Special Eligibility Criteria

   Tenderer must have successfully supplied & commissioned at least 01 no. EOT cranes of capacity 05 Ton or more capacity in last 05 years (to be reckoned from the original date of closing of tender) to Indian Railway/Govt. Organization/PSU in India. And Satisfactory working performance minimum 03 years at least 01 No. EOT Crane. Successful supply shall mean acceptance of supply by consignee i.e. Consignee Receipt & Acceptance Certificate(CRAC) or Consignee Receipt Note (CRN) or R - Note or Supply Performance issued by Gazetted Officer of consignee (Completion report) along with offer. Successful supply shall mean acceptance of supply by consignee. NOTE: This condition is supersede the Point no:- 1 . 0 Qualifying requirement of Technical specification -I attached as annexure.

   ONUS OF SUBMISSION OF REQUISITE DOCUMENTS: The onus of submission of requisite documents as given above for establishing their eligibility for bulk or developmental order lies with the tenderer. Tenderers are to note that non submission of the documents as detailed above shall be taken as they are not having any such documents. In such case their offer shall be considered based on iMMS. No back reference in this regard will be made to them.

   TENDER SPECIFIC AUTHORIZATION : OEM authorization Preferably manufacturers should participate. Participating traders/ agents must attach authorization letter issued by the original manufacturer or their authorized stockiest/ distributor/ importer along with their offer. Authorization letter should preferably be tender specific. In case of a general authorization letter, it must clearly indicate the validity period/ expiry date. Offers with general authorization letters silent on validity period/ expiry date will not be considered for placement of order. The tenderer must also attach documentary proof issued to the stockiest/ distributor/ importer by the original manufacturer. Else, offers will not be considered.

   Place of Inspection- Tenderer should mention in their offer:- 1. Name of manufacture (OEM) with complete address. 2. Place of Inspection be indicated with complete address, option for inspections at godowns/ outstation/multiple places be strictly avoided and preferably be permitted only at manufacturers place.

   The tenderer must offer all the specified concomitant accessories, if any which are considered essential for commissioning and utilization of the machine. In case, any item is required in sets, please specify nos./Pieces per set. This is essential for proper technical evaluation of the offer.    Tenderer who are OEM, shall undertake to supply spare parts for a period of expected life of machine. Other tenderers shall submit undertaking from OEM for Supply of spare parts for a period of expected life of the machine.

   After the warranty period and AMC period, if any, the manufacturer or their agent shall agree to provide service supports for trouble shooting and obtaining spare parts. The manufacturer shall be obliged to provide spare parts required by the purchasers for a period of 15 years from the date of delivery of the machine at the ultimate destination to safeguard against obsolescence.

   EVALUATION CRITERIA Evaluation of offers will be done and ranking of the offers shall be arrived based on cost of equipment plus installation/commissioning charges plus CAMC charges for 5 years (Adjusted to net present value/ after warranty period of 2 years as per specification.

   Award of CAMC after completion of warranty period, is at sole discretion of consignee.

    a. Warranty period for M&P will be 24 (twenty four) months from the date of commissioning and proving out of M&P. A maximum period of two weeks will be allowed for attending and rectification of faults during the warranty period. b. Maximum down time during the warranty period shall be 2% for on-time M&P and 10% for of line M&P, calculated on a quarterly basis. c. A penalty of 0.5% per week of the contract value will be levied for delay in response time for attending and rectification of faults beyond specified time during the warranty period as detailed above. d. Maximum penalty to be levied on account of warranty failure will be 5% of the contract value calculated whole of warrantee period and after that if there is any delay on the part of supplier purchaser shall be entitled for encashment of WG bonds. In such cases the bad performance of firm during the warranty period, the same should be recorded and circulated to all Railways. The same should be given due regard in deciding future orders on the firm and when evidence to the contrary is not available, the firm's offer may be even rejected.

   Inspection by TPI Agency 1. During the inspection all the parameters shall be cover as per purchase order. 2. Load test should be done at site after the installation and commissioning of the crane up to the satisfaction of consignee.

   1. It shall be responsibility of the bidder to ensure that they quoted correct GST rate and HSN number. 2. Purchaser shall not be responsible for any misclassification of HSN code or incorrect GST rate.
