Ahmedabad. Bank Guarantee shall be from approved list of AMC of
banks as per attched ANNEXURE - 1 finance dept. latest circular.
and the issuing branch of bank guarantee shall be of Ahmedabad City
only. The validity of the Security Deposit shall be up to valid till
days beyond Date of completion of work.
The Security Deposit shall be payable in 10 days (for tenders upto
Rs.10.0 Lacs) or 15 days (for tenders of Rs.10.0 Lacs and above) from
date of receipt of LOI failing which interest @ 4% per annum will be
charged by AMC.
15 Deductions from Running
a. Retention Money 2 % amount of each Running Bill shall be deducted as a Retention
Money. Such retention money shall be released in the final bill of the

• The authorized signatory holding Power of Attorney shall only be the Digital Signatory. In case
authorized signatory holding Power of Attorney and Digital Signatory are not the same, the bid
shall be considered non-responsive.

I/We the undersigned have carefully gone through and clearly understood the Tender documents of
above mentioned project comprising of Notice Inviting tenders, Articles of
Agreement, Scope of work, Definition of terms, notes Instructions/Information to
Bidder, Condition of Contract, special condition of contract, Appendices,
Specifications, Bill of Quantities, furnished by AHMEDABAD MUNICIPAL
I/We do hereby offer to execute and complete the whole of the work within the time specified
all in accordance with the specification, designs, drawing and instruction in writing referred to in the
said document and with such materials as mentioned for, at the respective rates which I/we have
quoted in the Price Bid or at such other rates as may be fixed under the provisions of these conditions.
In the event of this tender being accepted I/We agree to enter into an agreement and when
required, execute the contract, according to your form 1 of agreement as or in default where of I/we
bound myself/ourselves to forfeit the "Earnest Money Deposit."
I/We understand that if I/We shall not enter in agreement within fifteen days or as decided by
AMC from the date of receipt of letter of acceptance, you will forfeit the earnest money paid by me/us
and take necessary action as deemed fit.
I/We have enclosed a Demand Draft / Bank Guarantee as an “Earnest Money Deposit", for the
sum as mentioned in NIT, the full value of which is to be absolutely forfeited to the Employer If I/We
fail to commence the work specified. Otherwise the Employer shall retain the said sum, as on account
of such Security Deposit as provided for in the aforesaid documents.
I/We agree not to employ sub-contractors other than those that may be approved in
accordance with conditions in the aforesaid documents.
I/We understand that Municipal Commissioner is not bound to accept the lowest or any
tender, which are received. I / We also understand & agree that Municipal Commissioner Reserves the
right to allot number of tenders to successful bidders at his sole discretion in case if I / We am/are
lowest in more than one tender.

I/We am/are bound to execute the job if the work order is issued within 120 days from the
date of opening of the tender.
I am bound to execute the work by maintaining all Quality aspects/parameters mentioned in
the tender terms and conditions. I am also bound to submit all supporting Genuine Original documents
as and when asked and if any discrepancy found in such documents as well as in the executed Work
with respect to Quality/Quantity at any stage of work or even after completion of work, it will be solely
my Responsibility. I am bound to prove originality of all documents submitted by me and if any
Documents found false/fake then Municipal Commissioner/AMC has right to take any
action/penalty/punishment against me.
I am also bound that if I/we, indulged into any malpractice and/or used any inferior quality
and/or the construction of road is found to be of an inferior quality under this contract than in such
case Municipal Commissioner/AMC has right to debar/ blacklist permanently.
I/We agree to pay the Government income-Tax, GST/Sales-Tax (Central and State), Octroi
duties, Royalty on material (i.e. Aggregate, Sand etc.) And any other taxes prevailing and from time to
time on such items on which the same are leviable and the rates quoted by me/us are inclusive of the

INSTRUCTIONS TO BIDDERS
1. Scope of Bid
1.1 Competent authority on behalf of The Municipal Commissioner, Ahmedabad Municipal
Corporation (referred to as Employer in these documents) invites sealed bids for the
construction of works (as defined in these documents and referred to as “the work”) detailed in
the table given in the Invitation for Bid (hereinafter called as IFB.) from competent bidder. The
bidders may submit bids for the works detailed in the table given in IFB.
2.0 Source of Funds
Ahmedabad Municipal Corporation has arranged the fund for this project.
3.0 Eligible Bidders
3.1 The Invitation for Bids is open to all eligible bidders meeting the eligibility criteria as defined in

India or any other entity controlled by it, would not be eligible to submit the Bid.
4.0 Qualification of the Bidder
4.1 Requires registration:- Register as per Notice Inviting Tender having in Road Works in PWD in
Govt. R&B / CPWD / AMC or equivalent register with any other state Govt. or institutions.
5.0 DISQUALIFICATION
Even though the bidders meet the above mentioned qualifying criteria, they are subject to be
disqualified if they have,
• Made misleading or false representations in the forms, statements, affidavits and
attachments submitted in proof of the qualification requirements; and/or
• Record of poor performance such as abandoning the works, not properly completing the
contract, inordinate delays in completion, litigation history, or financial failures etc. or
debarring from AMC work etc.
• Tampered the bid document in any manner.
• Colluded with other prospective bidders for this work to arrive at quoted prices for the
purpose of restricting competition.
• Indulged in inducement of any official of AMC and/or their consulting engineer and other
advisors in any manner whatsoever.
• Proposal not submitted in accordance with this tender.

• During validity of the proposal, or its extended period, if any, the bidder changes his
commercial terms.
• The bidder qualifies the proposal with his own conditions.
• Proposal is received after due date and time.
• Commercial proposal is enclosed with the same envelope as technical proposal
• The envelope does not show on the outside the reference of bid and thus gets opened
before the due date of opening.
• The E.M.D. is not deposited in full and in the manner as specified in the clause of
Earnest Money Deposit.
• The tender is in a language other than English or dose not contains its English
Translation in case of other language adopted for tender preparation.
• The tender documents received are not duly signed by authorized person.
• The validity of tender is less than what is stated in the tender.
• Any of the page or pages of tender is/are removed or replaced.
• Any condition which affect the cost.
• If it is joint venture.
5.1 Debarment / Black listing
Notwithstanding the above, the Employer may debar or blacklist any of the bidder(s) for
their misleading or false representations in the forms statements etc. for the period to
be decided by the Employer.
6.0 Cost of Bidding
The bidder shall bear all costs associated with the preparation and submission of his Bid.
Employer will in no case be responsible and liable for those costs.
The Bidder, at his own cost, responsibility and risk, is encouraged to visit, examine and
familiarize himself with the site of Works and its surroundings including source of earth, water,
road aggregates etc. and obtain all information that may be necessary for preparing the Bid
and entering into a contract for construction of the Works. The costs of visiting the Site shall be
at the Bidder's own expense.
8.0 Bidders shall not have any dispute or claim for any kind of compensation in case of,

total amount of work increases / decreases up to any extent.

• The bidder is expected to examine carefully all instructions, conditions of contract, contract
data, forms, terms, technical specifications, forms, Annexes in the bid document. Failure to
comply with the requirements of bid documents shall be at the bidder’s own risk. Bids which
are not substantially responsive to the requirements of the bid documents shall be rejected.
10.0 Amendment of Bidding Documents
10.1 Before the deadline for submission of bids, the Employer may modify the bidding documents
by issuing addendum.
10.2 Any addendum thus issued shall be part of the bidding documents and shall be placed on
website www.nprocure.com The prospective bidder shall refer to website to check any
addendum before 24 hours of opening of bids. AMC will not give any advertisement for the

C PREPARATION OF BIDS
11.0 Language of the Bid
All documents relating to the bid shall be in the English language only.
12.0 Documents comprising bid
The e bid submitted by the bidder shall be in two separate parts.
• Technical Bid
• Financial Bid
To qualify for award of the contract, each bidder must submit the following documents along

Failure to submit these certificates/documents shall make the bid non-responsive.
Above original documents in physical form in two copies, one marked as “original” and other
marked as “Duplicate”, shall be submitted in a sealed envelope by 18:00 Hrs on the date of
physical submission of bid and addressed to the addressee given in the NIT duly super scribed
“Name of Work, Bid due date and time, Name and address of the bidder”
13.0 Bid Prices
• The contract shall be for the whole works as described in Bill of Quantity based on the
percentage rate in the Bill of Quantities submitted by the bidder..
• All duties, taxes, and other levies payable by the contractor under the contract, or for any other
cause shall be included in the rates, prices and total Bid Price submitted by the Bidder, except
otherwise stated in the Bid document. Employer will not compensate the bidder (contractor)
for any change in duties, taxes and other levies payable by the contractor under the contract
and any other reasons.
• The percentage rate and bid price quoted by the bidder shall be fixed up to the completion of
Work and shall not be subject to adjustment on any account, except where expressly specified,
otherwise, in the contract.
14.0 Currencies of Bid and Payment
The currency of bid and payment shall be in Indian Rupees. All payments shall be made in

15.1 Bids shall remain valid for 120 days from last date of submission of tender. A bid valid for a
shorter period shall be rejected by the Employer as non-responsive.
15.2 In exceptional circumstances, prior to expiry of the bid validity (120 days), the Employer may
request that the bidders may extend the period of validity for a specified additional period. The
request and the bidders' responses shall be made in writing or by cable. A bidder may refuse
the request without forfeiting his bid security. A bidder agreeing to the request will not be
required or permitted to modify his bid, but will be required to extend the validity of his bid
security for a period of the extension.
16.0 Earnest Money / Bid Security
16.1 The Bidder shall furnish, a Bid Security of the amount as shown in the Table of IFB as part of his
bid, in the form of Demand Draft / pay order / Bank Guarantee in favour of Municipal
Commissioner, Ahmedabad valid for 120 days.
16.2 The issuing branch of the bank guarantee shall be of Ahmedabad City

16.3 Any bid not accompanied by an acceptable Bid Security shall be rejected by the Employer as
non-responsive.
16.4 Any bid having bid security for lesser value and shorter validity period shall be treated as non-

16.6 The Bid Security of the Successful Bidder will be discharged when the bidder has signed the
Agreement and furnished the required security deposit.
16.7 The Bid Security shall be forfeited,
a) if the Bidder withdraws the Bid after Bid opening during the period of Bid validity;
b) in the case of a successful Bidder, if the Bidder fails within the specified time limit to
(i) sign the Agreement; or
(ii) Furnish the required security deposit.
(iii) commence the work after signing the agreement within 15 days
16.8 No interest shall be paid by the owner on any tender guarantee. The issuing branch of the bank
guarantee shall be of Ahmedabad City only.
16.9 Bank Guarantee for Earnest Money Deposit should be executed on non-judicial Stamp papers
of requisite value in accordance with the stamp Act applicable to that particular state of Indian
Union, where executed.
16.10 The executing officers of the bank Guarantee for Earnest Money Bid Security shall clearly
indicate in (block letters) his name, designation, Power of Attorney No. / Signing Power No. etc.
16.11 Each page of the bank guarantee for Earnest Money Deposit shall be duly signed/initialed by
the executing officers and the last page shall be signed in full, indicating the particulars as
aforesaid under the seal of the Bank.
D. SUBMISSION OF BIDS
17.0 Sealing and Marking of Bids
17.1 The bidder shall submit the Technical Bid only. The Bid shall be sealed in separate envelopes
and the three sealed envelopes shall be sealed in an outer envelope. The Bid envelopes shall
be marked as follows:-

18.0 DEADLINE FOR SUBMISSION OF THE BID
18.1 Complete Bids (including Technical bid and necessary documents) must be received by the
Employer at the address specified in bid information not later than the date indicated on the
face sheet of the document. In the event of the specified date for the submission of bids
declared a holiday for the Employer, the Bids will be received up to the appointed time on the
next working day. The Bidder is further required to submit Documents in Physical Form on or
before the Bid Due Date and before the time of submission as specified in NIT, at the following

18.2 AMC assumes no responsibility for inability of a bidder to submit bids through (n) procure e-
tendering portal on account of delay in submission at bidder's end. Bidder shall ensure that
they submit the bid well before the "Due Date & Time of Bid- Submission". AMC shall not be
responsible if bidder is not able to submit the bid on account of failure in network/internet
connection or any other technical reason.
18.3 The Employer may extend the deadline for submission of bids by issuing an amendment in
accordance with respective Clause, in which case all rights and obligations of the Employer and
the bidders previously subject to the original deadline will then be subject to the new deadline.
18.4 All bidders are requested to see the website of (n) procure for amendment / corrigendum if

20.0 NOTIFICATION OF AWARD & SIGNING OF AGREEMENT
The Bidder whose Bid has been accepted will be notified of the award by the Employer prior to
expiration of the Bid validity period by writing, facsimile or e-mail confirmed by registered
letter. This letter (hereinafter and in the Conditions of Contract called the “Letter of
Acceptance” will state the sum that the Employer will pay the Contractor in consideration of
the execution, completion, and maintenance of the Works by the Contractor as prescribed by
the Contract (hereinafter and in the Contract called the “Contract Price”).

The notification of award will constitute the formation of the Contract, subject only to the
furnishing of a Security Deposit in accordance with the provisions of Clause.
The agreement will incorporate all correspondences between the Employer and the Successful
Bidder. It will be signed by the Employer and the Successful Bidder.
21.0 SIGNING OF CONTRACT AGREEMENT
21.1 The Employer and the successful bidder shall enter into a Contract Agreement within 28 days
after the successful bidder (hereinafter called the Contractor) receives the Letter of
Acceptance, unless they agree otherwise, subject to furnishing the security deposit before
signing the Agreement with the Employer.
21.2 Upon issue of ‘Letter of Acceptance’ to the successful Bidder, the Employer will promptly notify
the other Bidders that their Bids have been unsuccessful and release their Earnest Money
Deposit / Bid Security.
22.0 SECURITY DEPOSIT
22.1 Within 15 days of receipt of the Letter of Acceptance, the Successful Bidder shall deliver to the
Employer a security deposit in the form of Bank Guarantee for an amount equivalent to 3% of
the Contract Price valid for the period of valid till 90 days beyond Date of completion of work.
The Security Deposit shall be payable in 10 days (for tenders upto Rs.10.0 Lacs) or 15 days (for
tenders of Rs.10.0 Lacs and above)from date of receipt of LOA failing which interest @ 4% per
annum will be charged by AMC.
22.2 The security deposit shall be in the form of a Bank Guarantee in the name of the Employer,
from Ahmedabad branch of any Banks mentioned in the clause no. 16.2 of these tender

22.6 In case of any contract amendment during execution of the contract enhancing value of the
contract the BG value shall be enhanced accordingly. Validity of BG shall be commercial terms
and conditions of the tender.
22.7 All compensation or other sums of money payable by the Contractor to the Employer under the
terms of this Contract or any other contract or on any other account whatsoever may be
deducted from Security Deposit. Also in the event of the Contractor's Security Deposit being
reduced by reasons of such deductions, as aforesaid, the Contractor shall, within 14 days of
receipt of notice of demand from the Engineer-in-Charge, make good the deficit in Security

22.8 Should there arise any occasion under the Contract due to which the periods of validities of
Bank Guarantees as may have been furnished by the Contractor from time to time, are
required to be extended/renewed, the Contractor shall get the validity periods of such
guarantees extended/renewed, and furnish these to the Engineer-in- Charge one month before
the expiry date of the aforesaid Guarantees originally furnished failing which the existing Bank
Guarantees shall be invoked by the Engineer – in – charge. Also in case of any deficit in
securities on any account as might occur or is noticed, the Contractor shall forthwith
recoup/replace the same with acceptable Security Deposit.
22.9 The Bank Guarantee shall be extended within the expiry dates wherever activities as per
contract are not completed in all respects.
22.10 The Security Deposit less any amount due shall, on demand, be returned to the contractor after
45 days of completion date / Final Bill paid date which ever is later. No interest on the amount
of Security Deposit shall be paid to the Contractor at the time of release of Security Deposit as

25.0 LITIGATION HISTORY
The applicant should provide accurate information on litigation and/or arbitration resulting
from Contractors completed or under execution by him over last five years. If the details of
Litigation History are hidden by the Bidder and later on it comes to the knowledge of the
Employer, the Bidder shall be disqualified for the proposed work and other appropriate actions
shall be taken against the bidder.

A consistent history of arbitration awards? Judgments against the applicants or any partner of a
joint venture may result in disqualification for proposed work.

GENERAL CONDITIONS OF CONTRACT
1.0 Liquidated Damages
1.1 If the Contractor fails to complete the works within the original or extended time limit, the
Contractor shall pay penalty of 10% of amount of actual remaining work. The amount of work
for which the scope of contractor is reduced shall not be considered for the calculation of
Liquidated Damages.
1.2 Conditions mentioned in the AMC Finance Department Circular AMC no. 18 Date: 23/05/2017
and all latest Circulars shall be applicable.
2.0 Retention Money
2 % amount of each Running Bill shall be deducted as a Retention Money. Such retention
money shall be released in the final bill of the said work. AMC reserves right to deduct any
amount to compensate the poor performance of the contractor i.e. poor quality or abandoned
/ incomplete work.

3.1 Except where expressly specified in the Contract, the Contractor shall not subcontract any
portion of Work without the approval of the Employer’s Representative. Any subcontracting
shall not relieve the Contractor from any contractual obligations or responsibility under the
3.2 The Contractor shall not be required to obtain consent for a subcontract for which the name of
the subcontractor and scope of works activities to be performed by him is already stated in the
contract or supply of material or engagement of labour.
4.1 The Contractor shall employ the key personnel named in the Schedule of Key Personnel as
referred to in the Bid document to carry out the functions stated in the Schedule or other
personnel approved by the Engineer. The Engineer will approve any proposed replacement of
key personnel only if their qualifications, abilities, and relevant experience are substantially
equal to or better than those of the personnel listed in the Schedule.
4.2 If the Engineer asks the Contractor to remove a person, without assigning reasons thereof, for
his misconduct or inadequacy of technical skills and experience, who is a member of the
Contractor’s staff or his work force, the Contractor shall ensure that the person leaves the Site
within seven days and has no further connection with the work in the Contract.
4.3 No residential accommodation is allowed at the site of work. The labour huts shall not be erected
on the site of work and contractor shall make his own arrangements to provide such
accommodations as per the rules of the local bodies. He shall make his own arrangements for
housing, stores, field office etc. He shall submit a site layout plan indicating the location of
various site facilities to be created by him at his cost for the execution of work. The Owner shall
in no way be responsible for any delay on this account and no claim on this account

whatsoever shall be entertained. All Basic amenities shall be provided by the Contractor to
Labours as per the prevailing labour Laws.
5.1 The Contractor shall have full regard throughout execution, completion and defects liability
period to following safety aspects and shall take all necessary steps to ensure that danger to
safety is avoided all the time in respect of,
Safety of the works
• Safety of the Contractor’s employees and all the persons directly or indirectly engaged
by him for the works
• Safety of all the employees including persons working on other contracts of Employer
at the same site of the Employer and Engineers employees engaged at work site.
• Any authorized third party persons on the site.
• Contractor’s plant and equipment
5.2 The Contractor shall provide and maintain at his costs all lights, guards, fencing, warning signs,
barricading, and cones; when and where necessary, or required by Engineer in Charge or by
any duly constituted authority for the protection of the works or for the safety and
convenience of the public or other.
5.3 The Contractor shall take all reasonable steps to protect the environment on and off the site
and avoid damage or nuisance to persons or property of the public and others arising as a
consequence of his method of operation.
5.4 The Contractor shall maintain in good condition all work throughout execution, completion,
and defects liability period. The contractor shall be responsible for and to make good all
injuries, damages and repairs, rendered necessary by fire, rain, traffic, floods or other causes.
5.5 All the scaffolding work, wherever required for the execution of work, shall be provided by the
contractor. Nothing extra shall be payable on this account. It shall be provided strictly with
double scaffolding system with all the accessories etc. with adjustable suitable working
platforms to access the areas, with ease for working and inspection. It shall be designed to take
all incidental loads. It should cater to the safety features for workmen. It shall be ensured that
no damage is caused to any structure due to scaffolding.
5.6 All temporary warning/ caution boards display shall be provided and displayed during day as
well as night time by the contractor, wherever required and as directed by the Engineer.
5.7 Arrangement of temporary water and electricity and telephone connection required, by him,
shall be made by the Contractor at his own cost and also necessary permissions directly from
relevant Owners shall be obtained by him under intimation to the Owner. Also all initial and
running charges and security deposit, if any in this regard shall be borne by him. The Contractor
shall abide by all the rules/ bye laws applicable in this regard and he shall be solely responsible
for any penalty on account of violation of any of the rules and byelaws in this regard.
5.8 In any case if any fatal accident (major or minor) occurs due to poor safety precautions, the
same shall be completely contractor’s responsibility. All the losses due to such accidents and
expenses of legal matters shall be borne by contractor.

5.9 The Contractor shall be responsible for maintenance and watch and ward of the complete
installation and shall also be responsible for any pilferage, theft, damage, penalty etc. in this
regard. The Contractor shall indemnify the Owner against any claim arising out of pilferage /
theft, damage, penalty etc. whatsoever on this account.
5.10 The Contractor shall depute Site Engineer & skilled workers as required for the work. Necessary
protective and safety equipments shall be provided to them by the Contractor at his own cost
and used at site.
6.0 Contractor to keep site clean:
During the execution of the work, the Contractor shall keep the site clean. All wreckage
rubbish, excess materials, temporary works no longer required will be removed from site
7.0 Clearance of site on completion:
The Contractor shall clear away and remove all Contractors equipment, surplus materials,
rubbish, temporary works of every kind.
A. COST CONTROL
8.0 Bill of Quantities
a. The schedule-B shall contain Memorandum showing items for the construction,
installation, testing, and commissioning work to be done by the Contractor.
b. The quantities stated in the schedule B are estimated quantities. The Contractor shall be
paid only quantities calculated after taking measurements of executed work. The rate
stated in the schedule B for each item of work shall apply. The works shall be measured by
the Contractor jointly with the authorized representative of the Engineer and all particulars
required by the representative of the Engineer shall be supplied by the contractor.
c. The work shall be measured net. No allowance for general or local custom, working space
etc. is to be made.
9.1 The Engineer in Charge shall have power to make any variation of form, quality or quantity of
the works or any part thereof that may, in his opinion, be necessary and for that purpose, or if
for any other reason it shall, in his opinion, be appropriate, he shall have the authority to
instruct the Contractor to do and the Contractor shall do any of the following:
Increase or decrease the quantity of any work up to any extent included in the contract,
Omit any such work,
Change the character or quality or kind of any such work,
Execute additional work of any kind necessary for the completion of the Works or
Change any specified sequence or timing of construction of any part of work.
9.2 No such variation shall in any way vitiate or invalidate the contract, but the effects, if any, of all
such variations shall be valued in accordance with the following sub clauses. Provided that
where the issue of an instruction to vary the Works is necessitated by some default or breach
of contract by contractor or for which he is responsible, any additional cost attributable to such
default shall be borne by the Contractor.

9.3 The Contractor shall not make any such variation without an instruction of the Engineer. No
instruction is required for quantities varying from those provided for the items in the contract
10.1 The basis for the valuation of variations for addition to the Contract Price shall be as follows in
the same order of priority.
a) Variations in the quantities of work in schedule of quantities shall not vitiate the contract.
b) The contractor shall be bound to execute extra items of work as directed by the Engineer-
c) Contract unit rates for individual items shall apply to varied quantities where there is a
quantity variation.
d) The price variations on extra item will not be given.
e) In case of other non tender items following procedure shall apply.
10.2 If any extra item crops up during the progress of work the same shall be carried out by the
Contractor and he shall be paid at the rate fixed by Employer which shall be fixed as lowest of
the rates derived by rate analysis based on the following three methods. , the priority of the
documents forming the Contract shall be as follows:
(i) If the extra item is included in the S.O.R. of Road & Building Department, Year 2013-14,
the rate of extra item shall be that rate and premium (above or below) quoted by
(ii) Rate analysis based on prevailing Govt. of Gujarat’s SOR rates.
(iii) Rate analysis based on current market rates. This shall be based on
The material costs, the labour costs, the cost of use of all plant, machinery and
equipment, the cost of all temporary and incidental works, the overheads and the

The overheads shall be taken at 5 % of the sum of material costs, the labour costs, the
cost of use of all plant, machinery, and equipment, the cost of all temporary and
incidental works.
10.3 In case of the rate is to be derived from prevailing market rate, the Contractors profit shall be
taken at 10 % of the final rate derived.
10.4 In the event of disagreement, the Engineer in Charge shall fix such rates and prices as are, in his
opinion appropriate and shall notify the Contractor accordingly with a copy to the Employer.
10.5 The Engineer shall determine provisional rates and prices to enable on account payments to be
included in the Interim Payment Certificates, until rates and prices are agreed as final by the
Employer, the Contractor, and the Engineer.
10.6 The Contractor shall not be entitled to additional payment for costs, which could have been
avoided by giving early warning.
11.1 Payments shall be adjusted for deductions for advance payments, retention, other recoveries in
terms of the contract and taxes at source, as applicable under the law. The Employer shall pay
the Contractor the amounts certified by the Engineer.

11.2 If an amount certified is increased in a later date certificate due to corrections in previous
certificates or as a result of an award from disputes review experts, Contractor shall be paid
such amount only. The Contractor shall not be paid any interest upon such delayed payment.
11.3 Items of the work for which no rate or price has been entered in will not be paid for by the
Employer and shall be deemed covered by other rates and prices in the Contract.
11.4 All payments shall be made in Ahmedabad.
12 Taxes and duties
12.1 The rates are inclusive of all the prevailing taxes and duties of the Central, State and Local
Governing bodies prevailing on the date of award of the contract. The Contractor will have to
pay all such taxes and duties for the performance of this Contract. The Employer will deduct
from the Contractor’s monthly and other payments all taxes and duties, which he is bound to
recover in accordance with the applicable law.
12.2 The Contractor shall keep himself fully informed of all acts and laws of the Central & State and
local Governing bodies, all orders, decrees of bodies, tribunals having any jurisdiction or
authority which in any manner affect those engaged or employed, and anything related to
carrying out the work. All the bye-laws lay down by AMC/AUDA and any other local bodies
while executing the work shall be adhered to. All taxes of local bodies shall be borne by the
contractor. The Contractor shall arrange to give all notices required by any authority and to pay
to such authority all the fees that may have to be paid for the material, plants, equipments etc.
The Contractor shall also adhere to all traffic restrictions notified by the local authorities. He
shall protect and indemnify the Owner and its officials & employees against any claim or
liability arising out of violations of any such laws, ordinances, orders, decree, whether by
himself or by his employees or his authorized representatives. Nothing extra shall be payable
on these accounts.
13.0 Labour Welfare Cess
As per circular No. GHR/2005/04/CWA/2004/841/M-3 dt. 3/1/05 and G.R. No. CWA/2004-
1831-M(3) dt. 9/12/05 issued by G.O.G. (non-refundable) shall be deducted from every bills
which shall be deposited to Govt. Labour Department for Labour welfare fund.
14.0 Currencies
All payments shall be made in Indian Rupees.
15.0 Advance Payment
No Advance Payment shall be made.
16.0 Cost of Repairs
Loss or damage to the Works or Materials to be incorporated in the Works between the Start
Date and the end of the Defects Correction periods shall be remedied by the Contractor at the
Contractor's cost if the loss or damage arises from the Contractor's acts or omissions.

B. FINISHING THE CONTRACT
17.0 Completion
The Contractor shall request the Engineer to issue a Certificate of Completion of the Works and
the Engineer will do so upon deciding that the Work is completed.
18.0 Termination
18.1 The Employer shall be entitled to terminate the contract if the contractor:
(a) Fails to carry out any obligation under the contract.
(b) Without reasonable excuse fails –
1. To commence the works on site within the period stated in the Appendix to Bid after
receipt by him of a Notice to this effect from the Engineer/Employer after signing the
2. To proceed with the works, or any section thereof, within 28 days after received notice
3. Has failed to comply with a notice issued or an instruction issued within 28 days after

4. Abandons the works or otherwise plainly demonstrates the intention not to continue
performance of his obligation under the contract.
5. Sub-contracts the works or assigns the contract without the specific prior written
permission of the engineer.
6. Has failed to furnish the required securities or extension thereof in terms of the
7. Becomes bankrupt or insolvent, goes into liquidation, has a receiving or administration
order made against him, compounds with his creditors, or carries on business under
receive, trustee or manager for the benefit of his creditors, or if any act is done or
event occurs which (under applicable Laws) has a similar effect to any of these acts of
18.2 In any of these events or circumstances, the Employer may, upon giving 14 days notice to the
contractor, terminate the contract and expel the contractor from the site. However, in the case
of sub-paragraphs (h), the Employer may be notice terminate the contract immediately.
18.3 The Employer’s decision to terminate the contract shall not prejudice any other rights of the
Employer, under the contract or otherwise.
18.4 After termination, the Employer may complete the works and/or arrange for any other entities
to do so. The Employer and these entities may then use any goods, contractor’s documents and
other design documents made by or on behalf of the contractor.
18.5 The Employer or the Contractor may terminate the Contract if the other party causes a
fundamental breach of the Contract.
18.6 Fundamental breaches of Contract include, but shall not be limited to the following:
(a) the Contractor stops work for 14 days when no stoppage of work is shown on the current
Program and the stoppage has not been authorized by the Engineer;
(b) the Employer or the Contractor is made bankrupt or goes into liquidation other than for a
reconstruction or amalgamation;
(c) The contractor fails to fulfill requirements;
(d) the Engineer gives Notice that failure to correct a particular Defect is a fundamental breach
of Contract and the Contractor fails to correct it within a reasonable period of time
determined by the Engineer;

(e) the Contractor does not maintain a security which is required;
(f) the Contractor has delayed the completion of works by the number of days for which the
maximum amount of liquidated damages becomes payable as defined in the Contract data;
(g) if the Contractor, in the judgment of the Employer has engaged in corrupt or fraudulent
practices in competing for or in the executing the Contract.
(h) For the purpose of this paragraph: “corrupt practice” means the offering, giving, receiving
or soliciting of anything of value to influence the action of a public official in the
procurement process or in contract execution. “Fraudulent practice” means a
misrepresentation of facts in order to influence a procurement process or the execution of
a contract to the detriment of the Borrower, and includes collusive practice among Bidders
(prior to or after bid submission) designed to establish bid prices at artificial non-
competitive levels and to deprive the Borrower of the benefits of free and open
18.7 When either party to the Contract gives notice of a breach of contract to the Engineer for a
cause other than those listed above, the Engineer shall decide whether the breach is
fundamental or not.
18.8 Notwithstanding the above, the Employer may terminate the Contract for convenience.
18.9 If the Contract is terminated the Contractor shall stop work immediately, make the Site safe
and secure and leave the Site as soon as reasonably possible and handover the site to the
Employer including all materials and plant and equipment existing there upon.
19.0 Contractor's own responsibility
The contractor is to set out and level the works and will be responsible for the accuracy of the
same. He shall also be responsible for the correctness of the positions, levels, dimensions, and
alignment of all parts of the structures as per instructions given to him. If at any time any error
shall appear during the progress of any part of the work, the contractor shall at his own expense
rectify such error if called upon to the satisfaction of the Engineer in charge.
20.0 Overpayment & Underpayment
20.1 Whenever any claim Fifths payment of a sum to the Municipal Corporation arises out of or
under this Contract against the contractor the same may be deducted by the Municipal
Corporation from any sum then due or which at any time thereafter may become due to the
contractor under this contract and failing that under any other contract with the Municipal
Corporation or from any sum due to the contractor with the Municipal Corporation (which may
be available with Municipal Corporation), or from his retention money, or he shall pay the claim
on demand. The Municipal Corporation reserves the right to carry out post payment audit and
technical examination of the final bill including all supporting vouchers, abstracts, etc.
20.2 The Municipal Corporation further reserves the right to enforce recovery of any over payment
when detected notwithstanding the fact that the amount of the final bill may be included by the

of any work done by the Contractor or alleged to have been done by him under the contract, it

21.0 Materials obtain from dismantling
If the contractor, in the course of execution of work is called upon to dismantle any part for
reasons other than on account of bad or imperfect work, the materials obtained from
dismantling will be the property of the A.M.C. and will be disposed of as per instruction of
Engineer-in-charge in the best interest of the A.M.C.
22.0 Dispute to be referred to Arbitrator
The disputes relating to this contract, so far as they relate to any of the following matters,
whether such disputes arise during the progress of the work or after the completion or
abandonment thereof, shall be referred an independent Arbitrator appointed by AMC as far
possible in consultation with the agency if it is necessary and such disputes shall be settled in
accordance with the arbitration and conciliation Act.
(i) The rates of payment under clause 5 for any tools, materials and stores, in or upon the
works of the site thereof or belonging to the contractor or procured by him and
intended to be used for execution of the work or any part thereof possession of which
may have been taken by the Engineer-in-charge under the said clause –5.
(ii) The reduction in rates made by the Engineer-in-charge under clause 9 from the items
of works not accepted as completed fully in accordance with the sanctioned
specifications.
(iii) The rate of part of payment for any class of work which is included in the additional or
altered work carried out by the contractor in accordance with the instructions of the
Engineer-in-charge under clause 14 and the rates for which is to be determined under
the said clause
(iv) The rates of payment for materials already purchased or agreed to be purchased by the
contractor before receipt of notice given by the Engineer-in-charge under clause
and/or amount of compensation payable to the contractor under the said clause for
loss in respect of such materials.
(v) The amount of compensation which the contractor shall be liable to pay under clause
17 in the event of this failure to rectify, remove or reconstruct the work within the
period specified in the written intimation or the amount of expenses incurred by the
Engineer-in-charge under the said clause17 in rectifying, removing or re-executing the
work or in removing and replacing the materials or articles complained of.
(vi) The reduction of rates as may be fixed by the Engineer-in-charge under clause 17 for
the inferior work or materials as accepted or made use of.
(vii) The amount of compensation payable by the contractor for damages as estimates and
assessed under clause
(viii) The amount payable to the contractor for the work carried out under clause 33 in
accordance with the instructions and the requirement of the Engineer-in-charge in case
where there are no specifications.

(ix) The awards declared by the arbitrator shall be speaking award giving reasons and

the provisions of clause 14 or as the case may be, of clause
23.0 Drawings and Photographs of the Works
23.1 The contractor shall do photography/ videography of the site as and when asked by AMC. No
separate payment will be made to the contractor for this. . The contractor shall have to submit
the same in hard copy as well as soft copy as and when demanded by the AMC.
23.2 No photograph of the works or any part thereof or plant employed thereon, except those
permitted under clause 59.1, shall be taken, or permitted to be taken by the Contractor or by
any of his employees or any employees of his sub-Contractors without the prior approval of the
Engineer in writing. No photographs/ videography shall be published or otherwise circulated
without the approval of the Engineer in writing.

Clearing the site :
The site on which the structure is to be built shall be cleared and all obstructions, loose stone, materials
and rubbish of all kind, bush, wood and trees shall be removed as directed. The materials so obtained

roots of the trees coming in the sides shall be cut and coated with a hot asphalt.
The rate of site clearance is deemed to be included in the rate of earth work for which no extra will be

Contractor shall supply laborers, materials, etc. required for setting out the reference marks and bench

The excavation in foundation shall be carried out in true line and level and shall have the width and
depth as shown in the drawings or as directed. The contractor shall do the necessary shoring and shutting
or providing necessary slopes to a safe angle, at his own-cost. The payment for such precautionary
measures shall be paid separately if not specified. The bottom of the excavated area shall be 1 evened
both longitudinally and transversely. as directed by removing and watering as required. No earth filling

The excavated stuff of the selected type shall be used in filling the trenches and plinth or leveling the
ground in layer including ramming and watering etc.
The balance of the excavated quantity shall be removed by the contractor from the site of work to a place
as directed with lead upped 50 M. and all lift.
Mode of measurement and payment :
The measurement of excavation in trenches for foundation shall be made according to the sections of
trenches shown on the drawing or as per sections given by the Engineer-in-charge. No payment shall be
made for surplus excavation made in excess of above requirements or due to slopping and sloping back
as found necessary on account of conditions of soil , and requirements of safety.
The rate shall be for a unit of one cubic meter.
Excavation for foundation for depth from 1.5 m to 3.0 m including sorting out and stacking of

The brick shall be laid with frog upwards. A set of tools comprising of wooden straight edges, mason’s
sprit level, square half meter rub, and pins, string and plumb shall be kept on the site of work for
frequent checking during the progress of work.
Both the faces of walls of thickness greater than 23 cms shall be kept in proper place. All the connected
brick work shall be kept not more than one meter over the rest of the work. Where this is not possible, the
work shall be raked back according to bond (and not left toothed) at an angle not steeper than 45 degrees.
All fixtures, pipes, outlets of water, hold fasts of doors and windows etc. which are required to be built in
wall shall be embedded in cement mortar.

the foundation bed, before foundation masonry is started. When puccas flooring is to be provided flush
with the top to plinth, the inside plinth offset shall be kept lower than the outside plinth top by the
thickness of the flooring.
Mode of measurements and payment:
The measurements of this item shall be taken for the brick masonry fully completed in foundation up to
plinth. The limiting dimensions not exceeding those shown on the plans or as directed shall be final.
Battered, tapered and curved portions shall be measured net.
No deduction shall be made from the quantity of brick work nor any extra payment made for embedding

All rubbish, particularly chippings shaving and saw dust shall be removed from the interior of the form
before the concrete is placed and the form work in contact with concrete shall be cleaned and thoroughly
wetted or treated. The surface shall be then coated with soap solution applied before concreting is done.
Soap solution for the purpose shall be prepared by dissolving yellow soap in water to get consistency of
paint. Alternatively a coat of raw linseed oil or form oil of approved manufacture may be applied in case
steel shuttering is used. Soap solution or raw linseed oil shall be applied after thoroughly cleaning the
surface. Care shall be taken that the coating does not get on construction joint surface and reinforcement

In normal circumstances and where ordinary cement is used forms may be struck after expiry of

Procedure when removing the form work:
All form work shall be removed without such shock or vibration as would damage the reinforced
concrete surface. Before the soffits form work and struts are removed, the soffits and the concrete
surface shall be exposed where necessary in order to ascertain that the concrete has sufficiently
The centering to be provided shall be got approved. It shall be sufficiently strong to ensure absolute
safely of the form work and concrete work before, during and after pouring concrete. Watch should be
kept to see that behavior of centering and form work is satisfactory during concreting. Erection should

also be such that it would allow removal of forms in proper sequence without damaging either the
concrete or the forms to be removed.
The props of centering shall be provided on firm foundation or base of sufficient strength to carry the

concreting. But this will not relieve the contractor of his responsibility for strength, adequacy and safety
of form work and centering. If there is a failure of form work or centering, contractor shall be
responsible for the damages to the work, injury to life and damage to property.
All scaffolding, hoisting arrangements and ladders etc required for the facilitating of concreting shall be
provided and removed on completion work by contractor at his own expense. The scaffolding, hoisting
arrangements and ladders etc. shall be strong enough to with stand all live, dead and impact loads
expected to act and shall be subject to the approval of the Engineer-in-charge. However, contractor shall

Mode of measurement:
The rates of the PVC doors shall be on the basis of area in sq.mt. of PVC doors procured and fixed
by the contractor. No separate payment for the aluminum fixtures and fastenings shall be payable.

Workmanship : The work shall be carried out for skirting as dedo. Before fixing glazed tiles of shade and size as
specified, the surface shall be prepared by heavy scarping, making joints etc. to the required line, level and plumb.
The surface shall be thoroughly wetted before commencing the laying work. Thereafter about 10 mm. thick
backing of cement mortar in specified proportion shall be applied on the surface in true like and level generally as
per specifications of plaster item.
Fixing : The black of each tile to be fixed shall be smeared with cement paste of matching colour and the glazed
tiles shall then be gently tapped against the surface, with a wooden mallet. The skirting shall be done only after the
flooring is competed. Any pipes coming out of the wall through the dedo or skirting shall only beat at the
intersections of the horizontal and vertical joints. The tiles shall not have staggered joints. The joints shall be true
to entire line both ways and vertical joints shall be in line with joints of flooring. Tiles shall be fixed as close as
possible to the adjoining tiles and any difference in the thickness of the glazed tiles shall be evened out in the
cement paste so that all the tiles faces are set in conformly with one another. The skirting shall project uniformly
and not more than 6 mm. thickness beyond the finished surface above. Top of skirting of dedo shall be truly
horizontal. The rises of steps, skirting or dedo shall rest on top of treads of flooring wherever required. The tiles
shall be cut (sawn) and thin edges smoothened before use.
Curing : Curing shall be done for 7 days continuously.
Finishing : Skirting and dedo shall be hand polished to have an even smooth and shining surface. In case of
skirting only 10 mm. x 10 mm. grove shall be provided at the junction of cement plaster and cement tilesThe white
glazed tiles shall be laid on cement mortar bedding of 12 mm thick in C.M. 1 :3 . The mortar shall have sufficient
plasticity for laying and there shall be no hard lumps that would interfere with the evenness of bedding the base
shall be cleared with well wetted. The mortar shall then be spread in thickness not less than 10 mm at any place
and average 12 mm thickness. The proportion of the cement mortar shall be as specified in the item.
The tiles before laying shall be soaked in water for atleast two hours Neat Gracie cement grout at 3.3 Kg/Cement
/Sq. mt. Of honey like consistency shall be separated over the mortar bedding as directed. The edges of the tiles be
smeared with neat cement slurry. The tiles shall be well pressed and gently tapped with a wooden mallet till they
are properly bedded and in level with the adjoining tiles. There shall be no hollows in bed or joints. The joints
between the tiles shall be as thin as possible in straight line or as per pattern.

The tiles shall not have staggered joints. The joints shall be true to centre line both ways. The Nehni trap coming
in the flooring shall be so positioned that its grating shall replace only one tile as far as possible. Where full size
tiles cannot be fixed, they shall be cut (swan0 to be required size and the edges rubbed smooth to ensure straight
and true joints. The joints shall be filled with grey cement grout with wire brush of trowel to a depth of 5 mm. and
loose material removed. White cement shall be used for pointing the joints., After fixing the tile finally in an even
the flooring shall be kept wet and allowed to nature undisturbed for 7 days.
The surplus cement grout that may have come out of the joints shall be cleared off before it sets. Once the floor
has set, it shall be carefully washed, cleared by dilute acid and dried. Proper precaution and measures shall be
taken to ensure that the tiles are not damaged inany way till the completion of the construction.

and top surface to granite slabs shall be machine polished and molding etc. complete before using. All
angles and edges of slabs shall be true square and free form chippings.
The thickness of stone shall be 18 mm. The allowable tolerance shall be 1 mm. allowable. The tolerance
shall be 15 mm. in length and breath.

Bedding : Bedding of granite slabs shall be lime mortar 1:1.5 (1 Lime putty : 1.5 coarse sand) or cement
mortar 1:6 (1 cement : 6 coarse sand) of average thickness 20 mm. thick as given in description of item.
Minimum thickness at any place shall not be less than 10 mm.
Laying : The surface of sub grade shall be cleared wetted and mopped. Mortar of specified mix and
thickness shall then be spread on an are sufficient to receive one granite slab, The slab shall be washed
clean before laying. It shall be laid on top pressed and tapped gently to bring it in level with other slabs.
It shall then be lifted and laid a side. The top surface of the mortar shall then be corrected by adding
fresh mortar at hollows, or depressions. The mortar shall then be allowed to harden it over this surface
cement slurry of honey like consistency at 4.4 Kg. Of cement per sq. metre. The edges of slabs already
paved shall be buttered with grey cement. The slab shall then be gently placed in position and tapped
with wooden mallet till it is properly bedded in level with and close to the adjoining slab. The joints shall
be as fine as possible : Surplus cement on the surface of the slabs shall be removed. The slab fixed in the
floor adjoining the walls shall enter not less 10 mm. under the plaster skirting or dado. The junction
between the walls and floors shall be finished neatly. The finished surface shall be true to level and
slopes as directed.

Water shall conform to M-1. Lime mortar shall conform to M-10. Cement mortar shall conform to M-11.

Dressing of slab : Every stone shall be cur to required size and fine chisel dressed to give a smooth and
even surface on all sides to the full depth. A straight edge laid along the sides of the stone shall be fully
in contact with it. Chisel dressing shall also be done on top surface to remove any waviness. The sides
and top surface to granite slabs shall be machine polished and molding etc. complete before using. All
angles and edges of slabs shall be true square and free form chippings.
The thickness of stone shall be 18 mm. The allowable tolerance shall be 1 mm. allowable. The tolerance
shall be 15 mm. in length and breath.

Bedding : Bedding of granite slabs shall be lime mortar 1:1.5 (1 Lime putty : 1.5 coarse sand) or cement
mortar 1:6 (1 cement : 6 coarse sand) of average thickness 20 mm. thick as given in description of item.
Minimum thickness at any place shall not be less than 10 mm.
Laying : The surface of sub grade shall be cleared wetted and mopped. Mortar of specified mix and
thickness shall then be spread on an are sufficient to receive one granite slab, The slab shall be washed
clean before laying. It shall be laid on top pressed and tapped gently to bring it in level with other slabs.
It shall then be lifted and laid a side. The top surface of the mortar shall then be corrected by adding
fresh mortar at hollows, or depressions. The mortar shall then be allowed to harden it over this surface
cement slurry of honey like consistency at 4.4 Kg. Of cement per sq. metre. The edges of slabs already
paved shall be buttered with grey cement. The slab shall then be gently placed in position and tapped
with wooden mallet till it is properly bedded in level with and close to the adjoining slab. The joints shall
be as fine as possible : Surplus cement on the surface of the slabs shall be removed. The slab fixed in the
floor adjoining the walls shall enter not less 10 mm. under the plaster skirting or dado. The junction
between the walls and floors shall be finished neatly. The finished surface shall be true to level and
slopes as directed.

Water shall conform to M-1. Cement shall conform to M-3. Sand shall conform to M-6. Stone
aggregate 20 mm. nominal size shall conform to M-12.Cement concrete 1:2:4 proportion measured
by volume shall conform to relevant specification or ordinary grade 1:2:4 concrete.
The cement concrete flooring of 40 mm. thick (average) is to be laid as per the site condition. The
concrete shall be mixed in a mechanical mixer at the work. Hand mixer may however be allowed for
smaller quantities of work and in case of failure of machines or as permitted by the engineer-in-
charge. It shall carried out on a water tight platform and care shall be taken to ensure that mixing is
continued until the mass is uniform in colour and consistency. However in such cases 10% more
cement than otherwise required shall have to be used without any cost. The mechanical mixing shall
be done for a period of 1/2 to 2 minutes. The quantity of water shall be thus sufficient of produce a
dense concrete required workability for the purpose. Flooring of specified thickness shall be laid in
accordance with approved pattern or as directed. Finishing operation shall start shortly after the

cessation of beating and shall be spread over a period of one to six hours depending upon the
temperature and atmospheric conditions. The surface shall be left for some time till moisture
disappears from it. Fresh quantity of cement shall be mixed with water to form a thick slurry and
spread over the surface while the concrete is still green. Use of dry cement or cement and sand
mixture sprinkled on this surface to stiffen the concrete or absorb excessive moisture shall not be
permitted. The cement slurry shall than be properly paste twice by means of iron flats, once, when
the slurry is applied and the second time when cement starts setting and finished smooth. The surface
shall be marked with string or B.R.C. fabric jali to make the surface non slippery as and when
directed. The junction of floors with wall plaster dado or skirting shall be rounded where so required
upto 25 mm. radius. Flooring in lavatories and bath rooms shall be laid after fixing of water closet
and squatting pans and floor traps, which shall be plugged while laying the floors and opened after
the floors, are completed. Any damage, done to water supply sanitary fittings during the execution of
work shall be mage good.
After the final set, the concrete shall be kept continuously wet, if required ponding for a period of
not less than 7 days from the date of placement.
The form work shall be provided if necessary as directed by the engineer in charge. Concreting shall
be done as per alternate bay method with necessary centering wither by mastic or cement mortar as

Before laying a final layer of China Chips prepare the surface to the required slope and level
with a backing coat in C.M (1:3). While laying a backing coat, spread a layer of thick cement slurry and
scrub the same vigorously to seal all pores in concrete below.
For the required designs prepare templates for different patterns from steel flats or plywood and mark out
total design on the designated area. Estimate the quantity of Chips of different colous and ensure its
uninterrupted supply before starting the work. Lay the chips flat on the bedding coat and fix tightly be
light hammering. Remove grey cement from the joints by scrapping before final set of cement.
Finish the joints neatly with white cement and harmonious colour Steiner. All design and pattern shall be
finished with first class workmanship. The surface should finally cleaned, given a mild acid wash for
gain the luster of China Chips.

MODE OF MEASUREMENT :
Dimensions of total finished area as laid are recorded and area is computed in sq.m., rounded to two
places of decimal.
Providing and laying coloured glazed tiles of the size 300 mmx200 mmx8 mm/300 mmx450 mmx8
mm in skirting, risers of steps and dedo on 10 mm. thick cement plaster 1:3 (1cement: 3 coarse
sand) & jointed with white cement slurry.
Workmanship : The work shall be carried out for skirting as dedo. Before fixing glazed tiles of shade and size
as specified, the surface shall be prepared by heavy scarping, making joints etc. to the required line, level and
plumb. The surface shall be thoroughly wetted before commencing the laying work. Thereafter about 10 mm. thick
backing of cement mortar in specified proportion shall be applied on the surface in true like and level generally as
per specifications of plaster item.
Fixing : The black of each tile to be fixed shall be smeared with cement paste of matching colour and the glazed
tiles shall then be gently tapped against the surface, with a wooden mallet. The skirting shall be done only after the
flooring is competed. Any pipes coming out of the wall through the dedo or skirting shall only beat at the
intersections of the horizontal and vertical joints. The tiles shall not have staggered joints. The joints shall be true
to entire line both ways and vertical joints shall be in line with joints of flooring. Tiles shall be fixed as close as
possible to the adjoining tiles and any difference in the thickness of the glazed tiles shall be evened out in the
cement paste so that all the tiles faces are set in conformly with one another. The skirting shall project uniformly
and not more than 6 mm. thickness beyond the finished surface above. Top of skirting of dedo shall be truly
horizontal. The rises of steps, skirting or dedo shall rest on top of treads of flooring wherever required. The tiles
shall be cut (sawn) and thin edges smoothened before use.
Curing : Curing shall be done for 7 days continuously.

Finishing : Skirting and dedo shall be hand polished to have an even smooth and shining surface. In case of
skirting only 10 mm. x 10 mm. grove shall be provided at the junction of cement plaster and cement tilesThe white
glazed tiles shall be laid on cement mortar bedding of 12 mm thick in C.M. 1 :3 . The mortar shall have sufficient
plasticity for laying and there shall be no hard lumps that would interfere with the evenness of bedding the base
shall be cleared with well wetted. The mortar shall then be spread in thickness not less than 10 mm at any place
and average 12 mm thickness. The proportion of the cement mortar shall be as specified in the item.
The tiles before laying shall be soaked in water for atleast two hours Neat Gracie cement grout at 3.3 Kg/Cement
/Sq. mt. Of honey like consistency shall be separated over the mortar bedding as directed. The edges of the tiles be
smeared with neat cement slurry. The tiles shall be well pressed and gently tapped with a wooden mallet till they
are properly bedded and in level with the adjoining tiles. There shall be no hollows in bed or joints. The joints
between the tiles shall be as thin as possible in straight line or as per pattern.
The tiles shall not have staggered joints. The joints shall be true to centre line both ways. The Nehni trap coming
in the flooring shall be so positioned that its grating shall replace only one tile as far as possible. Where full size
tiles cannot be fixed, they shall be cut (swan0 to be required size and the edges rubbed smooth to ensure straight
and true joints. The joints shall be filled with grey cement grout with wire brush of trowel to a depth of 5 mm. and
loose material removed. White cement shall be used for pointing the joints., After fixing the tile finally in an even
the flooring shall be kept wet and allowed to nature undisturbed for 7 days.
The surplus cement grout that may have come out of the joints shall be cleared off before it sets. Once the floor
has set, it shall be carefully washed, cleared by dilute acid and dried. Proper precaution and measures shall be
taken to ensure that the tiles are not damaged inany way till the completion of the construction.
Mode of measurement & payment
The work done shall be measured in sq. mt. For visible area of work done, The length and width of the flooring
shall be measured not between the faces of skirting or dedos or plastered face of wall as the case may be. The
paving under dedo or skirting shall not be measured. No deduction shall be made not extra paid for any opening in

Water M-1. The Cement mortar of proportion 1:3 shall conform to M-13.
Scaffolding : Wooden ballies, bamboos, planks, treatles and other scaffolding shall be sound. These shall
be properly examined before erection and use Stage scaffolding shall be provided for ceiling plaster,
which shall be independent of the walls.
Preparation of back-ground :
The surface shall be cleaned of all dust, loose mortar droppings, traces of algae, afflorescence and other
foreign matter by water or by brushing. Smooth surface shall be roughened by wire brushing if it is not
hard and by racking if it is hard. In case of concrete surface, if a chemical retarder has been applied to the

form work, the surface shall be roughened by wire brushing and all the resulting dust and loose particles
cleaned off and care shall be taken that none of the retarder is left on the surface. Trimming of projections
on brick/concrete surface where necessary shall be carried out to get an even surface.
Raking of joints in case of masonry where necessary shall be allowed to dry out for sufficient period
before carrying out the plaster work.
The work shall not be soaked but only damped evenly before applying the plaster. If the surface becomes
dry such area shall be moistened again.
For external plaster, the plastering operation shall be started from top floor and carried downwards. For
internal plaster, the plastering operations may be started wherever the building frame and cladding work
are ready and the temporary supporting ceiling resting on the wall of the floor have been removed, Ceiling
plaster shall be completed before starting plaster to walls.
Applications of Plaster :
The plaster about 15 x 15 cms. Shall be first applied horizontally and vertically at not more than 2 metre
intervals over the entire surface to serve as gauge. The surfaces of these gauges shall be truly inplane of
the finished plastered surface. The mortar shall then be applied in uniform surface slightly more than the
specified thickness, then brought to a true surface by working a wooden straight edge reaching across the
gauges with small upward and sideways movement at a time. Finally, the surface shall be finished off true
with a trowel or wooden float according as a smooth or a sandy granular texture is required. Excessive
trowelling or overworking the float shall be avoided. All corners, arrises, angles and junctions be truly
vertical or horizontal as the case may be and shall be carefully finished. Rounding or chamfering corners,
arrises junctions etc. shall be carried out with proper templates to the size required.
Cement plaster shall be used within half an hour after addition of water. Any mortar or plaster which is
partially set shall be rejected and removed forthwith from the site :
In suspending the work at the end of the day, the plaster shall be left out clean to the line both horizontally and
vertically. When recommending the plaster, the edges of the old work shall be scraped clean and wetted with
cement putty before plaster is applied to the adjacent area to enable the two to properly joint together. Plastering
work shall be closed at the end of the day on the body of the wall and nearer than 15 cm. To any corners or
arrises. Horizontal joints in plasterwork shall not also occur on parapet tops and copings as these invariably lead
to leakage. No portion of the surface shall be left out initially to be packed up later on.
Each coat shall be kept dam continuously till the next coat is applied or for a minimum period of 7 days.
Moistening shall commence as soon as plaster is hardened sufficiently. Soaking of walls shall be avoided

and only as much water as can be readily absorbed shall be used excessive evaporation on the sunny or
windward side of building in hot air or dry weather shall be prevented by handling mattings or gunny bags
on the outside of the plaster and keeping them wet.

All plastering shall be measured in square metres unless, otherwise specified length, breadth or height
shall be measured correct to a centimeter.
Thickness of the plaster shall be exclusive of the thickness of the key i.e. grooves or open joints in brick
work, stone work etc. or space between laths. Thickness of plaster shall be average thickness with
minimum 10 mm. at any point on this surface.
This item includes plastering upto floor two level.
The measurement of wall plastering shall be taken between the walls or partition (dimensions before
plastering being taken) for length and from the top of floor or skirting to ceiling for height. Depth of cover
of cornices if any shall be deducted.
Soffits of stairs shall be measured as plastering on ceilings, Flowing soffits shall be measured separately.
For jambs, soffits, sills etc. for openings not exceeding 0.5 sq. mt. each in area for ends of joints, beams,

When both faces of all wall are plastered with same plaster, deduction shall be made for one face only

When two faces of wall are plastered with different types of plasters or if one faces is plastered and
the other pointed, deductions shall be made from the plaster or pointing on the side of frame for door,
window etc. on which width or reveals is less than that on the other side but no deductions shall be
made on the other side. Where width of reveals on both faces of all are equal, deductions of 50% of
area of opening on each face shall be made from area of plaster and/or pointing as the case may be.
For openings having door frames equal to projecting beyond the thickness of wall, full deduction for
opening shall be made from each plastered face of the wall.
In case of openings of area above 3 sq. mt. each, deduction shall be made for opening but jambs, soffits
and sills shall be measured.

White washing with lime on undecorated wall surfaces (TWO coats) to give an even shade

The calearcole shall be made from glue and boiling water by mixing 1 kg. Mixture shall be suitably
tinted where required for use under coloured distemper if required. Glue shall conform to I.S. 852-
1969 (Specifications for animal glue).
Lime used shall be freshly burnt class ‘C’ Lime (fat lime) and white in colour conforming to I.S.
712-1973. Water shall conform to M-1 Best quality of gum shall be sued in the preparation of white
wash. Ultramarine blue or Indigo: This shall conform to I.S. 55-1970 for points and shall be used for
preparation of white wash. Pigments: mineral colours, not affected by lime shall be sued in preparing
Preparation of white wash solution :
Surface already white or colour. The fat lime shall be slaked at site and shall be mixed and stirred
with about five litres of water for 1 kg. of unslaked lime to make a thin cream. This shall be allowed
to stand for a period of 24 hours and then shall be screened through a clean coarse cloth, 4 kg. of
gum dissolved in hot water shall be added to each cubic metre of lime cream. Small quantity of
ultramarine blut (Upto 3 gms. Per kg. of lime) shall also be added to the last two coats of white wash
solution and the whole solution shall be stirred thoroughly before use.

The surface shall be thoroughly cleaned of all dust, dirt, mortar cropping and other foreign matters
before white wash is to be applied.
The surface spoiled by smoke soot shall be scraped with steel wire brushes or steel scrappers or shall
be rubbed with over burnt surkhi or brick bats. The surface shall be then broomed to remove all dust,
dirt and shall be washed with clean water.
Oil or grease spots shall be removed by suitable chemical and smooth surface shall be rubbed wire
All unsound portion of the surface plaster shall be removed to full depth of plaster in rectangular
patches and plastered again after raking the masonry joints properly. Such portion shall be wetted
and allowed to dry. They shall then be given one coat of white wash.
All unnecessary nails shall be removed, the holes cracks patches etc. shall be made good with
materials similar in composition to the surface to be prepared.
Scaffolding : Wherever scaffolding is necessary it shall be erected in such a way that as far as
possible on part of scaffolding shall rest against the surface to be white or coloured washed. A
properly secured strong and well tied suspended platform (Zoola) may be used for white washing.
Where ladders are sued, pieces of old gunny bags shall be tied at top and bottom to prevent scratches
to the floors and walls. For white washing of ceilings proper stage scaffolding shall be erected where

On the surface so prepared the white wash shall be applied with ‘Moon’ brush. The first stroke of the
brush shall be from top downwards, another from bottom upwards over the first stroke and similarly
one stroke from the right another from the left, over the first stroke brush before the it dries. This
will from one coat. Each coat shall be allowed to dry before next coat is applied. Number coats as
specified in item shall be applied. It shall present smooth and uniform finish free from brush marks

The scope of work consists of providing and laying mild steel reinforcement and TMT CRS Fe-

Placing of Reinforcement:
All reinforcing bars shall be accurately placed in the exact position shown on the drawings, and shall be
securely held in position during placing of concrete by annealed binding wire not less than 1 mm in size
and conforming to IS:280 and by using stays blocks or metal chairs, spacer, metal hangers, supporting
wires or other approved devices at sufficiently close intervals. Bars will not be allowed to sag between
supports nor displaced during concreting or any other operation over the work. All devices used for
positioning shall be of non-corrodible material. Wooden and metal supports will not extend to the surface
of concrete, except where shown on the drawings, placing bars on layers of freshly laid concrete as the
work progresses for adjusting bar spacing will not be allowed. Pieces of broken stone, brick or wooden
blocks shall not be used. Layers of bars shall be separated by spacer bars, precast mortar blocks or other
approved devices.
Reinforcement after being placed in position shall be maintained in a clean condition until
completely embedded in concrete. Special care shall be exercised to prevent any displacement of
reinforcement in concrete already placed.
To protect reinforcement from corrosion, concrete cover shall be provided as indicated on the
drawings. All bars protruding from concrete to which other bars are to be spliced and which are
likely to be exposed for an indefinite period shall be protected by a thick coat of neat cement grout.

In the case of columns and walls, vertical bars shall be kept in normal position with timber templates
having slots accurately cut in for bar position. Such templates shall be removed after the concreting
has progressed upto a level just below them.
Bars crossing each other, where required, shall be secured by binding wire (annealed) of size not
less than 1 mm and conforming to IS;280 in such a manner that they do not slip over each other at
the time of fixing and concreting. As far as possible, bars of full length shall be used. In case this is
not possible, overlapping of bars shall be done as directed by the City Engineer, AMC, Ahmedabad.
When practicable, overlapping bars shall not touch each other, but be kept apart by 25 mm or 1 ¼
times the maximum size of the coarse aggregates whichever is greater, by concrete between them.
Where this is not feasible, overlapping bars shall be bound with annealed steel wire, not less than [1
mm thickness twisted tight in eight shape around the lapped bars. The overlaps shall be staggered for
different bars and located at fixed locations only along the span where neither shear nor being
moment is maximum.
Welding of Bars
Welding of TMT bars can be permitted if specified on the drawings, joints of reinforcement bars
shall be butt welded so as to transit their full strength. Welded joints shall preferably be located at
points where steel will not be subject to more than 75 percent of the maximum permissible stresses
and welds so staggered that at any one section, not more than 33 per cent of the rods are welded. No
–pre-warning or post heat treatment is necessary. Interpass temperature should be limited to 200º C
with low heat input and equivalent strength low hydrogen type electrode. Suitable means shall be
provided for holding the bars securely in position during welding. It must be ensured that no voids
are left in welding and when welding is done in 2 or 3 stages, previous surface shall be cleaned
property. Ends of the bars shall be cleaned of all loose scale, rust, grease, paint and other foreign
matter before welding. Only competent welders shall be employed on the work.

Cement plaster 15 M.M. shall be done using cement mortar of 1 part cement and 3 parts of sand in

cations for )plaster no.64.P.W.D. hand book plastered surface shall kept damp at least for fortnight.
All internal surfaces of the manholes including soft to arch shall be provided with cement plaster.
Manhole shall be provided at every change of alignment, gradient or diameter of sewer/storm water
drains, Bends and junctions in the sewer/drain shall be grouped together in manhole as far as possoble.
The maximum distance between inspection chambers shall be about 25 meters. Where the diameter of
sewer/drain is increased, the soffit of the pipe shall be fixed at the same level and necessary slope given
to the channel of manhole/inspection chamber. The minimum internal sizes of manhole/inspection
chamber shall be as per the respective item of work. The manhole/inspection chamber shall be
constructed as per the detailed drawings and as directed by Engineer. The bed concrete and the brick
masonry shall be constructed of such thickness as shown on drawing. The brick masonry shall be
constructed in C.M. (1:5), plastered on both faces inside and out side with 15 mm cement plaster in C.M.
(1:3). The channel shall be semicircular in the bottom half and of diameter equal to the sewer/drain.
Above the horizontal diameter, the sides shall be extended vertically to the same level as the crown of
the outgoing pipe and the top edge shall be suitable rounded off. The branch channels shall also be
similarly constructed with respect to the benching out at their junction with the main channel as
appropriate fall suitable rounded off in the direction of flow in the main channel shall be given. The
channel at the bottom of manhole / inspection chamber shall be plastered with C.M. (1:3) and finished
smooth. Rungs shall be provided in all manholes/inspection chambers over 0.6 mtr in depth and shall be
of cast iron conforming to IS:5455. These rungs shall be fixed staggered in two vertical runs, 300 mm
apart horizontally and 300 mm c/c vertically. The top rung shall be 450 mm below the manhole/
inspection chamber cover and the lowest not more than 300 mm above the benching. The
manhole/inspection chamber frame and cover shall be of cast iron of specified weight and shall conform
to the requirements given in IS:1726. The covers and frames shall be cleanly cast and they shall be free
from air and sand holes and from clod shuts. They shall be neatly dressed and carefully trimmed. All
castings shall be free from voids whether due to shrinkage, gas inclusion or other causes. Covers shall
have a raised chequered design on the top surface to provide an adequered nonslip grip. Cover shall be
capable of easy opening and closing and it shall be fitted in the frame in workmanship like manner. The
cover shall be gas tight and water tight. The size of covers specified shall be considered as the clear
internal dimensions of the frame. Covers and frames shall be coated with a black bituminous
composition. The coating shall be smooth and tenaceous. The frame of manhole/inspection chamber
cover shall be firmly embeded to correct alignment and level in cement concrete on the top of the

The sewet trench shall be excavated to the alignment and gradient shown on the plan
and section. In all storts soil including oil masonary asphalt roads and wet. excavation .
The sewer excavation shall be commenced at the down stream end of the sewer and be
continued upto the gradient as directed. The trench shall not open more than
meters in advace of the completed sewer only when directed by the Engineer in charge
looking to the progress of the work in obtaining the formation of the bottom of the
trenches the usual methods of suing sight rails and bonning roads shall be adopted
during the whole of the process. The center line of uniform height shall be carried
clearly on each rail. The depth of the excavation and invert of the sewer shall be
checked by means of bonning road of appropriate length and also straight edge.
The bed of the trench be shall well remmed before starting laying of sewer ines and
cement concrete and masonary work.
Where trenches are deep in bad grounds the sides shall be supported by suitable
imbering of shorting work looking to the nature of soil near big or important
structures, the sides of the trenches shall be closely and securely timbered. If any
settlement of the building is anticipated the timbering shall be left in the ground. The
various materials excavated shall be separately stacked so that in refilling the may be
relaid on the same order as before and least possible damage shall be done carpet on
the public roads and private properties. Surface covering consisting of asphalt carpet
shall be kept on one side and preserved for reinstatement. The excavated earth shall
not heaped near the trenchers so as to caused unnecessary obstruction along the
pulling inspection, trenches etc. shall be tunneled under only as necessary. The side of
the trenches shall be nearly vertical and plumb & red light shall be placed at each end
at intervals as instructed and further protested by rope fence. Necessary caution
boards shall also be erected and diaced as directed by the Engineer in charge.
Wherever possible material excavated from the trenches of whatever kind shall not
placed nearer than 3 meters from the outer edge of the excavated trench. The utmost
shall have to be taken in refilling the trenches so that no damage may be done no

sewer no lump shall be allowed to be put around the sewer. The remming of the filling
shall be done and well watered. The surplus earth shall be removed directed within
meters lead. The measurement of the work shall be exact length and width of the
trench as specified or as per City Engineer instruction and depth shall be measured
vertical as per section upto invert or the pipe lind The City Engineer reserves the right
of extra excavation on either side if considers necessary for the safely of the work.
The bottom and sides of the trench shall be dressed in level and plumb in all directions
before any concrete in India. In case the excavation is done deeper than required no
filling shall be allowed to bring the formation to proper level but contractor shall have
to lay cement or lime be concrete of filling or other acceptable materials as directed by
C.E. at contractor won cost so as to come to proper information, in case bas formation
are met with the work shall have be done as per instruction of C.E. necessary
arrangements for watering trenches must be provided be contractor and without
proper watering trenches will not be allowed to be tilled to further. Contractor shall

In case no work shall be done at night or on Sundays & other holidays and during the
recess time except in and other holiday the case of bad grounds such as running sand
where the work must be executed various day night without intruption when so
ordered by the Engineer.
All existing water pipe storm drains sewer line railway tract, electric cables etc. which
do not in the opinion of Engineer required to be charged in location shall be supported
and protected from injury by the contractor. The contractor shall be liable to pay all
damages to water pipe, drains electric and telephone cables and to private property
during the execution of this contract and the same will be recovered from the running
bills or thedeposit of work whenever it becomes necessary in the opinion of the
Engineer in charge location of any existing sewers drains etc. not otherwise from in
these specification the contractor shall do the work of making such change and the
work shall be paid for as extra work. All places of public utility etc. shall be kept
accessible for use.
No extra payment shall be made for land sides and side slopes done without prior
approval of the Engineer in charge.
Wherever natural soil commends winder excavation the mentioned above the same
shall be given after approved C.E. The rate for excavation for easy jointing and caulking
nothing extra shall be paid for this.
Refilling of trenches shall be done only after the grade of line and hydraulic test
practicable of the lines are checked and approved of and order given by the Engineer in
charge. The refilling shall be accompanied by through watering the layers of 0.50 metrs.
Further refilling shall be done there after and process should be repeated till trenches
are completely refilled. Temping and ramming with rammers shall have to be done at

give the trenches shall have to be refilled within 4 days with complete watering. If the

The brickbats shall be of new bricks, hared well burnt and broken to 40 mm nominal size.
These shall be free from earth and shall be got app. use. Sand shall be clear coarse, sharp
and free from earth and other impurities. Mixing shall be done on brick or stone platform
or of brickbats to mortar shall be measured in heaps by brick height irregular measure. If
ordered by C.E.
Concrete shall be laid in layers of 15 cms. and well consolidated maintained by the
contractor for before commencing the brick work. over boxes, concrete shall be well
watered. The mix shall be done in prop. of 1 : 5 :
Cement shall confirm to M-3, sand shall confirm to M-6, coarse agg. shall confirm to M-
13, water shall confirm M-1.
The prop. of the cement of sand coarse agg. shall be 1 : 5 : 10 i.e. 1 part of cement, 5 part
of sand and 10 parts of coarse agg. by volume. and the work shall be carried out as per
inst. of Engineer in charge and as per C.3.
Brick work cement mortar :

RCC Work :- In general, plain and reinforced concrete work for manholes shall be carried
out in accordance with latest version of IS 456 unless otherwise specified in this
specification. The slab of manhole shall be cast with shutters lined with plywood and
smooth finished. For avoiding surface cracks due to variation in atmospheric
temperature and exposure to direct sunlight, RCC slab of manholes after casting shall be
kept wet. M 15 grade of concrete used for construction of RCC manholes shall have
minimum cement content of 360 kg/cum of concrete. Bar bending schedule for
reinforcement shall be prepared by contractor and got approved from owner/ engineer
before proceeding with the work. Minimum cover to the reinforcement shall be 40 mm.
The rate includes cost of all labour, materials, tools and plant etc. required for
satisfactory completion of this item as described above.& the drawing as per A.M.C Dr.
S.O.R shall be final. The rate shall be for a unit of one number basis.

Reinforcing steel shall conform accurately to the dimensions given in the bar bending
schedules shown on relevant drawings. Bars shall be bent cold to specified shape and
dimensions or as directed using a proper bar bender, operated by hand or power to
attain proper radius of bends. Bars shall not be bent or straightened in a manner that will
injure the material. Bars bent during transport or handling shall be straightened before
being used on the work. They shall not be heated to facilitate bending. Unless otherwise
specified, a ‘U’ type hook at the end of each bar shall invariably be provided to main
reinforcement. The radius of the bend shall not be less than twice the diameter of the
round bar and the length of straight part of the bar beyond the end of the curve shall be
at least four times the diameter of the round bar. In case of bars which are not round and
in case of deformed bars, the diameter shall be taken as the diameter of circle having an
equivalent effective area. The hooks shall be suitably encased to prevent any splitting of

drawing and shall be securely held in position during, metal hangers, supporting wires or
other approved devices at sufficiently close intervals,. Bars shall not be allowed to sag
between supports nor displaced during concreting or any other operations of the work.
All devices used for positioning shall be of noncorrodible material. Wooden and metal
supports shall no extend to the surface of concrete, except where shown on drawings.
Placing of broken stone or brick and wooden blocks shall not be allowed. Pieces of
broken stone or brick and wooden blocks shall not be used. Layers of bars shall be
separated by spacer bars, precast mortar blocks or other approved devices.
reinforcement after being placed in position shall be maintained in a clean condition until
completely embedded in concrete. Special care shall be exercised to prevent any
displacement of reinforcement in concrete already placed. To prevent reinforcement
from corrosion, concrete cover shall be provided as indicated on drawings. All the bars
producing from concrete and to which other bars are to be spliced and which are likely to
be exposed for a period exceeding 10 days shall be protected by a thick coast of neat
Bars crossing each other where required shall be secured by binding wires (annealed) of
size not less than 1 mm in such manner that they do not slip over each other at the time
of fixing and concreting.
As far as possible, bars of full length shall be used. In case this is not possible,
overlapping of bars shall be done directed. When practicable, overlapping bars shall not
touch each other, but be kept apart by 25 mm or 1.25 mm times the maximum size of
the coarse aggregate whichever is greater by concrete between them. Where not

cross-section of the bar. Threads shall be standard threads. Steel for coupling shall
conform to I.S.
When permitted or specified on the drawings, joints of reinforcement bars shall be butt-
welded so as to transmit their full stresses. Welded joints shall preferably be located at
points when steel will not be subject to more than 75 percent of the maximum
permissible stresses and welds so staggered that at any one section not more than
percent of the rods are welded. Only electric are welding using a process which excludes
air from the molten metal and conforms to any or all other special provisions for the
work shall be accepted. Suitable means shall be provided for holding bars securely in
position during welding. It shall be ensured that no voids are left in welding and when
welding is done in two or three stages, previous surface shall be cleaned properly. Ends
of the bars shall be cleaned of all loose scale, rust, grease, paint and other foreign matter
before welding. Only competent welders shall be employed on the work. the M.S.

R.C.C. Bedding :
Cement concrete for the bottom portion of manhole shall consist of one part of cement
two parts of sand four parts of black trap metal of other approved material of 0.6 to
cms size from well graded as per instruction. The rate includes all necessary materials
mixing lifting placing ramming watering etc. the exposed faces to be neatly finished
smooth with cement as per instructions. The concrete work to kept constantly watered
for at least fortnight.
Cement Plaster :
Cement plaster 15 mm thick shall be done using cement mortar of 1 part of cement &
parts of sand in uniform thickness with surfaces trely in plums. The work in general shall
comply with general specifications for plaster No. 64 in PWD hand book. The plaster
surfaces to be kept damp at least for a fortnight. All internal sides of the manholes
including soffit of the arch shall be provided with cement plaster.

Cement to be used for mortar shall comply with I.S.S. & P.W.D. hand book specifications cement
mortar for the brick work shall be one parts of cement to six part of sand every brick well soaked in
water is required to be ladi in joints of cement mortar the thickness of which shall not exceed paints of
1.25 cm If after removal of centering any open joints are founed these shall be pointed immedately.
Special care shall be taken to make the faces of brick work smooth brick work mar be toothed or
shall be racked back in course.
All intrados of curse be worked from compete strickly made to dimensions and grade.
Brick work in general shall be of first class workmanship and shall be excuted according to plan
working to the proper dimension & as directing by the officer in charge from the time to time bricks
should be throughly in water be fore use. All bricks shall Ihave to be cleaned water be fore laying cement
mortar shall be prepared in special iron pans and mixed in quantites as required using measurs boxes for
sand and cement bag of 1.25 cft. or 1 cft. as measured the case may be all materials shall be stacked on
the site as not to obstruct tra fic in any way the masonary should be constructed in proper workmanship
like manner with joints plunb etc. to conform with general specification No.45 P.W.D hand book. The
face work should be neatly finished. The work shall be keptwaterd for work at least after date of

Cement concrete for the inverts and channels of manholes shall consist of one parts of cement 2 parts
of sand 4 part of aggregates of black trap metalof other approved material of sizes from 0.6 to 2.5 cm.
well graded as per instructions.
The work shall be as per P.W.D hand book specification No.20 as per general instructions. The rate
includes all necessary materuals mixing laying and remain and watering the exposed faces tobe finished
with neat cement as per instruction the channel shall be half round and as per drawing & instruction of
Engineer in charge. proper bunching shall be provided at both of the channel.
(e)Cement plaster.
Cement plaster 15 M.M. shall be done using cement mortar of 1 part cement and 3 parts of sand in
uniform thickness with surfaces truely in plumb. The work in general shall comply with general specifi
cations for )plaster no.64.P.W.D. hand book plastered surface shall kept damp at least for fortnight.
All internal surfaces of the manholes including soft to arch shall be provided with cement plaster.
Manhole shall be provided at every change of alignment, gradient or diameter of sewer/storm water
drains, Bends and junctions in the sewer/drain shall be grouped together in manhole as far as possoble.
The maximum distance between inspection chambers shall be about 25 meters. Where the diameter of

sewer/drain is increased, the soffit of the pipe shall be fixed at the same level and necessary slope given
to the channel of manhole/inspection chamber. The minimum internal sizes of manhole/inspection
chamber shall be as per the respective item of work. The manhole/inspection chamber shall be
constructed as per the detailed drawings and as directed by Engineer. The bed concrete and the brick
masonry shall be constructed of such thickness as shown on drawing. The brick masonry shall be
constructed in C.M. (1:5), plastered on both faces inside and out side with 15 mm cement plaster in C.M.
(1:3). The channel shall be semicircular in the bottom half and of diameter equal to the sewer/drain.
Above the horizontal diameter, the sides shall be extended vertically to the same level as the crown of
the outgoing pipe and the top edge shall be suitable rounded off. The branch channels shall also be
similarly constructed with respect to the benching out at their junction with the main channel as
appropriate fall suitable rounded off in the direction of flow in the main channel shall be given. The
channel at the bottom of manhole / inspection chamber shall be plastered with C.M. (1:3) and finished
smooth. Rungs shall be provided in all manholes/inspection chambers over 0.6 mtr in depth and shall be
of cast iron conforming to IS:5455. These rungs shall be fixed staggered in two vertical runs, 300 mm
apart horizontally and 300 mm c/c vertically. The top rung shall be 450 mm below the manhole/
inspection chamber cover and the lowest not more than 300 mm above the benching. The
manhole/inspection chamber frame and cover shall be of cast iron of specified weight and shall conform
to the requirements given in IS:1726. The covers and frames shall be cleanly cast and they shall be free
from air and sand holes and from clod shuts. They shall be neatly dressed and carefully trimmed. All
castings shall be free from voids whether due to shrinkage, gas inclusion or other causes. Covers shall
have a raised chequered design on the top surface to provide an adequered nonslip grip. Cover shall be
capable of easy opening and closing and it shall be fitted in the frame in workmanship like manner. The
cover shall be gas tight and water tight. The size of covers specified shall be considered as the clear
internal dimensions of the frame. Covers and frames shall be coated with a black bituminous
composition. The coating shall be smooth and tenaceous. The frame of manhole/inspection chamber
cover shall be firmly embeded to correct alignment and level in cement concrete on the top of the
masonry. The item shall be executed as per the detailed drawing and as directed by Engineer.
Design and Details of Reinforcement for the slab shall be approved before casting work or as
directed by engineer in charge or Additional City Engineer (south zone)
Mode of measurement:he rate shall be for a unit of one number basis.

The pipe shall be of best quality stoneware pipes. The pipes shall be of approved quality make
and shall be brought on site after approval. (The pipes shall be laid in grade as per
instruction.)Contractor shall have to procure bills for standard pipes.
The joints shall be done in cement proportion 1:1 (1 part cement: 1 part sand) using spun yarn dipped in
hot asphalt and caulking tools. The hydraulic pressure test shall be given to the contractor for testing
pipes and jointing. No trenches shall be filled without the approval of the engineer in charge.
The rate of the pipe work are including of excavation and refilling. The excavation etc. shall be
done as follows:
Excavation: The sewer trench shall be excavated to the alignment and gradient shown on the plan and
section. In all sorts of soil including old masonary, asphalt roads and wet excavation. The sewer
excavation shall be commenced at the down stream end of the sewer and be continued up to the gradient
as directed. The trench shall not open more than 60 mts. in advance of the completed sewer only when
directed by the engineer in charge looking to the progress of the work in obtaining the formation of the
bottom of the trenches the usual methods of using sign rails and boning roads shall be adopted during the
whole of the process. The centre line of uniform height shall be carried clearly on each rail. The depth of
the excavation and invert of the sewer shall be checked by means of boning road of approved length and
also by straight edge. The bed of the trench shall be well rammed before starting laying of sewer lines
and cement concrete and masonary work.
Where trenches are deep in bad grounds the sides shall be supported by suitable timbering of
shorting work looking to the nature of the soil near big or important structure, the sides of the trenches
shall be closely and securely timbered, if any settlement of the buildings in anticipated the timbering
shall be left in the ground. The various materials excavated shall be separately stacked so that in refilling
that may be relayed on the same order as before and least possible damage shall be done carpet on the
public roads and private properties. Surface covering consisting of asphalt carpet shall be kept on side
and preserved for reinstatement. The excavated earth shall not be heaped near the trenches so as to
caused unnecessary obstruction along the trenches during inspection trenches etc. shall be tunneled under
only as necessary. The side of the trenches shall be nearly vertical and plumb and red light shall be
placed at each end at intervals and instructions and further protected by rope fence. Necessary caution
boards shall also be created and as directed by the engineer in charge.
Wherever possible material excavated from the trenches of whatever kind shall not be placed
nearer than three meters from the outer edge of the excavated trenches. The utmost shall have to be taken
in refilling the trenches so that no damage may be done no sewer, no lump shall be allowed to be put
around the sewer. The ramming of the filling shall be done and well watered.

The surplus earth shall be removed directed within 30 meters lead. The measurements of the
work shall be exact length and width of the trenches as specified or as per City Engineer instruction and
depth shall be measured vertical as per section up to invert or the pipeline. The City Engineer reserves
the right of extra excavation on either side if considers necessary for the safety of the work.
The bottom and sides of the trench shall be dressed in level and plumb in all directed before any
concrete is in dia. In case the excavation is done deeper than required no filling shall be allowed to bring
the formation to proper level but contractor shall have to lay cement or lime concrete of filing or other
acceptable materials as directed by the City Engineer at contractor own cost so as to come to proper
formation. In case bad formations are met with the work shall have to be done as per instruction of City
Engineer. Necessary arrangements for watering trenches must be provided by contractor and without
proper watering trenches will not be allowed to be filed to further Contractor shall have to make
arrangement for access to invert of the sewer and for inspection of the work as ordered by the engineer.
If it is required to shift or after the alignment section of diameter of the pipe the contractor shall carry out
the altered work at the rates quoted by him for the original work for items and contractor shall not claim
any expenses due to the changes made.
In no case work shall be done at night or no Sundays & other holidays and during the recess time
except in and other holiday the case of bad grounds such as running sand where the work must be
executed vigorous day night without interruption when so ordered by the engineer. All existing water
pipe storm drains sewer line railway track, electric cables etc. which do not in the opinion of engineer
required to be changed in location shall be supported and protected from injury by the contractor. The
contractor shall be liable to pay all damages to water-pipe, drains electric and telephone cable and to
private property during the execution of this contract and the same will be recovered from the running
bills or the deposit of work change location of any existing sewers drains etc. not otherwise from in these
specification the contractor shall do the work of making such change and the work shall be paid for as
extra work. All places utility etc. shall be kept accessible for use.
No extra payment shall be made for land sides and side stops done without prior approval of the engineer
The excavation of trenches shall be done foot wider on each side of the pipe than the inside
diameter of the sewer in case of depth excavation exceeding 3 meters above invert, one feet wider
excavated on either side for the upper depth above 3 meters shall be allowed and paid for. Wherever
natural soil demands winder excavation the mentioned above the same shall be given after approval of
City Engineer. The rate for excavation for easy jointing and caulking nothing extra shall be paid for this.
Refilling of trenches shall be done only after the grade of line and hydraulic test practicable of the lines
are checked and approved of and order given by the Engineer in charge. The refilling shall be
accompanied by through watering for layers of 0.50 mtrs. Further refilling shall be done thereafter and
process should be repeated till trenches are completely refilled. Temping and ramming with rammers
shall have to be done at all place of important work where ordered by Engineer in charge. After order to
refill the trench is give the trenches shall have to be refilled within 4 days with complete watering. If the
contractor fails to do watering satisfactory corporation shall get it done at the risk and cost of the

contractor with or without giving any notice and the expenses incurred in doing so recovered from the
contractor either in cost or from his payment through bills.
The rate shall be per meter basis.
