The Bidder should have Goods and Service Tax (GST) registration with GSTIN number. (Biddershall upload the necessary supporting document to establish compliance for having GST registration.)
The Bidder shall be a manufacturer or /authorized supplier of reputed manufacturing firm and should have a minimum experience of 5 years in designing, manufacturing, testing of equipments/materials of similar rating capacity to the ones specified and being offered. (Bidder shall upload the supporting documents such as Purchase Order Copies/Performance certificate/Order completion reports). OR The bidder should be approved vendor from the KPTCL.
The bidder should have supplied at least 80% (40% in respect of Micro & small enterprises)of quantity of material/equipment in any one of the last 3 years (2 years for Micro & small enterprises) specified in the present enquiry or higher ratings to State/Central owned Transmission utilities/Generation Utilities/ PSUs (Bidders shall have to upload the supporting documents such as Purchase order copies/order completion certificates/ performance certificates. Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises. (Tenderers shall have to upload the supporting Documents such as Purchase Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and Small Enterprises. (Bidder should have to upload the supporting documents such as Purchase order copies/ order completion certificates/performance certificates).
The Bidder shall furnish the performance certificates for at least 80% (40% in respect of Micro & small enterprises) of quantity of material/ equipment specified in the present enquiry or higher ratings, issued by State /Central owned Transmission Utilities/Generation Utilities/PSUs. The issuing officer of performance certificates shall not be below the rank of Executive Engineer or equivalent division head. The performance certificate shall indicate the rating of Tendered material/equipment, make, name of the PSUs/sub-station/Generating Station where it is installed, date of commissioning etc., in order to show that the Tendered material/equipment specified in the present enquiry were in successful operation for at least a minimum period of Two years as on the date of bid opening. (Bidders shall have to upload the performance certificates.) Micro & small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro and small Enterprises.
Type tested various ratings of Capacitor Units shall be offered. The type test reports shall be furnished for each rating called for in the bid. The Bidder shall furnish Type Test Certificates not older than Seven years as on the date of bid opening for having conducted successful type tests on various ratings of Capacitor Units for each rating specified in the bid as per the relevant IS/IEC standards. In case the type test reports furnished for various ratings of Capacitor Units specified in Bid are older than 7 years or type test reports are furnished, then the bidder shall give an undertaking agreeing to conduct all type tests on various ratings of Capacitor Units for each rating specified in the bid as per the relevant IS/IEC standards, before commencement of supplies, if order is placed on the firm without affecting the Delivery Schedule and at no extra cost to KPTCL. (Bidders shall have to upload the type test certificates for all the type tests conducted as per the relevant IS/IEC standards).
The Average annual Financial Turnover of the Tenderer for best three years out of last preceding five financial years (2021-22, 2022-23, 2023-24, 2024-25 and 2025-26) should not be less than the Amount put to tender i.e Rs. 131.00Lakhs. However, it shall be Rs. 66.00 Lakhs in respect of Micro & Small Enterprises. (The Tenderer shall upload audited annual financial statements such as Profit & Loss statements, Balance sheets, turnover certificate for the above said period duly certified by a Chartered Accountant, The copies of the profit and loss A/c balance sheets which could not be read are liable for rejection). UDIN registration to be mentioned. Micro & Small Enterprises shall upload valid MSME (UDYAM) registration certificate obtained from the competent authority certifying that tenderer is a Micro & Small Enterprise.
The liquid Assets as per clause No. 6 (Financial criteria (2))
Any Tenderer/ Bidder from a country which shares a land with India will be eligible to bid in this tender only if the Tenderer is registered with the Competent Authority.
Record of poor performance: The Tenderer will be disqualified if they have a record of poor performance against KPTCL orders such as abandoning the contract, not properly completing the contract, inordinate delays in completion of contract, if the failure rate of the equipment/ materials supplied to KPTCL (either through direct orders or through EPC Contractors) placed in the preceding 5 years is more than 10% of the quantities of capacitor cells supplied.
The Tenderer should not have been DEFAULTED in supplies against Purchase Orders placed by any State/Central Generating/ Transmission Utility/ ESCOMs/ Distribution companies or any Government Electrical Utilities/ PSUs.
The Tenderer should not be under order of debarment/Blacklisting from participating in a Tender by any State/ Central Generating/ Transmission Utility/ ESCOMs/ Distribution companies or any Government Electrical Utilities/ PSUs, as on the last date of submission of bids.
Litigation History:The Tenderer should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the preceding five years. A consistent history of awards involving litigation against the Tenderer or any partner may result in rejection of Bid.
