Supply, installation, testing and commissioning of one number 10-passenger (680 kg) capacity, gearless machine-room-less (MRL), automatic telescopic side-opening passenger lift, complete in all respects, conforming to applicable Indian Standards (IS 14665 series), National Building Code (NBC), Harmonized Guidelines and Standards for Universal Accessibility in India, and statutory lift regulations of the Electrical Inspectorate.
The lift shall be suitable for barrier-free access for persons with disabilities and shall also comply with applicable requirements for fire lift operation, wherever mandated.
The lift shall have a rated speed of 1.0 m/s and an approximate travel of 6.4 m, serving Ground + 2 floors (3 stops and 3 entrances). The system shall operate on simplex selective collective control, with provision for attendant operation through key switch and fireman’s switch/fire emergency recall operation.
The bidder shall mandatorily carry out a physical site survey prior to submission of bid, verify shaft dimensions, pit depth, overhead clearance, access arrangements, power availability, and all civil/structural interfaces, and shall incorporate the same into the design and execution. No additional claim on account of site conditions shall be entertained.
The lift shall be equipped with a VVVF drive system and permanent magnet gearless traction machine suitable for MRL installation. The counterweight shall be located at the side or rear as per the manufacturer’s standard design. The lift shaft, pit and overhead requirements shall conform to the manufacturer’s approved general arrangement drawing and applicable Indian Standards.
The approximate internal car dimensions shall be 1100 mm (W) × 1550 mm (D) × 2300 mm (H) or suitable dimensions as required for barrier-free wheelchair accessibility. The car enclosure shall be fabricated from minimum 1.2 mm thick SS 304 stainless steel with hairline/matt finish, complete with rear-side stainless steel handrail, mirror panel, and braille-marked operating buttons mounted at accessible height. Audio floor announcement and visual indicators shall be provided for accessibility.
The car flooring shall be 3 mm thick aluminium anti-skid flooring, suitable for wheelchair movement.
The car and landing doors shall be automatic telescopic side-opening type, with minimum 900 mm clear opening and 2000 mm door height, finished in 1.2 mm thick SS 304 stainless steel, with half-glass vision panels. Landing doors shall include mechanical emergency unlocking facility and comply with applicable Indian Standards.
The lift shall be provided with minimum six (6) numbers of 8 mm dia steel wire ropes, complete with all suspension accessories.
Electrical supply shall be 415 V, 3-phase, 50 Hz for lift power and 230 V, single phase, 50 Hz for lighting and auxiliary circuits.
The lift shall include the following features and accessories:
Full-height multi-beam infrared door protection system
Automatic Rescue Device (ARD) with maintenance-free battery backup to move the car to the nearest landing and automatically open the doors during power failure
Automatic levelling at all landings
Nudging operation
Voice announcement system
Background music system
Battery-operated emergency lighting
Battery-operated alarm bell
Hands-free intercom system, including one master unit and two slave units
Digital/dot-matrix car position and direction indicators inside car and at all landings
Illuminated push buttons with Braille markings
Door open/close buttons
Emergency stop button
Fan and light switches
Non-stop button
Overload warning and alarm indication
The control panel shall be housed in a dust-proof and vermin-proof sheet steel enclosure.
All mandatory and statutory safety devices shall be provided, including but not limited to:
Overspeed governor with safety gear
Buffers
Motor overload protection
Phase failure and phase reversal protection
Final limit switches
Door interlocks
Emergency manual lowering arrangements
Fire recall operation
All other safety devices required under applicable Indian Standards and statutory regulations
The scope shall include all necessary steel works and associated civil interfacing works, including but not limited to:
Supply and installation of I-section beams, brackets, channels, inserts, anchor plates, embedded hooks, guide rail supports, fixing frames and all structural supports
Buffer foundation concrete
Pit waterproofing
Core cutting, drilling, chipping and making good
Door frame fixing and finishing
Scaffolding and temporary supports
Any minor civil modifications required for complete installation
Temporary electrical supply required for installation, testing and commissioning shall be arranged by the contractor at their own cost.
The contractor shall prepare and submit all required drawings and obtain all statutory approvals, including:
Scheme approval from Electrical Inspectorate
Energisation certificate
Lift licence/registration
Fire service clearance, if applicable
All statutory fees and charges shall be borne by the contractor.
The contractor shall arrange first-year lift insurance as per prevailing statutory requirements.
All required tests, inspections and commissioning procedures shall be carried out in accordance with relevant Indian Standards and statutory regulations before handing over.
The contractor shall supply complete operation and maintenance manuals, maintenance schedules, control diagrams, and shall provide training to departmental staff for routine operation and basic troubleshooting.
The scope shall include free comprehensive maintenance and periodic servicing for thirty-six (36) months from the date of handing over/statutory inspection. The guarantee during this period shall cover repair or replacement of all defective parts under normal operating conditions.
The comprehensive maintenance shall include, but not be limited to:
a) Cleaning of all lift equipment
b) Lubrication of all moving parts
c) Replacement of lubricants/oils whenever required
d) Inspection, testing and adjustment of electrical/control contacts
e) Replacement of fuses and similar consumables
f) Recharging and replacement of batteries wherever required
g) Repair, replacement or rewinding of motors and related components wherever required
