| 1 | Material and Labour for Cleaning and disinfection of rooftop PVC/RCC Service Water Tanks of capacity 25000 liters located in Married Accommodation/ OTM accommodation using the below mentioned process (Bidders are advised to inspect the site and satisfy themselves regarding the number, size, location and accessibility of tanks before quoting. No extra claim shall be entertained on this account):-
(i) Dewatering : Dewatering of tank through washout pipe or by using suitable dewatering/sludge removal pumps as required at site.
(ii) Sludge Removal : Removal of sludge, mud, silt, sand, vegetation growth or solid particles from bottom surface and internal walls, manually or with sludge pumps.
(iii) Algae Removal : Removal of algae, calcination, etc., from inner surfaces using rotary cleaner/scrubber machine/wire brushes ensuring thorough surface cleaning without damaging the RCC structure/ PVC tank.
(iv Disinfection : Disinfection of Walls and Ceiling/lid with the help of high pressure jet cleaners using chlorine/bleaching solution as per applicable standards. After application, a minimum contact time of 30 minutes shall be maintained to ensure effective disinfection before rinsing.
(v) Rinsing : The treated surfaces shall then be thoroughly rinsed with clean potable water before recommissioning the tank.
(vi) Vacuum Cleaning : Final removal of residual sludge, silt, and deposits with industrial wet vacuum cleaner to ensure a clean and debris-free tank interior.
(vii ) Re-filling : Refilling of tank (where water is made available by the department) and restoration to working condition.
Notes:-
The quoted rate shall deemed to be inclusive of following provisions and nothing extra shall be admissible on this account:-
(i) Cleaning of inlet, outlet, overflow, vent pipe, manhole cover and internal fittings of the tank.
(ii) The contractor/his team shall not request or instruct the residents/ occupants of the buildings to open internal bib taps or other water outlets for draining the service water tanks prior to cleaning. Draining of water from the tanks shall be carried out exclusively by the contractor using suitable dewatering pumps and associated equipment. The contractor shall make all necessary arrangements for pumping out the water without causing inconvenience to the occupants or wastage of water beyond what is necessary for execution of the work. | 16 | Each Job | 1.25 | ₹20 |

(iii) Before commencement of cleaning, the outlet (delivery) pipe of the service water tank shall be securely blocked/sealed using suitable plugs, caps or other approved means to prevent the entry of dirty water, sludge, silt, debris or other contaminants into the delivery pipeline, thereby avoiding choking or blockage of the water distribution system. The temporary blocking arrangement shall be carefully removed only after completion of cleaning, disinfection, flushing and final rinsing of the tank, ensuring that no foreign material enters the pipeline and that the water supply system is restored to normal operation.
(iv) Before commencement of cleaning, the float valve (ball valve/float-operated inlet valve), wherever provided shall be carefully isolated and removed from the service water tank and kept it safely to prevent damage during the cleaning operation. After completion of cleaning, disinfection and final rinsing of the tank, the same shall be refixed in its original position, check all connections, and test its proper operation to ensure correct opening and closing of the water supply without leakage or malfunction. Any damage caused to the float valve or its fittings during execution of the work shall be made good or replaced by the contractor at his own cost.
(v) On completion of cleaning, disinfection, testing and commissioning of the service water tank, the the tank lid/manhole cover shall be properly refixed in its original position and ensured that it is securely fastened/locked to prevent ingress of dust, insects, birds or any other foreign matter. Under no circumstances shall any service water tank be left uncovered, partially covered or unsecured after completion of the work or while leaving the site. Any deficiency noticed in this regard shall be rectified by the contractor immediately at his own cost.
(vi) After completion of cleaning, disinfection, testing and restoration of the water supply, the contractor shall affix a durable self-adhesive sticker on the exterior of each service water tank or, where affixing a sticker is not feasible, neatly mark the details with indelible waterproof paint/marker. The sticker/marking shall clearly indicate the Date of Cleaning, Next Due Date of Cleaning, Name of the Contractor/Agency (optional, if required by the Engineer-in-Charge), and any other particulars as directed by the Engineer-in-Charge.
(vii) Water and electricity, wherever available at site, may be provided by the department at free of cost. Any additional requirement shall be arranged by the contractor at his own cost. | - | - | - | - |

(viii) Coordination with the Engineer-in-Charge/ JE for scheduling the cleaning activity in such a manner that normal water supply to the occupants is not interrupted, preferably during the interval between the morning and evening water supply timings or at any other mutually agreed time.
(ix) Failure to restore water supply within the stipulated time will attract a penal recovery of Rs. 2000/- per day per tank from contractor’s dues.
(x) The entire process of cleaning of tanks shall be carried out only through a certified agency with proven experience in this field. The agency must possess all requisite plant, machinery, and safety equipment.
(xi) Approval of cleaning agency must be obtained from the accepting officer before commencement of the job.
(xii) All equipment/material required for cleaning shall be brought by the contractor. No extra payment will be made for the same.
(xiii) The contractor shall provide all safety arrangements (safety belts, helmets, harnesses, shoes, etc.) for manpower and inspecting staff. No extra cost will be paid on this account.
(ivx) A certificate of tank cleaning (mentioning details of each tank) shall be obtained from the cleaning agency. The certificate must be submitted to the department on successful completion of work and /or before claiming payment in RAR / FB. | - | - | - | - |
