1 The work is to be completed in all respects within 12 months reckoned
from the date of written order to commence the work.
2 The tender shall be valid for acceptance for a period of 120 days from the date of
opening of tenders.
3 Each tender must be accompanied by a receipt for a deposit as Earnest Money
of ₹ 12000.00 in Pay order, Demand Draft, Bank Guarantee or Cheque from
bank acceptable to the AMC.
4 Tender deposit is accepted as detailed out in Ahmedabad Municipal Corporation, Section B-
1, Engineering Department, percentage Rate Tender and General condition's of Contract for
Works here in afterwards referred as Form- B-1.
5 An overall schedule of the "Work Plan "of the project based "Network Technique Method"
Programmer Evaluated and Review Technique (PERT) / Critical Path Method (CPM) for
appreciating his method of planning, scheduling and control of project execution should
be submitted by the contractor.
6 After the demand of R.A. Bills by contractors, work shall be verified by the Engineer in charge
of AMC or the Architect / Consultant will give his certificate, whether the work has been
executed according to the standard norms and approved designs and the workmanship
is of acceptable quality. Also the progress of work shall be according to the construction
programme approved by AMC or the Architect /Consultant. On recommandations of
Engineer in charge of AMC or Architect / consultant , R.A. Bills will processed for the payment.
7 2% FROM EACH RUNNING BILL WILL BE RETAINED AND SHALL BE RELEASED
AT TIME OF FINAL BILL
8 In the circumstances of dispute, the decision of Add. City Engineer ( Zones) shall be final
& bound for the contractor. In case, in the detailed specifications of materials and code of
practice specifications of Index Nos. are found missing thus they must be referred to the of
specification of materials and code of practice.
PAYMENT CONDITIONS TO CONTRACTOR
9 Without proper Refilling, compaction and watering no payment shall be given to
contractor for excavation, refilling and or earth filling items.
10 Contractor shall have to submit a demand letter for running bill as well as final bill..
11 If progress of work is not in proportion to the time limit, otherwise penalty will be imposed.
MATERIAL PROCUREMENT
12 All material like Cement, M. S. Bars / Tor steel reinforcement and structural steel,
Bitumen etc. required for this work shall be procured by the contractor from the open
13 No difference in rates of cement and steel prevailing in the market in Ahmedabad at a later
date shall be paid /Recovered by A.M.C.(as the case may be) to / from contractor for the
procurement of Cement and Steel from open market in Ahmedabad. Contractor will not be
paid for any transport, handling & storage expenses separately and he should quote for the
works accordingly.
14 Test certificate for all materials like Cement , Steel, Bitumen and other important materials
shall be obtained and submitted by contractor. Contractor shall have to produce test
certificates for all procurement of Cement , Steel, Bitumen and other important materials

GENERAL SPECIFICATION
1 The work shall be completed with in 12 months time limit.
2 The details of reinforcement of R.C.C. work shall be as per design and instruction of Add.
City Engineer or his representative and his order will be considered final. The contractor
shall have to maintain account of steel, cement and other materials, that may be brought by
him on site. This account shall be regularly maintained and kept open for inspection by
municipal staff. Watering of all the items shall be done as per instructions. Mixing of
concrete shall be done by concrete mixer machine.
3 Arrangements of bringing vibrator for R.C.C. works if required shall have to be made by the
contractor othervise concrete work shall not be allowed.
4 The contractor shall remain responsible for workman's compensation of any accident that may
occur. The contractor shall arrange for lights at night and fencing and security guard and
shall be responsible for any damage of life and property if any happen, during the execution of
work in case of dispute for unseen or over looked items, the decision of the Add. City Engineer
or his representative shall be final. The contractor shall have to clean all rubbish on
completion of work and hand over the building with final finishing as directed. All the
rejected materials shall be removed from site with in 24 hours by contractor at his risk and

have to prepare trough of bigger size and mix the mortar in the required proportion in
case he shall be allowed to mix the mortar either on solid floor or any finish surfaces.
6 The contractor shall have to make his own arrangement for water required for the work
7 If any extra item crops up during the progress of work, the same shall be carried out by the
contractor and he shall be paid at the rate fixed by Add. City Engineer or his
representative as per the rate analysis based on current market rates and as per prevailing
circular of AMC..
8 If in the interest of the Corporation it is necessary to change either any site or the design of the
proposed work, the contractor shall carry out the same at his quoted rates without charging
any extra and the contractor will have to carry out the works and he will be paid at the rates
quoted by him in the tender and no claim for extra charges entertained.
9 The cubical contents of the cement bag shall be taken as 1.25 cft. or 0.035 cmt. / bag and the
contractor shall have to prepare the measure box according to this measures.
10 Retention money at the rate of 2% shall be deducted from every running bill of the contractor
and which will be paid at the time of final bill.
11 Contractor will be fully responsible for compliance of the various provision under
contract Act. 1970 and rules framed there under.
12 The tender for the work shall remain valid for a period of 120 days from the date of
opening of the tenders for this work and that the Tenderer shall not be allowed to
withdraw or modify the offer on his own during this period. If any Tenderer withdraws or
makes any, modifications or additions in the terms and conditions of tender. His tender will
not be acceptable to the Municipal Corporation. The Municipal Corporation ,without
prejudice to any right or remedy be at liberty to forfeit the Earnest Money Deposit.
13 No Materials shall be supplied by A.M.C. The contractor have to make their own
arrangement for procurement of materials from open market. But the contractor shall
have to give necessary test certificates for different materials as per relevant I.S. code
before using the same in the work at his cost in presence of AMC Engineers..
14 As per circular No MGR 2176(96),2418 (ii)GHH dated 31-3-77 issued by Government of
Gujarat contractors are requested to procure their quarry materials required for
construction work through legal sources i.e. Only from the quarry lease. holders permit
holder or middleman who satisfies the contractor as the legality of the source of
purchase by him on these materials.
15 If the work is not carried out within the specified time limi 12 months from the date
order to start the work. Penalty shall be recovered at the rate of 10% on the amount of
the non completion of the remaining work for delay in allotted,/ extended time limit and
shall be recovered from the immediate bills payable to the Contractor.
16 The contractor shall have to take labour License of the work as per Labour act. The
contractor shall have to follow Child Labour act. The Tenders are to be submitted in
duplicate except E-Tender without which the tenders are liable to be rejected. Conditional
tender will not be accepted.

GENERAL AND STANDARD TECHNICAL SPECIFICATIONS FOR WORK.
1 In the specifications “as directed” / “ approved shall be taken to means "'directed” /
“approved” by the Engineer-in-charge.
2 Wherever a reference to any Indian Standard appears in the specifications, it shall be taken to
mean as a reference to the latest edition of the same inforce on the date of agreement.
3 In“Mode of Measurement”in the specification wherever a dispute arises in the absence of
specific mention of a particular point or aspect, the provisions on these particular points or
aspects in the relevant Indian Standards shall be referred to.
4 All measurements and computations, unless otherwise specified, shall be carried out nearest
to the following limits:
(i) Length, width and depth (height) 0.01 meter.
(ii) Areas 0.01 Sq. Mt.
(iii) Cubic Contents 0.01 Cu. Mt.
In recording dimensions of work, the sequence of length, width, and height (depth) or
thickness shall be followed.
5 The distance which constitutes lead shall be determined along the shortest practical route
and note necessarily the route actually taken. The decision of the Engineer-in-
charge in this regard shall be taken as final.
6 Where no lead is specific, it shall mean “all leads".
7 Lift shall be measured from plinth level.
8 Up to “floor two level” means actual height of floor (Maxi. 4 M) up to 3 Mt. Above plinth level.
9 Definite particulars covered in the items of work, though not mentioned or included in it
specifications shall be deemed to be included therein.
10 Reference to specifications of Materials as made in the detailed specification
of the items of
works is in the form of a designation containing them number of the specification of
the Materials and prefix ‘M’ e.g. "M-5"
11 Approval to the samples of various Materials given by the Engineer in charge shall not absolve
the contractor from the responsibility of replacing defective Materials brought on site or
Materials used in the work found defective at later date. The contractor shall have no claim
to any payment or compensation whatsoever on accounts any such Materials being rejected
by the Engineer-in-charge.
12 The contract rate of the item of work shall be for the work completed in all aspects.
13 No collection of Materials shall be made on site before it is got approved from the
Engineer-in-charge.
14 Collection of approved Materials shall be done at site of work in a systematic manner.
Materials shall be stored in such manner as to prevent damage ,deterioration of intrusion
of foreign matter and to ensure the preservation of their quality and fitness for the work.
15 Materials , ifand when rejected by the Engineer - in - charge, shall be immediately
removed from the site of work.
16 No Materials shall be stored prior to, during and after execution of a structure in such a way
as to cause or lead to damage or overloading of the various components of the structure.
17 All works shall be carried out in a workman like manner as per the best techniques for the
particular item.
18 All tools, templates, machinery and equipment for correct execution of the work as well as for
checking lines, levels, alignment of the work during execution shall kept in sufficient
numbers and in good working condition on the site of the work.
19 The mode, procedure and manner of execution shall besuch that it does not cause damage
or overloading of the various components of the structure during execution or after
completion of the structure.
20 Special modes of construction not adopted in general Engineering practice, if proposed
to be adopted by the Contractor, shall be considered only if the contractor provides
satisfactory evidence that such special mode of construction is safe, sound and helps in
speedy construction and completion of work to the required strength and quality. Acceptance
of the same by the Engineer- in- charge shall not, however, absolve the contractor of the
responsibility of any adverse effects and consequence of adopting here in the course of
execution or completion of the work.
21 All installations pertaining to water supply and fixtures thereof as well as drainage lines and
sanitary fittings shall be deemed to be completed only after giving satisfactory tests by the

23 All necessary safety measures and precautions (including thoselaid down in the various

24 The testing charges of all Materials shall be borne by the Contractor.
25 Approval to any of the executed items for the work does not in any way relieve the
contractor of his responsibility for the correctness, soundness and strength of the
structure as per the drawings and specifications.

1 The schedule of quantities and rates are to be read for the purpose of pricing in
conjunction with instructions to tenderers, technical specifications, drawings and general
conditions of contract for civil works.
2 The Price quoted in the summary of costs; sheet of schedule of quantities and rates shall be
in all inclusive value for the work described including all costs and expenses which may be
required in and for the execution of the work described together with all general risks,
liabilities and obligations set forth or implied in the document on which the tender is based.
3 The quantities furnished are approximate. In the event of actual quantities varying from those
furnished herein below or items deleted or added, the Rates quoted for the entire work shall
remain firm and no extra claims in this respect will be entertained. The payment shall be
made based on the actual quantities in the completed work.
4 All works shall be carried out strictly as per detailed specifications whether actually
specified or not. If not specified, as per directions of Engineer in charge
5 Rates quoted by Tenderer shall be firm even if the contract is split. If tenderer does not agree
to keep his quoted Rates valid under such a condition he shall clearly state so in his bid.

GENERAL TENDER CONDITIONS
1 After sanctioning of tender, a work order will be issued to the contractor. In response
contractor shall have to arrange for Security Deposit within 10 days for works up to 10 lacks of
tender amount and 15 days for works above 10 lacks of tender amount. The time limit shall be
counted after 10 days for works up to 10 lacks of tender amount and 15 days for works above
10 lacks of tender amount after issuance of work order. The contractor shall be fined 4% of
interest per year for delay in submission of S.D. and shall be deducted from contractor’s bill.
Security Deposit of 5% of sanctioned tender amount shall be deposited by pay order / demand
draft / cheque or Bank Guarntee of nationalized bank/scheduled bank only. Contractor shall
have to sign contract paper with AMC.
2 In case of earnest money cheque bounce back, contractor’s tender shall treated as cancelled
and the contractor shall not be given any tender, offer, quotation work in AMC for one year.
3 Muni. Commissioner shall have right to accept, reject the tender as well as the rate at which
tender to be accepted and awarded.
4 Specification of tender items shall be as per PWD manual in general / AMC’s norms and B-1
form conditions shall be applicable. In case of controversy, Addl.C.E.’s decision shall be final.
5 If watering is not done as per norms/specifications or if debris is not removed within
hours, then without notice, AMC shall have a right to execute that work at contractor’s risk and
the amount shall be recovered from the bill.
6 Contractor shall have to work in such a system that there shall be no damage to any service
line of electric, telephone, gas, any type of service cable, drainage or water lines etc. In case of
damage to service line, the contractor will be responsible for damage and shall have to
repair/reinstate the damaged existing services. The contractor shall have to safe guard the
labours against any accident or damage of lives or public property if any.. In case of police
complain, Contractor shall be held responsible for negligence. In case of soil/land collapse,
contractor shall be held responsible for not supporting the soil with shoring, strutting and
shuttering. Contractor shall safeguard the labour before allowing labour to enter in excavated
pit or other hazardous site. In case of accident to labours, contractor shall be held responsible
for police complain against him. AMC’s staff will not be responsible for any accident at the site
7 Contractor shall take insurance of his all labour and supervisory staff.
8 Only registered contractor shall quote the tender, if the contractor is registered with
government then they shall have to apply for registration in AMC within 180 days from the
date of work order.
9 AMC’s general condition and Form-B-1 shall be binding to the contractor B-1 Form is put up on
AMC’s web site.
10 Payment of running bill, final bill shall be as per policy of AMC in force at time of payment.
11 Any time of litigation shall be in court of Ahmedabad city jurisdiction only.
12 As per site conditions/requirement of site, there shall be increase or decrease in tender item
quantities. In such case contractor shall not have right to any price rise. In case of decrease in
any tender item quantity, contractor shall not ask for compensation.
13 If any construction material brought to site by contractor is not as per specification, or any
inferior quality material brought to site, then such rejected material shall be removed from the
site within 24 hours, otherwise AMC can throw away such material at any place and recover
the amount for such removal work from contractor bill. In this case contractor shall not be
entitled for compensation.
14 Cost of testing of material shall be borne by the contractor. He shall provide vehicle for taking
material / staff from site to testing laboratory / manufacturing site and contractor shall be
bear the cost of transportation of staff and material.
15 Contractor shall work as per labour Act. Contractor shall not be given any payment if labour
act rules are not followed or insurance of labour is not taken for work.
16 Contractor shall deposit the material on site in such a way that it should not become
obstruction to any one in any way.
17 All type of taxes(e.g. sales tax, surcharge, vat etc) to be borne by the contractor.
18 If asked by AMC Engineering staff, contractor shall take photograph of site of work / before
start of work, during work and after the completion of work, with digital camera and deposit to
AMC office or transfer photograph from camera to AMC computer. No additional cost shall be

20 In case of extra item, AMC circular no. 9 Dt.08.05.12 shall be follwed in general If item is not
available in SOR, then market rate shall be derived by the Eng. dept by rate analysis. Contractor
shall not ask for the rates as per his rate analysis. This should be clearly understood and taken
in to consideration while quoting the tender by the contractor.
21 During execution of work, contractor shall take safely measures like protection by ropes,
drums, danger sign boards, plastic strips, bamboos, wooden poles etc as per requirement &
instruction of Egg.- in –charge. In case of accident due to lack of protection, contractor shall
responsible for police complains, compensation etc AMC staff shall not be held responsible for
contractor’s negligence.
22 If instructed by AMC officials, contractor shall have to keep daily progress register and get it
signed by Ass. City Engineer. Contractor shall maintain record of daily No.of labours employed,
work done. If rectification work is not done by contractor within 24 days, the contractor shall
be finned Rs.250/- per day for delay & shall be recovered from the contractors bill.
23 Contractor shall not be entitled for any type of compensation or right for the cancellation of
tender or tender items by any means.
24 Deduction from bills shall be done as per rules prevailing or the rules which shall come in to
force, by State or Central Govt.
25 1% amount shall be deducted for labour welfare fund as per state Govt. order.
26 All the above conditions shall over rule the conditions given in Form B-1.

should be followed in general.
28 Contractor shall have to register the work as per labour act & as per building safely act,
with, Dy.Director building safety act., Shram Bhavan, 5th floor labour commissioner office,
Khanpur, Ahmedabad.
29 In case, at the time of submitting tender copy in duplicate, if single copy of tender bid is quoted
by contractor then it shall be treated as cancelled at the time of opening ( except E-

41 Bitumen Cutting Labour charge of cutting in bituminous
pavement. Cutting to be done with heavy duty tandom
cutting machine consist of diamond blade. Minimum
cutting depth shall be 75mm from the finished level.
Cutting shall be perfeclty in line. The width and depth of
the removal of asphalt towards kerbstone shall be as per
the drawing. Bitumen shall be carefully removed so that
the the cutting edge towards the road should not be 0.00 127.00 Rmt
disturbed. The work of removal of the asphalt will be
considered in this item asrunning meter of the cutting done
by machine. One cutting line will be considered per length
of the kerb stone. Bitumen and other debris shall be
disposed within 10.0km. as per the instruction of the

satisfaction of the engineer in charge.
