Annual Maintenance Charges for 62.5KVA DG set as per terms and conditions given below-
Total Cost for supply & installation of spare parts (Consumable Spare- B- Check maintenance Kit and rubber Hose & clamp) as per OEM schedule for annual preventive and corrective maintenance of above 1 nos DG with DG control panel.
Day to day Operation for 1 No. DG Set installed at LMTC Berhampore as per given terms and condition by engagaing one no Semi-Skilled DG operator having required work permit(Part - i (a), i(b), iv) from directorate of Electricity,Govt. of West Bengal in two shifts.(working hours 6am to 2 pm and 2 pm to 10 pm in all working days, Saturdays and Holidays if required by the authority)
Terms & Conditions for maintenance
1. The maintenance work of the DG Set should be under direct and careful supervision of the agency under administrative control of concerned JE/ AE. Any loss or damage to the DG Set or any of it's accessories, caused due to improper and/ or careless handling of the DG Set of the staffs of the agency will be recovered from the Bill Security Deposit, as the case may be, of the Agency. Decision of the Tender Accepting should be final and binding to the agency, in this respect.
2. The staff of the agency should record under his signature in the Log-Book provided to him by the agency, all details of checking and the said Log-Book should be checked and signed by the Junior Engineer / Assistant Engineer concerned, forthwith in case of failure etc. and at least fortnightly in case of routine duties. The Log Book should be available at the worksite.
3. The agency shall have to check end play for crankshaft once in a year(Running> 6 hours per day/1500 hours), general engine performance, diagnosis of faults and rectification, Fuel & filter Lube Oil condition & Pressure, Coolant condition, Battery Condition (including charging), Filter Fuel, fuel level indicator, fuel tank breather, filter coolant, element lube oil filter, element air cleaner, inhibitor corrosion, sensor pressure, sensor temperature, belt V ribbed, adjustment of belt tension, hose pump, clamp T bolt, thermostat, hose elbow, clamp hose, switch magnetic, switch key, arresting leakage if any in the system, self starter repair, mounting bolt, exhaust smoke level, flex plate coupling bolt, charging alternator repair findings thereof should be recorded in the Log Book
4. B-Check Maintenance: Mandatory change of Fuel Filter element, Fuel element, Lubricating Oil Filter element, Lubricating Oil by-pass Filter element, Coolant additive concentred and Lubricating Oil for engines to be done at every 300 operating hrs. of engine/6 months. Whichever is earlier.
5. C-Check Maintenance: Mandatory change of Fuel Filter element, Fuel element, Lubricating Oil Filter element, Lubricating Oil by-pass Filter element, Kit Air Filter Element, Tappet Cover Gasket, Coolant additive concentered and Lubricating Oil for engines to be done at every 1500 engine running hours or every 1 year whichever is earlier.
6. Detection of fault of any part of the engine is the sole responsibility of the agency. All spares including first moving parts like Filter Fuel, Filter Coolant, Filter Lube Oil, Element Lube Oil Filter, Element Air Cleaner, Inhibitor Corrosion, Pressure/Temp. sensor, Sensor Temperature, Belt V Rubbed, Hose Hump, Clamp T Bolt, Thermostat, Hose Elbow, Clamp Hose, Switch magnetic, Switch Key, Lube Oil, SD coil, AVR & RR unit, all rubber houses of cooling system, fuel system and air system etc as required will have to be supplied by the agency.
7. During each schedule visit, the service Engineer will check the followings: A) Alternator: i) Check Generator & Terminal Box Connection. ii) Remove dust from inside the alternator. iii) Check for excitation voltage. iv) Check Diode/rectifier. v) Check Slip Ring & Carbon Brush (if applicable). vi) Check foundation bolts. vii) Check if harness to AVR Terminals & Lead Crimp joints is proper. viii) Check for Bearing noise/Temperature. ix) Check for any abnormality.
C) Service Engineer will Check the mentioned DG Sets 4 (Four) times in a year.
8. The agency will be responsible for Replacement of Fuse and cleaning of DG Set with hand blower once in a year & it's equipments especially Radiator, DG Rooms if any, Pouring of Fuel & Lube Oil, Cleaning and/ or replacement of Oil Filter, Lube Filter & Air Filter, Changing & Topping up Lubricants, Topping up Water in the Battery if required, topping up coolant of radiator, handling of fuel Drums etc.
9. A Trial run of the DG Set, on-load, should be carried out for 10 minutes, once in a week if the DG set was not operated for last seven days, or as directed by the concerned Assistant Engineer/Junior Engineer.
10. The agency should have close watch on overall condition of DG Set & it's accessories and report to concerned Junior Engineer/ Assistant Engineer accordingly. Any defect and/ or Breakdown of the DG Set and/ or any of it's accessories should be reported to the concerned Assistant Engineer/Junior Engineer instantly.
11. Failing to comply any of the above mentioned items will result to deduction of cost from the raised bill as will be determined by the accepting authority.
In case of any Accident and/ or physical illness of the maintenance staff of the agency, while on duty, no claim will be entertained by this department and all responsibilities thereof should be shouldered by the agency.
13. The Executive Engineer, PWD, Murshidabad Electrical Division Reserves the right to terminate the contract with one month notice to the agency for non-satisfactory performance, violation of Terms & Conditions or other administrative reasons.
14. Supply & installation of spare parts (Consumable spares + Emergency spares ) required for requisite scheduled check and emergency repair as per OEM is provisional. Before execution of the same, the agency will have to submit quotation showing the actual requisite quantity with rate for the requisite materials, The quantity will be checked by the Junior Engineer, Assistant Engineer and the Executive Engineer. The Superintending Engineer will sanction the rate. Accordingly the payment will be made on actual rate & consumption basis.
15. In case of major maintenance, the DG Set remains non-operational for at a stretch 15 days or higher, payment will not be made for that non-operational period.
16. The Bill for the work should be submitted along with photocopy of Log Book on monthly quarterly basis to the concerned JE. The payment will be made on receipt of the bill, certified for satisfactory performance by the JE and AE concerned, subject to availability of fund and maintaining existing PWD norms & rules
General Terms & Conditions for Operation:-
1. Operating time of Diesel Generator set shall be from 6am to 10pm(2 shifts) by two nos DG operators, shall be provided by the contractor including on Sundays and holidays.
1. Operation also includes topping of fuel(fuel to be supplied by the authority), Manual DG operation, changeover operations etc., Wherever Auto Main Failure (AMF) is provided, the contractor to monitor on regular basis, the fuel level, topping if required and provide a operator in case of AMF failure. No additional charges will be paid for the same.
2. No additional rent or operator charges will be paid for operation on any holidays and weekends, if required..
3. The Contractor will comply with all the applicable labour laws, rules and regulations relating to P.F. Act including the payment of P.F. contribution, Payment of Bonus Act, Minimum Wages Act, Workmen's Compensation Act, ESI, CL(R&A) Act, Essential Commodities Act, Migrant Labour Act and' or such other Acts or Laws or regulations passed by the Central & State, Municipal and Local Government agency or authority, including T.D.S. as per Income Tax Act, applicable from time to time. The Contractor shall be responsible for maintaining record pertaining to payment of Wages Act and also for depos iting the P.F. contributions, if required, with authorities concerned.
4. The Contractor shall be responsible for proper maintenance of Registers, log books etc. as required under the applicable laws / statutory provisions and' or Rules / Regulations framed there under.
5. The Contractor shall be responsible for all the claims of the employees of the Contractor and shall not make and claim whatsoever against the Department. The Contractor’s workmen will not have any right whatsoever to get absorbed in the Department. The Contractor shall be responsible for all statutory requirements e.g. ESI, PF, labour registrations, Insurance coverage etc. The operator is responsible for compliance of all the rules & safety regulations etc.
6.The Contractor shall engage fully trained and adequately experienced workmen, who are medically fit. They should be free from any contagious diseases. The Insurance for the workmen shall be arranged by the contractor and ensure that the operator shall be well mannered and properly dressed with shoes etc
7.All necessary tools like clamp meter, drilling machines and pliers and other essential tools for effective maintenance of the Diesel Generator equipments shall be provided by the contractor.
8.Contractor shall arrange for comprehensive maintenance of their Diesel Generator set as prescribed by the supplier for reducing the breakdowns to the minimum and for uninterrupted operation of Diesel Generator set.
9.All the maintenance expenses including replacement of spares for the Diesel Generator set along with periodic replacement of lube oil shall be borne by the contractor.
10. Contractor of the Diesel Generator set has to maintain a log book at the site to record the following : i) Hour meter reading. ii) Time for which the generator was operational (generator off and on timings). iii) No. of Units Generated through DG Set iv) Consumption of diesel. The log book shall be submitted to the concern Junior Engineer/ Assistant Engineer, PWD as and when called upon by the Junior Engineer/ Assistant Engineer, PWD.
11. The generator downtime shall be kept to all care shall be taken so that the downtime of DG Set is kept minimum. During the currency of the Contract, Maximum permissible frequency of failures in a month: (a) Once for approximately one hour (b) Four times for approximately half hour In case of major break downs; standby arrangement shall be made within 24 hours from the time of breakdown. In case of poor performance/ non performance of DG set taken on hire, the penalty (twice hiring charges) per day may be deducted from the operation charges for the month.
12. The contractor / firm shall be held responsible for any misdeeds / misbehaviour of their employees within the premises.
