A) Mile Stone-A: a) Soil Testing as mentioned for the proposed site Visiting the Site for understanding site conditions, surrounding conditions, accessibility and approach. Soil Testing, Geo Technical Survey, Contouring as below mentioned for the proposed site. Boring of 150mm/100mm dia in soil strata and extraction of soil sample collection of UDS/DS sample and taking N value at different depth as per BIS code. Preparation of report and laboratory test of engineering properties of soil. I. Moisture content II. Specific Gravity III. Liquid Limit & Plastic Limit IV. Sieve Analysis V. Collection of UDS sample VI. Triaxial test for UDS sample VII. Bulk Density VIII. Calculation of SBC at different depth IX. CBR Test *Any other test apart from above mentioned may be carried out as per site condition, if required. b) Carrying out detail Topographical & alignment of Survey Total Station Machine taking levels at necessary intervals & showing all features like existing road, electrical poles, transformers, road, building, existing structure etc. & preparation of topographical sheet mentioning levels in grids & continue and alignment plan showing all features as per the direction of engineer in charge. Boundary Wall demarcation / traversing of the land of 100 m x 100 m. c) Preparation of Detail Design, Drawing (Final detail construction drawings of all facilities), Estimate and BoQ of Civil Facilities as per the requirement and layout plan of IOCL in line with Ammonium Nitrate rules, Explosives rules, Petroleum rules under PESO, State Pollution Control Board rules, Factory Rules and other statutory body rules (as the case may be) for construction purpose. Tentative list of facilities are furnished below. I. Main Gate II. Approach road, Internal WBM Roads, Drainage & Cable Trench, Culverts III. Engineering Store, Raw material Store & Maintenance Shed IV. Administrative Office, Security Room and Workers Rest Shelter V. Occupational Health Center & Laboratory Room VI. Water Storage and Service Facility VII. ETP, Solar Evaporation Pit, Oil Separation Pit & UG Water Tank VIII. Car Washing Ramp and Emulsion Tanker Unloading ramp IX. MCC Room and Pump House X. Gassing Agent Preparation Facility XI. Rain Water Harvesting System XII. Safety Wall for Silo Note: - The above list of facilities is tentative. Any addition or deletion of facility may be incorporated as per the instruction of project in-charge based on the site condition and requirement. Allowable variation of quantity between the estimate and the actual work executed should be limited to 10%. Land Development through cutting, filling and compaction (if required) to be taken care at the time to preparation of estimate. ________________________________________________________________________________________________________________________________________________________________________________________________________________ B) Mile Stone-B: Project Management: The scope of Project Management Consultancy services broadly includes the following activities a) Preparation of detailed design & drawings involved in the project as per site condition and issue of construction drawings to the civil contractor time to time as the case may be. b) Construction administration: Prior to commencement of the job. c) Site periodic supervision: As per requirement of the job – initial visit for site hand over & subsequently visits before important steps like - Excavation, RCC/ Flooring, Brick work & Finishing. d) Quality certification of civil & structural works. e) Processing of civil contractor’s request for information & assistance. f) Review of contractor’s progress of work: Fortnightly. g) Site supervision and progress report submission: Fortnightly. h) Deputation of one well experienced Site Engineer as per requirement and on fortnightly. i) Documentation- Site as built drawings / sketches, Measurements etc. j) The consultant shall familiarize themselves with the local site conditions, availability of materials and take them in to account while preparing detailed design & drawings. The consultant shall study the proposed site for all prevailing conditions/topography and suggest modifications required, if any, to suit actual site conditions and issue amendment drawings as required. k) The consultant shall guide the contractor on technical specifications, construction methodologies, required aesthetics, quality and safety assurance. l) The consultant shall attend all review meetings conducted by IOCL from time to time and shall also be available for any clarifications. m) The consultant shall be responsible for any fault in design and quality of work. n) The consultant has to be present and monitor the construction activity during critical activities like layout / excavation / formwork / checking of reinforcement / concreting of PCC & RCC work / castings / curing and also arrange for its regular supervision. o) The consultant shall arrange preparation of measurements of construction activity on electronic spread sheet and verify the measurements and quantities. p) The consultant shall depute an experienced Site Engineer who will certify the work executed along with recording measurement on monthly basis. q) The consultant shall have liberty to give directions to the construction agency / contractor to stop the work if the work is improper or and of inferior quality after approval of IOCL. However, the consultant shall be responsible for monitoring the progress and completion of all civil & structural works as per time schedule. r) All documents pertaining to the construction including progress reports, measurement sheets etc. are to be signed by the consultant or his authorized representative. s) Preparation of as-built drawings as per Ammonium Nitrate rules, Explosives rules, Petroleum rules under PESO, State Pollution Control Board rules, Factory Rules and other statutory body rules (as the case may be) & issue of Project Completion & Structural Stability Certificate within 15 days from certified date of completion of work by contractor. t) The work of the consultant shall be deemed to be completed after inspection and approval of the facilities by the PESO / Statutory authorities.
