii. Sieve analysis and hydrometer analysis with graphs iii. Atterbergs limits (liquid limit, plastic limit and shrinkage limit) iv. Specific gravity (bb).Test on undistrubed soil samples. i. Bulk density and moisture content. ii. Unconfined compression test (on remoulded undistrubed sample). iii. Swelling pressure (on undisturbed and remoulded sample): iv. Determination of C & ɸ values using Direct shear (Drained/Undrained) (on remouleded or undisturbed sample) or Triaxial compression tests (on undisturbed or remoulded sample) or vane shear test
(e) Conduct of following laboratory tests on rock samples/ cores collected from boreholes as per relevant Indian Standards (See IS 2720 (all parts) and IS 1498, IS 9143, IS 13030, IS 9221, IS 8764, IS 9179, IS 10050, IS 10082,IS 10782, IS 12608, IS 13047, IS 3025) i) Visual Classification ii) Density iii) Specific gravity iv) Hardness v) Slake durability vi) Uniaxial compression test (both saturated and unsaturated) vii) Point load strength index: viii) RQD (Rock Quality Designation) (f) Chemical analysis of ground water sample collected at bottom of one borehole (g). Chemical analysis of soil samples one each from each strata in respect of one borehole, If different strata(s) encountered in any other borehole additional soils samples to be analysed
NOTES :- Composition of subsurfaces investigation report 1. General On completion of the in-site and laboratory tests, subsurface investiagtion report shall be prepared which should include geological information procedure adopted for investiagtion, field observations, labortory or tests data analysis, interpretation, recommendations etc 2. The report shall include but not be limited to the following (a) Dimensioned Plan showing locationa and depth of in-situ tests, the co-ordinates of bore holes locations with reference to prominent pemanent features of the site duly signed by GE and Geo consultant (b) Geological information of the area. (c) General topography of the site, duly marking RL of the locaton of bore holes with reference to RL of nearby pemanent featured available at site duly signed by GE and Geo Consultant. (d) Past Usage and historical data of the site, if available. Information regarding flooding of the site in the past, High flood level etc. (e) Bore-log and trial pit log duly signed by GE and Geo Consultant
f) In situ test results. (g) Plot of standard penetration test (N values both uncorrected and corrected) with depth identified areas (h) Labortory test results. (j) Summary of strata profile and 1) Calibration record including description of membrane and seath on probes, dimension of thick-walled cylinder length of flexible tubing, calibration curves/chart, temperature etc. 2) Drilling record including, borehole number, method of making borehole, log of soil type and condition, depth of water in borehole, weather and temperature. 3) Test Record: Type of test, date and time, depth of centre point of probe, volume readings at 30 s and 60 s elapsed time and corresponding pressure reasings, notes on any deviation from standard test procedure Field pressure meter, creep and air calibration curves indicating P0, Pf and Pt corrected pressure meter and creep curves indicating P0, Pf and Pt along calibration for the corrections (k) Reporting of in-situ and laboratory test results should be in accordance with relevant Indian Standard (l) Analysis and interpretation of Results. The following shall be included in the report (m) Analysis of test results (n) Discussion and interpretation of results analysed including basis of adopting design parameters for the substrata
(o) For Shallow foundations 1) Net allowable bearing pressure considering shear, settlement criteria as well as SPT value for Isolated footing contionus strip footing and raft foundation at depth 1.5m, 2.0m, 2.5m and 3.0m. For calculations IS: 6403 shall be used. (2) Modulus of sub grade reaction and modulus of elasticity of substrata (3) In case of UG Sumps./ Swimming pools K value from 0.5m to 5.0m depth 4) For pile foundations: Safe load carrying capacity (compression, pull out and horizontal with free head as well as supported head pile load capacities shall be workrd out for 300, 400, 450 & 500mm for under reamed piles and for 450, 500, 550, 600, 700 & 750mm dia for end bearing piles. 5) If weak soil with lesser N value as specified in Table-1 of IS 1893 (Part-1) 2016 is encountered, then evaluation of liquefaction potential shall be assessed and remedial actions to be adopted shall be specified. (6) Suitability of the soil for backfilling around foundations/ filling under floors. (7) Susceptibility of sub soil strata to liquefaction, if any, in the event of dynamic loading and reqisite remedial measures. (8) Remedial measures against the presence of harmful chemicals in the sub-soil/ grolund water. (i) Remedial measures for foundation footings, plinth beams and filling under floors in case of meeting expansive soil. 5.The Soil investigation report should be vetted by any IIT/ NIT/ Andhra University.
Establishing with reference to BM on existing 23 Runway centreline for dispersal,Hangar floor,Taxitrack incorporating desired gradient as per ICAO Standards. The soil improvement by suitable cost effective methods like stone columns,Prefabricated vertical drains so as to achieve a minimum Modulus of Subgrade Reaction of 3Kg/Cm2/Cm. The proposed pavement design of dispersal,hangar floor and taxi track is enclosed as Annexure"". The levels of hangar floor to be fixed so that the maximum height of hangar including lightening arrestors should not exceed 10.0Mtrs.The dispersal and taxi track gradient joining the existing Runway shall be within ICAO acceptable limits
