GUVNL or their subsidiary companies viz., PGVCL/UGVCL/MGVCL/DGVCL prior to the date of
opening of Price bid of the tender otherwise their bids will not be considered eligible and as such,
their Price bids will not be opened.

(a) All the relevant documents as per requirement of the Tender are to be submitted electronically
on n-procure platform only. Only documents pertaining or documents required at Preliminary &
Technical stage like but not limited to proofs of submission of Tender Fee, EMD, Valid vendor
registration letter, GST certificate, updated UDYAM certificate & other certificates mandated for
exemption of EMD, any declarations especially asked in physical, etc. shall be submitted
physically along with the Tender Fee, EMD envelope in sealed cover. The physical documents
must reach this office on OR before the due date and time for submission of documents
mentioned in the tender notice. Moreover, all such documents should be strictly submitted by
RPAD/speed post only. Otherwise the offer will not be considered and no any further
communication in the matter will be entertained.
(b) If any deviation found in Data/Details/Documents between on line offer (e-tendering) and
physically submitted documents (Tender document fee, EMD, Vender Registration, other
documents etc.) of bidder, offer of the same bidder will not be considered and no any further
communication in the matter will be entertained.
Further bidders are requested to submit price – bid (Schedule – B) on-line only and not to submit
the price bid in physical form. This is mandatory. If price bid is submitted in physical form, same will
not be opened and only on -line submitted price bid will be considered for evaluation.
(c) It is mandatory for all the bidders to submit their tender documents by both forms viz. on-line
(e-tendering) and physically (applicable for documents asked I physical form only) in schedule time.
If tender documents submitted in only any one form, say either by on-line or physically, in that case
the same tender will not be considered.
(d) Remarks for Price Bid:- Applicable GST rates needs to be mentioned in applicable Clause No.
(Unit GST rate in Rs.) of price bid and in case of bidders opting for composition scheme, “C” shall be
mentioned and amount in Rs. Shall be “0” (Zero) in applicable Clause No. in online price bid.

for information regarding revision/corrigendum/Amendment in tender till due date of online
submission and thereafter. No separate information shall be sent in this regards and also not
publish in newspaper.

NOTE: IMPORTANT
The quantity to be purchased will be decided by UGVCL. The UGVCL reserve the right to reduce /
enhance the tender quantity as per their requirement at the time of finalization of the tender.
If the physical documents (which are required in physical form) of tender will not reach to this
2. office within mentioned date & time, offer will be out rightly rejected even of successful
submission of On Line Tender.
MINIMUM TENDER QUANTITY TO BE OFFERED /QUOTED
The Bidder, who submits their Bid for a minimum quantity of 8000 poles per annum (i.e. 16000 for
02 years), shall only be considered for price evaluation. Company shall not consider the Bid of any
firm, who quotes for lesser quantity than the minimum quantity.
4 Bidder has to quote ex-factory rate in the bid and GST to be mentioned separately.
New bidders who do not have a valid vendor registration (i.e. final vendor registration) at the time
of submission of bid, shall have to pay EMD compulsory as specified in tender notice for New
suppliers (not having valid V.R.).
The Micro and Small Scale Industrial (manufacturing) Units registered under Small Scale Industries
of Gujarat State and holding subsequent registration with CSPO / NSIC / DGS&D, Registration
Certificates for the item under Tender will be eligible for exemption from payment of EMD on
submission of attested copies of their (SSI/MSME Part-II / Udyog Aadhaar Memorandum/Udyam
Registration certificate) & CSPO / NSIC / DGS&D (However, only “UDYAM REGISTRATION
CERTIFICATE” out of (SSI/MSME Part-II / Udyog Aadhaar Memorandum/Udyam Registration
certificate) shall remain valid from 1st April-2022 OR from the date as amended in future by the
Ministry of Micro, Small and Medium Enterprise (MSME), Govt. of India) in EMD Cover.
Clarification of tender commercial terms and condition No. 8 (B) “Conditions for New suppliers”
The new bidders who were issued the provisional vendor registration in previous tender will have

REGISTRATION FORMAT of tender commercial terms and conditions. The provisional vendor
registration issued in previous tender will not be considered in this tender.
DELIVERY PERIOD:
The delivery of the material against this tender shall be completed within two years on equal
monthly basis as per the clause no. 25 “DELIVERY SCHEDULE OF UGVCL” of tendered commercial
terms and conditions.
If the quantity offered by the bidder is reduced while placing the order, in that case delivery
period quoted by the bidder will be adjusted proportionately.

If the poles, which are tested, accepted and paid, are found defective due to use of inferior quality
of materials or poor workmanship within the period of 12 months from date of supply, the
8 Supplier shall have to replace the same "free of cost” within three months from the notifying the
defects. If the same are not replaced within time limit, the UGVCL reserves the right to recover
same amount from the Bills without prejudice to any other rights.
Supplier will be responsible for the poor performance of the materials for the respective
guarantee period.
In case UGVCL finds that there is an attempt of cartel in the prices, UGVCL reserves the right to
consider or reject any or all the parties offer without assigning any reason thereof.
Bank Guarantee against Execution Period & Warranty Period:
The Bank Guarantee against Execution Period & Warranty Period is applicable as per Clause No.
of the commercial terms & conditions and this will be in line with the specifications.
“NO STAGE-WISE BANK GUARANTEES WILL BE ACCEPTABLE IN ANY CASE.”
DELAYED AND LATE TENDERS:
NO TENDER SHALL BE ACCEPTED / OPENED IN ANY CASE WHICH ARE RECEIVED AFTER DUE DATE
11 AND TIME OF THE RECEIPT OF TENDER IRRESPECTIVE OF DELAYED DUE TO POSTAL SERVICE OR
ANY OTHER REASONS AND UGVCL SHALL NOT ASSUME ANY RESPONSIBILITY FOR LATE RECEIPT OF
TENDER / SAMPLE. ANY CORRESPONDENCE IN THIS MATTER WILL NOT BE ENTERTAINED.
Agreement to be executed by Successful Bidder:
All the successful bidders have to execute Agreement in Prescribed format.
PRICE VARIATION CLAUSE:
13 As the tender is invited on Price Variation Basis, read in the first line of clause no. 16, “PRICE” as
Variable instead of “Firm”. The prices will be on price variation basis for Delivery Ex-works. The
formula is attached as FILE NAME – P.V. Formula
