Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Tenderer should hold a valid license issued by the Labour Department under Karnataka shop and commericial Establishment act ,1961(ie,FORM C)

Tenderer should hold a valid license issued by the Labour Department under Contract Labour (Regulation & Abolition) Act, 1970. (FORM VI issued by Assistant Labour Commissioner and Licencing authority under Contract labour act,1970)

The requisite Earnest Money Deposit in e-cash (MSME/NSIC Certificate are not admissible for EMD).

Valid GST Registration certificate.

Valid EPF registration certificate issued by competent authority.

Valid ESI registration certificate issued by competent authority

The intending bidder/ Man power agency should make the payment to the labours through account at SBI branch only

Negative (-ve) Tenders are not acceptable

The Tenderer who has submitted the lowest Service Fee( lumpsum in rupees) in the Karnataka Public Procurement Portal shall be determined as the lowest Tenderer

The bidder has to quote only Service Fee (In LUMPSUM) which has to be quoted in Rupees ( rounding off to nearest two decimal places only so as to match the total amount or closest to the total amount.

Submission of Nil Service Fee, Negative Fee/ margin over such minimum wage cost of man power shall be rejected as non-responsive

In the event that two or more Tenderers quote the same amount of Service Fee ( the Tie Tenderer), the Tenderer having the highest Technical Score shall be identified and declared as the Successful Tenderer. In the event the Technical Score of the Tie Tenderers happens to be same, the Tenderer having the highest Average Annual Turnover(in last 3 Financial years i.e 2023-24, 2022-23 & 2021-22) shall be identified and declared as the Successful Tenderer.

The minimum technical score required to qualify is : 70 marks out of 100 marks as per APPENDIX-N

Total number of Manpower deployedFor any Central/State Govt./Semi Govt Preceding 3 years from the last date for submission of Tenders should have successfully deployed manpower for anyCentral / State Govt /Semi Govt such thatThe total /combined manpower deployed are not less than 3 (80 % of the personnel requiredDeployed at least 80 % of the personnel required/users20marks.Deployed more than10 persons / users Addtional 5 marks maximum 25 marks

Total number of Manpower deployed For any reputed CompanyPreceding 3 years from the last date for submission of Tenders should have successfully deployed manpower for any reputed company established under theCompanies Act, 1956 or 2013 such that Deployed at least 80 % of thepersonnel required /users5 marks.Deployed more than 10persons/users 2.5 marks each such additional 10% persons/users subject to the maximum of 5 (Additional ) marks maximu 10 marks

TotalAnnualTurnover in the Business of Manpower Services.The Tenderer should have minimum Average AnnualTurnover of Rs.10.00Lakhs(Two times the amount put to tender in this tender from the last three Completed financial Years preceding the last date for submission of Tenders at least Average Annual Turnover of Rs.10.00 Lakhs (Not less than twice the amount put to tender 15 marks2.5 marks for additional annual turnover of Rs, 100 Lakhs each over twice the amount put to tender subject to a maximum of additional marks.5 Marks maximu 20 marks

Total Credit FacilityTenderer should have credit facility of not less than Rs. 1.25 Lakhs. (estimated cash flow for three months.of credit line or letters of credit from the banks meeting the fund requirement Have received at least Rs.1.25 lakhs credit facility -20 marks maximum 20 marks

Typographical errors, if any will not be the ground for any claims by the Contractor.
