Work:- Rate Contract for S.I.T.C. Work of Ductable, Cassette & Tower A.C. units With
Buyback Scheme at Various Office Buildings, Muni.Community Halls, Project
Buildings of AMC IN LIMIT OF 30.00 LACS.
1. Hereby Rate Contract of Ductable,Cassette,Tower Air-conditioners tenders (Two-Bid System)
invited on behalf of Municipal Commissioner, for Rate Contract for S.I.T.C. work of Ductable
Cassette &Tower Air-conditioners.
2. Tender along with conditions of contract shall be available from the
websitehttps://tender.nprocure.comTenderer shall have to submit D.D. of banks mentioned in
Annexure-Ionly in favour of “Municipal Commissioner, Ahmedabad” Payable at Ahmedabad of
amount Rs. 1500/-as tender fee along with the tender submission. Tender received without tender
fee shall be considered as Non-Responsive and shall stand rejected outright.
3 Earnest Money Deposit (E.M.D.)shall be in the form of Demand Draftor bank guarantee infavour of
Municipal Commissioner, Ahmedabad” payable at Ahmedabad from banks mentioned in Anexure-I
only of `Rs. 30,000/-with their tender documents.
4 SUBMISSION OF TENDER
Tenders shall be submitted together with the other documents that form the tender. In the event of
a Contract, the tender and the documents attached there to shall be considered as forming part of
the Contract Documents.
VOLUME-I TECHNICAL BID

Two sets of technical bid only (One Original + One Xerox copy) of tender documents duly completed
in all respects shall be submitted so as to reach at the above stated address on or before the date
and time mentioned in tender notice.
E.M.D and Tender Fee in the form of Demand Draft / Bank guarantee should be sealed in separate
envelope and the same shall be enclosed along with Tender document Volume-I (put original copy in
original document envelop and one Xerox copy in Xerox copy document envelop).
Both Original and Xerox copy tender document envelope should be sealed in one large envelope. On
this envelope, the Name and address of Tenderer, Name of Work, and date of opening of the tender
shall be written invariably. No condition will be accepted along with the given bid. Price bid fulfilled
by the contractor online only.
The tender shall be considered non-responsive if not sealed. Tenderer shall not be allowed to fill in or
seal their tenders at the AMC Office. Tenderer are requested to present the tenders well in time
before stipulated date and time of receipt; so as to avoid rush at the closing hours.
5 Erasures and other changes shall be noted over by the initials of the person signing the tender.
6 The successful tenderer shall have to pay Security Deposit worth 5% amount of the Ordered Value in
Indian Rupees as per Form “A” enclosed with tender documents or as per acceptable form to AMC
within 15 days from receiving date of Purchase Order in the form of demand draft or Bank
Guarantee from banks mentioned in Annexure-I only ,the condition of which strictly followed by
successful bidder, failure of which tender shall be liable to reject.
Validity of Security deposit (S.D.) will be refund after completion of warranty of Last given sub-order
in the tender. EMD will release upon submission of S.D.
The E M D of the contractor, whose tender is accepted, shall be forfeited in full in case He/She
does not remit the initial security deposit within the stipulated period and does not complete
the contract with AMC within 15 days from receiving date of Purchase Order.
The following Performance guarantee bond required :-
(b) 5% of the total executed value of SITC work- covering DLP of 12 months from date of
completion of trial run for 1 months after satisfactorily completion and handed over SITC work
handing over to client
Additional Performance Security:-
In the case of any Bid where quoted rate appear unrealistic, such Bid will be considered as
unbalanced and; in case the Bidder is unable to provide satisfactory explanation, such a Bid is liable
to be disqualified and rejected. However, the Bidder may be asked; at the discretion of the Authority
only to submit the Additional Performance Security calculated as under:
(i) If the bid price offered by the Successful Bidder is lower than 15% but up-to 20% of the Estimated
Cost of work, then the Additional Performance Security shall be calculated @20% of the difference in
the [(a) Estimated Cost of work (as mentioned in BOQ)-10% of the Estimated Cost of work] and [ (b)
the Bid Price offered by the Selected Bidder]
(ii) If the bid price offered by the Successful Bidder is lower than 20% of the Estimated Cost of work,
then the Additional Performance Security shall be calculated @30% of the difference in the [(a)
Estimated Cost of work (as mentioned in RFP)-10% of the Estimated Cost of work] and [(b) the Bid
Price offered by the selected Bidder]
The Additional Performance Security shall not be treated as part of Performance Security
7 Unsuccessful Tenderer’s(i.e. L2&L3) Earnest Money will be refund after submission of security deposit
of lowest tenderer(i.e. L1). No interest will be paid on Earnest Money deposit.
8 The Conditional Tender will not be accepted and shall be rejected outright, unless, the nature of
condition(s) put up by the tenderer is acceptable to AMC. Any suggestions/alteration from the
tender must be mentioned in the main forwarding letter.
10Tender shall also be liable to be rejected if –
i) Any of the page or pages in the tender is / are removed or replaced or altered.
ii) All corrections, additions or pasted slips are not initialed by the tenderer.
iii) Any erasure is made in the tender.
iv) The tenderer or in the case of a firm, each partner or the person holding the power of
attorney thereof does not sign or the signature(s) is (are) not attested by the witness,
wherever it is required.
v) Tender fee and Earnest Money for required amount is not paid with the tender.
vi) Tender submitted without submission of document required as per qualification criteria,
signing relevant pages of the tender and amendments, if any.
11 Acceptance of the tenders shall rest with the competent authority of AMC, who does not bind
himself to accept the lowest tender.
12 The Technical Bid containing Vol-I (technical bids only) from the tenderer received, shall be
openedin the presence of the tenderer’s representativesat the time and date mentioned in
tender notice and the technical tenders shall be scrutinized by AMC for satisfying various
eligibility criteria prescribed for the tenderer for this work.
13 After this, the Financial Bids of only technically qualified tenderer who fulfils all eligibility
criteria as mentioned in tender will be opened. The actual date of opening of Vol-II (Financial
Bid) of tenders shall be communicated to technically qualifying tenderer only later after
scrutiny of tender documents.
14 Municipal Commissioner, AMC reserves the right
• To change, alter or to waive any technical or commercial terms, conditions and
• To reject all the tenders or the lowest or any other tender in part or full without
assigning any reason whatsoever

15 It must be clearly and distinctly understood that the conditions of contract and specifications
shall be rigidly enforced and no relaxation on the grounds of customs prevailing shall be

Govt. rules. Prices must be firm for this tender. Any additional Govt. tax changes will not be
payable to the Contractor for this tender.
17 Tender documents must be submitted as per original tender documents that published
in web site https://tender.nprocure.com. No Changes / Addition in any text, documents in
original tender documents are allowed, failing which tender is strictly rejected.
18 Errors and Discrepancies in Tenders
Should the Schedule of quantities and Rates filled in Vol-II (Financial Bid) be found to contain
any errors, or discrepancies, the owner / engineer shall not permit any tenderer to change the
substance or price of his tender after the tender opening.

However AMC decision is final in this case and contractor has no excuse for the same Also the
tenderer shall not be permitted to correct or withdraw material deviations or reservations
once tenders have been opened.
19 The tender for the work shall remain open for a period of 120Calender days from the date of
opening of Price bid of tender and the tenderer shall not be allowed to withdraw or modify the
offer on his own during this period.
Any modifications or additions in terms and conditions of his tender will also not be accepted
by AMC.In such caseMunicipal Commissioner shall without prejudice to any right or remedy, be
at liberty to forfeit in full the said earnest money absolutely.
20 If the tenderer wishes to offer any discount in the event of this entire work being awarded to
him, he shall state so in the tender. Tender documents are not transferable.
21 Any Falsei nformation given in the Tender will invite invalidation of any Contract awarded on the
basis of such false information at the discretion of the employer.
22 If first lowest tenderer not able to work properly then AMC reserves the right to give same work
to second lowest tenderer as first lowest sanction rate. if second lowest is not agreed with first
lowest rate then AMC reserves the right to give same work to Third lowest tenderer as first
lowest sanction rate.
23 No Advance payment or Performa invoice payment or bank through payment will be considered
even if any discount is offered for the same.
24 After satisfactorily Work Completed & Certified by AMC Staff, Payment will be given to tenderer
as early as possible on submission of bill. Taxes will be deducted from bill as per rules and

PAN No. of his firm. for refund of E.M.D.
26 Material supplied shall be new and of first quality according to the specifications and shall be
free from defects (Including concealed fault, deficiency in design, material and workmanship.)
27 No tender will be received after last date and time of receiving tender.
28 Joint Venture and sub contract must not allow in this Tender.
29 A tenderer should quote in figures of each item, the rates of subtotal in figures .The grand total

30 A tenderer shall submit the tender who satisfies each and every condition laid down in this
notice and tender documents, failing which, the tender shall be liable to be rejected.
31 This notice of tender shall form part of the contract documents.
32 Tender shall be received by Registered Post A.D. or Speed post or Hand Delivery only at The
Office of Tender Office, Central Record Office, Mezzanine Floor “B”-Block, Sardar Patel Bhavan,
Ahmedabad Municipal Corporation, Danapith,Ahmedabad – 380 001, Gujarat (INDIA) and
technical tender shall be opened as prescribed date and time in the presence of tenderer who
may be present. The tenderer shall submit their tender before the last date & time mentioned
elsewhere. The tenderer shall take caution to submit their tender well in advance to avoid rush
in tender officer.
33 The tenders shall be received under Registered Post A D/ Speed post / in persons, should not be
adopted under the circumstances.
(i)Late tenders (i.e. tender received after the specified time of opening), delayed tenders(i.e. tenders
received before the time of opening but after due date and time of receipt of tenders) and post
tender offers shall not be opened and considered at all.
(ii) The tenders received (by registered post) after the time and the date specified in the tender
notice shall not be received by the concerned office from the postmen, for which, date and
time may be recorded on the cover of the tender as to when tender was refused by the concern
officer or Administrative Head or any other person in charge.
(iii)Necessary records should be maintained for refusal of such tenders in the registers for receiving
tenders and should be initialed by tender officer, Administrative Head or any other person in

Persons tendering are informed that no erasures or alterationsby them in the text of the
document sent herewith shall be allowed and any such erasures or alterations shall be
disregard. If there is any error in writing, no overwriting should be done, the wrong word or a
figure should be struck out and the correct one written above or near it in unambiguous way.
Each correction should be initialed.
36 All Corrections and additions or pasted slips must be initialed.
37 The Insurance Company’s bond will not be accepted against the security deposit.
38 TENDER SHALL BE LIABLE TO BE REJECTED
• Not more than one tender shall be submitted by contractor or by a firm of contractors. no two
or more concerns in which an individual is interest as a proprietor and /or a partner&/or
director shall submit tender for the execution of the same work/tender. If they do so all such
tender shall be liable to be rejected.
• DISQUALIFICATION:
-Even though the applicants meet the required criteria,they are subject to be disqualified if applicant
or any of its constituent partner/s,director/s have :-misleading or false representation in the
forms,statements and attachments submitted;or -been debarred or terminatedor blacklisted by
central govt.organization/state Govt.organization/AMC/Any municipal corporation/ULBs etc.
- If,any of the directors,partners of the proprietor has a criminal history or has been convicted by any
court of law of any of the offenses under any Indian laws.
- If,any criminal proceeding is pending in any court of law in India against any of the directors,partners
or a proprietor and if any such proceeding culminates into conviction.
39 Interpretation of Documents
Tenderer shall carefully examine the Tender Documents and fully inform themselves as to all the
conditions and matters which may in any way affect the work or the cost thereof. Should a tenderer
find discrepancies in or omission from the specification or other documents, or should be in doubt as
to their meaning, he/she should at once address a query to the Additional Chief Engineer (Electrical),
5th Floor,” C”-Block, Sardar Patel Bhavan,Danapith,Ahmedabad-380 001. Any resulting interpretation
of the Tender Documents shall be issued to all tenderers as an Addendum. Verbal clarification and /
or information given by the any employee/officer of AMC shall not be binding on the AMC.
40 It shall be incumbent on the successful tenderer to pay stamp duty on the contract and legal cvcharges
for preparation of the contract agreement.
41 Payment terms:-
For SITC of HVAC Work:
(a) On Delivery : 70% of the contract price shall be paid on receipt of satisfactory Goods and upon submission of the
documents from tenderer.
(b) On Installation : 20% of the contract price shall be paid on completion of mechanical Installation
(c) Successful Testing &Commissioning On Final Acceptance : The remaining 10% of the contract price shall be paid to the
Contractor against Testing &commissioning of the complete system after satisfactory competition trial Run for 1 Month
and handed over SITC work to AMC.
42 Secure HVAC equipment premises with preventing entry of unauthorized persons, fatal or non fatal
accident, and illegal and anti social activities. Tenderer will have to file FIR at nearest Police Station if
any HVAC related equipments are stolen from the Building. The copy of FIR should be submitted in
the department immediately. If any thefts occurred than said amount shall be deducted from the
assign bill and in that case Contractor shall be responsible for any police case, court case or any type
of compensation suit filed by any person, institute, or government.
43 Tenderer shall have to furnish a list of adequately qualified personnel with him & have well furnished
workshop. The full detail must be given with the tender.
44 Tenderer must provide PF and GST Registration certificates along with Tender. Copy of Latest GST
Return and latest PF Challan attached with Tender.
45 Award to Contract : The Contractor who has filled overall lowest price of BOQ items will be consider
46 Municipal Commissioner has reserves the right to reject all the tenders or the lowest or any other
tender in part or full without assigning any reason whatsoever or to split the tenders and award to

ELIGIBILITY CRITERIA FOR TENDERER
Qualification shall be based on meeting all the following minimum pass/fail
criteria regarding the Supplier’s general and particular experience, personnel
and financial position, as demonstrated by the bidder’s responses in the forms
attached. The AMC reserves the right to waive minor deviations, if they do not
materially affect the capability of a bidder to perform the contract.
1. Tenderer must have to Pay Tender Fee of Rs.1500/- through Demand Draft
only in favour of “Municipal Commissioner, AMC” payable at Ahmedabad from
banks mentioned in Annexure-I only with their tender documents.
2. Tenderer must have to Pay EMD of Rs.30,000/- through Demand Draft OR Bank
Guarantee only in favour of “Municipal Commissioner, AMC” payable at
Ahmedabad from banks mentioned in Annexure-I only with their tender
3. Tenderer should be original manufacturer or Authorized distributer/dealers for
Ductable & Cassette A.C. and having experience of such/similar type of work
for the same in various types of Erection and Commissioning at various
Places.(Latest authorization certificate must be attached along with tender).
4. Tenderer must have minimum experience of satisfactory work completion of
one year for such/similar type of work at various Places in any Central/State
Government/Semi Government/Municipal Corporation during last 7 years
ending last day of month previous to the one in which Tender are invited
should be either of following.
Tenderer must have atleast
One similar type of work order completed of Rs.24.00 Lakh (80% of tender
Two similar type of work orders completed of Rs.15.00 lakh (50 % of tender
Three similar type of work orders completed of Rs.12.00 lakh (40 % of tender
amount) in any Central/State Government/Semi Government/Municipal
Corporation. (Private contracts like society, clubs etc. will not be considered).
• Copy of work order along with satisfactory Work Completion Certificate must
be submitted by the Tenderer.
• All certificates / evidence must be duly certified & attached by the Tenderer.
All work / experience details must be furnished with attested copies for
• Similar work means S.I.T.C. of Ductable/Cassette/Package/VRV/Chiller A.C.
Plant contract work done by the contractor.
5. Tenderer must have sound financial capacity and having average annual
financial turnover in last three financial years shall not be less than Rs.
Lakh. (Note : The CA certified turnover certificate & Audited balance sheets for
the last three financial years must be submitted.)
6. The Tenderer must submit a solvency certificate from a Nationalized
Bank/scheduled Bank of an Amount of Rs. 6.00 lakh (20 % of estimated cost of
tender). Bank Solvency shall not be older than one year period.
7. Litigation History:
The bidder should provide accurate information on any litigation history or
arbitration resulting from contracts completed or under execution by him over the
last 10 years. This should also include such cases, which are in process / progress. A
consistent history of awards against the bidder or any partner of a firm may result
in failure of the bid. In case the bidder has not provided such information and has
come to the notice of the authority, the bid shall be rejected at whatsoever stage
and in such case all the losses that will arise out of this issue will be recovered from
the bidder/contractor and he shall not have any claim for the same.

GENERAL CONDITIONS OF CONTRACT
The Goods supplied under this Contract shall conform to the standards mentioned in the Technical
Specifications, and, when no applicable standard is mentioned, to the authoritative standard
appropriate to the Good’s country of origin and such standards shall be the latest issued by the
concerned institution.
2.0 INSPECTIONS AND TESTS
2.1 The Purchaser or its representative consultant shall have the right to inspect and / or to test the Goods
to confirm their conformity to the Contract. The special conditions of contract and / or the Technical
Specification shall specify what inspections and tests the Purchaser requires and where they are to be
conducted. The Purchaser shall notify the Tenderer in writing of the identity of any representatives
retained for these purposes.
2.2 The inspections and tests may be conducted on the premises of the Tenderer or its subcontractor(s),
at point of delivery and / or at the Good’s final destination. Where conducted on the premises of the
Tenderer or its subcontractor(s), all reasonable facilities and assistance (including access to drawings
and production data) shall be furnished to the inspectors at no charge to the Purchaser.
2.3 Should any inspected or tested Goods fail to conform to the Specifications, the Purchaser may reject
them and the Tenderer shall either replace the rejected Goods or make all alterations necessary to
meet specification requirements free of cost to the Purchaser.
2.4 The Purchaser’s right to inspect, test and, where necessary, reject the Gods after the Good’s arrival in
India shall in no way be limited or waived by reason of the Goods having previously been inspected,
tested and passed by the Purchaser or its representative prior to the Goods’ shipment from the country
2.5 Nothing in above clause shall in any way release the Tenderer from any warranty or other obligations
under this Contract.
3.1 The Tenderer shall provide such packing of the Goods as is required to prevent their damage or
deterioration during transit to their final destination as indicated in the Contract. The packing shall be
sufficient to withstand, without limitation, rough handling during transit and exposure to extreme
temperatures, salt and precipitation during transit and open storage. Packing case size and weights
shall take into consideration, where appropriate, the remoteness of the Good’s final destination and
the absence of heavy handling facilities at all points in transit.
3.2 The packing, marking and documentation within and outside the package shall comply strictly with
such special requirements as shall be expressly provided for in the Contract and, subject to Clause
in any subsequent instructions ordered by the Purchaser.
4.0 DELIVERY AND DOCUMENTS
The Supplier shall mail the following documents to the Purchaser :
(a) Copies of the Supplier invoice showing Goods description, quantity, unit price, total amount.
(a) Copies of the Supplier invoice showing Goods description, quantity, unit price, total amount.
(b) Delivery note / railway receipt / truck receipt;
(c) Manufacturer’s / Supplier’s guarantee certificate;
(d) Inspection Certificate issued by the nominated inspection agency and the Supplier’s

The Goods supplied under the Contract shall be fully insured against loss or damage incidental to
manufacture or acquisition, transportation, storage and delivery in the manner specified in the Special
Conditions of Contract.
6.0 TRANSPORTATION
6.1 Where the Tenderer is required under the Contract to deliver the Goods, FOB, transport of the Goods,
up to and including the point of putting the Goods, up to and including the point of putting the Goods on
board the vessel at the specified port of loading, shall be arranged and paid for by the Tenderer, and
the cost thereof shall be included in the Contract Price.
6.2 Where the Tenderer is required to effect delivery under any other terms, for example, by post or to
another address in the source country, the Tenderer shall be required to meet all transport and storage
expenses until delivery.
7.1 The Tenderer warrants that the Goods supplied under the Contract are new, unused, of the most recent
or current models & incorporate all recent improvements in design & materials unless provided
otherwise in the Contractor. The Tenderer further warrants that the Goods supplied under this Contract
shall have no defect arising from design, materials or workmanship (except insofar as the design or
material is required by the Purchaser’s Specifications) or from any act or omission of the Tenderer, that
may develop under normal use of the supplied Goods in the conditions obtaining in India.
7.2 Defect Liability Period Entire work shall be12 months from date of completion of trial run for
1 months after date of satisfactorily completion and handed over SITC work
7.3 The Purchaser shall promptly notify the Tenderer in writing of any claims arising under this warranty.
7.4 Upon receipt of such notice, the Tenderer shall, with all reasonable speed, repair or replace the
defective Goods or parts thereof, without additional costs to the Purchaser other than, where
applicable, the cost of inland delivery of the repaired or replaced Goods or parts from the port of entry
to the final destination.
7.5 If the Tenderer, having been notified, fails to remedy the defect(s) within a reasonable period, the
Purchaser may proceed to take such remedial action as may be necessary, at the Tenderer's risk and
expense and without prejudice to any other rights which the Purchaser may have against the Tenderer
under the Contract.
In Warranty Maintenance :
(a) The contractor will give routine services for minimum 4 times in a year.
(b) The contractor will attend all the preventive and break down maintenance call without any labour or part
8.1 The method and conditions of payment to be made to the Tenderer under the Contract shall be done
after Satisfactory Work Completion & bill Submission by the Contractor of given Sub-order by Light
8.2 The currency in which payment is made to the Tenderer under this Contract shall be Indian Rupees.
Payment will be done to the party as soon as possible after bill Submission of S.I.T.C. Work of given
9.1 Prices charged by the Tenderer for Goods delivered and Services performed under the Contract shall
be fixed price without any price adjustment.
10.0 SUBCONTRACT
10.1 The Tenderer shall notify the Purchaser in writing of all subcontracts awarded under the Contract if not
already specified in his Tender. Such notification, in his original Tender or later, shall not relieve the
Tenderer from any liability or obligation under the Contract.
11.0 DELAYS IN THE TENDERER’S PERFORMANCE
11.1 Delivery of the Goods and performance of Services shall be made by the Tenderer in accordance with
the time schedule specified by the Purchaser.
11.2 An unexcused delay by the Tenderer in the performance of its delivery obligations shall render the
Tenderer liable to any or all of the following sanctions: forfeiture of its performance security, imposition
of liquidated damages, and / or termination of the Contract for default.
11.3 If at any time during performance of the Contract, the Tenderer or its subcontractor (s) should
encounter conditions impending timely delivery of the Goods and performance of Services, the
Tenderer shall promptly notify the Purchaser in writing of the fact of the delay, its likely duration and its
cause(s). As soon as practicable after receipt of the Tenderer’s notice, the Purchaser shall evaluate the
situation and may at its discretion extend the Tenderer’s time for performance, in which case the
extension shall be ratified by the parties by amendment of the Contract.
12.0 TERMINATION FOR DEFAULT
The Purchaser may, without prejudice to any other remedy for breach of contract, by written notice of
default sent to the Tenderer, terminate the Contract in whole or in part:
13.0 APPLICABLE LAW
The Contract shall be interpreted in accordance with the Indian laws.
14.1 Any notice given by one party to the other pursuant to the Contract shall be sent in writing (or by
telegram / telex / fax and confirmed in writing) to the address specified for that purpose in the Special
Conditions of Contract.
14.2 Any notice shall be effective when delivered or on the notice’s effective date, whichever is later.
15.0 TAXES AND DUTIES
The Price quoted for work must be of Site / Store delivery of Corporation with including applicable all
types of Govt. taxes. Prices must be firm. No any tax changes given to the contractor during contract
16.0 CHILD LABOUR ACT :
16.1 No Contractor shall employ any child heaving age 5 years to 14 years, as it is prohibited by the Child
Labour Prohibition and Regulation Act, 1986. The Hon. Supreme Court has given certain guidelines
and as per the guidelines, if employment of child labour is detected on the site work, the employer i.e.
the Contract shall have to deposit Rs. 20,000/- (Rupees Twenty Thousand only) in the Child Labour
welfare Fund. If the employer refuses to deposit, then action will be taken for contempt of Court of the
Supreme Court Judgment and also will be prosecuted by the concerned authority.
16.2 Because of the breach of any provision of the Child Labour Prohibition and Regulation Act, 1986, by
the Contractor and for that Municipal Corporation has to pay any amount, then the Municipal
Corporation shall recover the said amount from the Contractor.
17.0 BRAND NAMES
17.1 The make of equipments shall be as per attached list. If make of a particular item is not given in the
tender, then prior approval of AMC for that make must be required
17.2 Bidder must clearly mention make of AC,Ventilation Fans, Panels etc. and its catalogue no if any, name
and full address of the manufacturers must be submitted with the tender.
18.0 EQUIPMENT FOR EXECUTION
To expedite the execution work, the contractor has to submit a complete list of equipment he proposes
to deploy on this work along with the tender. Tenderer not complying with this requirement may be
considered non-responsive and his tender is liable to be rejected.
19.0 INSURANCE:
19.1 The Goods supplied under the Contract shall be fully insured against loss or damage incidental to
manufacture or acquisition, transportation, storage and delivery in the manner specified in the Special
Conditions of Contract.
19.2 This warranty shall remain valid for 12 months after the taking over of complete working AC System
fully or any portion thereof as the case may be, have been delivered, erected and commissioned to the
final destination indicated in the Contract, unless specified otherwise in the Special Conditions of
20.0 EXTRA ITEM OF WORK
20.1 The extra work beyond tender item, if required to be executed during course of execution of regular
work, that shall have to be carried out by the contractor as per the instructions and satisfaction of the
Engineer–in-charge. This will be paid separately as per detail rate analysis made by the department
based on market rate or prevalent SOR whichever is less.
20.2 If in the interest of the AMC it is necessary to change either any site or the design of the proposed work
the Contractor shall carry out the same at his quoted rates without charging any extra and he will be
paid at the rates quoted by him and no claim for extra amount for subsequent changes made will be
21.0 MEASURMENT OF WORK
21.1 The measurements of work will be taken according to the usual method in use in the Ahmedabad
Municipal Corporation and no proposals to adopt alternative methods will be accepted. The Concerned
Additional Chief Engineer’s decision as to what is ‘the usual method in use in the Ahmedabad
Municipal Corporation’ will be final.
21.2 The Contractor shall submit all the bills on the printed forms to be had on application at the office of the
Engineer-in-Charge. The charges to be made in the bills shall always be entered at the rates specified
in the agreement or at the part/reduced rates subject to the approval by the Engineer-in-Charge in the
case of items not completed/executed as per agreements or in the case of any extra work ordered in
pursuance of these conditions and not mentioned or provided for in the tender, at the rate hereinafter
provided for such work.
Quantity indicated in the Bill Of Quantity can be change as per Site Requirement and the same will be
considered on actual for making payments from the same.
22.0 NO CLAIM TO ANY PAYMENT OR FOR RESTRICTION OF WORK: .
22.1 In the case of such delay in the supply of materials, Ahmedabad Municipal Corporation shall grant such
extension of time for the completion of the works as shall appear to the Engineer-in-Charge to be
reasonable to accordance with the circumstances of the case. The decision of the Engineer-in-Charge
as the extension of time shall be accepted as final by the Contractors.
22.2 Action and compensation in case of bad work : If, at any time before the expiry of defects
Liability,period, it shall appear to the Engineer-in-charge or his sub-ordinate in charge of the work, that
any work has been executed with unsound, imperfect or unskilled workmanship or with materials or
inferior quality or that any materials or articles provided by him for the execution of the work are
unsound, or of a quality inferior to that contracted for or are otherwise not in accordance with the
contract, it shall be lawful for the Engineer-in-Charge to intimate this fact in writing to the Contractor and
then notwithstanding the fact that the work, materials or articles complained of, may have been passed,
certified and paid for, the Contractor shall be bound forthwith to rectify, or remove and reconstruct the
work so specified in whole or in part as the case may require, or if so required shall remove the
materials or articles so specified in whole or in part and provide other proper and suitable materials or
articles at his own charge and cost, and in the event of his failing to do so within a period to be specified
by the Engineer-in-charge in the written intimation aforesaid, the Contractor shall be liable to pay
compensation at the rate of one percent on the amount of the estimate of the rectification for every day
not exceeding ten days during which the failure so continues, and in the event of any such failure as
aforesaid continuing beyond ten days, the Engineer-in-charge may rectify or remove, and re-execute
the work or remove and replace the materials complained of, as the case may be at the risk and
expense in all respects of the Contractor should the Engineer-in-charge consider that any such inferior
work of materials as described above may be accepted or made use of, it shall be within his discretion
to accept the same at such reduced rates as he may fix therefore,
However, the contractor shall be responsible for normal maintenance of the work till the final bill for the
work is prepared by the corporation officer.
23.0 Defect Liability Period (1 MONTH TRIAL RUN + 12 Months):
The Contractor shall be responsible to make good and remedy at his own expense any defect which
may develop or may be noticed before the period mentioned hereunder from the certified date of
completion. The Engineer-in-charge shall give the Contractor a notice in writing about the defects and
the Contractor shall make good the same within 15 days of receipt of the notice. In the case of failure
on the part of the Contractor, the Engineer-in-charge may rectify or remove or re-execute the work at
the risk & cost of the Contractor. The Engineer-in-charge shall be entitled to appropriate the whole or
any part of the amount of the security deposit towards the expenses, if any, incurred by him in
rectification, removal or re-execution. The Defects Liability period shall be as under:
24.0 SETTING OUT THE WORKS
The Contractor shall be responsible for the true and proper setting out of the works in relation to original
points, lines and levels of reference given by the Engineer in writing or shown on the Drawings and for
correctness, subject as above mentioned in the position, levels, dimensions and alignment of all parts
of the works and for the provision of all necessary instruments, appliances and labour in connection
25.0 SAFETY MEASURES AND SERVICES
25.1 The Contractor shall be responsible for the safety of all workmen and other persons entering or in the
works and shall take all measures necessary to ensure their safety to the approval of the Engineer’s
Representative. Reference in these respects shall also be made to the Conditions of Contract and
safety provisions but in particular, such measures shall include the following :
(a) Provision of proper safety and emergency regulations’ fire, gas and electric shock precautions,
stretchers, first-aid box and fire extinguisher together with rescue facilities generally for each place of
(b) Provision of efficient safety helmets for all personnel including the Engineer’s Representative and each
of his staff and any authorized visitors to site;
(c) Safe control of water including provision of ample standby generating and pumping plant;
(d) Provision and maintenance of suitable lighting to provide adequate illumination of works with
appropriate spares and standby equipment;
(e) Provision and maintenance of safe, sound mechanical equipment, each item of plant having an up-to-
date testing certificates ;
(f) Provision and maintenance of safe, sound, ropes, slings, pulleys and other lifting tackle, each appliance
having an up-to-date testing certificate where appropriate;
(g) Provision of notices 1.25 m x 1.5 m size written in bold letters in English, Gujarati and Hindi to be
erected on existing footpaths and at points of access likely to be used by the pubic, which shall warn
the public of the Works. These notices shall be in addition to any statutory requirements demanded of
the Contractor.
25.2 Contractor shall provide and maintain at his own expenses all lights, guards, fencing and necessary
watchmen when and where necessary or ad required by Owner / Engineer for the protection of the
works or for the safety and convenience of those employed on the works and the public. Contractor
shall also provide at his cost traffic barricades, men for diverting and controlling traffic, necessary sign
boards for diversion of traffic. In the event of failure on the part of Contractor, Owner man with or
without notice to Contractor put up a fence or improve a fence already put up or provide and/or improve
the lighting or adopt such other measures as he may deem necessary, and all the cost of such work
and procedures as may be adopted by Owner / Engineer shall be borne by Contractor. Maintenance of
adequate warning and general lighting at nights a t place of work is essential.
25.3 Contractor shall take the necessary permission and clearance of all the authorities like department of
Roads, traffic, Water Supply and Drainage; Electricity Board, Telephone Company, etc. Wherever
necessary and observe the regulations regarding the execution of work in congested areas, heavy
traffic areas, etc.
26.0 LIABILITY OF ACCIDENTS TO PERSONS:
Responsibilities and liabilities of the contractor under Workmen’s Compensation Act.
(a) On the occurrence of an accident, which results in death of workmen employed by the contractor or
which is so serious as is likely to result in death of any such workmen, the Contractor, shall within
hours of happening of such accident(s) intimate, in writing, to the Engineer in charge the fact of such
(b) In the case of an accident, in respect of which compensation may become payable under Workmen’s
Compensation Act, It must be payable by the Contractor only.
(c) In any of such accident the contractor shall have sole responsibility of all the consequences like police
case, accident compensation to the work man, hospitalized expense of the work man and any other
implication may arise then after.
27.0 CLEARING SITE ON COMPLETION
27.1 On completion of the Works, the Contractor shall clear away and remove from the site all
Constructional Plant, surplus materials, rubbish, Temporary Works of every kind and leave the whole of
the site and the works clean and in a workmanlike condition to the satisfaction of the Engineer.
27.2 The Contractor shall comply with the above requirements before the start of the Defects Liability Period
and by the end of that period shall clear, regrade terrace, level topsoil and grass all his working areas
as instructed by the Engineer’s Representative. No separate payment shall be made on his account.
28.0 COMPLETION PERIOD :
Work Completion Period will be strictly 60 Days from the Date of Work Sub-Order given
Subject to Site Clearance.
29.0 Tenderer has to provide PF and GST Registration certificates along with Tender. Copy of
Latest GST Return and latest PF Challan attached with Tender.
30.0 PENALTY CLAUSE :
For SITC Work of HVAC Work :
The Delayed Work of given S.I.T.C. will attract Penalty @ 0.1 % per Day for remaining work up to
maximum of 10 % on the value of remaining S.I.T.C. work (Sub-order Work) that not completed in Time
Limit. Completion period for S.I.T.C. work in the tender will be 60 days subject to site clearance.

TECHNICAL SPECIFICATIONS
1.0 ECBC Compliance:
The proposed HVAC system design complies to following ECBC norms (Code 2009) which

2.0 SCOPE OF WORK AND BASIS OF DESIGN
2.1 BROAD SCOPE
The scope of this Tender covers Engineering , Design, Manufacturing / Fabrication, Shop
testing, Supply, Installation (including dismantling, lifting, shifting, assembling etc.), Site
testing, and Commissioning of the following system components (confirming to tender
specifications, relevant ASHRAE codes and in accordance with the requirements of Bill of
quantities and approved drawings) for HVAC SYSTEM proposed for Hospital Building.
The condensing unit shall be of Corrosion resistant Galvanized powder coated or equivalent
paint Sheet steel low vibration assembly installed on suitable vibration isolators and
comprising of energy efficient Scroll compressor with controls such as thermal protector,
HP/LP cut-outs, Pressure relief valve; the outdoor unit shall also comprise of finned tube air
cooled condenser and condenser fan unit; the units shall have integral refrigerant copper
piping within compressor and condenser and accessories such as refrigerant shutoff valves
at compressor / compressors and liquid refrigerant outlet if required & filter dryer; Cooling
fans shall have protective metal frame.

2.4 SPECIFICATIONS FOR INDOOR UNITS
HIGH STATIC DUCT TYPE UNITS
These units shall be floor mounted / ceiling suspended with suitable supports to take care of operating
weight of the unit, without causing any excessive vibration & noise. The cold air supplied by these units
will be supplied to the area to be air conditioned, through duct system specified in the tender.
The unit casing shall be Galvanized Steel Plate.
Unit must be insulated with sound absorbing thermal insulation material, Glass Fiber. The noise level of
unit at the highest operating level shall not exceed 44dB(A), at a vertical distance of 1.5 m below the
units with duct connected to the unit.
2.5 REFRIGERANT PIPING
a. All refrigerant pipes and fittings shall be hard drawn copper tubes and wrought copper / brass
fittings suitable for connection with silver solder / phos-copper.
b. All joints in copper piping shall be sweat joints using low temperature brazing and / or silver solder.
Before jointing any copper pipe or fittings, its interiors shall be thoroughly cleaned by passing a
clean cloth via wire or cable through its entire length. The piping shall be continuously kept clean of
dirt etc. while constructing the joints. Subsequently, it shall be thoroughly blown out using carbon
dioxide / nitrogen.
c. Refrigerant lines shall be sized to limit pressure drop between the evaporator and condensing unit to
less than 0.2 kg per sq.cm.
d. Sight glass with moisture indicator and removable type combination dryer cum filter with MS housing
and brass wire mesh / punched brass sheet shall be installed in liquid line of the refrigeration system
incorporating a three valve by pass. After ninety days of operation, liquid line drier cartridges shall be

mercury and held for 24 hours. Vacuum shall be checked with a vacuum gage.
h. All refrigeration piping shall be installed strictly as per the instructions and recommendations of air
conditioning equipment manufacturer.

All exposed ducts within conditioned spaces, shall have slip joints - no flanged joints. The internal
ends of slip joints shall be in the direction of air flow. Ducts and accessories within ceiling spaces,
visible from air-conditioned areas shall be provided with two coats of mat black finish paint.
Changes in the dimensions and shape of ducts shall be gradual. Air-turns shall be installed in all
vanes, arranged to permit the air to make the turn without appreciable turbulence.
Ducts shall be fabricated as per details shown on drawings. All ducts shall be rigid and adequately
supported where required standing seams, teas, or angles, of ample size to keep the ducts true to
shape and to prevent buckling, vibration or breathing.
All sheet metal connections, partitions and plenums required to confine the flow of air to and through
the filters and fans, shall be constructed of 18 G GSS / 16 G Aluminium, thoroughly stiffened with
25mmx25mmx3mm angle iron braces and fitted with all necessary inspection doors as required to give
access to all parts of the apparatus. Doors shall be not less than 45 cm x 45 cm in size.
Plenums shall be panel type and assembled at the site. Fixing of MS angle, iron flanges on duct
pieces shall be with rivets heads from inside and riveting shall be done from outside.
Rubber lining 6 mm thick shall be used between duct flanges instead of felt, in all clean room ducting
The contractor shall provide and neatly erect all sheet metal work as may be required to carry out the
intent of this specifications and drawings. The work shall meet with the approval of the engineer In-
charge at site in all it parts and details.
The contractor shall make all necessary provisions and allowances to avoid beams or other structural
work, plumbing or other pipes, and / or conduits, the ducts shall be transformed, divided or curved to
on a side, (the required area being maintained) all as per the site requirements.
If a duct can not be run as shown on the drawings, the contractor shall install the ducts between the
required points by any path available, in accordance with other services and as per approval of site
All ductwork shall be independently supported from building construction. All horizontal ducts shall be
rigidly and securely supported, in an approved manner, with trapeze hangers formed of MS rods and
Ducting over ceiling shall be supported from beams, after obtaining approval of site engineer. In no
case shall any duct be supported from false ceiling hangers or be permitted to rest on false ceiling.
Where metal ducts or sleeves terminate in woodwork, tight joints shall be made by means of closely
fitting heavy flanged collars. Where ducts pass through brick or masonry openings, wooden frame
work shall be provided within the opening and crossing of ducts provided with heavy flanged collars on
each side of the wooden frame work, so that duct crossing is made leak - proof.
All ducts shall be totally free from vibration under all conditions of operation. Wherever duct work is
connected to fans / air handling units or blower coil units that may cause vibrations in the ducts, ducts
shall be provided with two flexible connections, located close to the unit, in mutually perpendicular
directions, flexible heavy canvas sleeve at least 10 cm long securely bonded and bolted on both sides.
Sleeve shall be made smooth and the connecting ductwork rigidly held by independent supports on
both ends. The flexible connection shall be suitable for pressures at the point of installation and shall
be of approved make.
All dampers shall be louver dampers of robust construction and tight fitting. The design, method of
handling, and control shall be suitable for the location and the service required.
Dampers shall be provided with suitable links, levers, and quadrants as required for their proper
operation, control or setting devices shall be made robust, easily operable and accessible through
suitable access doors in the ducts. Every damper shall have an indicating device clearly showing the
damper position at all the times.
Dampers shall be placed in ducts at every branch supply or return air duct connection, whether or not
indicated on the drawings, for the proper volume control and balancing of the system.
6.0 SUPPLY AND RETURN AIR DIFFUSERS:
Supply and return air diffusers shall be of approved make as shown on the drawings and/or indicated in
the Bill of quantities.
Round or Rectangular Diffuser: Shall be anodized Aluminum section construction,
square,rectangular, or round diffusers with flush fixed pattern. Diffusers for different spaces shall be
selected in consultation with site engineer. Supply air diffusers may be equipped with fixed air
distribution grids, removable key operated volume control dampers, and anti-smudge rings as required
in specific applications, all as per requirements of Bill of quantities.
Linear Diffuser: Shall be anodized Aluminum section construction, one or two-way blow
lineardiffusers. Supply air diffusers shall be provided with volume control / balancing dampers within the
supply air collar. Diffusers for different spaces shall be selected in consultation with site engineer and
provided as per requirement of Bill of quantities. All linear / square / round diffusers shall have volume
control dampers of MS construction.
7.0 METHOD OF MEASUREMENTS FOR AIR DISTRIBUTION SYSTEM
Sheet Metal work:
Duct Length shall be measured along the centre line from flange face to face unless otherwise stated.
Ductwork shall be measured on the basis of external surface area (length as measured above, multiply
by duct perimeter) of ducts including the joints for each duct section. Duct measurement shall be taken
before application of the insulation. For taper section average perimeter shall be used for
measurement. For special pieces like bends, reducers, branches, and collars, mode of measurement
shall be identical to as described above using the length along the centre line. The quoted unit rate for
external surface of ducts shall include all wastage allowances, flanges and gaskets for joints, nuts and
bolts, hangers and angles, and angles/flats with double nuts for supports, felt strip between duct and
support, vibration isolation, inspection chamber / access panel, splitter damper with quadrant and lever
for position indication, turning vanes, straightening vanes, and all other accessories required to
complete the duct installation as per the specifications. These accessories shall not be separately
measured nor paid for.
Duct Accessories: Shall be measured by the cross section area perpendicular to air flow.
Grilles and diffusers:
Width multiplied by height, excluding flanges, volume control dampers shall form part of the unit rate for
registers and shall not be separately accounted.
Diffusers: Cross-section area for airflow at discharge/capture area, excluding flanges. Volume control
dampers shall form part of unit rate for supply air diffusers and shall not be separately accounted.
Linear Diffusers: Shall be measured by linear measurements only not by cross sectional areas, and
shall exclude flanges for mounting of linear diffusers. The supply air plenum for linear diffusers shall be
measured with ducting as described earlier.
Fire Damper: Shall be measured by their cross sectional area perpendicular to the direction of airflow.
Quoted rates shall include the necessary collars, and flanges for mounting, inspection pieces with
access door, solenoid valves etc. No special allowances shall be payable for extension of cross section
outside the air stream.
Flexible connection: Shall be measured by their cross sectional area perpendicular to the direction of
airflow. Quoted rates shall include the necessary mounting arrangement, flanges, nuts and bolts and
treated-for-fire requisite length of canvas cloth.
8.0 TESTING & BALANCING:
After the installation of the entire air distribution system is completed in all respects, all ducts shall be
tested for air leaks by visual inspection.
The entire air distribution system shall be balanced using anemometer. Measured air quantities at fan
discharge and at various outlets shall be identical to or less than 5 % in excess of those specified and
quoted. Branch duct adjustments shall be permanently marked after air balancing is completed so that
these can be restored to their correct position if disturbed at any time. Complete air balance report shall
be submitted for scrutiny and approval, and four copies of the approved balance report shall be
submitted along with the completion documents.
9.0 INSULATION:
The scope of this section comprises the supply and fixing of insulation conforming to these
specifications and in accordance with requirement of Bill of quantities.
Insulation material shall be EPDM – Class I
EPDM Insulation material shall have anti-microbial product, which is EPA approved, as an integral part
of insulation that cannot be washed off or worn off, which does not allow the microbes to function, grow
and reproduce. Microbiological growth on insulation surface should confirm to following standards:
Mould Growth – UL 181; Fungi Resistance – ASTM G21/C1 338 and Bacterial resistance – ASTM G
22. Density of Material shall be between 40 to 60 Kg/m3.
Thermal conductivity of Elastomeric EPDM shall not exceed 0.033 W/m K at an average temperature of
0 C. The insulation shall have fire performance such that it passes Class 1 as per BS476 Part 7 for
surface spread of flame as per BS 476 and also pass Fire Propagation requirement as per BS476 Part
6 to meet the Class ‘I’ Fire category as per 1991 Building Regulations (England & Wales) and the
Building Standards (Scotland) Regulations 1990. Water vapour permeability shall not exceed 1.74 x
Kg/m.s.Pa, i.e. Moisture Diffusion Resistance Factor or ‘µ’ value should be minimum
Thickness of insulation shall be as specified for particular application or as specified in Bill of quantities.
Samples of insulation material shall be submitted for approval and shall be tested for thermal
conductivity values. Adhesive used for setting insulation shall be cold setting compound non-flammable,
vapor proof adhesive, shalimar CPRX compound or equivalent approved make.
DUCT INSULATION:
Duct acoustic lining:
Internal Acoustic lining for ducting is proposed (discharge duct) with 19 mm ( Or Specified Thickness )
thick Arma sound material.
Acoustic duct lining shall be applied inside the duct for a minimum distance of 3 meter or as shown in
the drawing from the outlet of air handling units or as specified in drawings or as indicated in Bill of
quantities. Acoustical duct lining shall be applied as follows:
(i) The inside surface of the duct shall be cleaned and covered with cold setting adhesive
(ii) Depending on size of duct fit min. 2 or more rows of insulation fixing pins to each face of duct at
every 300 mm center distance. Pins shall be self-adhesive, bond on type.
Carefully position insulation over the pins, pressing firmly so that pins penetrate through the
insulation. Fit spring clip or lock washer over pins pushing them down until they are tight against
insulation. Snip off any excess shank from pin. Seal all joints and openings with self adhesive
(iii) Depending on size of duct fit min. 2 or more rows of Mechanical fasteners (G.I Bolts) of sufficient
length to each face of duct at every 300 mm center distance. Pins can be self adhesive type,
Carefully position insulation over the bolts, pressing firmly so that bolts penetrate through the
insulation. Fit G.I nut over the bolts pushing them down until they are tight against insulation. Snip
off any excess shank from bolt. seal all joints and openings with self adhesive tape.
UNDER DECK INSULATION:
Thickness & specs with 19 mm Nitrile Rubber Silver White Finish
flexible cladding Condition.
(a) Insulation Material TechnicalSpecification–Class O Nitrile:
• Insulation material shall be Closed Cell Elastomeric Nitrile Rubber
• Thermal conductivity of elastomeric nitrile rubber shall not exceed
0.035W/(m.K)at an average temperature of 0°C
• The insulation shall have fire performance such that it passes Class
• Part7 for surface spread of flame, also pass Fire Propagation
requirement as per BS476Part6 to meet the Class‘O’ Fire category
requirement as per 1991 Building Regulations (England & Wales) and
the Building Standards (Scotland) Regulations
• Material shall be FM (FactoryMutual),USA approved.
• Unlike other generic materials it should be self extinguishing, does
not dripand does not spread flames
• Moisture Diffusion Resistance Factor or‘µ’value shall be
minimum7,000 for the insulation material without any outcovering.
(b) Technical Details for composite film of metallic appearance with
Silver White finish for outer covering:
It shall be a multilayer laminate of aluminum with coating for UV
protection and polymer backing. It should provide mechanical
resistance with excellent aesthetic looks. It should be Class“1”rated
with surface spread of flame tested according to BS476Part7 and
Class“O”rated as per the Fire Propagation tested according to
Application: On outdoor applications, joints along them at erial
length shall be installed facing downward. The joints shall be secured
with plastic rivet sintheover lap area, installed every 200mm along
them at erial length. Manufacturer recommended adhesive can be
used for flat sheets, or where restricted access prevents use of rivets.
All joints and overlaps must be finished with manufacturer
recommended Tapes.

thing whatsoever which under the law relating to sureties would, but this provision, have the
effect of so relieving the Bank.
