The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non accessibility of KPP portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

A copy of the valid Karnataka PWD Class III & above Registration Certificate.

Copy of Valid Employees Provident Fund Registration Certificate and with latest Paid challan.

Valid GST Registration Certificate and the specimen signature of Authorized person should be enclosed.

Income Tax PAN card and Income Tax returns filed for the Financial year 2025-26 / Assessment year 2026-27.

To qualify for award of this contract each bidder in his or her name in the last 5 years (2021-22 to 2025-26) should have satisfactorily completed (at least 90% of the contract value of on going works) as prime contractor at least one similar nature of work (Lift Irrigation work) of the value not less than i.e. Rs 32.50 lakhs during the last five years i.e. from 2021-22 to 2025-26. (Certificates should be obtained from the Officer not below the rank of Executive Engineer and counter signed by Superintending Engineer shall be furnished). (The cost of completed work of the previous year shall be updated by giving weightage of 10 % per year to bring it to the price level of financial year in which the tenders are invited).

Tender To qualify for the award of the contract The bidder should have an annual financial turnover of Rs 65.00 lakhs in at least Two financial years during the last 5 years (turnover during 2021-22 to 2025-26 only will be considered) duly updating the financial turnover at 10 % per year to bring it to the price level of financial year in which the tenders are invited. Audited profit and loss statement (with year wise turnover statement) certified by a practicing Chartered Accountant with mentioned compulsory UID number along with copy of Income Tax returns filed for the two years indicated above shall be furnished.( If UID Number not mentioned treated as incomplete and Rejected).

Liquid assets and/or availability of credit facilities of not less than Rs 19.50 lakhs (Credit line/ letter of credit/ certificate from Nationalized bank / Schedule banks for meeting the funds requirement etc).

Where A-Maximum value of civil engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress. N-Number of years prescribed for completion of the works for which tenders are invited .B-Value at 2026-27 price level, of existing commitments and on-going works to be completed during the next i.e. N years (period of completion of the works for which Tenders are invited).Note-The statements showing the value of existing commitments and ongoing works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge not below the rank of an Executive Engineer or equivalent.

The rates shall be excluding GST. GST will be paid to the tendered amount separately as per prevailing rates. The amount put to tender is excluding GST.

The intending contractors should note that, if any of the lands (either in part / parts or in whole) required for the work is not yet acquired by the Department, it shall be the responsibility of the contractor to take possession of such land and start the work by consent of the owners before commencement of work at no extra cost to the Department and no claims whatsoever relating to non availability of land would be entertained.

The bidder should only submit / upload in KPP portal platform genuine certificates / documents , etc., that are as obtained from competent / concerned authorities against each required eligible criteria. Any of the submitted / uploaded certificates / documents etc., found to be fake after verification from issuing authority, then his / her EMD will be forfeited, besides proposed for making such bidders for blacklisting.

Tender will be opened in the office of the Executive Engineer Karnataka Neeravari Nigam KNNL GRBCC Division No.4 Chikodi, Belagavi District in presence of the bidders who wish to participate

The Bidder / Firm / Company is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. If any of the dates mentioned above happens to be a General Holiday, the next working day will holds good.

Conditional tenders are liable to be rejected. The officer competent to accept the tenders shall have the right to reject any or all the tenders without assigning any reason whatsoever

The intending bidders are advised to visit the site of work before submitting their tenders

As per the Government order No. LT/300/LET/2006 Bangalore Dt:-18-01-2007 a sum amounting to 1% of the bill amount of the contractor will be deducted towards cess and will be credited to the Karnataka building and other Constructions labour welfare fund.

Any bidder who is otherwise technically qualified withdraws from the bidding process at any stage before a final decision is taken on the tender, the EMD of such bidder shall be forfeited, the name of such bidder shall be removed from the category list of contractors at least for a minimum period of one year in DEPARTMENT/KPWD, besides making such bidders liable for blacklisting

The payment of bills for these works will be made as and when letter of credit received under the same Head of Account from Govt. of Karnataka

Typo-graphical errors if any will not be the ground for any claims by the contractor

If many bidders quoted lowest same price to the work and the award of work will be done by toss/ lottery system or by obtaining no objection certificate in this regard by other contractors who have quoted the same price

The work shall be tackled and completed within prescribed tender period

The bidder should adhere all terms and conditions as mentioned in the tender notification and bid documents

The Royalty charges will be recovered as per the govt. orders issued from time to time.

No interest will be paid by Karnataka Neeravari Nigam Limited on the Earnest Money deposited

The contractor is responsible for any damages due to natural calamity the government or Nigam will not give any compensation for until the completion of maintenance period

The currency period of the tender shall be 180 days from the date of opening the tender/tenders. If delay in deciding the tender is inevitable, the consent of the tenderer agreeing to keep open his offer for a minimum further period should be obtained in advance. The minimum further period for which the tenderer is required to keep his offer open should invariably be specified before his consent is obtained

During technical evaluation, if the employer finds that any certificates / information furnished is false, such bidders will be disqualified and barred from participation in the bid

If any bidder fails to satisfy the conditions mentioned above, such bids will be rejected and their financial bids will not be opened

The Bidder shall be responsible for successful performance of the contract

The Bidder to participate in the tender under single bid basis only. Any violation will attract disqualification of the bid

If the percentage quoted by the contractor for the work is below ninety percent of the updated recast estimated amount put to tender, then the contractor shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted percentage and 90% of the updated cost put to tender. In case of contractor quoting above 125% of updated cost put to tender, then the over and above 125% of the updated cost put to tender will be withheld during the progress of work. The additional performance will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per agreement. The withheld amount in the later case will be released only after entire work contracted is fully completed and so certified by the Executive Engineer. (If BG submitted while issuing fresh BG or extending any existing BG, claim period of a minimum one year from the date of expiry of validity period of BG is to be specified invariably)

The intending bidders are advised to visit the site of work, make themselves familiar with local situation about the availability of construction materials, work men, land required for construction activities, etc and shall upload along with bid with details of references for visit of different parts of the scheme in the form of photographs of site

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5 percent of contract price & Additional Security for unbalanced tenders in accordance with clausse 25.5 of ITT and clause 44 of the conditions of contract for all works.

The tender processing charges paid by the bidder/firm/company are not refundable even if the tender is cancelled

The bidder/firm/company shall send the authorization letter for their representation duly attending their signature

The Employer shall give notice to the Contractor of any Defects before the end of the Defects Liability Period, which begins at Completion and is defined in the Contract Data. The Defects Liability Period shall be extended for as long as Defects remain to be corrected

Maintenance period or the Defect liability period for this work is 12 months from the date of completion of work

If the Employer instructs the Contractor to carry out a test not specified in the Specification to check whether any work has a Defect and the test shows that it does, the Contractor shall pay for the test and any samples. If there is no Defect the test shall be a Compensation Event

The materials used for electrical works shall confirm to relevant ISI specification

The Bidder shall not be under Corporate Debt Restructuring (CDR) / Strategic Debt Restructuring (SDR) or Bureau of Industrial and Financial Reconstruction (BIFR) in the last 5 Years prior to bid submission date

In case death of a contractor after execution of the agreement/ commencement of the work , his legal heir if any eligible registered contractor & willing can execute to complete the work at the accepted tender rates irrespective of the cost of the work.

The necessary certificates / documents in support of eligibility criteria to be fulfilled as stipulated shall be scanned and attached to e- tender document. The scanned copy (preferably in PDF form) of the required pre-qualification documents should be uploaded to the tender and the self-attested copies of the document of all details uploaded to the e-portal & original documents should be produced, for physical verification when asked by the department. If failed, the tender will be treated as non-responsive bid and will be rejected.

Scanned signature of the Bidder/ Firm/ Company authorized representative shall be attached while uploading the bid document.

Incomplete tender documents will be rejected.

All materials like steel, cement etc., required for the successful completion of the above work should be procured by the contractor only. No supply of any materials shall be made by KNNL.

The Bidder/ Firm/ Company should adhere to the accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work & also Land acquisition Problems if any.

First Aid facilities at each site shall be made available by the agency at his cost.

The intending bidders should note that, if any of the land either in part/parts or in whole required from the work is not yet acquired by the Nigama, it shall be the responsibility of the bidder to take possession of the such land and start the work by consent of the land owners before commencement of work at no extra cost to the nigama and no claim what so ever relating to non-availability of land would be entertained. Further, Nigam shall co-operate in getting the required for the work by initiating LAQ proposal as per Land Acquisition Act. Any delay in obtaining consent of the land owners shall not be considered for any additional compensation. In case of any obstruction from the land owner during the construction period or during the maintenance period, the contractor has to make his own arrangements to get the dispute settled and to bear the extra cost, if any, on that account.

Time allowed for completion of the work from the date of Agreement to the contractor is 06 (Six) months including monsoon period.

All Contractors must obtain Employee Compensation Act (ECA) policy for the workers engaged under the works. And this office will not be having any liabilities under the said Act provisions.

Payments shall be adjusted for deductions for retention, other recoveries in terms of the contract and taxes, at source, as applicable under the law. The Employer shall as for as possible pay the Contractor the within 60 days of submission of bill

Corrigendum / Addendum will be published in the KPP Portal website for all modifications / Corrections if any

The Electrical work shall be carried out through duly qualified Licensed Electrical contractor holding valid class I license and as per the estimate prepared by HESCOM and under the supervision of HESCOM

After completion of electrical work, HESCOM, shall take inventory jointly with agency or representative of agency. If there are deficiencies compared to the quality of execution of the work, the same shall be rectified by the agency and joint inventory should be submitted to Sub division / Division office

The materials used for electrical works shall confirm to relevant ISI specification. The quality of work such as depth of planting of poles, errection of poles, Transformer etc., shall be as per the standard drawings and practice of HESCOM Ltd.,

Electrical materials used should be got inspected & approved by TA & QC Hescom.

After completion of Electrical work, the agency should take necessary approval from electrical inspectorate.

For Electrical works, the agency should pay necessary fees to electrical authorities in sanctioning of electrical estimate, approvals etc., as per directions of HESCOM if any.

The contractor has to pay supervision charges to electrical authority at 10% of the total estimated cost of electric works
