Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder should produce the / any required documents receipts registration certificates clearance certificates returns filed etc. whenever asked for finalization of tender evaluation / award and also before the payment of works bill is made to him / her as required to this office / KNNL or any other requiring authority. KNNL will not be having any liabilities under any Rules Acts & Provisions Etc. for not keeping or otherwise of updated records etc by the bidders before during and after completion of tendered work

Original Certificates /Documents shall be produced at the time of opening of bid along with one set of Xerox copy of all uploaded documents duly self attested by the bidder or an authorized representative in case of firm/company

The officer competent to accept the tender shall have the right to accept or reject any or all the tenders without assigning any reason whatsoever at any stage / time and the same shall be binding on all the bidders / applicants. And KNNL will not be having any liabilities for such action

Corrigendum addendum will be published in the website for all modifications / corrections if any

As per the Government order No. LT/300/LET/2006 Bangalore Dt:-18-01-2007 and C.A.O KNNL Dharwad circular No. KNNL/ACD/KNNSSS/07-08 1486 Dt:-06/07/2007 a sum amounting to 1 % of the bill amount of the contractor will be deducted towards cess and will be credited to the Karnataka building and other Constructions labour welfare fund

The bidder should adhere & note that there will not be any change in Date & Time allowed for tender related queries and submission of tenders / bids through e procurement portal / online even if the Date & Time so fixed / scheduled is / are happens to be / falls or subsequently declared as General Holiday or otherwise unless & otherwise same / it is / are updated / changed / modified in e-procurement portal website https://kppp.karnataka.gov.in. The decision of the undersigned in the matter is final & binding on / to all the intending / participating bidders.

If the date of opening of bid is subsequently declared as General Holiday or otherwise the bid will be opened on the Next working / convenient day. The decision of the undersigned in the matter is final & binding on / to all the intending / participating bidders.

Any bidder who is otherwise Technically Qualified withdraws from the bidding process at any stage before a final decision is taken on the tender the EMD of such bidder shall be forfeited the name of such bidder shall be removed from the category list of contractors at least for a minimum period of one year in KNNL besides making such bidders liable for blacklisting.

Bids submitted by all bidders in the process of bid evaluation will be opened even if the bidder withdraws from the bidding process by not submitting the original documents for verification or for any other reason and the prices quoted by them will be looked into to ascertain if there is collusion amongst the bidders to determine the competitiveness of the L1 price quoted by other bidders as per the decision by the KNNL Board.

The bidder should only submit / upload in KPP portal platform genuine certificates / documents etc. that are as obtained from competent / concerned authorities against each required eligible criteria. Any of the submitted / uploaded certificates / documents etc. found to be fake after verification from issuing authority then his / her EMD (Earnest Money Deposit) will be forfeited besides proposed for making such bidders for blacklisting

Within 20 days of receipt of the Letter of Acceptance the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5 percentage of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause 44 of the Conditions of Contract. For all works Cash or Bankers cheque Demand draft Pay Order in favor of Executive Engineer KNNL GLBC Division 3, Bilagi or A bank guarantee in the form given in Section 10 or Specified Small Savings Instruments pledged to KNNL, GLBC Division3, Bilagi

Authorized copies of the specifications designs & drawings and the schedule of rates and any relevant documents required in connection with the work are open for inspection to the tenderers in this office during office hours

For the above work the prospective contractors / bidders have to visit the work site to assess the site condition Etc before quoting / submitting the tenders / bids for works

The prospective bidder(s) should not coerce any other bidders to derail the healthy and competitive bidding process and shall not resort to Anti-Competitive practices like price rigging cartelization ring formation or adopt unfair practices both civil and criminal aimed at preventing other bidders from quoting for the tender any act that inhibits competition or any act that will be detrimental to the interest of KNNL. Such acts entail the disqualification for participating in the tender process

Photos / video of the work under taken by bidder in stages i.e before execution during / under progress and after completion of the work should be produced in sufficient Nos at the time of submitting the bills as required by the Contractor at his own cost

Typographical errors if any will not be the ground for any claims by the contractor

Maintenance period or the defect liability period for the work is 12 Months from the date of completion of works

The contractor should adhere to the accepted Execution Plan submitted by him under any circumstances without linking to the pending payment of work.

made misleading or false representations in the forms statements and attachments submitted in proof of the qualification requirements etc. and / or record of poor performance such as abandoning the works not properly completing the contract inordinate delays in completion litigation history or financial failures etc. and / or participated in the previous Tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification etc

The Bidder / Firm / Company / shall ensure credit of tender processing fee and EMD in to the respective receiving bank accounts of e-procurement on or before the last date of bid submission.

Proposed methodology and Program of construction, backed with equipment, planning and deployment, duly supported with Broad calculations and quality control procedures proposed to be adopted, justifying their capability of execution and completion of the work as per technical specifications within the stipulated period of completion as per milestones. (Bar Chart OR PERT and Report)

Reports on the financial standing of the Bidder, such as profit and Loss Statement and Auditors Report for the last five years (2020-21 Auditors report, 2021-22 Auditors report,2022-23,Auditors report2023-24, Auditors report,2024-25 Auditors report)

Qualification information and supporting documents, and details of key staff

The Contractor shall employ the technical personnel (of number and qualifications) as may be stipulated by GOK from time to time during the execution of the work. The technical staff so employed shall be available at site as may be stipulated by the Employer

Tenderer shall obtain the Work done Certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the tender. The Original Certificate shall be produced at the time of opening of Technical Bids for physical verification

All the formats prescribed in the bid document shall be filled by the bidder in complete manner the intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents and further orders thereon.

Period for completion of this work is 6 months including Monsoon.

The tenderer shall furnish (Earnest Money Deposit) for the particular works by e-payment.

The intending bidders should inspect the work spot to make themselves familiar with local situation about the availability of construction materials, work men, land required for construction activities, etc.

The Royalty charges will be deducted in the bills as per the orders issued by the Government from time to time.

As per Royalty charges is concerned, contractor should submit MDP s for each material issued from Mines and Geology Department, GOK. Otherwise penalty charges will be recovered as per Nigam Circular No.8708 Dt:26.12.2023

The Contractor himself is responsible for any damages due to natural calamities . The Government or Nigam will not give any compensation for such damages.

It is responsibility of the contractor to successfully complete the work

The contractor is responsible for all activities in site and for any loss of life or assets at site

It is compulsory to make payment to labourers as per Minimum Wages Act. Contractors participating in tender should quote their rates taking into account minimum wages, EPF and ESI contributions
