Arranging SHIFT DUTIES & MINOR MAINTENANCE at 33/11KV GAS INSULATED SUB-STATION UNAKAL HUBLI in O & M Urban Division, HESCOM, Hubli of O & M Circle, HESCOM, HUBBALLI on contract basis through outsource agency

The bidder must have experience in any one of the following in any one of the preceding three financial year i.e 2022-23, 2023-24 & 2024-25 (a) Should have Experience in construction of Minimum one (01) Number of GIS Substation of KPTCL/ESCOMS. (b) Should have a minimum Experience of one year in shift duties of maintaining GIS substation of KPTCL/ESCOMS The certificate should be issued by the officer not less than the rank of Executive Engineer Ele) as per Annexure-1(More information refer NIT Document QR Sl.No-7 in sub point-2

The Bidder/Tenderer should possess a valid Class- I Electrical Contractor License or Super Grade Electrical Contractor license issued by the Government of Karnataka

If the bidder is applying for more than one tender then, No. of labourers must be equal to cumulative total of all the tender enquiries for which the bidder has participated. If the required number of labourers is less, then under taking to this effect shall be furnished wherein the bidder ensures to renew the number of labourers within 10 days from Date of LOI. If declaration in this regard not uploaded, then the required number of labourers (Shift Operators/Helpers) to the total number of tenders for which bid is submitted, then the bids in the order of the tender enquiry i.e., station wise Sl.No of the KPP portal will be considered limiting to the available no. of labourers in the labour license of registration certificate of establishment. If the required no. of labourers in the labour license of registration certificate of Establishment is not renewed within 10 days from the date of LOI then the LOI stands cancelled. (Undertaking format as per Annexure-2 shall be uploaded).

The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years (i.e 2020-21 to 2024-25) with HESCOM/KPTCL. A history of awards involving litigations against the bidder or any part or JV may result in rejection of bid. Bidder should furnish the self declaration in this regard as per Annexure-3 and upload the same

The Bidder should not have been blacklisted by KPTCL/any ESCOM/any Public utilities as on last date of submission of Techno commercial bid. Self-declaration in this regard shall be uploaded as per Annexure-4

An undertaking to engage staff with basic required qualifications and monthly rate of minimum wages payable to shift staff engaged by Private Agency/ Contractor as per Annexure-5

The bidder should not have been defaulted/short closed due to non-performance in execution of works against the order placed by ESCOMs/KPTCL/any other Government Distribution/Transmission utilities including PSUs as on date of bid submission. Self-declaration for the same shall be uploaded as per Annexure-6

The bidder shall engage the staff employed by him for the work of arranging shift duties at 33/11KV Sub-Stations are Kannadigas only and are able to Read, Write and Speak Kannada as per the prevailing norms. A self declaration for the same shall be uploaded as per Annexure-7

Self-attested List of Stations presently handling and their Validity as per Annexure-8.

Government of Karnataka reservation circular dated 20/05/2024 for availling services through outsource agency(GOK Circular uploaded) and amendments thereon.The bidder shall produce an undertaking to this effect as per annexure-11 is to be uploaded. Further if any violation found during contract period your contract will be terminated.

The bidder should upload original Clear Scanned copy of Technical Evaluation documents Shall be uploaded

The annual turnover of Bidder in any one of the 5 (Five) financial years i.e., 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 shall not be less than 100% of amount put to Tender i.e Rs 22.93 Lakh. The bidder should upload the Copies of Annual turnover certificate and audited balance sheet, profit and loss account duly certified by registered Chartered Accountant & Income Tax return ITR shall be uploaded

Liquid assets (Cash credit at Bank+Term deposit in any Nationalized/ Scheduled Commercial Bank) on or after the date of notification of tender+Availability of credit facility in any Nationalized/Scheduled Commercial Bank shall not be less than 25% of amount put to tender i.e Rs 5.73 Lakh which shall be supported by certificate issued by any Nationalized /Scheduled Commercial Bank.The said Original scanned Credit Facility Certificate should possess the name of the Firm and tender Indent number and the credit facility to be issued in the name of Superintending Engineer (Ele), O & M Circle, HESCOM, Shivaganga layout, Hubli. The credit facility certificate should be in the Format Annexed to this bid as per Annexure-9. The conditional credit certificates are liable for rejection
