SUDA invites Expression of Interest (RFP) in two cover bid system from reputed &
experienced Consultants for their Consultancy services for Architectural, Planning &
Designing, Structural proof checking for construction of EWS/LIG houses under
PMAY at various locations in SUDA Area.
This Request for Proposal Expression of Interest (RFP) document for Selection of
Architectural, Planning & Designing, Structural proof checking for construction of
EWS/LIG type Affordable Houses, In-situ Slum & Public Housing Redevelopment under
various schemes at different locations in SUDA Area (hereinafter referred to as the
“Consultant”) contains brief information about the scope of work and qualification process
for the successful applicant. The purpose of the RFP Document is to provide the applicants
(hereinafter referred to as “Applicant/s”) with information to assist the formulation of their
proposals (hereinafter referred to as the “Proposal/s”).
While all efforts have been made to ensure the accuracy of information contained in this RFP
Document, this document does not purport to contain all the information required by the
Applicants. The Applicants should conduct their own independent assessment, investigation
and analysis and should check the reliability, accuracy and completeness of the information
at their end and obtain independent advice from relevant sources as required before submission
of their Proposal. Surat Urban Development Authority (hereinafter referred to as “Client” or
the “Authority”) or any of its employees shall incur no liability under any law, statute, rules
or regulations as to the accuracy or completeness of the RFP Document.
The Authority reserves the right to change any or all conditions/ information set in this RFP

o f appropriate addendum as the Authority may deem fit without assigning any reason therefor.
The Authority reserves the right to accept or reject any or all Proposals without giving any

valid or accepted in any case. The EMD shall be released
after finalization of Empanelment of Consultants.

the Bidders, some of the information provided in the above Fact sheet is further elaborated in the subsequent
sections of this RFP and the information provided in the sections of this RFP are to be read in conjunction and
are to be interpreted harmoniously.
3. Project Background
The SUDA (SUDA) is the governing local body responsible for civic infrastructure
development in SUDA area, Gujarat. Established in 1978, it oversees public services such as
road infrastructure, sewerage, storm water drain and water supply in urban planning. The
SUDA is headed by a chairman (appointed by the state government). The SUDA plays a key
role in smart city initiatives, urban development projects, and maintaining civic amenities in
The Housing Project Department of the SUDA area (SUDA) is responsible for providing
affordable housing solutions, especially for economically weaker sections (EWS) and lower-
income groups (LIG). It implements various housing schemes under PMAY (Pradhan Mantri
Awas Yojana) and other urban development initiatives. The department focuses on slum
rehabilitation, redevelopment projects, rental housing, and improving living conditions in
urban areas. It works in coordination with state and central government agencies to ensure
proper infrastructure, amenities, and sustainable housing solutions for the city's growing
The Housing Project department is intended to construct housing schemes for Lower Income
Group (LIG) and / Economically Weaker Section (EWS) under Pradhan Mantri Aawas Yojana
(Urban). The construction of houses under EWS/LIG category will be of Parking +
7th floor to 14th floor of approximately 30 m2 to 62 m2 carpet area respectively. The area
for planning is depends upon plot area available in various locations in SUDA area.
Infrastructural Facilities given by SUDA in LIG/EWS Houses: (SUDA generally provides
below mentioned facilities in such schemes)
• Earthquake proof RCC frame structure
• Compound wall with Main gate
• Internal RCC roads with paver blocks on both sides
• Percolation wells as per CGDCR provisions
• Automatic lifts as per CGDCR provisions
• Underground drainage system
• Piped water distribution system with UG & Overhead tank by pumping system
• Roof top solar system
• Semi-automatic sewage treatment plant
• Concealed plumbing & electric works
• Common plot as per CGDCR provisions
• Aanganwadi/Health Center as per CGDCR provisions or Policy provisions
• Firefighting system as per fire norms
4. ELIGIBLITY CRITERIA
4.1. Financial capability/Escalation Factor
The bidders shall have the financial capability and shall have minimum 50 (Fifty) lacs.
annual average turnover for the last 3 years should be as under:

4.2. Experience of work
The Applicant should have completed or substantially completed (minimum 90%)
similar project with consultancy contract during the last 7 (seven) years (till the date of
submission of proposal), of Residential buildings, office, Commercial, Institutional, Hospital,
Hostel, Hotel, Sports complex, Multilevel Parking Projects executed in India. (list of above
works with all supporting documents shall be submitted)
4.3. Escalation Factors for experience
Following enhancement factors (for selection selection criteria table) will be used for the
cost of works executed a n d the financial figures to a common base value for completed
works or substantially completed work in India. For works completed abroad the latest

• The firm should have in-house facilities for both architectural as well as structural

• A subsidiary of only government undertaking (PSU) can utilize the parent
company’s experience and expertise. A subsidiary can benefit from the parent’s
established knowledge, resources, and operational practices.
• The Applicant should not have been blacklisted by Central Government, any State
Government, or their Public Sector Undertakings (PSU) as on the date of submission
• The EMD as specified in the Tender Notice must be submitted.
4.4. Technical Evaluation Criteria (QCBS)
(i) Only those Applicants whose tenders are found responsive and who meet the eligibility
criteria shall qualify for evaluation under this section. Applicants not meeting with the
eligibility requirements as specified above shall be rejected.
(ii) The technical evaluation will be based on the point-system as given below:
Financial Capability
Annual Average Turnover for the last three (3) financial years:
• Ten (10) marks for turnover >INR 1.00 crore and <=INR 1.25 crore
• Fifteen (15) marks for turnover >INR 1.25 crore and <=INR 1.50crore

Hotel, Sports complex, Multilevel Parking Projects executed in India during last
(seven) years (till the date of submission of proposal).
• On 3 (three) completed consultancy contracts – 30 Marks
• Than for every additional completed consultancy contract – 10 Marks
(The Applicant should submit credential for each project along with certification
of completion from the client.
( Maximum 50 Marks)
Experience in Green Buildings (GRIHA / LEED) during last 7 (seven) years (till
the date of submission of proposal).
Five (5) marks for a completed consultancy contract of a minimum 3 Star GRIHA
Rating or Gold LEED / I GBC Rating
(The Applicant should submit credential for each project along with certification
of completion from the client.)
4 ISO 9001 registered firm
Fully functional office in SURAT. Office shall contain necessary
infrastructure as Architect.
Existing Engineer/ Architect staff Details
• Senior Architect (BE Architect) 10 Years Experience (6 Marks),
• Architect (BE Architect) 5 Years Experience (3 Marks),
6 • Sructural Civil Engineer (BE Civil with Structure) 5 Years Experience (3Marks),
• Draftsman/autocad operator (3 nos) 5 Years Experience (3Marks)
(iii) The Applicant shall submit its work experience for eligible assignment in the formats along
with completion certificate from the client as part of its technical offer and also submit
existing staff details with degree/Diploma certificate, experience certificate for
demonstrating its technical capacity and claiming technical score.
(iv) Only those Applicants whose Technical Score is 60 (sixty) marks or more out of
(Hundred) marks shall qualify for further consideration and selection. A bid will be
considered unsuitable and will be rejected at this stage if it fails to achieve the minimum
technical score and Financial Bids of such failed Applicants will not be opened.
(v) The Authority will notify all such Applicants who have secured the minimum qualifying
technical score, indicating the date and time set for opening of the Financial Bids.
(vi) The Financial Bids will be opened in the presence of Applicants’ representatives who
choose to attend. The name of the Applicants, their technical scores and the proposed quote
will be read aloud and recorded when the Financial Bids are opened.
(vii) Prior to evaluation of the Financial Bids, the Evaluation Committee will determine whether
the Financial Bids are complete in all respects, unqualified and unconditional, and submitted
in accordance with the terms hereof.
(viii) The rate quoted by the Applicant in the Financial Bid shall be deemed as final and reflecting
the total cost of services. The evaluation shall be inclusive of all taxes, duties, levies but
excluding under the Applicable Law of the land.
4.5. Selection Process for M-pannel Award of Work
Only those Applicants whose Technical (QCBS) Score is 60 (sixty) marks or more out of
(Hundred) marks shall qualify for opening of Financial Bids. Financial Bids of failed
Applicants will not be opened.
This Expression of Interest [RFP] is for empanelment of Agency and therefore rate of lowest
bid will be fixed and all others bidders if interested to work for the Lowest Bidder’s rate then
empanelment of Agency will be formed. Bidders other than L1 if desires not to accept the
work at the L1 rate then the bidder will not be added in the empanelment list.
5. Instructions to The Applicants
The offers are to be submitted in two parts, viz. Part I Technical Bid and Part II Financial Bid. In the
Technical Bid, the details of the Architect/Consultant, details of the works carried out etc., are to
be furnished in the prescribed format with necessary supporting documents. In the Financial Bid,
the fees for the prescribed scope of work are to be mentioned.
The Part I and Part II of the proposals are to be submitted in separate sealed envelope duly marking
“Technical Bid’ and ‘Financial Bid’ as the case may be, on the outside of the cover. Both the covers
are to be clearly marked with “Offer for Expression of Interest for Consultancy services for
Architectural, Planning & Designing, Structural proof checking for construction of EWS/LIG
houses under PMAY at various locations in Suda Area.

• Applicant may go through the tenders published on the (n)-Procure Portal and download the
required tender documents/ Annexures for the tenders they are interested in.
• After downloading/ getting the tender document / Annexures/ Appendices, the Applicant
should go through them carefully and then submit them as asked; otherwise, the bid will be

• It is construed that the Applicant has read all the terms and conditions before submitting their

tender document/ Annexure. In addition, the Applicant should consider the

• Applicant should submit the EMD as specified in the tender. In case of Bank Guarantee being
provided as EMD, Bank Guarantee shall be issued from Approved Banks only.
• The Applicant has to upload the relevant files required as indicated in the covered content.
In case of any irrelevant files, the bid will be rejected.
• (n)-Procure/ Buyer shall not have any liability to Applicants for any interruption or delay in
access to the (n)-Procuresite / Reverse Auction link etc., irrespective of the cause.

5.3. General instruction to Applicants
• The Applicant must carefully read all the terms, conditions, and specifications before filling
up the tender schedule and financial bid. The Applicant shall be bound by all terms, conditions,
and specifications detailed in this tender document. The Applicants who are confident of
executing the contract in time by employing the required resources, manpower, and materials
need only participate in this tender.
• Regarding the matters pertaining to this contract, Applicant shall not directly or indirectly
bring or attempt to bring any political or outside influences or intervention through any
association, union, or organization. All disputes, differences, clarifications, etc., arising out of
this contract will be represented by Applicant himself or by his legal representative.
• The Applicant shall be bound by all terms, conditions, and specifications as detailed in this
tender document
• It may be noted that the tender notice is only for fixing a contract and shall not be construed
as an invitation to bid for providing the job, i.e., there is no guarantee for the award of work
without assigning any reason whatsoever may be.
• Any Applicant participating in this tender should make sure that he will be able to carry outthe
work in the contract
• It is implied that the Applicant has obtained all necessary information directly or indirectly
affecting the contract, such as a legal stipulation, possible delays, and hindrance or interference
in executing the contract, and has satisfied them before making the offer. Unexpected
difficulties or expenses shall NOT be considered excuses for difficulties in performing the
contract. The rate quoted should consider all factors.
• The Applicant acknowledges that he assumes all risks contingent upon the nature of the
contract to be encountered by him in executing the contract, even though such actual conditions
may result in the Applicant performing more or less work than that originally anticipated.
• The Applicant shall be deemed to have carefully examined all the documents that are part of
the RFP. It is further understood and agreed that the Applicant has carefully examined and
satisfied him with the terms and conditions of the tender document.
• The quantities indicated in the tender may increase or decrease.
• The tender shall contain the name, address of residence, and place of Applicant's business and
shall be signed by the Applicant with his usual signature. Partnership firms shall furnish full
names and addresses. In case of the authorized representative signs, “Power of Attorney” duly
attested by a public notary must be submitted. In the case of the partnership firm, a Self-
Attested true copy of the partnership deed must be submitted along with the tender. Similarly,
the Self Attested copy of the Memorandum of Article & Association must be submitted along
with the tender in the company's case.
• Interest shall NOT be payable on the Earnest Money Deposit.
5.4. Cost to bid
• The Applicant shall bear all costs associated with submitting its bid, including the cost of
purposes of clarification of the bid if so desired by the Buyer. The Buyer shall in no case be
responsible for those costs, regardless of the conduct or outcome of the Tendering process.
5.5. Amendment of RFP
• At any time prior to the last date for receipt of bids, the Buyer may, for any reason, whether at
its initiative or in response to a clarification requested by a prospective Applicant, modify the
RFP by an amendment. The amendment shall be notified on the (n)-Procure portal and should
be considered by the prospective agencies while preparing their bids.
• To provide prospective Applicants reasonable time in which to take the amendment into account
in preparing their bids, the Buyer may, at its discretion, extend the last date for the receipt of

Technical/ Commercial Bids and/ or Supplementary commercial bids without thereby
incurring any liability to the affected Applicant or Applicants.
5.6. Language of Bids
• The Bids prepared by the Applicant and all correspondence and documents relating to the bids
exchanged by the Applicant and the Buyer shall be written in the English language.
5.7. Submission, Receipt and Opening of Proposals
• The bid prepared by the Applicant shall be submitted online on (n)-Procure Portal only.
• Note: Price should not be indicated/ mentioned in Technical Bid but should only be mentioned
in the Financial Bid online only.
• The Applicant shall submit only one (1) bid in response to the RFP. If the Applicant submits
more than one bid, it shall be subject to disqualification of the Applicant and shall also cause
the rejection of all the bids which such Applicant has submitted.
5.8. Bid Prices
• The Applicant shall indicate the total cost for the services rendered.
• In the absence of information requested in the above Clause, a bid may be considered
incomplete and be summarily rejected.
• The Applicant shall prepare the bid based on details provided in the RFP. It must be clearly
understood that the scope of work is intended to give the Applicant an idea about the order and
magnitude of the work and is not in any way exhaustive and guaranteed by the Buyer. The
Applicant shall carry out all the tasks in accordance with the requirement of the RFP, and it
shall be the Applicant's responsibility to meet all the requirements of the RFP fully.
5.9. Firm Prices
• Prices quoted in the bid must be firm and final and shall not be subject to any upward
modifications on any account whatsoever. However, the Buyer reserves the right to negotiate
the prices quoted in the bid to effect downward modification. The Bid Prices shall be indicated
in Indian Rupees (Rs.) only.
5.10. Applicant Qualification
• The "Applicant" as used in the RFP shall mean the one who has signed the Tender Form. The
Applicant may be either the Principal Officer or his duly Authorized Representative, in either case,
him/ she shall submit a certificate of authority. All certificates and documents (including any
clarifications sought and any subsequent correspondences) received hereby shall be furnished and
signed by the authorized representative/ the principal officer.
• It is further clarified that the individual signing the tender or other documents in connection with
the tender must certify whether they sign as the Constituted Attorney of the firm or a company.
• The authorization shall be indicated by a written Power-of-Attorney accompanying the bid.
• The power or authorization and any other document consisting of adequate proof of the ability of
the signatory to bind the Applicant shall be annexed to the bid.
• Any change in the Principal Officer or his duly Authorized Representative shall be intimated to
Buyer in advance.
5.11. Earnest Money Deposit (EMD)
• As part of this bid, the Applicant shall furnish an Earnest Money Deposit (EMD) of the amount
mentioned in the Bid.
• The EMD must be submitted in the form of a DD or Bank Guarantee issued by any Approved
Bank drawn in favour of the Beneficiary.
• Applicants who intent to submit the EMD as Bank Guarantee should ensure the BG is in favour
of “Chief Executive Authority, Surat Urban Development Authority, Surat” Payable at Surat only.
The BG should be valid for a period of 45 days beyond the bid validity date.
• Applicant shall upload a scanned copy of the proof of EMD in the online bid. In case the EMD is
being submitted through a Bank Guarantee, the hard copy of the Bank Guarantee will have to be
submitted as per mentioned in Tender Notice.
• The EMD is required to protect the Buyer against the risk of Applicant’s conduct which would
warrant the security's forfeiture pursuant to Scope of Work.
• Unsuccessful Applicant’s EMD shall be discharged/ returned within 15 days after the award of
contract to the successful Applicant or expiry of bid validity, whichever is earlier. Earnest money
of successful Applicant shall be returned within 15 days after receipt of Performance Security.
• The Buyer shall pay no interest on the EMD.
• The EMD may be forfeited:
• if the Applicant withdraws or modifies or derogates its bid during the period of bid validity
specified by the Applicant in the Bid.
• If it comes to notice that the information/documents furnished in its bid are false, misleading
• In the case of a successful Applicant, if the Applicant fails to sign the Contract in accordance
with Award of Contract; or to furnish Bank Guarantee for contract performance.
5.12. Period of validity of Bids
• Bids shall remain valid for a period of 180 days from the bid end date. A bid valid for a
shorter period may be rejected by the Buyer as non-responsive.
• In exceptional circumstances, the Buyer may request the Applicant(s) to extend the period
of validity. The request and the responses thereto shall be made in writing (or through e-
mail). The validity of EMD provided under the above Clause may also be extended if
5.13. Format and Signing of Bid
• The documents of the bid submitted online shall be clear and readable. The documents shall
be signed by the Applicant, or a person or persons duly authorized to bind the Applicant to
the Contract. All pages of the bid, except for unamended printed literature, shall be initialed
and stamped by the person(s) signing the bid.
• The response to the bid should be submitted along with legible, appropriately indexed, duly
filled Information sheets and sufficient documentary evidence. Responses with illegible,
incomplete Information sheets or insufficient documentary evidence shall be rejected.
• The bid shall contain no interlineations, erasures, or overwriting except as necessary to
correct errors made by the Applicant, in which case such corrections shall be initialed by the
person(s) signing the bid.
5.14. Revelation of Prices
• Prices in any form or by any reason before opening the Financial Bid should not be revealed,
failing which the offer shall be liable to be rejected.
5.15. Terms and Conditions of Applicants
• Any terms and conditions of the Applicants shall not be considered as forming part of their

5.17. Last date for receipt of Bids
• Bids shall be submitted by the Applicant no later than the time and date specified in (n)-
Procure Portal.
• Bids shall be submitted online in (n)-ProcurePortal.
• The Buyer may, at its discretion, extend the last date for the receipt of bids by amending the
RFP, in which case all rights and obligations of the Buyer and Applicants previously subject to
the last date shall thereafter be subject to the last date as extended
5.18. Modification and withdrawal of Bids
• No bid may be altered/ modified subsequent to the closing time and date for receipt of bids.
Unsolicited correspondences from Applicants shall not be considered.
• No bid may be withdrawn in the interval between the last date for receipt of bids and the expiry
of the bid validity period specified by the Applicant in the Bid. Withdrawal of a bid during this
interval may result in the Applicant’s forfeiture of its EMD and be declared a “defaulting
Applicant.” In such a situation, the tendering process shall be continued with the remaining
Applicants as per their ranking.
• If the Applicant relents after being declared a selected Applicant, it shall be reported as
defaulting Applicant, and EMD of such defaulting Applicant shall be forfeited, and the Buyer
reserves the right to blacklist/ debarred Applicant for the next 03 years from participating in
any such tender. In such a situation, the tendering process shall be continued with the
remaining Applicants as per their ranking.
5.19. Contacting the Buyer
• No Applicant shall contact the Buyer on any matter relating to its bid, from the time of the bid
opening to the time the contract is awarded.
• Any effort by an Applicant to influence the Buyer’s bid evaluation, bid comparison, or contract
award decisions may result in the rejection of the Applicant’s bid.
5.20. Buyer's right to vary scope of Contract
• The Buyer may at any time, by a written order given to the Applicant, make changes to the
scope of the Contract as specified.
• If any such change causes an increase or decrease in the cost of, or the time required for the
Applicant’s performance of any part of the work under the Contract, whether changed or not
changed by the order, an equitable adjustment shall be made in the Contract Value or schedule,
or both, as decided by the Authority and the Contract shall accordingly be amended. Any
claims by the Applicant for adjustment under this Clause must be asserted within thirty (30)
days from the date of the Applicant’s receipt of the Buyer’s changed order.
5.21. Buyer's right to accept any Bid and to reject any or all Bids
• The Buyer reserves the right to accept any or all bid and to annul the Tender process or reject
all bids at any time prior to award of contract, without thereby incurring any liability to the
affected Applicant or Applicants or any obligation to inform the affected Applicant or
Applicants of the grounds for the Buyer's action.
5.22. Award of contract
• There shall be only successful Applicant.
• At the same time as the Buyer notifies any successful Applicant that its bid has been accepted,
the Buyer shall send the Applicant the Proforma for Contract as per the format given in
Appendix C of this tender, incorporating all agreements between the parties.
• Within 15 days of receipt of the Contract, the successful Applicant shall sign and date the
Contract and return it to the Buyer.
• Applicant has to agree to honor all RFP conditions and adherence to all aspects of fair-trade
practices in executing the work orders placed by the Buyer.
• Buyer may, at any time, terminate the contract by giving written notice to the Applicant without
any compensation, if the Applicant becomes bankrupt or otherwise insolvent, provided that
such termination shall not prejudice or affect any right of action or remedy which has accrued
or shall accrue thereafter to Buyer.
• If at any point during the contract, if the Applicant fails to deliver as per the RFP terms and
conditions or any other reason amounting to disruption in service, the Termination, and Exit
Management clause shall be invoked.
5.23. Tender related condition
• The Applicant should conform to the unconditional acceptance of full responsibility of
completing the job and executing the ‘Scope of Services’ of this RFP. This confirmation should
be submitted as part of the Technical Bid. The Applicant shall also be the sole point of contact
for all purposes of the Contract.
• The Applicant should not be involved in any litigation that may affect or compromise the
delivery of services as required under this contract. If at any stage of Tendering process or
during the Contract, any suppression/ falsification of such information is brought to the
knowledge of the Buyer, the Buyer shall have the right to reject the bid or terminate the
contract, as the case may be, without any compensation to the Applicant.
5.24. Rejection criteria
• Besides other conditions and terms highlighted in the RFP, bids may be rejected under the
following circumstances:

• Bids submitted without or improper EMD
• Pre-qualification Bid containing commercial details
• Bids received through Telex/ Telegraphic/ Fax/ E-Mail except, wherever required, shall not be
considered for evaluation
• Bids that do not conform unconditional validity of the bid as prescribed in the RFP
• If the information provided by the Applicant is found to be incorrect/ misleading at any stage/
time during the Tendering Process
• Any effort on the part of an Applicant to influence the Buyer’s bid evaluation, bid comparison,
or contract award decisions
• Bids submitted by the Applicant after the last date and time of bid submission of bids
prescribed by the Buyer
• Bids without the power of authorization and any other document consisting of adequate proof
of the ability of the signatory to bind the Applicant.
5.26. Technical Rejection Criteria
• Technical Bid containing commercial details
• The revelation of Prices in any form or by any reason before opening the Financial Bid
• Failure to furnish all information required by the RFP or submission of a bid not substantially
responsive to the RFP in every respect
• Applicants not quoting for the complete Scope of Services as indicated in the RFP, addendum
(if any), and any subsequent information given to the Applicants
• Applicants not complying with the services, functionality, specifications, and other erms and
Conditions as stated in the RFP
• The Applicant not conforming unconditional acceptance of full responsibility of providing
Services in accordance with the Scope of Services and General Conditions of Contract as
provided in RFP
• If the bid does not conform to the timelines indicated in the bid
• Applicant not scoring minimum marks as mentioned in RFP
5.27. Commercial Rejection Criteria
• The total price quoted by the Applicant does not include all statutory taxes and levies
• If there is an arithmetic discrepancy in the commercial bid calculations, the Buyer shall rectify
the same. If the Applicant does not accept the correction of the errors, its bid may be rejected.
• If Applicant quotes NIL charges/ consideration, the bid shall be treated as unresponsive and
shall not be considered
5.28. Fraud and corrupt practices
• The Applicants and their respective officers, employees, agents, and advisers shall observe the
highest standard of ethics during the Bidding Process and subsequent to the issue of the WO/
Contract/ Agreement and during the subsistence of the Agreement. Notwithstanding anything
to the contrary contained herein, or in the WO or the Agreement, the Buyer may reject a Bid,
withdraw the WO, or terminate the Agreement, as the case may be, without being liable in any
manner whatsoever to the Applicant, as the case may be, if it determines that the Applicant,
as the case may be, has, directly or indirectly or through an agent, engaged in corrupt
practice, fraudulent practice, coercive practice, undesirable practice or restrictive practice in
the Bidding Process. In such an event, the Buyer shall be entitled to forfeit and appropriate the
Performance Guarantee, as the case may be, as Damages, without prejudice to any other right
or remedy that may be available to the Buyer under the Bidding Documents and/ or the
Agreement, or otherwise.
• All the Users in (n)-Procure Portal, i.e., Applicant as well as Buyer, agree not to indulge in any
corrupt practices, including without limitation any activity or action to influence the
transaction on any aspect of contract and commit to taking all measures necessary to prevent
corruption maintaining complete transparency and fairness in all activities related to (n)-
Procure. Users agree to follow and adhere to the Integrity Pact guidelines provided on (n)-
Procure Portal.
• The Applicant would represent its business on the (n)-Procure portal and is mandated to
comply with all the terms and conditions of the platform. Sellers would be solely and
absolutely responsible for the information provided about their organization, business,
products, and services on the portal and would be required to produce proof of such
information if requested at any point in time by the Buyer and / or (n)-Procure.
• The Applicant should not exercise any corrupt influence on any aspect of contract and commit
to take all measures necessary to prevent corruption maintaining complete transparency,
integrity and fairness in all activities related to (n)-Procure.
• By registering on (n)-Procure and by participating in any bid on (n)-Procure, Applicant
undertakes that presently it is not “Debarred from Bidding” on the grounds mentioned in Rule
151 of the General Financial Rules (GFR)
6. Scope of Work
Part-I Architectural Services
• Total consultancy services for designing building including Architectural, electrical, plumbing,
firefighting system with detailed architectural and engineering design and all infrastructural
services within the plot e.g. roads and pavement, SWD, drainage, water supply, street light,
Landscaping, graphics signage and solar system etc. incl. elevator.
• To prepare architectural/ construction drawings, after total station survey and site visit verified
data including plan, elevation and cross sections of the work.
• Prepare drawing as per byelaws (Prevailing C-GDCR) for plan approval from competent
government authority and get approval from competent Government authority as well as Surat
Urban Development Authority. Consultant should have to collect rajachiththi before
commencement of work & Building Use permission after completion of work.
• To prepare working construction drawings for the main Building, parking and other additional
services etc. including plans, elevation, cross section.
• To provide additional copies of plans as and when required by SUDA for execution.
• To prepare detailed drawings of compound wall, grills, entrance gate, etc.
• Proof checking of structural designs of all structures considering seismic zone.
• Supervision of works as and when required.
• To design the building sound, safe, cyclone and earthquake resistant, to bring the building into
functionally good condition using relevant National IS code, prevailing CGDCR and NBC
code sound engineering practice.
• The consultants shall prepare & provide necessary detailed Architectural working drawings.
Prepare building drawing as per execution, modification, alteration, in the building.
• Certification of completion of work done by contracting agency as various stages covering
quality aspect.
• Soil Exploration data will be provided by SUDA.
• The consultants shall provide independents assessment of all the works executed. and they
shall visit ongoing site on periodically basis and also visit site compulsory whenever client
inform them to visit.
• Consultant shall provide Three copies of following reports covering all structures to Engineer
in charge with necessary supporting documents.
(i) Inventory of building, site plan, building plan etc.
(ii) Structural Engineering Drawings.
(iii) Working drawings.
(iv) Architectural drawings.
(v) Basic services like electrical, Plumbing, firefighting, drainage and water supply system
• Procedure for Gujarat RERA Registration and fill quarterly return as per RERA rules and
regulations, if req. project extension approval, etc is carry out by Architect and all necessary
documentation work related to RERA passing, should be signed by Architect along with
structural engineer’s sign. Rera Registration and it’s all related compliance fees shall be paid
upfront by consultant and it shall be reimbursed by SUDA against original receipt.
• Consultant shall complete RERA Registration within three months from the date of Rajja
chiththi received or date of actual work start on site. if consultant failed to do so then penalty
of Rs.25000/- per month delay will be deducted from consultants running bill.
• Above all scope includes timely delivery of final approved drawings so that progress can be
maintained as per mile stone given to the contractors. If this condition is not fulfilled, the
appropriate penalty will be levied by Executive Engineer.
• The consultant should receive Rajjachiththi related documents in prior from concern
department of SUDA before giving drawings for tender documents.
• The consultant should submit Tender drawing after the initial survey of the plot also taking in
consideration NOC like NOC from ASI, NOC from Railway, NOC from Airport, and NOC
from Environment. If the Rajjachiththi drawing is differ from Tender drawing and any
reduction in No. of du's occurs, then Rs. 50,000/- penalty will be done to consultant.
• The consultant should receive Rajjachiththi from concern department within 2 months from
the date of Tender notice given in newspaper. Without any reason, if consultant is failed to do
so then penalty of Rs. 25,000/- per month delay will be done to consultant.
• The consultant should collect necessary documents (Related to Rajjachiththi drawing) from
concern SUDA department or other Government department and to initiate the
process and submit the documents of different NOC like NOC from ASI, NOC from Railway,
NOC from Airport, Fire NOC and NOC from Environment online/offline within
days from the date of Tender notice given in newspaper.
• The consultant should collect necessary documents from concern department of SUDA or
other Government department and and should have done survey of the plot for Monument
related NOC and also finalized the the height of the building before the Tender notice invited.
• The consultant should give query related to structural drawing within 1 week from the date of
drawing submitted to Consultant. After the query resolved by contractor's The consultant
should raise query again in 1 week either they shall approve/proof check structural drawing
within 10 days. If any delay found in process of approving/proof checking of structural
drawing, the penalty of Rs. 10,000/- per drawing pending will be done to the consultant.
Part-II Engineering Services
• Review the progress of work, indicating the problem area if any, and necessary action required
to overcome the same by relevant authority.
• Recommendations regarding the methods and procedure for evaluation and system for
monitoring the maintenance of building after completion of project.
• Prepare a final report with specific recommendations for procedure to be adopted in future.
The scope under this phase of the assignment shall include, inter alias, the following.
• Consultant shall have to obtain NOC from ASI, Railway, and Airport Authority of India
& Environmental NOC if required. SUDA will pay Extra for this Services.
• To furnish completion plan of the building including all services on completion of the project
along with a complete set of design calculations and structural drawings to form a permanent
record for SUDA.
• Consultant shall have to obtain NOC for fire fighting system & lift from competent authority.
• To obtain building use permission.
• Consultant has to give following certificate
1. structural life of Building as per codal provision in relevant IS-Code.
2. Fire resistant of building
3. Thermal and energy performance certificate
4. Flood, earthquake, cyclone, & natural calamities resistant
5. Structural stability of building
6. Completion certificate.
• To obtain RERA certificate/RERA whenever required with all respective submission
process. RERA Registration and all related compliance fees shall be reimbursed by

when necessary, during planning stage as well as execution of works i.e. after the work is
awarded to the contractor.

Mode and Schedule of payment for the consultancy
For services in the scope of work as per the programme shall be paid total Lump Sum fees of
rupees in the following stages consistent with the work done as agree upon.
