1. The work order shall be issued for carrying out 100% Spot Meter Reading and Spot

Billing of Cycle-1, Cycle-3 and Cycle-5 Non-Smart consumers. The appointed

agency shall also carry out 100% Printing and Distribution of Smart Meter Bills

for Cycle-8 consumers.

2. The bidder shall compulsorily fill in Column 4 (Rate per Consumer/Bill) and

Column 5 (Total Amount for Twelve Months) of this Schedule-B. Incomplete bids

or bids with blank columns may be treated as non-responsive.

3. For the purpose of bid evaluation and determination of the L-1 bidder, the average

rate per consumer/bill (excluding GST) shall be considered. The average rate shall

be calculated by dividing the total cost of all sub-divisions per month by the total

number of consumers of all sub-divisions, as shown below:

The bidder quoting the lowest average rate per consumer/bill (excluding GST)

shall be considered as the L-1 bidder.

4. The successful agency shall submit its monthly invoice based on the rates finalized in

the work order. Payment shall be made separately for each sub-division under the

following categories:

o Spot Meter Reading and Spot Billing of Non-Smart Consumers.

o Printing and Distribution of Smart Meter Bills.

5. As and when 100% Smart Meter installation is completed in any sub-division, the

Spot Meter Reading work for Non-Smart Consumers in that sub-division shall be

discontinued without any further notice. Payment shall be made only for the actual work

executed up to the date of discontinuation.

6. The number of consumers indicated above is approximate and is provided only for the

purpose of bid evaluation. Payment shall be made strictly on the basis of the actual

number of consumers/services completed.

7. GST shall be paid extra, as applicable, in accordance with the prevailing Government

rules and regulations.
