8. Post Evaluation Process
SECTION A: Work Allocation
1. Discovery/Selection of Bidder:
(a) The bidder quoting the lowest evaluated rates (L1) and successfully meeting the
prescribed Technical Qualification criteria as well as Proof of Concept (POC) requirements
shall be considered for award of the contract.
(b) Only a single bidder shall be awarded the contract, subject to fulfilment of all eligibility
conditions, technical qualifications, and successful demonstration of the POC as specified
(c) The Director, GEDA reserves the right to accept or reject any or all bids without assigning
any reason thereof.
(d) In case two or more bidders quote the same lowest rates, the selection of the successful
bidder shall be at the sole discretion of Director, GEDA.
(e) The rates quoted by bidders and subsequently discovered through this tender process
are specific to the scope, site conditions, contractual framework, and implementation
timeline defined under GEDA's Tender for Financial Year 2026-27. Accordingly, such rates
shall be applicable solely to projects awarded under this specific tender reference and
shall not be construed as binding, precedential, or automatically extendable to any other
procurement initiative, future tender, or implementing agency.
(f) The financial evaluation of bidders shall be carried out on the basis of a Weighted
Average Price Discovery Methodology considering the illustrative device capacities and
corresponding evaluation weightages defined in the tender.
(g) Bidders shall be required to quote monthly SaaS/service charges for each device
slab/range as specified in the Financial Bid Format. The weighted derived price shall be
calculated by applying the prescribed evaluation factor on the quoted monthly charges
(h) The bidder having the lowest weighted average derived price (L1) and successfully
meeting the prescribed Technical Qualification criteria as well as Proof of Concept (POC)
requirements shall be considered for award of the contract.
(i) Only a single bidder shall be awarded the contract, subject to fulfilment of all eligibility
conditions, technical qualifications, and successful demonstration of the POC and UAT as
specified in the tender.
(j) The weighted average price for evaluation shall be calculated using the following
1. The bidder shall quote monthly charges for each device slab.
2. The quoted monthly charge shall be multiplied by the corresponding evaluation
factor/weightage to derive the weighted monthly value.
3. The weighted monthly values of all slabs shall be summed to derive the total
weighted monthly evaluated price.
4. The bidder with the lowest evaluated weighted monthly price shall be considered as
Tender for Selection of Software Solution Provider for IIoT-Based SCADA SaaS
Platform for Government Building Rooftop Solar/Wind and Renewable Energy
Systems under GEDA
(k) Device Slab-Based Pricing Conditions
a. The Bidder shall quote the monthly Software as a Service (SaaS) charges on a per-
device basis for each Device Slab specified in the Financial Bid Schedule.
b. The quoted rates shall reflect the economies of scale associated with increasing
device volumes. Accordingly, the per-device monthly SaaS rate quoted for the 0–500
Device Slab (Slab-1) shall be higher than the per-device monthly SaaS rate quoted
for the >500–2000 Device Slab (Slab-2).
c. For avoidance of doubt, the following condition shall mandatorily apply:
Rate for Slab-1 (0–500 Devices) > Rate for Slab-2 (>500–2000 Devices)
d. In the event that the per-device monthly SaaS rate quoted for Slab-2 (>500–2000
Devices) is equal to or higher than the rate quoted for Slab-1 (0–500 Devices), the
Financial Bid shall be treated as non-responsive and shall be liable for rejection
without any further evaluation.
e. Bidders are encouraged to maintain a rational and progressively decreasing pricing
structure across higher device slabs commensurate with the increase in device
f. The Financial Bid shall be evaluated using the Illustrative Device Quantities and
Evaluation Factors specified below solely for the purpose of bid evaluation. The
quantities indicated are illustrative in nature and shall not be construed as a
guarantee or commitment of actual device deployment by GEDA during the contract
g. GEDA reserves the right to seek clarification regarding any abnormal, unbalanced, or
inconsistent pricing structure quoted by the Bidder and to take appropriate action as
deemed fit under the tender conditions.
