REPAIR, COMPREHENSIVE MAINTENANCE AND REPLACEMENT OF UNSV SPARES OF PASSENGER/ GOODS LIFTS NAVAL DOCKYARD VISAKHAPTNAM UNDER GE(I) (DM) VISAKHAPATNAM

NOTE(for item no 1 to 9) : (a) The comprehensive maintenance work of lifts shall be carried out by OEM only. It is an express condition of the contract that, tenderers shall upload the MoU between contractor & OEM at the time of submission of technical bid in this regard duly signed by all concerened. The documents of MoU between contractor & OEM/or through their accredited authorised agencies/registered MES contractor or other contractor listed in appropriate category of CPWD Railway/other Govt agencies shall be Registered/ Notarised and the same will be produced by the lowest tenderer in original within a week from the date of evaluation of financial bids. (b) The maintenance records for maintenance schedule will be maintained by the contractor. Preventive maintenenac consists of carrying out routine check by skilled personnel as specified in particular specification and as recommnedned by OEM. (c) The contractor shall maintain lift in good working conditions without breakdown. The contractor is advised to maintain the rigourous maintenance schedule to avoid any breakdown and send the maintenance personnel regularly and also store the spare parts (Spare parts should be as per OEM's specifications) so that any breakdown can be attended promptly without any loss of time.

(d) The comprehensive maintenance schedule rate includes all the spare parts/ defective equipments and lubrication to all moving parts, topping up of oils as per the lubrication chart including consumable which are required for satisfactory maintenance of the Lift as per specification of OEM, The contractor shall not be paid anything extra for these parts/ equipments and contractor shall also bear the costs of all the defects arising during the period. (e) The contractor shall Service the lifts at regular intervals and as frequently as the OEM directed based on the nature and condition of the lifts, The lift should be maintain in safe and proper working condition. All parts of the lift shall be checked, cleaned and lubricated to keep them both mechanically and electrically in perfect working condition. (f) Renewal all wire ropes and chains (Where fitted) as often as required to maintain an adequate factor of safety, to equalize the tension on all hoisting ropes, repair or replace conductor cable and hoistway and machine room elevator wiring. If replacement of main hoist steel rope / trailing cable is required at any time as per recommendation of OEM, the same shall be done by contractor and only cost of hoist steel rope / trailing cable shall only be paid seperately as supply only rate under respective items in this schedule. (g) Replacement of the gear and motor bearing whenever requires as per recommendtion of OEM, cost of the same is included in the rate of Comprehensive maintenance.

(vii) Complaint/ breakdown will be attended/ rectified within 02 to 03 hours after informing the complaint by JE/ AGE E&M or maximum upto 24 hrs after informing/ registering.The contractor shall generally be liable for 24 hours call back services but strictly ensure availability of his responsible representative round the clock daily during the entire period of the contract for attending all types of complaints. They shall promptly attend and call back shall not be kept pending for more than 4 hours (unless it has the prior written approval of the Garrison Engineer). The contractor shall obtain signature of authorized representative of the GE at MES office in token of satisfactory completion of defects. The minor defects shall be made good by the contractor within and including 24 hours time and for major defects shall be made good by the contractor within and including 72 hours time failing which flat rate recovery of Rs 2000.00 per day per lift shall be made from the contractor. In case of minor defects relaxation period for repairs is 24 hrs. However beyond 24 hrs and upto 36 hrs rate of recovery shall be half the rate of Rs 2000/-. In case of major defects relaxation period for repair is 72 hrs. However beyond 72 hrs and upto 84 hrs rate of recovery shall be half of Rs 2000/- and beyond 36 hrs for minor defect and 84 hrs for major defects full recovery @ Rs 2000/- shall be made from contractor. This provision of recoveries shall continue till the lift is completely made functional. per day per lift will be recovered from the contractor's dues."

(viii) Breakdown maintenance consists of :- (a) Attending the fault that may occure and carryout necessary repairs to and replacement of Relys, contactor, Addon block, LED segment, sill plate, minor electronics component and spares etc included in the comprehensive maintenance for item no 01 to 05. electrical and control circuit and mechanical components of the all lifts that may occure during the operation. (ix) It is specifically brought out that this maintenance includes repair/replacement of each and every part of the lift except the replacement of the following items:- (a) V V V F drive (b) IR sensor (c) Inverter (d) Cabin operating panel (e) Door drive unit (f) Drive control panel (g) Governor complete set (h) PLC and deflector pulley set (j) Travelling cable. (k) Trailing cable (l) Converter card of automatic rescue device (m) Mosfet card (n) Maintenance free sealed battery (o) Shaft information system (p) Door motor (q) Micro processor based controller (r) Cost of all other parts which are not mentiond under note no (ix) (a) to (q) or in this schedule but required as per recommendation of OEM for smooth & safe functioning of lifts is included in the quoted rates. (x) The quoted rates against these items shall also include artificial load testing of each lift twice in the total contract period .The rtificial load testing shall be carried out at an interval of not more than six monts. Artificial load shall be arrange by department. Handling and transporting of artifical load from the store yard to work site shall be arrange by contractor].

M&L repairs to collapsiable gate assembly incl replacement of roller wheel of size as existing for any floor / car incl replacement of old unserviable rubber bushes and damaged grill handles with new ones and greasing etc complete all as specified and directed.

Material and labour for preparation of old painted surface of passenger/ Goods lift cabin car including door/ collapsible gate at all floors, control panel, motors, gearbox, counter weights and other steel surfaces and applying one coat of synthetic enamel paint of shade same as existing all as specified and directed.
