The bidder should have carried out repair of failed Distribution Transformers of atleast 606 totalling in any of the capacities ranging from 25 KVA to 500 KVA (Aluminium/ copper wound) in any one of the five preceding Financial years i.e. 2020-21, 2021-22, 2022-23, 2023-24 and 2024-25 in BESCOM. The bidder should upload total Number of Transformers work order/work awarded for repairs issued by EEs/SEEs duly signed not below the rank of Executive Engineers of C, O&M Division, BESCOM as per Abstract-1 (enclosed).
The % failure rate of repaired distribution Transformers within guarantee period should be less than 6% in that particular year. For example if Bidder has repaired 1250 nos. of transformers during 2020-21 and has uploaded 606 for meeting Technical requirement as in QR I(c), in such case the bidder should upload performance certificate for total 1250 Nos. of repairs carried out in that particular year i,e., 2020-21. The bidder should upload data related to all the transformers repaired of all the years uploaded in QR I (c). The Bidder should upload the Performance Certificate for the above along with Percentage failure rate of repaired Distribution Transformers within guarantee period as per Abstract-2 duly certified by the concerned jurisdictional Executive Engineer.
I) The Bidder should be in existence as any of the following (a) Company incorporated in India under the Companies Act, 1956 2013 including any amendment thereto (b) LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto (c) Partnership Firm under Partnership Act, 1932 in India (d) Sole Proprietorship Concern (II) In case the Bidder is Registered company incorporated under Companies Act, 1956/2013 the Bidder has to upload the following documents:1. Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company.2. Annual filings (E-Forms AOC-4, MGT-7) filed by the Company to Registrar of Companies (Ministry of Corporate Affairs, Government of India) for preceding two Financial Years. 3. Declaration from Directors of the Company in form MBP-1, stating that they are not disqualified to be a Director of the Company along with the list of Companies in which they are Directors as on the date of inviting tender(s).(III) In case the Bidder is LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 the Bidder has to upload the following documents 1. Certificate of Incorporation issued by Registrar of Companies as per LLP Act 2008.2. Limited Liability Partnership Agreement of LLP. 3. Form 11-Annual Return filed by LLP to Registrar of Companies (Ministry of Corporate Affairs, Government of India) for preceding two Financial Years.(III) In case the Bidder is Partnership Firm under Partnership Act, 1932 in India then the Bidder has to upload the following documents 1. Partnership Deed, GST Registration Certificate.2. Shops & Establishment Registration Certificate, as applicable. (IV) In case the Bidder is Proprietorship Firm the Bidder has to upload the following documents 1. PAN/GST Registration Certificate
The bidder should have a valid Registration certificate of Establishment issued by the department of labour, Government of Karnataka i.e., form -C. Nature of business should be Transformer repairs/Transformer Manufacture & Repairs/ Repair & Reconditioning of Transformers. The bidder should upload valid Registration certificate of establishment issued by the Department of Labour, Government of Karnataka i.e., form -C. The bidder should possess the following valid registration certificates in the name of the Proprietorship/firm/Company as mentioned in QR (a) (i) EPF registration certificate (ii) ESI registration certificate (iii) PAN card (iv) GST registration certificate. The Bidder should upload scanned copy of original valid certificates of the EPF, ESI, PAN, GST Registration Certificates.
The bidders who have been already awarded one repair center having validity of more than 6 months at the time of Notification in BESCOM jurisdiction is not eligible to participate. The bidder should upload Self-Declaration with date on or after tender notification in a Non Judicial Rs. 500/-Stamp paper.
The Annual Financial Turnover of the Bidder shall not be less than 50% of the amount put to tender in any one year of the previous five financial years i.e., 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25. Original Certified copies of audited financial statements such as Profit & Loss account statement, Balance sheets for all the Financial Years i.e., 2020-21, 2021-22, 2022-23 ,2023-24 & 2024-25 shall be uploaded. In case the Audited Annual Accounts for FY 2024-25 is not available, the bidder has to upload the original provisional Profit & Loss account statement and Balance sheet duly certified by the Chartered Accountant.
The Liquid Assets as on 30.11.2025 or at a later date before submission of the bid consisting of Cash at Bank + Term Deposits + availability of fund based credit facility in any Nationalized/scheduled Bank shall not be lesser than 25% of the amount put to tender. The cash at Bank, Bank Deposits and availability of fund based credit facilities shall be supported by a certificate issued by Nationalized/ Scheduled Bank shall be uploaded as per Annexure-3. If the Bidder has banking with more than one Bank, then the available liquid assets balance mentioned above on a particular date i.e., as on 30.11.2025 or later date before submission of bids shall be of the same date and time for all the banks.
The WGP Transformers should not be pending for repairs as on 30.08.2025 and has returned to concerned stores. Further if it comes to the knowledge of BESCOM that, if their exists Within Guarantee Period (WGP) transformers then the bid is liable for rejection. The bidder should upload the certificate jointly signed by the respective Divisional Executive Engineer & firm with date on or after tender notification stating that there is no WGP transformers pending for repairs as on 30.08.2025 and has returned to concerned stores as per the Abstract-3 (enclosed).
Bidder should have necessary infrastructure for repairing at least 150 Nos. of Distribution Transformers per month. The bidder should upload Self declaration with date on or after tender notification in the Non Judicial 500/- Stamp paper and also Annexure-D signed by the respective jurisdictional Divisional Executive Engineer. If the bidder does not have the repair center at the time of tender notification, then the concerned jurisdictional Executive Engineer
The Bidder should engage qualified personnel having Degree in Bachelor of Electrical Engineering/Diploma in Electrical Engineering to supervise the process of Distribution Transformer repair works. The Bidder should upload necessary Self-Declaration with date on or after tender notification in a Non Judicial 500/-Stamp paper.
The bidder should have valid statutory certificate issued by KSPCB for the transformer repair centre for disposal of scrap material and oil waste. Self-declaration with date on or after tender notification in Non-Judicial 500/-Stamp paper duly declaring that, if the bidder becomes L1, they will submit the statutory certificate issued by KSPCB in the name of Proprietorship/ firm/Company pertaining to respective repair centre (where the repair centre has been established) within 90 days from the date of LOI. The BESCOM reserves the right to cancel DWA, in case if the firm fails to submit the KSPCB certificate for the respective repair centre.
The bidder should not have been terminated due to breach of contract/ black listed/defaulted/ short closed due to non-performance in execution of works against work awards placed by any Government Department/ Power Utility in Karnataka or any other state at the time of last date of tender. The bidder should upload Self declaration with date on or after tender notification in a Non Judicial Rs. 500/- Stamp paper.
The bidder should agree to install minimum of 5 Nos. of Web based CCTV cameras at suitable place in the repair center at his own cost as per the BESCOM requirement for monitoring of all the activities in the repair centre before start of repair work and it should be maintained till the completion of contract period. The bidder should upload self-declaration with date on or after tender notification in a Non Judicial Rs. 500/-Stamp paper.
A Certificate for having read the above clauses is required to be submitted / uploaded by the Bidder separately in the following format I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India I certify that this bidder is not from such a country or, if from such a country, has been registered with the Competent authority. I hereby certify that this bidder fulfils all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the competent Authority shall be attached). Maximum of 1 repair center will be awarded to the successful bidder in BESCOM jurisdiction at discretion of BESCOM. 2. If the bidder is technically qualified in more than one bid, the price bid will be opened in the descending order of the contract value starting with the highest amount put to the tender for which the bidder is eligible at the discretion of BESCOM. If the bidder becomes L1 in one bid then the subsequent bids will not be opened and will be treated as non-responsive. 3. However if no competitive bids are received in a tender, BESCOM may reserve the right at the sole discretion of the company to consider and to entrust more than one award to a bidder in the interest of BESCOM. 4. Notwithstanding anything stated herein above, BESCOM reserves the right to assess the capacity and capability of the Bidder, if the circumstances warrant such assessment in the interest of BESCOM. BESCOM reserves the right to waive any minor non-conformity or any minor irregularity in an offer, if they do not affect the capability of the Bidder to perform the contract. 5. In case the uploaded bid documents could not be opened/not visible at the time of opening of Techno-commercial bids, the bids are liable for rejection and BESCOM will not be responsible in any manner. 6. Only the documents that are uploaded in Karnataka Public Procurement Portal are considered. 7. If the tender of the successful bidder is seriously unbalanced in relation to the Employer's estimate of the cost of the work to be performed under the contract, the Employer may required the bidder to produce detailed price analysis for any or all items of the Bill of quantities, to demonstrate the internal consistency of those prices with the present practice of repair. After evaluation of the price analyses, the employer may require that the amount of the performance security set forth in Clause 26 of ITB be increased at the expense of the successful bidder to a level sufficient to protect the employer against financial loss in the event of default of the successful under the contract.
