Eligibility Criteria

The Tenderer should furnish valid address, scanned signature and telephone number with place of registration, year of incorporation etc.,

Tendering by Contractors is permissible subject to conditions indicated in bid document.

The Tenderer should furnish a valid copy of GST Registration Certificate.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Tenderer should pay the EMD at 2% of the amount put to tender through e-Proc portal and it should be reconciled.

The Tenderer should furnish a copy of the Income Tax Return for 2025-26.

The Tenderer should furnish a copy of Sale Tax/Clearance Certificate of 2025-26.

Employees Provident fund Registration Certificate- a) In respect of Contractors who are not registered with the EPF (Employees Provident Fund) authorities, the contractors should produce an undertaking that he shall within 7 days of the close of every month submit to the Executive Engineer, CNNL, Kabini Canal Division, Nanjangud, a statement showing the recoveries of contributions in respect of employees employed are through in and shall also furnish under the provision of the scheme to the commissioner EPF. b) However, having given an undertaking to this effect if the contractor does not furnish the information, the Nigama will deduct the necessary amount from the amount due from the contractor. Notwithstanding the above, the contractor will be liable for any consequential penalty / damages levied by the EPF authorities.

The necessary certificates / documents in support fulfilling qualification criteria stipulated separately shall be scanned and attached to e-portal document. The original document shall be produced at the time of opening of tender containing the Technical Bid for verification to Executive Engineer, CNNL, Kabini Canal Division, Nanjangud.

The Bidder should also furnish the list of work on hand with all details. Such as bid cost, date of entrustment, stipulated date of completion, actual date of completion, completed cost of work etc.,

Necessary certificates should be signed by an officer not below the rank of the Executive Engineer or equivalent competent authority and should be countersigned by the superior officer not below the rank of Superintending Engineer or equivalent competent authority.

The intending Bidder should furnish list of man power available with him for taking up above work.

The intending Bidder shall provide accurate information on the related application form about any litigation or Arbitration resulting from contracts completed or on going under its execution over the last five years. The consisting history of awards against the tenderer may result in failure of the application.

The intending bidders are advised to visit the site of work before attending the pre-bid meeting and also before submitting the tenders.

Royalty Recovery from the contractors bill will be made as per Government Notification No- CI-MMN/ 202/203 Dated: 01-01-2025 & Circular from the office of Director Mines & Geology Department No-MGD/DCB/2024-25 Dated: 24-01-2025 & further any Orders/Circulars issued by Government of Karnataka from time to time.

The rates quoted by the contractor must be inclusive of all Taxes, etc., (excluding GST). The contractor is also required to pay quarry Fees, Royalties, Octroi Dues levied by the state Government or any Local body or an authority and ground rent, if any, charged by the Executive Engineer for stacking materials. No Extra Payment on this account will be made to the contractor.

Applicable GST will be paid separately & GST will be deducted as per the prevailing Govt Orders from time to time.

Increase in GST shall not be paid in extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.

Materials like steel, cement etc., required for the work shall be procured by the Contractor themselves and should get the same tested by the quality control authority of CNNL before use in this work.

The work includes all lead and lift / delift and work shall be carried out as per instruction of engineer-in-charge of the work. And all the specification as per Indian road congress and all relevant Indian codes. The rate for the specifications in the Schedule-B includes all lead and lift, irrespective of distance and height.

Performance security-Within 20 days of receipt of the letter of acceptance, successful tenderer shall deliver to the employer a security deposit in any of the forms given below for an amount equivalent to 5.00 % of the contract price plus additional security for unbalanced tenders (If quoted below) in accordance with the clause 25. 5 of ITT and clause 43 of the conditions of the contract.Cash/ Bankers cheque/ Demand draft/ Payorder/ Bank Guarantee in favour of Executive Engineer, Kabini Canal Division, Nanjangud or specified small saving instruments pledged to Kabini Canal Division, Nanjangud.

Security Deposit will be withheld till the expiry of the defect liability period.

Building and other construction workers welfare cess: The contractor shall subscribe 1.00% of gross amount of each bill payable to him in respect of contract to the building and other construction workers welfare cess as per GO No: LD 300 LET 2006, Bangalore, dated: 18-01-2007. The amount of subscription will be recovered out of payable amount to him in each bill. This component is deemed to have been included in the quoted rate / Item rate.

Sub leasing /subcontracting in any form is prohibited. Bids of bidders with track record of Sub leasing/subcontracting are liable for rejection.

On account of restrictions on sand mining and scarcity of availability of sand, as an alternative the use of manufactured sand (M-sand) confirming to relevant IS specifications may be allowed during the remodeling work.

The rates includes all leads and lifts and work shall be carried out as per the instruction of Engineer-in-charge. All specifications are as per relevant IS codes in vogue and Indian Road Congress. The rates for the specification in the Schedule-B includes all lead and Lifts irrespective of the distance and height,no extra claim will be entertained for additional lead and lifts.

Successful bidder should execute work agreement within 20 days from the date of issue of Letter of acceptance, failing which his tender will be cancelled on Risk & Cost basis & his EMD will be forfeited.

As per FD GO dated 26.03.2019, NSIC exemption for EMD is not accepted.

CNNL reserves the right of rejecting all or any of the tenders without assigning any reasons.

Typo-graphical errors if any will not be the ground for any claims by the contractor.

The undersigned reserves the right to either postpone or to cancel the entire process of tender.

Tenderers shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka.

All scanned documents to be uploaded shall be in original and the Executive Engineer will verify the original documents at any stage before recommending for approval. Bidders should produce their original documents for verification during office hours related to uploaded documents in e-portal within 3 days of opening of technical Bid.

Defect liability period is THREE YEARS from the date of completion of the entire work, after issuing of work completion certificate from CNNL.

The intending bidder should furnish the valid CLASS-III / Above certificate of registration issued by state/ central Govt.

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs.

The tender processing fee will not be refunded.

The employer is not responsible for any delay in accessing Karnataka Public Procurement Portal.

All the formats prescribed in the bid document shall be filled by the bidders in a complete manner. Incomplete formats may constitute sufficient reason at the discretion of CNNL for rejection of the bid.

Tenders from Joint ventures are not acceptable.

Technical Criteria

Past Experience

The intending bidder in its name should have Satisfactorily completed as prime contractor, at least one similar work such as Providing & Laying of RCC Spun / RCC Vibrated Cast / PSC/MS/HDPE pipe line work of diameter not less than 450 mm of value not less than Rs. 40 Lakhs at 2026-27 price level in the preceding last five years. NOTE:- 1) The financial figures mentioned above is at 2026-27 price levels. Financial turnover and cost of completed works of previous years will be given a weightage of 10 % per year based on the rupee value to bring them to current price levels. 2) Work done Certificate issued by Executive Engineer should be uploaded in the prescribed format.

Others -- Work done certificate signed by EE in prescribed format along with year wise break up of quantities.

The intending bidder should have executed in any one financial year, the following minimum quantities of work in the last five years satisfactorily. (2021-22 to 2025-26). 1) EWE/Embankment :- 1280 Cum. 2) RCC Spun/vibrated cast/PSC (NP3/NP4)/MS/HDPE pipeline work of dia not less than 450 mm:- 360 Rmt. NOTE :- Certificate regarding the same duly signed by an officer not below the rank of the Executive Engineer should be submitted along with the technical bid.

Capabilities of Vendor

List of Key Minimum Technical personal required for the work is as under -Site Engineer BE/Diploma:-1 No. Qualification certificate should be uploaded.

Financial Status

To qualify for award of this contract, Tenderer in his/its name should have in the last five years i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26. a) Achieved in at least two financial years a minimum financial turnover (in all classes of civil engineering construction works only) of value not less than Rs. 80 Lakhs. Audited balance sheet certified by practicing Chartered Accountant shall be furnished. (Additional weight age at 10 % for each year will be given for turn over to bring it to 2026-27 price level.

The intending bidder/ firm shall furnish details of liquid assets/ availability of credit facilities of not less than the equivalent of the estimated cash flow for 3 months in the peak construction period amounting to Rs.24 Lakhs for meeting the required funds in the form of credit lines/ letter of credit/ certificate from any Nationalized Banks/ Scheduled commercial Banks.

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under-Assessed available tender capacity-(A x N x 2.5 - B) where- A-Maximum value of civil engineering works executed in any one year during the last five years (updated to 2025-26 price level) taking into account the completed as well as works in progress. N-Number of years prescribed for completion of the of the works for which tenders are invited, i.e.0.25. B-0.25. Note: The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.
