Sub: RFP for Consultancy Services for Road Safety Audit and Rectification of accident prone locations/Black Spots on NHs with UPPWD(NH) in the State of Uttar Pradesh.

Dear Sir, With reference to your RFP document dated 31.03.2023, I/we, having examined the Bidding Documents and understood their contents, hereby submit my/our BID for the aforesaid Project. The BID is unconditional and unqualified. a. Consultancy Services for Road Safety Audit (RSA) of NHs under the jurisdiction of UPPWD(NH) division in the State of U.P for an aggregate length of 1000 Km and any blackspots/accident prone stretch. Thereafter, rectification measures for both short term and long term to be identified and estimates for the same to be prepared in consultation with the state PWD. The stretches would be identified and communicated to the road Safety Auditor/ firm after signing of the contract.

b.Collection of certified road accident data on NHs from all local police stations and the same shall be certified by the concerned police officer.

c.Five stretches (at least 50 km in length) of NH and having higher no. of accidents/ blackspots shall be identified and developed as Model Safe Roads. Road Safety Auditor/firm must identify the stretches in consultation with State PWD and RO-MoRT&H, finalize action plan (both short term and long term) and complete short term measures and get action plan approved for long term measures by 31st March 2023. Photographic and video graphic evidence of the same shall be kept and it will be uploaded on the web-based portal.

d. Five project stretches (at least 10 km in length) under construction (preferably with a construction progress of 30-75%) shall be identified in consultation with State PWD and RO-MoRT&H and developed as Model Safe Construction Zones by 31st March 2023. Photographic and video graphic evidence of Pre and post rectification be kept and uploaded on the web-based portal. Construction zones shall be improved based upon latest codal provisions such as barricades having lights, traffic diversion signs at frequent intervals both for day and night, Safety railing/barricades near deep excavation areas, additional safety sign like illuminating lights, blinkers etc. at night in transition zones.

e. A web-based portal/ application is under development for monitoring of all activities related to RSA along with action taken on Audit Reports across hierarchy to ensure compliance of audit recommendations and to evaluate their effectiveness. All the RSA related data, recommendations and its implementation needs to be uploaded on the portal by the road safety consultant.

f. Any increase in length of RSA upto 10% of the proposed length will not amount to variation .Said project length of 1000 Km is scattered aggregate length and is part of NH network distributed across the state of Uttar Pradesh. The approximate length of NH network to be covered under these services is about 1000 Km. The cost of services to be paid to the consultant would be on pro rata basis based on actual length for which road safety Audit is conducted by the consultant. No additional claims due to change in length will be entertained.
