Exempted for OEM/RDSO approved vendor as per Railway Boards letter no.2019/Elect(G)/165/1 dtd.22.04.2020.Notes: •The bidder shall upload certificate of being an OEM of DG sets (500 KVA), MAKE -KIRLOSKAR installed in Power Cars of Indian Railways.

Financial Standing:The Bidders will be qualified only if they have minimum financial capabilities as below - (i) T1- Financial Turnover: The bidder should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year upto the date of opening of the tender. The audited balance sheet reflecting financial turnover certified by chartered accountant with her stamp, signature and membership number shall be considered. (ii) T2-Liquidity: The bidder should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by chartered accountant with her stamp, signature and membership number shall be submitted by the bidder along with bid.

The Eligibility criteria for escorting and operation of DA set and for maintenance of Diesel Engines, as per Railway Board's letter no: 2006/Elect(G)/138/1pt dated:03/06/2025 has been defined " The maintenance of power car and escorting of Power Car and LSLRD shall be carried out by same agency. Maintenance (A, B/M1, C/M2+M3, D/M4 &E/M5) and Escorting Works to be executed by respective OEMs

Whether document relevant to 1)Any firm recognized by Department of Industrial Policy and Promotion (DIPP) as 'Startups' certificate submitted in case of exemption from payment of earnest money deposit. 2) Labour Cooperative Societies certificate submitted in case of deposition of only 50% of Bid Security.

Whether Document verification certificate (Annexure V) and Annexure V(A) is submitted as the case may be.

Payment of Earnest Money deposit (EMD) & Tender Document Cost (TDC), in respect of e-tendering, should be accepted through net banking or online payment gateway only

Migration to GST regime - Special Tender Conditions: The rates should clearly indicate the rate of applicable duties and taxes included in the prices quoted by them. Any variation in tax structure/ rate due to introduction of GST, shall be dealt with under Statutory Variation Clause. It should be ensure that bidders/tenderers are GST compliant and quoted tax structure/rates are as per GST Law.

Contractor should submit the GSTIN number and same should be mentioned in the bills along with a copy of GSTIN registration certificate while submitting the bills to accounts for audit and payment, As GST is scheduled to implemented wef 01.07.2017. Without GSTN, no bill will be accepted w.e.f. 01.07.2017

From 01.07.2017 GST has been implemented but the detail guideline is still not clear. Hence, new tax structure on materials and labour will be applicable to both Railway & contractor after getting proper notification
