SITE DESCRIPTION:-
Rajkot Municipal Corporation has installed approx. 583 nos. of astronomical timer based conventional
streetlight controls at various places in Rajkot City area and planning to replace this streetlight controls by
CCMS (Centralized Control and Monitoring System) street light controls.
The following are the numbers of existing Streetlight Controls located at 3 Zones of RMC.

COMMON TERMS AND CONDITIONS OF THE TENDER
I. The conditional tender will not be accepted and will be rejected outright.
II. The tender for the work shall remain open for a period of 120 days from the last date of submission
of the tender and the tenderer shall not be allowed to withdraw or modify the offer on his own
during this period. Any modifications or additions in terms and conditions of this tender shall not be
acceptable by The Municipal Commissioner, Rajkot Municipal Corporation, Rajkot, shall without
prejudice to any right or remedy, be at a liberty to forfeit in full said earnest money absolutely.
III. RMC reserves the right to reject all the tenders of the lowest or any other tender which is the
judgment of the RMC and also does not appear to be in its best interest and the tenderer shall have
no cause of action or claim against the RMC of its officers, employees, successors for assignees for
rejection of its tender.
IV. It must be clearly and distinctly understood that the conditions of contract and specifications shall be
rigidly enforced and no relaxation on the grounds of customs prevailing shall be allowed.
V. The quoted rates shall be exclusive of GST and inclusive of all other taxes, duties, etc. and no claim in
this context shall be entertained. Participants shall not be paid any extra amount due to increase in
any type of Government Taxes including excise duty during implementation of contract. Any
variations in taxes etc. shall be borne by the bidder. GST will be paid extra at the prevailing rates.
VI. It will be the responsibility of the bidder to arrange for necessary import license and clearance of
Govt. of India in time, if required, so that the imported plant or equipment could be utilized for the
VII. The work is to be completed in all respects as per the time schedule from the date of written order to
be commencing the work. Within this period, the bidder shall take approval of all documents &
drawings and as per tender specification from relevant Engineer-in-charge.
VIII. All fees, Royalty or rent of any land/ godown/ house to store any material related to this project will
be paid/born by bidder.
IX. In execution of work, if any connection of electricity cable, telephone line, water supply line,
underground drainage line, gas line or any private line of any private property will be cut or damaged
by any person or machinery or equipment of bidder, all responsibility will be of bidder and bidder has
to pay whatever charges incurred to joint it in proper workable condition.
X. A one year of defect liability period will start after issue of satisfactory Installation, Testing and
Commissioning certificate of all CCMS street light control by relevant Engineer-in-charge, and five
years of Comprehensive O & M period shall commence from the date of completion of defect liability
period of 01 year.

GENERAL CONDITIONS OF CONTRACT
1.0 Definitions
In this Contract, the following terms shall be interpreted as indicated:
(a) “The Contract” means the agreement entered into between the Purchaser and the Tenderer,
as recorded in the Contract Form signed by the parties. Including all attachments &
appendices thereto and all documents incorporated by reference therein;
(b) “The Contract Price” means the price payable to the Tenderer under the Contract for the full
and proper performance of its contractual obligations;
(c) “The Goods” means all of the equipment, machinery, and / or other materials which the
supplier is required to supply to the Purchaser under the Contract;
(d) “Services” means services ancillary to the supply of the Goods, such as transportation &
insurance, and any commissioning, provision of technical assistance, training and other such
obligations of the Tenderer covered under the Contract;
(e) “The Purchaser” means the Organization purchasing the Goods; and
(f) “The Tenderer” or “The Bidder” or “The Agency” means the individual or firm supplying
the Goods under this Contract.
The Goods supplied under this Contract shall conform to the standards mentioned in the Technical
Specifications, and, when no applicable standard is mentioned, to the authoritative standard
appropriate to the Good’s country of origin and such standards must be appropriate with Indian

3.0 Patent Rights
The Tenderer shall indemnify the Purchaser against all third-party claims of infringement of
patent, trademark or industrial design rights arising from use of the Goods or any part thereof in
4.0 Security Deposit for SITC Work and Defect Liability Period (DLP)
The successful bidder has to submit the Security Deposit @5% of Capital Cost (i.e. Total of Part-A of
Price Bid) in the form of Bank Guarantee or FDR before signing the contract for the period of

In case of submission of FDR (Fixed deposit), the bidder has to pay stamp duty as per Govt. Rules for
signing of agreement for Award of Contract. If the bidder submits PBG (Bank guarantee), the bidder
has to execute the agreement of Award of Contract on Stamp Paper as per govt. rules.
If the contract price offered by the bidder is lower than 10% but up to 20% of the estimated project
cost, then the additional performance security shall be calculated @ 20% of the difference in
estimated project cost minus 10% of the estimated project cost and contact price offered by the

5.0 Performance Guarantee for Comprehensive O&M Period of 60 Months :
The successful bidder has to submit the performance guarantee for comprehensive operation and
maintenance @10% of Capital Cost (i.e. Total of Part-A of Price Bid) in the form of Bank Guarantee or
FDR before signing the contract for the period of 78 months. It will be returned after successful
completion of comprehensive operation and maintenance period of 60 months. This full performance
guarantee amount shall be refunded, without any interest, after deduction of dues, taxes, penalties
6.0 Tools & Tackles:
All tools and tackles required for the job shall have to be procured by the contractor at his cost and
they will be retained their property. The contractor will have to maintain reliable sets of tools and
tackles in adequate quantities so as to complete the job as expeditiously as possible.
7.0 Inspections and Tests
The Purchaser or its representative shall have the right to inspect and / or to test the Goods to
confirm their conformity to the Contract. The special conditions of contract and / or the Technical
Specification shall specify what inspections and tests the Purchaser requires and where they are to be
conducted. The Purchaser shall notify the Tenderer in writing of the identity of any representatives
retained for these purposes.
At point of delivery and/or at the Good’s final destination on demand. Where conducted on the
premises of the Tenderer, all reasonable facilities and assistance (including access to site, drawings
and production data) shall be furnished to the inspectors at no charge to the Purchaser.
If any inspected or tested Goods fail to conform to the Specifications/tender conditions, the
Purchaser may reject them and the Tenderer shall either replace the rejected Goods or make all
alterations necessary to meet specification requirements free of cost to the Purchaser.
The Purchaser’s right to inspect, test and, where necessary, reject the Goods after the Good’s arrival
on site shall in no way be limited or waived by reason of the Goods having previously been
inspected, tested and passed by the Purchaser or its representative prior to the Goods’ shipment
from the Place of origin inspection of any material.
Nothing in above clause shall in any way release the Tenderer from any warranty or other obligations
under this Contract.
At random sample will be collected from ordered - materials is received at site/store and taken to
Govt. recognized institution / laboratories for testing under relevant standard only getting
satisfactory test report certificates same shall be accepted and payment will be processed. All
expanses to carry-out any tests will be born / deposited by the tenderer. Tenderer or his authorized
representative can remain present during sampling. If any test fails the contractor has to replace the

8.0 Transportation
Where the Tenderer is required under the Contract to deliver the Goods, FOB, transport of the
Goods, up to and including the point of putting the Goods, up to and including the point of putting
the Goods on board the vessel at the specified port of loading, shall be arranged and paid for by the
Tenderer, and the cost thereof shall be included in the Contract Price.
the Tenderer is required to affect delivery under any other terms, for example, by post or to another
address in the source country, the Tenderer shall be required to meet all transport and storage
expenses until delivery.
The Tenderer shall not assign, in whole or in part, its obligations to perform under the Contract,
except with the Purchaser’s prior written consent.
10.0 Subcontracts
Subcontract is not allowed for this work.
11.0 Delays in the Tenderer’s Performance
Delivery of the Goods and performance of Services shall be made by the Tenderer in accordance with
the time schedule specified by the Purchaser.
In case of any such delay or poor work, RMC will impose the penalty @0.2% of the contract value per
day maximum to 10% of the contract value given in the work order. However, if such delay is
prolonged beyond the required realization of the project or an unexcused delay by the tenderer in
the performance of its delivery obligations shall render the tenderer liable to any or all of the
following sanctions: i) forfeiture of its performance security, ii) imposition of liquidated damages, iii)
and / or termination of the contract for default. The Municipal Commissioner, RMC reserves the
rights to terminate the contract during contract period without assigning any reason and even black
list the tenderer.
12.0 Force Majeure
The Tenderer shall not be liable for forfeiture of its performance security, liquidated damages or
termination for default, if and to the extent that, its delay in performance or other failure to
perform its obligations under the Contract is the result of an event of Force Majeure.
For purposes of this clause, “Force Majeure” means an event beyond the control of the Tenderer not
involving the Tenderer’s fault or negligence and not foreseeable. Such events may include, but are
not restricted to, acts of the Purchaser either in its sovereign or contractual capacity, wars or
revolutions, fires, floods, epidemics, quarantine restrictions and freight embargoes.
If a Force Majeure situation arises, the Tenderer shall and promptly notify the Purchaser in
writing of such condition and the cause thereof, Unless otherwise directed by the its obligations
under the Contract as far as reasonably practical, and shall seek all reasonable alternative means for
performance not prevented by the Force Majeure event.
13.0 Termination of contract
The Purchaser may at any time terminate the Contract by giving written notice of 01 month to the
Tenderer, without assigning any reason or compensation to the Tenderer. if the Tenderer becomes
bankrupt or otherwise insolvent, provided that such termination will not prejudice or affect any right
of action or remedy which has accrued or will accrue thereafter to the Purchaser.
14.0 Governing Language
The Contract shall be written in the language of the bid, as specified by the Purchaser in the
Instruction to Tenderer. All correspondence and other documents pertaining to the Contract which
are exchanged by the parties shall be written in that same language.
15.0 Applicable Law
The Contract shall be interpreted in accordance with the Indian laws.
Any notice given by one party to the other pursuant to the Contract shall be sent in writing (or by
Letter/fax/scanned copy through email) to the address specified for that purpose in the Special
Conditions of Contract.
Any notice shall be effective when delivered or on the notice’s effective date, whichever is
17.0 Taxes and Duties
Customs / import duty, excise duty, GST and any other taxes on finished products, sales tax on works
contract and turnover taxes, if any, paid by the Contractor under any central, state or local
government rules and regulations will be included to the Contract Price.
18.0 Child Labor Act
No Contractor shall employ any child having less than 18 years, as it is prohibited by the Child Labour
Prohibition and Regulation Act, 1986. The bidder is fully responsible to follow the related regulations

The make of equipments shall be as per attached list. If make of a particular item is not given in the
tender, then prior approval of RMC for that make must be required.
The Goods supplied under the Contract shall be fully insured against loss or damage incidental to
manufacture or acquisition, transportation, storage and delivery in the manner specified or directed

21.0 Extra Item of Work
An extra work beyond tender item, if required to be executed during course of execution of regular
work shall have to be carried out by the contractor as per the instructions and satisfaction of the
Engineer-in-charge. This will be paid separately as per detail rate analysis made by the department
based on market rate or prevalent SOR of RMC, whichever is less.If required RMC can use R&B SOR or
any other government SOR, in such cases, the ON/Less of tender will not be applicable.
If in the interest of the RMC it is necessary to change either any site or the quantum of the proposed
work the Contractor shall carry out the same at his quoted rates without charging any extra and he
will be paid at the rates quoted by him and no claim for extra amount for subsequent changes made
will be entertained.
22.0 Measurement of Work
The measurements of work will be taken according to the usual method in use in the Rajkot
Municipal Corporation and no proposals to adopt alternative methods will be accepted. Add. City

24.0 No claim to any payment or for restriction of work
In the case of such delay in the supply of materials, RMC shall grant such extension of time for
the completion of the works as shall appear reasonable in accordance with the circumstances of
the case. The decision of RMC as the extension of time shall be accepted as final by the Contractors.
Action and compensation in case of bad work : If, at any time before the expiry of defects Liability,
period, it shall appear to Additional City Engineer or his sub -ordinate in charge of the work, that any
work has been executed with unsound, imperfect or unskilled workmanship or with materials or
inferior quality or that any materials or articles provided by him for the execution of the work are
unsound, or of a quality inferior to that contracted for or are otherwise not in accordance with the
contract, it shall be lawful for Additional City Engineer to intimate this fact in writing to the Contractor
and then notwithstanding the fact that the work, materials or articles complained of, may have been
passed, certified and paid for, the Contractor shall be bound forthwith to rectify, or remove and
reconstruct the work so specified in whole or in part as the case may require, or if so required shall
remove the materials or articles so specified in whole or in part and provide other proper and
suitable materials or articles at his own charge and cost, and in the event of his failing to do so within
a period to be specified by The Additional City Engineer in the written intimation aforesaid, the
Contractor shall be liable to pay compensation at the rate of one percent on the amount of the
estimate of the rectification for every day not exceeding ten days during which the failure so
continues, and in the event of any such failure as aforesaid continuing beyond ten days, Additional
City Engineer may rectify or remove, and re-execute the work or remove and replace the materials
complained of, as the case may be at the risk and expense in all respects of the Contractor should The
Additional City Engineer consider that any such inferior work of materials as described above may be
accepted or made use of, it shall be within his discretion to accept the same at such reduced rates as
he may fix therefore, However, the contractor shall be responsible for normal maintenance of the
work till the final bill for the work is prepared by the engineer / officer of RMC.
25.0 Setting out the Works
The Contractor shall be responsible for the true and proper setting out of the works in relation to
original points, lines and levels of reference given by the Engineer in writing or shown on the
Drawings and for correctness, subject as above mentioned in the position, levels, dimensions and
alignment of all parts of the works and for the provision of all necessary instruments, appliances and
labour in connection therewith.
26.0 Amenities to be Preserved
The Contractor shall cause the least possible interference with the existing amenities, whether
natural or manmade. No tree shall be felled without permission of the Engineer’s Representative and
clearance of the site shall generally be kept to the minimum necessary for the works and temporary
works. Temporary works shall be sited so as minimize the number of trees to be felled.
All necessary actions for any diversion of traffic shall be arranged by the contractor with all indicating
signboards and adequate lighting system during night period.
27.0 Safety Measures and Services
The Contractor shall be responsible for the safety of all workmen and other persons entering or in the
works and shall take all measures necessary to ensure their safety to the approval of the Engineer’s
Representative.
Contractor shall provide and maintain at his own expenses all lights, guards, fencing and necessary
watchmen when and where necessary or ad required by Owner / Engineer for the protection of the
works or for the safety and convenience of those employed on the works and the public. Contractor
shall also provide at his cost traffic barricades, men for diverting and controlling traffic, necessary
sign boards for diversion of traffic. In the event of failure on the part of Contractor, Owner man with
or without notice to Contractor put up a fence or improve a fence already put up or provide and/or
improve the lighting or adopt such other measures as he may deem necessary, and all the cost of
such work and procedures as may be adopted by Owner / Engineer shall be borne by Contractor.
Maintenance of adequate warning and general lighting at nights at place of work is essential.
Contractor shall take the necessary permission and clearance of all the authorities like department of
Roads, traffic, Water Supply and Drainage; Electricity Board, Telephone Company, etc. Wherever
necessary and observe the regulations regarding the execution of work in congested areas, heavy
traffic areas, etc.
28.0 Liability of accidents to persons
In the case of an accident, in respect of which compensation may become payable under Workmen’s
Compensation Act by the tenderer.
29.0 Clearing Site on Completion
On completion of the Works, the Contractor shall clear away and remove from the site all
Constructional Plant, surplus materials, rubbish, Temporary Works of every kind and leave the whole
of the site and the works clean and in a workmanlike condition to the satisfaction of The Engineer-in-
31.0 Safe custody of stores:
The bidder will be entirely responsible for all the erected poles and materials used by him for the
works and the executed portion of the works till it is officially taken over by RMC.
It would be the responsibility of the bidder to keep the insurance policy alive throughout the entire
period of execution and till the installation is handed over to RMC for any loss, damage or theft of
materials and/or erected works before taking over by RMC.
32.0 ST, IT & PT clearance etc:
The bidder is responsible for ST, IT and PT clearance.
33.0 Labour license:
The bidder will have to abide by the provisions of contract labour (Regulation & Abolition) Act.
For the purpose, principal employer’s certificate would be issued by RMC, if required.
34.0 Accidents:
RMC shall neither be responsible nor shall be liable to pay any compensation for any accident caused
to any worker / public arising out of execution of work / executed portion of work till it is finally taken
over and handed over to RMC/Appropriate Authority.
35.0 Stoppage of work:
RMC shall not be responsible nor be liable to pay any compensation for any interruption of work in
the field due directly to war, strike, civil commotion, lockout, risk, earthquake tempest, lightning,
flood, cyclone etc. which occur beyond its control. Similarly, RMC also would neither be held
responsible nor liable for compensation for stoppage of contractor’s work in the field arising out of
resistance / resentment of local public.
36.0 Non-interference with existing services:
During execution, the erection contractor will be required to take all precautionary measures not to
interfere / dash / disturb with any service line for electrical, water, drainage, petro-products or similar
other service. In case such things happen incidentally the same has to be made good at his own cost
within least possible time so that public service is disturbed for a minimum period of time. In case of
road cutting utmost cares should be taken not to disturb public transport facilities. After the work the
road should be so repaired as to restore original shape. Whenever require, contractor should work in
night shift also.
The successful tenderer must coordinate with the other concerned authority/agency for smooth
execution of the work. If the successful tenderer is not able to co-ordinate with other agencies in
time, any obstruction for other works like road, drain made by him will be corrected in his own
37.0 Execution of work:
Execution of the work should be carried out as per standard practices followed by the instructions of
the Engineer-in-charge. Not-with-standing what has been stipulated in the specification or elsewhere
in this tender, all works carried out and all materials supplied shall conform to relevant I.E. Rules and
I.S.S. The work shall be completed in all respect including providing all sundry materials. All size given
in this tender is tentative only, so bidder has to design all electrical items & get approval of all items
before installation from Engineer-in-charge. All responsibilities which is either regarding faulty design
or any reason where result not found as per the tender will be of bidder.
38.0 Handing Over / Taking Over:
After successful SITC and defect liability period of the project, RMC will hand over all the CCMS street
light control to successful bidder for 5 (five) years comprehensive O&M.
After successful completion of 5 (five) years of comprehensive O & M period, RMC will take over the
complete project in working condition from the tenderer.
39.0 Formalities for Electricity Connection
The contractor has to do necessary liaison like registering of application, submission of test report etc
as and when required with PGVCL related to acquisition of electricity connection for new CCMS street
light control. All the charges like Application Registration Charges, Demand Charges, Test Report
Charges will be reimbursed to the contractor against the submission of the original receipts.
40.0 Electrical Supply & Technical Faults thereof
The power source of the whole CCMS of this project will be obtained from PGVCL (Local Electricity
Distribution Company). RMC is not responsible for any kind of Over Voltage/Short Circuit/Under
Voltage/Surges or any such technical faults arise due to PGVCL’s distribution network and the bidder
has to replace/repair any or all parts/components of the project if damaged due to such technical
faults/problems or has to make an arrangement for protection, voltage regulation etc on its own cost.
41.0 Spare stock of the material
The contractor has to keep spare stock of the materials as used in the CCMS like RTU, CONTACTORS,
MCB, FUSE, SELECTOR SWICH etc. as required to attend the repair/replacement immediately without
making any delay in case of fault or any emergency.
42.0 Alterations in specifications and designs and extra work
The Engineer-In-Charge shall have power to make any alterations in, omission from, addition to
substitution for, the schedule of rates, the original specifications, drawings, designs and instructions
that may appear to him to be necessary or advisable during the progress of work and the Contractor
shall be bound to carry out such altered / extra / new items of work in accordance with any
instructions which may be given to him in writing signed by Engineer-In- Charge and such alteration
omissions, additions or substitutions, shall not invalidate contract and any altered, additional or
substituted work shall be carried out by the Contractor on the same conditions of contract. The time
of completion may be extended by Architect as may be considered just and reasonable by him. The
rates for such additional altered or substitute work shall be worked out as under:
If the rates for additional, altered or substitutes work are specified in the contract for work, the
Contractor is bound to carry out such work at the same rates as specified in the contract.
If the rates for additional, altered or substituted work are not specifically provided in the contract for
the work, the rates will be derived from the rates of similar items of work in the contract work. The
opinion of Engineer-In-Charge as to whether the rates can be reasonably so derived the items of
contract will be final and binding to the Contractors.
If the rates of altered, additional or substitute work cannot be determined as specified in (a) or (b)
above, the rate shall be paid as per S.O.R. of GWSSB.
If the rates of altered, additional or substitute work cannot be determined as specified in (a) or (b) or
(c) above, the Contractor shall within seven days of the receipt of order to carry out the work inform
the Architect / Engineer-In-Charge of the rate which he intends to charge for such work supported by
rate analysis and the Architect / Engineer-In-Charge will determine the rate on the basis of prevailing
market rates of materials, labour cost at schedule of labour plus 15% there on as Contractor's
supervision overheads and profit. The opinion of Architect / Engineer-In-Charge as to the market
rates of materials and the quantity of labour involved per unit of measurement will be final and
binding on Contractor.
But under no circumstances, the Contractor suspends work or the plea of non settlement of items
falling under this clause.

Specific conditions related to defect liability period and comprehensive Operation & Maintenance period
1. The agency has to do all necessary co-ordination with PGVCL to restore power supply failure. If the
power supply is not available in CCMS control, then the agency will have to file a complaint with
PGVCL and have to take follow up with PGVCL to restore the power supply.
2. The agency has to monitor the CCMS street light control System regularly and perform preventive
Maintenance as per OEM manuals.
3. The agency has to repair/replace the faulty spares at same day after receipt of the complaint from EIC
or call center, failing which penalty of Rs. 500/- per complaint per day will be imposed.
4. This is comprehensive Operation & Maintenance contract; hence the agency has to perform all
required civil, mechanical and electrical activities including all labor and material during the
comprehensive O & M period.
5. If any CCMS control is required to be relocated or shifting during this period, agency will have to do it
6. If any installed CCMS control is required to be removed off from its existing location and not required
for further use at the existing site or at any new site due to infrastructure project or site modification,
such CCMS will have to be considered as “Buyback” and following Buyback Rate will be recovered
from the agency.

7. If the CCMS output connection on PGVCL pole is burnt or damaged, then the streetlight O&M agency
must be informed for its repair. The streetlight O&M agency of RMC will be responsible for carrying
out this repair.
8. An abnormality and rectification report of the relevant control will have to be submitted at regular

Special conditions for SITC work of CCMS street light control.
(1) The Successful Bidder has to dismantle all existing Street light controls on “as it is where it is” basis and
further to credit the same at designated places or to buy back the same.
(2) The Successful Bidder has to install CCMS control centre/control room and other facility like computer
(central server), printer, hardware, networking, internet connection and required supervisory staff etc.
at the place designated by Rajkot Municipal Corporation. Special situation like heavy rain, big festival or
in cyclone/emergency or whenever RMC needs, Agency has to make an arrangement for deployment of
staff at CCMS control center as per schedule and timings instructed by RMC.
(3) In case of street light off or not working in whole area due to fault in CCMS, agency should rectify fault
immediately on top priority or within same day, if the fault is major, else RMC will impose penalty as per
Rs. 500/Day. If power supply is interrupted from PGVCL, agency has to register complaint to the PGVCL
at same time on immediate basis and to keep continuous follow-ups to restore the same as well as to
inform to concern EIC.
(4) All CCMS control must be with all advance technology, means it must have software interface and able
to interface with communication and data exchange platform of RMC’s Command and Control Centre,
CM Dashboard and other such platforms as and when required.
(5) ON-OFF time of CCMS control should be on the basis of astronomical timings or as instructed by RMC.
(6) Agency must perform Comprehensive Operation & Maintenance of all CCMS for 5 years.
(7) If any CCMS control requires earthing, Agency must do necessary earthing at its own cost, no extra
payment will be made for this work.
(8) Agency has to submit and approve all BOM, GA Drawings and relevant Technical Specifications, Make
and Category of the products, spares etc. before commencement of manufacturing of CCMS.
(9) RMC/TPI will inspect the CCMS at manufacturer’s place and after approval and final inspection; Agency
has to dispatch the material from origin. All the arrangements and expenses for inspection should be
borne by Agency.
(10) If sundry mechanical or civil work is required on site for installation, agency must do that work and no
extra payment will be given. If any major civil or mechanical work required, agency must do that and
RMC will pay as per prevailing SOR of RMC/R & B/ or RMC’s concern department will complete that
particular job.
(11) Requirement of 5G/4G/GSM/GPRS enabled SIM card and its subscription is in the scope of agency till
completion of O&M. Agency has to do all necessary formalities for name transfer, ownership transfer for
SIM, Software and other proprietary documents for RMC.
(12) Successful agency must deploy Maintenance Team (2 Skilled and 2-Semi Skilled) in each zone i.e. West Zone,
Centre Zone, East Zone with required vehicle for immediate rectification of faults, failing which, a penalty of
Rs. 500/person/day will be imposed. In future if any more zone is created for Rajkot Municipal Corporation,
the agency has to deploy additional team as above.
(13) CCMS control must have the facility to send an alert and notification for various critical faults.
(14) An intelligent CCMS control unit consisting of integrated energy metering, cellular communication and
input-outputs for remote data communication and control.
(15) With the help of intelligent cellular based communication unit and I/O devices, it shall be possible to
switch ON/OFF the CCMS street light control remotely from central server/control room.
(16) It shall be possible to view the complete streetlight network from central control data and drill down to
individual feeder pillar level for information access.
(17) System must be with feature to generate Email/SMS/Whatsapp notification for pre-defined events/faults
and send the same to respective EIC.
(18) Web based SCADA or equivalent system for any time anywhere access.
(19) History and trends for comparison and analysis.
(20) Daily/Weekly/Monthly/Yearly reports for

(25) Whenever RMC need to install new CCMS street light control, Agency must have do SITC work of that
CCMS in stipulated time. RMC will pay as per tender sanctioned rates.
(26) CCMS software should be free of copyrights, license fees, and royalty fees etc. or it must be available to
transfer ownership to RMC after completion of the work.
(27) After completion of five years of comprehensive O & M work, agency has to hand-over all software
credentials, IDs, passwords, license etc. to Rajkot Municipal Corporation.
(28) All CCMS Controls must be connected to a central server/computer.
(29) If the Rajkot Municipal Corporation observes that the offered buyback rates are not justified or
reasonable, RMC may exclude the Buyback of the existing controls. The agency must not have any
objection in this regard. And there will be no effect/change on quoted rates for SITC of CCMS by the
agency for the same.
(30) Rajkot Municipal Corporation will decide about the quantum for execution of the work and may modify,
reduce, excess any work.
