Obtaining Statutory Environmental Clearance for the Project of "Expansion of Existing Ship
Recycling Yard at Alang Sosiya, Alang, Ta; Talaja, Dist. Bhavnagar"
Chapter-1 Introduction
Gujarat Maritime Board (GMB) is a statutory organization under the Government of Gujarat
(GoG), established in 1982 under the provisions of the Gujarat Maritime Board Act, 1981. It is
entrusted with the responsibility to develop, manage, control, and administer the intermediate
and minor ports in the State of Gujarat.
1.2 Alang and Sosiya Ship Breaking Yard, Alang :
Gujarat Maritime Board is the overall custodian for the world’s largest Ship Recycling Yard
located at Alang, about 50 km South of Bhavnagar in Saurashtra, Gujarat, stretching over ~10 km
of the coastline. The ship recycling yards at Alang cater to nearly 98% of the ship recycling
capacity of India and contribute around 29-32% of recycling volume around the world. At
present, the Alang–Sosiya Ship Recycling Yard (ASSY) comprises around 150 ship recycling plots,
of which 128 plots are operational. These operational plots are leased out to private
entrepreneurs engaged in ship recycling activities. The existing recycling capacity of the yards is
estimated 4 to 4.5 million Metric Ton Per Year. Average of 250-300 ships per annum are recycled
which generates about 2.5 to 3.0 million Light Displacement Tonnage (LDT) per year.
Presently, the Government is working for inclusion Alang-Sosiya ship recycling yards in the
European list of approved ship recycling facilities which would boost the economy and enhance
safety and environmental standards in ship recycling sector. For management of the hazardous
wastes generated from the ship recycling activities, a dedicated Treatment, Storage and Disposal
Facility (TSDF) is developed by the GMB and the facility is operational since the year 2005-06.
GMB had obtained EC/CRZ Clearance for upgradation of existing ship recycling in the year
and copy of the clearance is attached as Annexure-II. Accordingly, the Ship Recyclers have
upgraded the ship recycling plots by providing impervious floor for better prevention of
pollutants to protect the marine environment.
According to BIMCO, some 15,000 ships will require recycling over the next 10 years, an average
of 1,500 per year. The impact on Ship Recycling Facilities (SRF) is expected to be significant. The
Authorities are continuously working to bring EU vessels for recycling in India and developing
the required infrastructure for the European Union Ship Recycling Regulation (EUSRR).

1.3 Project Details
1.3.1 Expansion plan-(Indicative):
Expansion of existing ship recycling yards upto around 2.9km from the last ship recycling plot at
South-West end of the Alang Sosia Ship Recycling Yard is panned by GMB. Furhter, expansion of
the exising ship recycling plots upto 200m towards Sea direction is also included in expansion
project. The proposed expansion plan would mainly consist development of ship recycling plots,
road network, new TSDF site, housing units for workers and other common infrastures. Details
of the supporting infrastures will be shared with the selected consultant during the kick off
Total nine plots admeasuring 240 & 300 m wide X 215 m long on the coastal stretch of 2.9 km
from the last ship recycling plot at South-West end of the existing ASSY to towards Mathvada
village coastal stretch are proposed for development. The tentative coastal stretch for the
proposed plots is marked on Google Image (Annexure-III). The ships are proposed to be docked
through their own power with flood tide and along with winches etc are pulled to be allowed
back up the HTL. The vessels are allowed to be beached at the threshold of the plots and will be
dismantled as per SOP devised in HKC / EUSRR. More details related to expansion would be
shared with the selected consultant. Looking at the geo-physiscal configuration of the proposed
site, dredging would be required to smoothen the sea bed, however, quantity and methodology
for the dredging will be shared during kick off meeting with the selected consultant.
New TSDF site comprising landfill cells for hazardous waste and non hazardous wastes,
Incinerator & ETP are planned in the newly identified land at Alang. At present, in-principle
approval for acquisition land admeasuring around 36.6881 ha for the purpose of development of
TSDF site has been received. Out of total land, some part of the land would be overlapped with
CRZ area which may be proposed for tree planation/green belt. Google Image showing the
proposed location for TSDF is attached as Annexue-III.
1.3.2 Tentative Activities/project components proposed for the expansion of the Alang
Sosia Ship Recycling Yard are as follow:
i. Development of Plots (Reclamation with Impermeable Flooring) for ship recycling within
2.9 km from the last existing plot at South-West end of the existing ASSY to towards
Mathvada village coastal stretch as per the following details:
a. Five nos of plots having size 240m width x 215 m length (depth) towards sea
b. Four nos of Plots having size 300m x 215 m length (depth) towards sea
c. Back up plots for secondary cutting area behind the above plots
Gujarat Maritime Board

Recycling Yard at Alang Sosiya, Alang, Ta; Talaja, Dist. Bhavnagar"
ii. Extension of impervious floor of existing plots upto 200m towards the Seaside.
iii. Plots' facility management plans.
iv. 02 nos. of Four lane Road for about 2.9 km to approach the proposed plots along the
coastal belt and internal road between the plots.
v. New Treatment Storage & Disposal Facilities consisting Landfill Cell for hazardous and
non-hazardous wastes having capacity around 50,000 M3 for the each cell, Incinerator
having capacity 5T/day, ETP capacity 30 KLD, Fire Hydrant System, internal road,
intermediate storage facility for wastes which includes hazardous wastes, e-wastes,
battery wastes, wastes containing persistence organic pollutants etc., other
miscellaneous facilities such as weight bridge, Office Building, vehicle parking, temporary
storage, wheel washing area, chemical storage, site laboratory, compound wall etc.
vi. Capital dredging in inter tidal area and shallow water depth in vicinity of proposed plots
in sea for micro grading of sub-surface of sea for smooth access of the vessels.
vii. All other supporting infrastructures like cluster housing, water reservior, STP, sanitary
blocks, water supply, wastes and storm water drainages, electric poles, substations and
lines, check posts, watch towers, security cabin, emergency health centre, fire station,
canteens/restaurants etc. would be a part of the expansion project.
viii. Total recycling capacity of the Alang Sosia Ship Recycling yard after the expansion would
be around 9 million Metric ton/annum from the existing 4 millon Metric ton/annum (as
per EC/CRZ clearance).
