Supply, install, testing and commissioning integrity of Smart Meter single phase as per BIS 16444 with communication technology including cellular/RF/Hybrid (Cellular + RF ) AC whole current, Smart Energy Meter of rating 10-40 Amps complete as per specifications, meter shall have the ability to communicate with Head End System (HES) on any one of the communication technologies mentioned in IS 16444 Part I (RF/ Cellular) in a secure manner, in case of Cellular based meter, the meter shall accommodate e-SIM / SIM of any service provider, the Smart Meter shall have a dedicated sealable slot for accommodating plug-in type, bi-directional communication module which shall integrate the respective communication technology (RF/PLC/Cellular) with the Smart Meters, leading to easy adaptability for network interfaces (WN/NAN), the Plug-In module shall be field swappable / replaceable complete all as specified and directed.

Note: (i) Meter Specification may please be read in co-junction with the relevant PS clause.

(ii) 15 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, monthly billing survey

for cumulative energy and max demand of software.

(iii) Meter should have connect / disconnect functionality operate able from MDM/ billing software and prepaid features would be configured in MDM/ billing end as per prevalent IS and applicable tariff plan.

(iv) Meter should support communication protocol through RF (4G/5G/NB/IOT) with the software all as required at site and directed (cost of 4G/5G/NB IOT SIM, mapping vending portal charges etc. deemed to be included the unit rate quoted for meter).

(v) Two way communication with DCU/HES.

(vi) Clock synchronisation facility with HES (Head end system).

(vii) In case of RF, communication including different makes of meter shall be such that it should communicate with same DCU directly via mesh network.

(viii) Guarantee of meter shall be 10 years from date of completion.

(ix) The cost of meter shall include DCU / repeater cost in case of RF communication meters.

(x) The OEM shall need to share the Authentication / Encryption keys of the meters along with relevant protocol details with the department.

(xi) A training to handle the smart meter to MES tradesmen shall also be given by professionals.

(xii) The Contractor / OEM will be held responsible for interface with the existing server of any make of MES at Visakhapatnam and testing the system complete all as specified and directed by Engineer-in-Charge.

Silent engine generating set with acoustic enclosure as per latest CPCB norms 415 volts 30 kVA 3 phase 0.8 power factor 50 Hz, 1500 RPM self excited self regulated brushless AC generator including acoustic enclosure suitable for ambient condition and conforming to condition under IS 4722, BS 5514/ 2613 /5000 with and including the following:-

(i) The capacity of Generator set shall be net after all due de-rating factors as per relevant ISI design

(ii) Rate quoted shall be deemed to be inclusive of cable and terminations form Generator to the AMF Panel, with necessary holes to wall including making good to disturbed surfaces so as to match with the existing finishes all as specified and directed.

(A) Alternator :- Standard design alternator rated at 30 KVA net output at site after considering de-rating as per site conditions at 0.8 (lag) power factor AC, 3 - phase 4 - wire 415 volts 50 Hz, 1500 RPM, self excited self regulated screen protected drip proof IP 23 enclosure brushless design with winding in pole faces, insulating class 'H' and voltage regulation of +/- 1% at rated voltage from no load to full load. The alternator shall be conforming to BS 2613/5000 and shall be imposition to generate supply with frequency regulation with in +/- 1% tolerance. The alternator will be suitable for tropical climate and shall generally conform to BS - 2613/5000/ IS – 4722

(iii) The generating set batteries and control panel should be inside the enclosure. (iv) Construction Details/specification are as follows: a) Outer body :- CRCA Sheet of 1.6mm thick b) Doors :- CRCA sheet of 1.6 mm thick c) Sound Insulation :- As per OEM Norms

v) The acoustic should be composite in construction and fully assembled integral unit

vi) The batteries should be placed inside the enclosure beside the DG Set on a suitable insulated plat form

vii) The DG Set should be provided with external Emergency stop push button viii) The enclosure should be suitably illuminated by CFL/FTL Lamp fittings. ix) The noise level should be 75 dba at 1m under free field conditions.

x) The acoustic enclosure parts shall be of powder coated after pre treatment process. The powder coating shade should be Gen set Green. The base frame should be painted with epoxy based black shade

E) The coated rate includes excavation, removing of soft soil and PCC, Cement Concrete foundation, filling and mass concrete type B2 (1:2:4) using 40 mm graded aggregate of size not less than 4.6 x 3.0 x 0.8 m for placing of DG Set complete all as specified and directed.
