Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

General Instructions:1. Submission for the tender will be done online on the e-Procurement portal through https://kppp.karnataka.gov.in only and should be carried after careful study & examination of the RFP documents,with full understanding of its implications. Bidders are expected to understand the requirements to allow them to propose the best fit solution. 2.Proposals are to be submitted as per the enclosed format only along with certificates, brochures & other documents asked for in the RFP document.3.CCSP will be responsible for complying with all central and state government regulations relevant to human resources (such as minimum wage requirements, EPF, ESI etc.).4.The Bidder shall bear all costs associated with the preparation and submission of its bid and The DS&R shall in no event be held responsible or liable for these costs, regardless of the conduct or outcome of the bidding process. 5.Proposals must be direct, concise ,and complete. The DS&R will evaluate bidders proposal based on its clarity and the directness of its response to the requirements of the project as outlined in this RFP.6.This RFP will follow a three-cover system: Pre-Qualification Bid, Technical Bid, and Commercial Bid. The selection of the service provider will be based on the Least Cost Selection (L1) method.7.The Bidder should consider any Corrigendum to this RFP document that may have been published before submitting their Bids.

Pre-bid Meeting and Queries:1.The DS&R will host a Pre-Bid Meeting, tentatively scheduled to occur on the date as mentioned in this RFP.2.The purpose of the conference is to provide bidders with information regarding the RFP and the requirements of the Project, and to provide each bidder with an opportunity to seek clarifications regarding any aspect of the RFP and the Project.

Language of the Bid:The Bids prepared by the Bidder and all subsequent correspondence and documents relating to the bids exchanged by the Bidder and the DS&R, shall be written in English language.

Handwritten documents, Erasures or Alterations:The offers containing erasures or alterations will not be considered. There should be no hand-written material, corrections or alterations in the offer.

Technical Criteria

Capabilities of Vendor

The Bidder must be a company registered under the Indian Companies Act or the Registered Partnership Act.

Others -- Relevant document

The Bidder should have been in operation for at least 10 years as of 01/12/2025

Others -- Evidenced by Certificate of Incorporation and Certificate of Commencement of Business issued by Registrar of Companies, India/Partnership Deed.

The Bidder should have an operational office located in Bengaluru, Karnataka.

Others -- Address Proof / Lease Agreement / Utility Bill

The Bidder must be currently operating 100 or more seats for single/multiple call center operations on date of bid submission.

Others -- Certificate on companys letter head duly signed by company secretary.

Years in Operation as of 01.09.2025

Others -- Certificate of Incorporation / Commencement of Business

The Bidder should be in BPO/KPO services

Others -- Self-declaration & Brief Company Profile

The Bidder should be registered under GST.

The Bidder should not be a defaulter or blacklisted in respect of any tender or contract in Government Departments, Authorities, PSUs, or Companies.

The Bidder should have a turnover of at least INR 3 Crores in last three financial years (2022-23, 2023-24, 2024-25) from BPO-KPO Services. Turnover information furnished here should be as per the balance sheet and profit & loss account submitted to ROC and acknowledged by ROC.

Others -- CA certified and audited turnover are accepted only.

The bidder must have satisfactorily executed at least three (3) BPO/KPO projects of a minimum duration of three (3) years each for the Karnataka Government.

Others -- Work Orders

The bidder must have satisfactorily executed at least five (5) end-to-end BPO/KPO projects for the Government of India, including projects in Karnataka.
