Installation and Commissioning of Biometric Attendance System of Contract Laborers at RSP, as addition for Human Resource (CLC) Department in Rourkela Steel Plant including CAMC for 3 years on Turnkey Contract basis

• a.The bidder should have carried out design, engineering, supply, erection/supervision of erection, & commissioning/supervision of commissioning of face recognition based time attendance management system for at least 1 (One) no. of project, covering the user base of at least 2000 users in a single Purchase Order (PO) or should have single Purchase Order (PO) for 50 facial recognition devices during the last 7 years as on date of NIT , in any of the following organization: PSU/ Govt. Sector /Public Limited Company.

• b. System offered shall be from the preferred make list of Technical Specification

• c. The bidder shall be OEM of Biometric Machine or OEM authorized party. In case the bidder is an authorized party of OEM of the offered system, the following documents shall be submitted: i. Manufacturer's Authorization letter from OEM of offered time & attendance management system. ii. Letter from OEM of offered time & attendance management system for ensuring after sale support till the end of warranty period of the project.

• a. The average annual financial turnover of the bidder for the last three (3) consecutive financial years ending 31st March 2023/2024 should not be less than Rs.2.5 crores.

• b. Net worth of the bidder should be positive in the preceding financial year ending 31st March 2023/2024, as per audited annual accounts. Financial Year means, the accounting year accepted by the prevailing law of respective Country.

• In compliance to „Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017‟ of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/undertaking regarding guidelines given at Annexure-10 of SBD.
