INVITING OPEN IREPS TENDER FOR ENTERING INTO RATE CONTRACT WITH FIRMS/DISTRIBUTORS/CHEMIST SHOPS FOR SUPPLY OF ALL THE TYPES MEDICINES ON DAY TODAY BASIS FOR EMERGENCY LOCAL PURCHASE TO MEDICAL STORES OF RAILWAY HOSPITAL, MYSURU ROUND THE CLOCK(24x7) FOR A PERIOD OF TWO YEARS FROM THE DATE OF COMMENCEMENT OF THE SERVICE

Average Annual Turnover of the vendor for the last three completed financial years (FY22-23, FY23-24, FY-24-25) should be equal or more than Rs.1,09,29,600/- (Three times of the estimated annual value of purchase). CA Certified Turnover certificate should be attached with the tender.

Vendor should show profits in at least two out of the three last three financial years. Vendor should produce Balance Sheet/Profit-loss account of last three completed financial years certified by the CA along with the tender.

The bidder shall be required to deposit Earnest Money of Rs. 1,94,300/- (which is 2 % of the Tender Value) with the Bid in the form of DD in favour of Sr Divisional Finance Manager, South Western Railway, Mysuru to be payable at Mysuru.

Performance Guarantee at the rate of 5 % of the Contract Value should be deposited by the successful bidder. The successful bidder should submit the Performance Guarantee valuing 5 % of the contract Value in four separate parts of 1.25 % each of contract value within 30 days from the date of issue of Letter of Acceptance. Extension time for submission beyond with penal interest of 15 % per annum is within the competency of the Tender Accepting Authority. All other conditions regarding Performance Guarantee mentioned in Para No. 4.11 of General Conditions of Contract for Services and its latest amendments shall apply. The Performance Guarantee in any of the forms listed out in Para No.4.11.5 of General Conditions of Contract for Services and its latest amendments and should be addressed to Sr. Divisional Finance Manager, South Western Railway, Mysuru Division.

The Contract Value, Rs. 97,15,200/- is an indicative figure arrived based on previous years expenditure & future expenditure in order for the tendering process. Hence this Railway does not guarantee this quantum of business to any of the vendors. The business is spread over the period of contract period of two years and extensions if any. Business will be based on the day to-day requirement of Medicines only.

Vendor should ensure a valid IREPS registration throughout the contract period including the extended period if any and functional digital signature and ready to accept orders online and supply medicines with online transmission of documents related to supply made and submission of bills for payment in online mode.

The Distance of the establishment of the vendor from where the orders are being supplied and billed should be within 10 Km Radius by Road from Railway Hospital, Mysuru-570020. A Declaration to this effect should be uploaded by the participant.

Valid Drug Licence for storage and supply of the drugs as stipulated by the Karnataka Stage Drug Control Department should be available. (Copy of the Drug Licence along with Name, Reg Number & Copy of the Certificate of the Registered Pharmacist should be submitted along with Tender)

In case of Distributor, the Name, Address and Educational Qualification of the Qualified Person whose name is available in the Drug Licence to be produced with tender.

Should have the valid legal licence (Trade licence) stipulated by the local authorities to run the establishment. (Copy of such licence should be attached along with the tender

Should have Valid GST Registration and should abide with all the GST norms at the time of billing. (Copy of the GST Certificate should be attached with the tender)

Should have valid PAN Number (Copy of the PAN CARD should be attached along with the tender)

The Vendor should produce latest Non-Conviction Certificate issued by the Drug Control Department, Government of Karnataka. The Non- Conviction Certificate should contain the details of this tender without fail. In case of non-availability of the Non-Conviction Certificate at the time of submission of the tender, the acknowledgment receipt of the application made to State Drug Control Authority should be placed along with the tender. Please note that only, on production of the Non- Conviction Certificate, the said offer will be evaluated further.

Vendor should produce the details of the existing services with at least THREE other Government/Private/Corporate Hospitals. Document related to service along with Satisfactory Working Certificate from these organizations to be produced by the vender at the time of bid in the respective institution letterhead.

Declaration regarding sole proprietor/ partnership firm should be submitted

In case the bidder is a Partnership Firm, the following documents shall be submitted along with the bid: a) Notarized copy of the Partnership Deed of the firm.

b) Consent of all the partners authorizing the partnership firm to enter 10.1.1 into the Joint Venture Agreement, on a stamp paper of appropriate value, duly signed by all partners (in original)

c) General Power of Attorney, duly registered as per the prevailing law, in favor of one of the partners of the firm authorizing him/her to sign the 10.1.2 Joint Venture Agreement on behalf of the partnership firm and bind the firm legally, including creation of liabilities on behalf of the firm.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

In order to verify the credentials and the supply capacity offered by the participant, the Three Member Tender Committee or any other officials nominated by the CMS/MYS shall have all the rights to inspect the premises of the establishment if desired by the administration.
