| 1.012. The contractor shall submit complete Design, scheme including electrical diagram of the work, schematic diagram, SPV module layout, Civil work viz etc complete as per SECI latest guidelines as applicable IEC, IS and shall be vetted from any MNRE approved organisation/ IIT/NIT/ Govt Research institute. The Approved design shall be submit to the GE with in one month of date of commencement of the work. 3. The bidder shall carefully design & accommodate requisite numbers of the modules in the available area (refer topographical survey) to achieve the rated power in his bid. Note-: Shadow analysis report of the site has to be submitted along with topographical survey. | 1.05(a) MonoCrystaline Silicon Solar Photovolaic minimum of >545Wp capacity having efficiency 19.00% min under standard conditions, form fill factor more than 0.74, plant performance ratio > 75% , made of high transmitivity glass front surface and it shall give high encapsulation gain ( transmittance above 90% and bending less than 0.3%). The electrical parameters of SPV modules under standard test condition of irradiance 1000 Watt/ sqm2, AM 1.5 Spectrum and temp 25 degree Celsius shall be as under :- (i) Max Peak Power Pmax > 545W Voltage at Max Power Mono Crystalline type. (b) Rated output of the modules shall have positive tolerance of 3-5% and no negative tolerance is allowed. (c) It shall perform satisfactority in RH 85% with temperature up to +85 degree C and should withstand wind of 150 kmph on the surface of panel. | ||||||||||
| 1.06(d) PV modules shall be warrented for their output peak watt capacity, and it shall not fall of its initial value below 90% in first 10 year end and 80% after the end of 25 years. (e) Each PV module must use a RF identication tag (RFID tag) encapsulated with solar cell bearing following details: (i) Name of manufacture of SPV Module. , (ii) Name of Manufacturer of solar cell and module, country of Origin, Month & Year of the manufacture ( both cell and module). (iii) Peak wattage, Im, Vm and fill factor (FF) of the module IV curve of module. (iv) RFID shall be mandatorily placed inside the module laminate (f) PV modules must confirm to latest edition of IEC 61215/ IS 14286. In addition the modules must confirm to IEC 61730 Part I and II for construction and testing & safety qualifications and confirming to IEC 62804 PID. | ||||||||||
| 1.07(g) It shall also be in confirmity to latest minimum technical specification issued by MNRE from time to time. Modules should be of 72 cell configuration and should be of MNRE approved companies/agencies in category/ rating 'SA-1A' . (h) Provision of earting and earth strip/ cable etc for earth of solar Pvmodule/ array etc as per latest IS/MNRE norms to be provided and cost of the same is deemed to be included in the item and no extra amount will be paid to the contractor on this account. | 1.08(l) Balance of system (BOS) items/components: The BOS items/components of the SPV power plants/systems deployed under this project must conform to the latest edition of IEC or equivalent BIS Standards /MNRE specifications / as specified para 1.01 of minimal technical requirements/standards for SPV system/plants to be deployed during this financial year under the programmes of MNRE available on MNRE website as on last date of quoting of tender. (m) DC Cables & AC Cables:- Suitable size of XLPE insulated tinned copper cable of solar grade, 1100 volt and UV resistant for outdoor installations confirming to IEC 60227/15694 & 60502, IS 1554 (Part I & II) of minium size 6 sqmm. All cables and connectors for use of installation shall be of solar grade which can withstand harsh environmental conditions including high temperature, UV radiations, rain, dirt,burial and attack by moss and microbes for 25 years and voltage as per latest IEC/IS. | ||||||||||
| 1.09(i) All the cables/ wires shall be provided with UV resistant printed ferrules for DC side. (ii) The size of the cable shall be such that average voltage drop at full power from PV module to inverter shall be less than 1.5%. (iii) The AC cables along with AC DB with necessary arrangement to connect with the existing power supply to be done. (iv) The size of XLPE LT cable To be got approved by Engineer in charge. Suitable electronic smart meter To be fixed to measure generation of electricity. (vi) The cost of interconnecting DC copper cable, and earth work for trenches suitable to accommodate solar grade cables from SPV module upto inverters are included in the item. Make: Lapp, Havells, Polycab, Leoni, Siechem Module Mounting Structure:- (i) Design, procure, fixing, support structure made of hot dipped galvanisized iron with min 85 micron thickness including necessary PCC foundation and associated work and fixing mounting arrangement suitable for SPV modules so as it can withstand wind speed of 150 KM per hour. (ii) The array mounted structure has to be so designed that it occupies minimum space without sacrificing the output of SPV panels, Nuts, bolts,mounting structure including module mounting structure shall have to be adequately protected from atmosphere and weather prevailing in the area. (iii) All the modules fixing fastners shall be of stainless steel of grade SS316.The module mounting structure to be fixed tilt to optimise the maximum generation in a year.
(iv) MMS design shall be supported with stadpro report and submitted for the approval of the accepting officer. (v) Cost of all equipments, copper strip up to earth test point and earthing etc are included in this item. (vi) The cost of sufficient earthing for lightning protection is included in this included in this item and no extra payment will be made to the contractor on this account. Note :- (i) Structural design of the mounting structure should be carried out by contractor & same has be got approved by accepting officer. (ii) Water Leak Protection has to be ensured, Pure Epoxy Resin based Chemical anchoring system. Any damage done to existing water proofing materials/ roof structure during installation shall be made good by same water proofing materials and specifications as directed by the contractor at no extra cost.
String Inverter (Grid Tied Inverter) :- (a) Supply, Procure, fixing, testing and commissioning of suitable capacity string invertor to each Bldg (for 16 Nos of Bldg & total capacity is 1000 KW), 50+3 Hz (min) 3 phase 415-433 Volt, THD< 3%, at nominal power inverter suitable to convert DC power of solar PV module/ arry/ to AC for further feeding to grid confirming to IEC 61683 for efficiency, IEC 62109 or equivalent for safety and IEC 62093 for reliability. The input DC technical specification of inverter. The microprocessor based inverter capacityshould be as per roof top solar photo voltaic (PV) plant or next higher capacity having following specifications:-

(c) The inverter shall have minimum IP 65 protection, ground fault monitoring, grid monitoring , protection against anti-islanding, DC reverse polarity, surge protection, frequency, AC and DC short circuit current and over current, AC and DC over voltage and temperature (d) The inverter shall be self commulated with Pulse Width Modulation (PWM) technology and shall be capable of synchronise maximum with in one min. Maximum Power Point Tracker(MPPT) confirming to IEC 62093 shall be integrated in the inverter to maximum the energy drawn from the PV array (e) The inverter shall be suitable nos of protected inputs (as per design) and outgoing shall be protected by Surge protections (MOVs) .The inverter shall be provided with protection class I (IEC 62103)
(f) The inverter should have MODBUS, PROFIBUS, ETHERNET comn ports . (g) The inverter shall include appropriate self protection and self diagnostic feature to protect itself and the PV array from the damage in the event of the inverter componant failure or from parameters beyond the inverters safe operating due to internal and/or external causes (h) The Inverter shall have protection arrangement against ground leakage faults, over voltage, (SPD) & over current (j) The inverter should interfaces with Ethernet, RS485, irradation and temperature sensor, Auxilary equipment and power supply, external stop signal. Should have residual monitoring system.
(k) The inverter should have provisions of Galvanic isolation, antiislanding. (l) The inverter must have the feature to work in tandem with other similar inverter and be able to be successively switched ON and OFF automatically based on solar radiation variations during the day. Metering arrangements:- (A) Suitable dual metering arrangements with recording facility shall be provided. The metering arrangements must have feature to measure and record. The successful Contractor shall submit the following documents duly vetted by any one of the MNRE consultant, within three weeks of placement of work order for approval of Garrison Engineer. (a) Design Calculations, : The tenderer should work out design based on the conditions prevalent at Air force station Jodhpur, building plan, structural specifications, as existing. The complete design calculations using PVSYST/PV Sol/ NREL Software shall be submitted.
(b) Plan depicting layout of all equipment and Sub-systems of the PV System. This shall be self-contained and self explanatory representation of layout of equipment and sub-systems. The dimensioned drawing of the site of work clearly marked with all subsystems components etc shall be submitted by the successful bidder on A1 sheet in colour in triplicate out of which one copy has to be plastic laminated. (c) Schematic Diagram of the Electrical system: This shall contain specifications, sizes, current, voltage and fault levels ratings of all cables, switch gears and instrumentation & control systems and all metering and interlocking etc.
Note :- (i) The successful bidder shall submit peak AC output at peak DC output with various losses. (ii) All the documents/technical details mentioned above duly vetted as specified above shall be approved by Garrison Engineer (GE) within 15 days of submission. The GE may approve the documents as submitted by Contractor or may suggest modification/alteration in documents/technical specifications duly supported with reasons for the same. The work shall be executed based on the approved documents. In case of any dispute the matter shall be referred to Accepting Officer. The decision of Accepting Officer shall be Final and Binding.
(iii) The design , drawing and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write ups etc shall become departmental property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these documents and their subsequent use by the department.
(iv) After completion the contractor must engage a third party MNRE approved consultant for final testing and third party inspection of executed work. The consultant shall certify that the work has been executed in accordance with vetted and approved design. The contractor shall propose a panel of three consultants for this purpose. The final decision on the consultant to be engaged shall be taken by accepting officer. All cost and charges for engagement of consultant shall be born by the contractor (v) Department will give completion of the work to the contractor only on the basis of completion reports submitted by the third party consultant engaged by the contractor
Design, Supply, Installation, Testing and Commissioning of Solar Monitoring and asset management system software for all RTS projects in BOQ having below specifications. Central Solar monitoring system to display data from inverters, pyranometer, ambient temperature sensor, string combiner box, wind speed sensor and multifunction meters) for each site. Software with maintenance and support as per specifications. (i) Must have user customizable dashboards and SLD (without any coding/ scripting). Dashboards shall be enabled with SVG based mimics only (PNG, JPEG images for functional mimics shall not be allowed. (ii) Reporting must be user-configurable and changeable. Utility like billing reports must be supported. (iii) Multi-site data viewing within same interface without any physical cable connection of sites to single website. (iv) System must be accessible over internet and must have adequate security with dual factor authentication with username/ password along with OTP on email.
(v) All device communication with Server or Cloud based loT system (Cloud shall be with Meity approved CSP) must be secured using TLS/SSL encryption. Cloud must not support non-secure connections. (vi) System must work without any need of static IP. No static IP will be provided for any location. (vii) The system shall be running in any of the electrical utilities (Govt/ Semi Govt) for at least 25 sites as electrical asset management system (proof shall be attached with the invoice in the form of unpriced PO). (viii) Design, Supply, Installation, Testing and Commissioning of Hosting and Configuration for Web-Based Metering Software, with 2 years subscription. The service includes:- (ix) Web-Based solar SCADA Software Hosting: Hosting and configuration for web- based software, including web setup and user credential management. (x) Tag Points: Support for up to 30000 tag points, with scalability to accommodate up to 200 nodes. (xi) Meity Cloud hosting. (xii) User Access: Capability for 50 concurrent users. Note for item no 12 & 13 above :- The operating staff shall maintain the following and the cost shall be deemed to be included in the quoted rates:- (a) Daily log sheet and Contractor would be responsible for maintaining all the records of generation in each building. Same shall be recorded by the electrician on daily basis and submitted to Engr-in Charge on daily basis. (b) A register of record of periodical maintenance carried out data wise and will be signed by the contractor and Engr-in Charge. (c) Necessary daily log register and periodical register shall be provided by the contractor without additional cost and rates quoted against items of Sch A shall be deemed to included for the same and the register will become the property. (d) The contractor shall ensure by preventive maintenance occurrence of any possible breakdown to keep the plant in serviceable condition at all time. (e) The contractor will attend on the same day any defect due to fair wear and beyond the control of operator /department.

(h) All pretty small parts required for repair like nuts, bolts, washers, screws, tapes, grease Oil/lubricants copper wire flexible, for connections etc deemed to be included in the unit cost. (J) Recovery charge is double of the quoted rate per shift in case of absent. (k) Manning and operation shall be Seven (7) years ie. (02 years defect liability period + 5 years M&O after completion of work). (l) Operating staff shall not be employed for more than eleven month else contractor shall be responsible for their permenant emoloyment as per labour laws and depertment shall not bear anything. (m) Minimum fair wages shall be ensured by the contractor
