6.1 Tender Fee: Rs. 2400/- (Rupees Twenty-Four hundred only) by Demand Draft in favour of the
“Executive Engineer, Bharuch (R&B) Division, Bharuch”, payable at Bharuch from any
Nationalized / Scheduled Bank except Co-operative Bank. Demand Draft issued after the last date of
submission of Bids will not be considered or accepted.
6.2 Bid Security i.e. EMD Rs. 32,000/- (Rupees Thirty-Two thousand only) in the form of DD / FDR
in favour of “Executive Engineer, Bharuch (R&B) Division, Bharuch from any Nationalized
/Scheduled Bank except Co-operative Bank shall be valid up to 180 Days. DD / FDR issued after the
last date of submission of tender will not be considered as valid or accepted in any case.

7.3 The offline technical evaluation of the tenders received on or before last date of submission would be
done and results will be displayed on web site.
7.4 After successful completion of Technical Evaluation, price bid of only those bidders would be
opened online who are found to be substantially responsive.

9.0 Specific Instruction to Applicants
9.1 The major items relate for Providing Consultancy service for Third party inspection &
Quality assurance for the work of Resurfacing and FDR Work on Existing Ankleshwar -
Rajpipla 4 Lane Road (Phase -1) from Km 0/0 to 44/00 in the State of Gujarat (SH-64)
9.2 Consultant may be pre qualified for project contract up to a limit of his pre qualified capacity.
9.3 The Contract will be Man months rate as negotiated by Government considering the progress
achieved of works and will be bound to all Consultants.
9.4 The complete Request For Proposal (RFP) document complete in all respect should be submitted on
above mentioned website on or before dated 07 / /2026 up to 18.00 hrs. There should be two
separate offers for Technical bid and financial bid.
9.5 The language for submission of prequalification documents along with the tender documents shall be
English. If information is provided in another language, it shall be accompanied by a translation of
its pertinent parts into ENGLISH. This translation will govern and be used for interpreting the

/ consultant. No two concern in which an individual is interested as a proprietor and / or a partner,
shall tender for the consultancy. If they do so all such tenders shall be liable to be rejected.

INFORMATION TO CONSULTANTS
1.1 The Client named in the “Data Sheet” will select a firm in accordance with the method of selection
indicated in “Data Sheet”.
1.2 The consultants are invited to submit a Technical Proposal and a Financial Proposal. As
specified in the Data Sheet (the Proposal) for consulting service required for the Assignment name
in the Data Sheet. The Proposal will be the basis for contract negotiations and ultimately for a
signed contract with the selected firm.
1.3 The Assignment shall be implemented in accordance with the phasing or otherwise as indicated in
the Data Sheet. When the Assignment includes several phases, the performance of the consultant
under each phase must be to the Client’s satisfaction before work begins on the next phase.
1.4 The Consultants must familiarize themselves with local conditions and take them into account in
preparing their proposal. To obtain first-hand information on the Assignment and on the local
conditions, consultants are encouraged to pay a visit to the Client before submitting a Proposal.
1.5 The Client will provide the inputs specified in the Data Sheet, assist the firm in obtaining licenses
and permits needed to carry out the services, and make available relevant project data and reports.
1.6 Please note that (i) the costs of preparing the proposal and of negotiating the contract, including a
visit to the Client, are not reimbursable as a direct cost of the Assignment; and (ii) the Client is not
bound to accept any of the proposal submitted.
1.7 Government policy requires that consultants provide professional objective, and impartial advice
and at all times hold the Client’s interests paramount, without any consideration for future work,
and strictly avoid conflicts with other assignments or their own corporate interests. Consultants
shall not be hired for any assignment that would be in conflict with their prior or current
obligations to other Clients, or that may place them in a position of not being able to carry out the
assignment in the best interest of the Client.
2. CLARIFICATION AND AMENDMENT OF LETTER OF INVITATION
2.1 Consultants may request a clarification of any of the technical and price bid documents up to the
number of days indicated in the Data Sheet before the Proposal submission date. Any request for
clarification must be sent in writing by paper mail, cable, telex, facsimile or electronic mail to the
Client’s address indicated in the Data Sheet. The Client will respond by cable, telex, facsimile, or
electronic mail to such requests and will send copies of the response (including an explanation of
the query but without identifying the sources of inquiry) to all invited consultants who intend to
submit Proposals.
2.2 At any time before the submission of Proposal, the Client may for any reason, whether at its own
initiative or in response to a clarification requested by an invited firm, modify the technical and
price bid documents by amendment. Any amendment shall be issued in writing through addenda,
Addenda shall be sent by mail, cable, telex, facsimile, or electronic mail to all invited consultants
and will be binding on them. The Client may at its discretion extend the deadline for the
submission of Proposal.
3. PREPARATION OF PROPOSAL
3.1 Consultants are requested to submit a Proposal (Para 1.2) written in the language(s) specified in
the Data Sheet.
Technical Proposal
3.2 In preparing the Technical Proposal, Consultants are expected to examine the documents
comprising this technical and price bid documents in detail. Material deficiencies in providing the
information requested may result in rejection of a proposal.
3.3 While preparing the Technical Proposal, Consultants must give particular attention to the
(ii) For assignments on a staff-time (person months) basis, the estimated number of key professional
person-months is given in the Data Sheet. The proposal shall, however be based on the number of
key professional staff-months estimated by the firm.
(iii) It is desirable that the majorities of the key professional staff proposed be permanent
employees of the firm or have an extended and stable working relation (preferably more than
12 months) with it.
(iv) Proposed key professional staff must have a minimum experience indicated in the Data Sheet,
preferably working under conditions similar to those prevailing in the country of the
(v) Alternative key professional staff shall not be proposed, and only one curriculum vitae (CV)
may be submitted for each position.
(vi) Reports to be issued by the consultants as part of this assignment must be in the language(s)
specified in the Data Sheet. It is desirable that the firm’s personnel have a working knowledge
of the client’s national language.
(vii) The CVs have been recently signed and dated in blue ink by the respective Personnel and
countersigned by the Applicant. Photocopy or unsigned / countersigned CVs shall be rejected;
(viii) The CVs shall contain an undertaking from the respective Key Personnel about his/her
availability for the duration specified in the RFP;
(ix) Professional Personnel proposed have good working knowledge of English language;
(x) Key Personnel would be available for the period indicated in the TOR.
(xi) No Key Personnel should have attained the age of 75 (seventy five) years at the time of
submitting the proposal; and
(xii) Failure to comply with the requirements spelt out in this Clause 2.14 shall make the Proposal
liable to be rejected.
(xiii) If an individual Key Personnel makes a false averment regarding his qualification, experience
or other particulars, or his commitment regarding availability for the Project is not fulfilled at
any stage after signing of the Agreement, he shall be liable to be debarred for any future
assignment of the Authority for a period of 5 (five) years. The award of this Consultancy to the
Applicant may also be liable to cancellation in such an event.
3.4 The Technical Proposal should provide the following information using the attached Standard
Forms (Section 3) :
(i) A brief description of the firm’s organization and an outline of recent experience on
assignment (Section 3B) of a similar nature. For each assignment, the outline should indicate,
inter alias, the profile and names of the staff provided, duration of the assignment, contract
amount, and firm’s involvement.
(ii) Any comments suggestions on the Terms and Reference and on the data, a list of services, and
facilities to be provided by the client (Section 3 C).
(iii) A description of the methodology and work plan for performing the assignment (Section 3D).
(iv) The list of the proposed staff team by specialty, the tasks that would be assigned to each staff
team member, and their timing (Section 3E).
(v) CVs recently signed by the proposed key professional staff and the authorized
representative submitting the proposal (Section 3F). Key information should include
number of years working for the firm/entity, and degree of responsibility held in various
assignments during the last ten (10) years.
(vi) Estimates of the total staff effort (professional and support staff; staff time) to be provided to
carry out the Assignment, supported by bar chart diagrams showing the time proposed for
each key professional staff team member. (Section 3E and 3G & 3H).
(vii) A detailed description of the proposed methodology, staffing, and monitoring of training, if the
Data Sheet specifies training as a major component of the assignment.
(viii) Any additional information requested in the Data sheet (3I & separate sheet)
3.5 The Technical Proposal shall not include any financial information.
Financial Proposal
3.6 In preparing the financial proposal, consultants are expected to take into account the requirements
and conditions of the technical and price bid documents. The Financial Proposal should follow
standard Forms given in priced bid. It lists all costs associated with the Assignment, including (a)
remuneration for staff (local in the field and at headquarters), and (b) other facilities such as
subsistence (per diem, housing), transportation (international and local, for mobilization and
demobilization), services and equipment (vehicles, office equipment, furniture, and supplies),
office rent, insurance, printing of documents, surveys; and training, if it is a major component of
the assignment. If appropriate, these costs should be broken down by activity and if appropriate
into local expenditures.
3.7 The financial proposal should clearly identify, as a separate amount, the local taxes (including
social security), duties, fees, levies, and other charges imposed under the applicable law, on the
consultants, the sub-consultants, and their personnel (other than nationals or permanent residents
of the government’s country); unless the Data Sheet specifies otherwise.
3.8 Consultant may express the price of their services in the currency of Indian Rupees.
3.9 Commissions and gratuities, if any, paid or to be paid by consultants and related to the
Assignment will be listed in the Financial Proposal submission form.
3.10 The Data sheet indicates how long the proposals must remain valid after the submission date.
During this period, the consultant is expected to keep available the key professional staff proposed
for the assignment. The Client will make its best effort to complete negotiations within this period.
If the Client wishes to extend the validity period of the proposals, the consultants who do not
agree have the right not to extend the validity of their proposal.
4. SUBMISSION, RECEIPT AND OPENING OF PROPOSALS
4.1 The original proposal (Technical Proposal and if required financial Proposal; see para 1.2) shall be
prepared & submitted to Executive Engineer, Bharuch (R&B) Division, Bharuch by online only.
4.2 The Completed technical and financial Proposal must be reached at the submission address on or
before the time and date stated in the Data sheet. Any Proposal received after the closing time for
submission of proposal shall not or accept through internet, for which client is not responsible.
4.3 After the deadline for submission of proposals the technical Proposal shall be opened immediately
by the evaluation committee. The Financial proposal shall remain unopened and until all
submitted proposals are opened publicly & evaluated.
5. PROPOSAL EVALUATION
5.1 From the time the bids are opened and till the contract is awarded, if any consultant wishes to
contact the client on any matter related to its proposal, it should do so in writing at the address
indicated in the Data Sheet. Any effort by the firm to influence the Client in the client’s proposal
evolution, proposal comparison or contract award decisions may result in the rejection of the
consultant’s proposal.
5.2 Evaluator’s Technical Proposals shall have no access to the financial Proposal until the technical

5.3 The evaluation committee appointed by the client as whole, and each of its members individually.
Evaluates the proposals on the basis of their responsiveness to the terms of reference, applying the
evaluation criteria, sub criteria (typically not more than three per criteria) and point system
specified in the Data Sheet. Each responsive proposal will be given a technical score (St) A
proposal shall be rejected at this stage if it does not respond to important aspects of the terms of
reference or if it fails to achieve the minimum technical score indicated in the Data Sheet.
5.4 Evaluation of Financial Proposal
5.4.1 In the second stage, the financial evaluation will be carried out as per this Clause 5.4. Bids of
those bidders who qualifies in the technical score shall be opened.
5.4.2 For financial evaluation, the total cost indicated in the Financial Proposal, excluding Additional
Costs, will be considered. Additional Costs shall include items specified as such in Form-4A.
5.4.3 The Authority will determine whether the Financial Proposals are complete, unqualified and
unconditional. The cost indicated in the Financial Proposal shall be deemed as final and reflecting
the total cost of services. Omissions, if any, in costing any item shall not entitle the firm to be
compensated and the liability to fulfil its obligations as per the TOR within the total quoted price
shall be that of the Consultant. The lowest Financial Proposal (FM) will be considered as a lowest
6. NEGOTIATIONS
6.1 Negotiations will be held at the address indicated in the Data Sheet. The aim is to reach agreement
on all points and sign a contract.
6.2 Negotiation will include a discussion of the technical proposal, the proposal methodology (work
plan), staffing and any suggestions made by the firm to improve the Terms of Reference. The
Client and firm will then work out final Terms of Reference, staffing, and bar charts indicating
activities, staff period in the field and in the home office, staff-months, logistics and reporting. The
agreed work plan and final Terms of Reference will then be incorporated in the “Description of
Services” and form part of the contract, special attention will be paid to getting the most of the
firm can offer within the available budget and to clearly defining the inputs required from the
client to ensure satisfactory implementations of the Assignment.
6.3 The financial negotiations will include a clarification (if any) of the firm’s tax liability in the
Client’s country and the manner in which it will be reflected in the contract; and will reflect the
agreed technical modifications in the cost of the services. Unless there are exceptional reasons, the
financial negotiations will involve neither the remuneration rates for staff (no breakdown of fees)
nor other proposed unit rates.
6.4 Having selected the firm on the basis of among other things, an evaluation of proposed key
professional staff the client expects to negotiate a contract on the basis of the experts named in the
Proposal. Before contract negotiations, the Client will require assurances that the experts will be
actually available. The client will not consider substitutions during contract negotiations unless
both parties agree that undue delay in the selection process makes such substitution unavoidable or
that such changes are critical to meet the objectives of the assignment. If this is not the case and if
it is established that key staff was offered in the proposal without confirming their availability, the
firm may be disqualified.
6.5 The negotiations will conclude with a review of the draft from the contract. To complete
negotiations the Client and the firm will initial the agreed contract. If negotiations fail. The client
will invite the firm whose proposal received the second highest score to negotiate a contract.
Termination of contract
6.6 If the services of the consultant were found unsatisfactory by the Authority (Executive Engineer)
at any time of contract, the Authority (Executive Engineer) has right to terminate the contract
without assigning any reason and any claim from the consultant shall not be entertained.
7. Substitution of Key Personnel
7.1 The Authority will not normally consider any request of the Selected Applicant for substitution of
Key Personnel as the ranking of the Applicant is based on the evaluation of Key Personnel and
any change therein may upset the ranking. Substitution will, however, be permitted if the Key
Personnel is not available for reasons of any incapacity or due to health, subject to equally or
better qualified and experienced personnel being provided to the satisfaction of the Authority.
7.2 The Authority expects all the Key Personnel to be available during implementation of the
Agreement. The Authority will not consider substitution of Key Personnel except for reasons of
any incapacity or due to health. Such substitution shall ordinarily be limited to one Key Personnel
subject to equally or better qualified and experienced personnel being provided to the satisfaction
of the Authority. As a condition to such substitution, a sum equal to 20% (twenty per cent) of the
remuneration specified for the original Key Personnel shall be deducted from the payments due to
the Consultant. In the case of a second substitution hereunder, such deduction shall be 50% (fifty
per cent) of the remuneration specified for the original Key Personnel. Any further substitution
may lead to disqualification of the Applicant or termination of the Agreement.
7.3 Substitution of the Team Leader will not normally be considered and may lead to disqualification
of the Applicant or termination of the Agreement.
8. AWARD OF CONTRACT
8.1 The contract will be awarded following negotiations. After negotiations are completed, the client
will promptly notify other consultants on the shortlist that they were unsuccessful and the financial
proposals of the consultants who did not pass the technical evaluation (para 5.3) will not be

CARRYING OUT THE THIRD-PARTY INSPECTION QUALITY ASSURANCE for the work of
Providing Consultancy service for Third party inspection & Quality assurance for the work of
Resurfacing and FDR Work on Existing Ankleshwar - Rajpipla 4 Lane Road (Phase -1) from Km 0/0
to 44/00 in the State of Gujarat (SH-64).
1.0 INTRODUCTION AND BACK GROUND
1.01 The Government of Gujarat (GOG) has embarked upon a major project for Improvement of
various important roads under the various schemes as named & listed in Annexure –II. The State
Government from its Plan & Non-Plan Outlay Funding these Projects. The projects will be
implemented during financial year 2020-21 & 2021-22.
1.02 The proposed important linkage of various roads passing through districts of Executive Engineer,
Bharuch (R&B) Division, Bharuch comprises of 44.00 Km. Road works as shown in Annexure–
I. Road and Building Department (R & BD), Govt. of Gujarat, intends to hire consultants for TA /
QA Consultancy as per IRC / MORTH guidelines and submission of report with cost effective
measures and its estimate. The prioritization of works has been carried out by R&B Deptt. Roads
and Building Department, Government of Gujarat will be the supervising and implementing
agency for the Projects. The works will be executed through the contractors appointed by Govt. of
Gujarat through open competition tendering system. It is intended that the roads be upgraded to
standard of Ministry of surface Transport (MOST) specifications, respective IRC guidelines and
R&BD standard specifications and guideline as high speed corridor. The break up of roads length
is as per Anexure-1 attached.
1.03 The improvement of selected roads shall mainly comprises of Widening/renewal/ strengthening of
Pavements, Improvements, Up-gradation, repairs of shoulders, roadside drainage, foot paths,
medians and road furniture etc. with cautionary, warning, mandatory signage’s.
1.04 In order to achieve high standard in quality of road constructions works, R&BD is intended to hire
consultancy services for providing quality Assurance and Technical Audit of works being carried
out under the schemes as specified. Primarily responsibility of day to day supervision of works
will be that of R & BD engineers and consultant’s role shall be of Quality Assurance and
Technical Audit as per IRC / MORTH guidelines and submission of report with cost effective
measures and its estimate.
2.01 The main objective of these consulting services is to conduct technical audits and as per IRC /
MORTH guidelines and submission of report with cost effective measures and its estimate of the
execution of the identified roads of 44.00 Km. Road works of Bharuch Districts as specified in
Annexure- II of whereby the consultant will render professional services to improve the quality of
construction of roads.
2.02 To ensure achieving high standards in quality of construction works.
2.03 To ensure that all the works carried out under the scheme fully comply with the technical
specifications drawings established codes/standards and sound engineering practices.
2.04 To assure R&B and GOG for the quality of works being executed comply the quality norms and
standards laid down in contract specifications.
2.05 To provide technical audit and advisory services for the works.
3.0 SCOPE OF SERVICES

2.06 The consultant is also take follow-up for utility shifting work from other government agency for
timely completion of project and also help this office staff for clearance of all hindrance during the
execution of work.
3.02 TEAM COMPISITION AND STAFF QUALIFICATIONS & DUTIES OF CONSULTANT
3.02.1 An experienced and qualified Senior highway engineer with min. 15 Years of experience, in the
management of roads, procurement, quality control out of which at least 7 years relevant
experience. He will have degree in Civil / Highway Engineering and preferably masters degree.
He will be the Team Leader cum Resi. Engineer.
3.02.2 1 No. of Highway cum Material engineers one in each District with 7 year experience out of which
4 years relevant experience. They will have a degree in Civil / Highway engineering and
Preferably masters degree in related fields. He will be Construction / Quality / Quality Assurance
3.02.3 2 No. of Assistant Resident Engineers with minimum experience of 3 years in field of supervision
/ survey / quality of large civil works/projects to assist technical works or supervision work of
quality / highway engineer. They will have degree or diploma in civil engineering.
3.02.4 1 No. of laboratory technician with minimum experience of 2 years in field of quality testing &
material testing for large civil works/projects. They will have either diploma in civil engineering
or degree in science (when required).
3.03 The consultants shall familiarize him self, with the help of sample surveys, visits and inspections
in the field and by examination initially of one set of documents such as detailed estimates,
contract documents, including specifications, interim certificates, quality control test results and
other relevant documents as per 3.04.
3.04 The consultant will examine that the description, procedure and quality of works accurately
reflects conditions in the field; work progress monitoring and field supervision procedures have
been followed correctly; site journals, reports of site meetings, and other documents are
maintained in accordance with the Procedures acceptable to R & B.
3.05 Assist and guide the R & BD staff in interpretation of the technical specification, etc. as and when
3.06 Review contractor’s detailed work program, suitability of contractor’s key personals, constructions
methods and test results of construction materials and workmanship and suggest necessary action
and rectifications if required on these activities.
3.07 Assist R & BD in implementation of quality control measures to ensure quality of work, and also
in approval of field-testing laboratories in respect of facilities, adequacy, arrangements,
equipments and staff as per contract document.
3.08 Review the construction methods proposed by the contractor for carrying out the works to ensure
that these are satisfactory with particular reference to the technical requirements, the Project
Implementation Schedule and environmental aspects, as well as safety of the works, property,
personnel and the general publics.
3.09 Review the tests Results/ certificates of all construction materials and the sources for assessing
their suitability in works.
3.10 Develop standard form and procedures to ensure a proper quality Control System to be
implemented for materials and workmanship.
3.11 Witness 10% of total test for the quality control being carried out by staff of the R & BD/
Contractor. The consultant shall undertake random sample checks independently for quality
control using contractors / GERI / Polytechnic / Engineering Colleges / approved private
laboratory and recommended solutions for improving road quality to meet the specifications.
Consultant shall also collect independently core samples for each 500 MTRS Length (three cores
at same sections) of finished road and test them using Contractor’s core cutting equipment (for
bituminous work).
3.12 Assist the R & BD on technical supervision of the works to ensure the quality and in conformity
with the standards and specifications prescribed in the contract and review the frequency of quality
3.13 Assist R & BD during inspection about the contractor’s equipment/machinery employed for road
construction works so as to determine their suitability for work at site. Assistance shall also be
provided during periodic inspection for machines / equipment. Also review the suitability of
source of materials and their quality on the basis of inspection, test results, manufacturers
certificate etc.
3.14 If the consultant considers any items of work substandard or unacceptable, he will inform the
contractor as well as R & BD of any rectification required in writing, providing full justification
thereof with all necessary supporting data.
3.15 Inspect the works on substantial completion before take over all indicate to the contractor / R &
BD any rectification required and any outstanding work to be carried by the contractor during the
Defects Liability Period.
3.16 Assist the R & BD in monitoring progress of the works at regular intervals through modern aids
such as computer aided project management techniques. Also review and assist R&BD staff in
effective implementation of Quality control / Assurance system.
3.17 Prepare monthly reports and final audit report (in six copies) fully describing the progress of the
works and the assistance given by the consultant during the month under review, indicating also
the problem areas and actions required to overcome them by the relevant authority.
3.18 Recommendations regarding the methods and procedures for the evaluation and the system for
monitoring of the conditions of the road after the project completion.
3.19 Consultant is expected to perform at least one set of material testing at each plant site and to
certify the materials to be used. Also, Consultant shall collect independently at least one set
(THREE CORES) of cores to be taken for each 500 MTRS. Length of road or part there of for
each layer of completed bituminous pavement and the samples of core to be tested and complete
analysis e.g. indicating density, asphalt content and thickness of layer is to be reported. Thickness
of the laid surface is to be checked for each layer in every 500 MTRS. Length of road and to be
certified. The test for Density and Bitumen content shall be conducted in laboratories listed here
with in para 3.11, 3.26 and the cost of testing shall be born by R & B/ Contractor as mentioned in
works tender. The core cutting machine shall be made available at each sampling location of work
site and core cost of core cutting machine, sampling, testing, transportation and operation shall be
borne by Contractor.
3.20 Consultant shall recommend to R & BD to grant the permission to start the work on the basis of
quality check of materials on plant site, Plant and machinery, laboratory facility, weigh bridge and
any other requirements related to tender.
3.21 More over for complete work OR completed items (each layer of work) check for width of road,
shoulders / hard side shoulders and earth work, camber, super elevation, grade, ascertaining
density of each layer shall be performed at every 500 mtr interval and reported accordingly. Also
inspect the work on completion / substantial completion before taking over in order to identify the
balance work and rectification of defects to be carried out by contractor during defect liability
3.22 Also other item like concrete work, foot path, side drains, gutter, structure works etc. shall be
checked in accordance with standard specification and design and as per tender provisions.
3.23 Each quality aspects shall be reported road wise and item wise as summary report periodically to
R & BD. Also consultant shall furnish the summary of QC test results conducted in each activity
of work and furnish a QC certificate (regarding Quality of material and workmanship and
performance) along with contractors each invoice (RA BILLS)
3.24 Final report shall have concluding remarks (Road wise – Item wise) about overall quality of road
also consultant shall recommend the methods and procedures for evaluation and system for
monitoring the condition of road.
3.25 The consultant shall conduct technical audit of work. In addition to regular audit activities of
works the auditor shall also examine the following:
(A) The description, procedure, and quality to works executed accurately reflect the requirements
as per prevailing site condition. (B) R & BD site staff has followed correctly or not the system for
monitoring of work progress and supervision of works. (C) System followed for maintenance and
documentation of site instruction book, reports, minute of meetings and other documents are being
followed correctly and in accordance with the procedures acceptable to R & BD or not.
3.26 If the extension of three months required the consultant is bound to rendered the services at his
quoted rate with the same pattern of personal staff.
3.27 To check measurements and keep measurement records as per direction of R&B.
3.28 To assist R&B to order the removal improper / substandard work.
3.29 To assist R&B in co-ordination work with different agencies and hold meetings for proper and
timely implementation of the works.
3.30 To carry out periodic review of contractor's resources vis-a-vis work programme.
3.31 To check road inventory km wise road length incorporating all basic data and details of road;
3.32 To carryout existing road condition survey and listing all defects on bituminous surfacing, berms,
drainage system, structure / CD Works, road furniture.
3.33 Any other assignments given by the 'Employer'. The scope shall however remain restricted to such
services as necessary for fulfilling the stipulated obligations of the Engineer.
3.34 The Executive Engineer has right to use consultant services during the assigned period for other
works under the jurisdiction of Bharuch (R&B) Division, Bharuch for which no extra
remuneration will be paid.
3.35 The consultant is also take follow-up for utility shifting work from other government agency for
timely completion of project and also help this office staff for clearance of all hindrance during the
execution of work.
4.0 OFFICE ACCOMODATION
The office of consultant’s team leader shall be maintained at Bharuch having approximate area of
50 to 60 Smt. The consultant shall make available suitable office accommodation for team leaders
& associated staff including office furniture, office equipment, and other relevant requirements as
per necessity of a T.L. and associated staff. It shall be maintained & managed by consultant at his
own cost. The consultant shall bear the cost of electricity telephone bill and water consumer etc. at
office accommodation including all taxes.
It is expected that the consultant will set up field office for construction engineer, A.R.E. &
Lab Technician as indicated below. Office accommodation space at District Place as per client
discretion including, laptop, computer with necessary networking system and furniture shall be
procured by consultant at his own cost. The Team leader is accepted to attend review meeting at
Gandhinagar and Bharuch once in a week or as required.

5.0 LABORATORIES
5.01 Laboratories of CONTRACTOR / GERI / Polytechnic / Engineering Collages / recognized Pvt.
Labs shall be used. Also according to contract conditions, the contractor shall provided a fully
equipped field testing laboratory. The consultant will have full access to witness / supervise the
tests in contractor’s laboratories during contract implementation. The testing results shall be
signed by consultant, contractor and departmental engineer.
5.02 Contractor shall make available free of cost core cutting machine in working order along with
operator and fuel at each site of work core sample is contempt.
6.01 Consultancy services are required for a period of 12 months or original work extended time limit

Quarterly report covering summary of progress and quality checks (item wise and road wise) with
remedial measures and penalty measures.
Final audit report containing road wise detailed report of quality and other relevant information.
Final Road wise quality – certificate covering overall view of quality and all items.

8.0 DATA AND ASSISTANCE TO BE PROVIDED BY THE CLIENT
8.01 The following will be provided by R & BD:
Copies of network maps of roads.
Copies of estimated and contract agreements, work orders and tenders between R&B and contractors.
Access to all other necessary data and facilitation of consultations required for the performance of the
consultant’s duties.
9.0 CONSULTANT’S RESPONSIBILITY
In addition to what is specified under the scope of services the consultant shall be responsible for
the consultant will be responsible for providing all other necessary facilities and logistical support
for him/her self and supporting staff, including office and residential accommodation,
transportation, office equipment, communications, utilities, office supplies, and other support
requirements. The consultant shall also purchase/hire one Innova, Two Sumo Jeep and Five Motor
Bike for field staff.
9.01 For the entire work consultant shall have to purchase 3 nos. of computer (P IV type, 40 GB HDD,
256 Ram, with CD Writer and CD ROM, 1.44 Floppy Drive, Pen Drive etc.) along with laser
printers of known brand (10-12 ppm, B/w, A-4).
9.02 Consultant shall also purchase necessary office furniture at the office of regional team leader, and
team leaders and at District Places for staff.
9.03 Consultant shall have to inform & submit register of activities carried out on site in pursuance of

10.0 CONTRACTUAL ARRANGEMENT
10.01 The consultant’s contract will be with R & B D and will be Consultancy services contracts.
11.0 PAYMENT SCHEDULE
11.01 The consultancy fee shall be paid for in Indian Rupees only.
11.02 The running bills shall be claimed as percentage of running Bill of work done limited to tender
amount of TPI/Tender.
The consultancy running bills shall be paid simultaneously with payment of R.A. bills of
Contractor from time to time or as per grant availability.
Income tax / service tax and any other taxes arise from time to time shall be deducted from each

by the consultants and approved as satisfactory by the client.

11.04 Consultant will have to submit the certificate of attendance / presence of their staff from
concerned Dy. Executive Engineer with every running bill, otherwise payment will not be done.
Specifically the separate daily attendance of every staff members (duly signed by them) have to be
submitted with the running bill and payment will be made as per actual presence of the staff. The
attendance register of staff should be counter signed by concerned Deputy Executive Engineer or
Executive Engineer of R&B Department.
11.05 Payment shall be made on pro-rate basis as per the original work progress, limited to the tender
amount of this work.

12.01 Penalty action for delay
In case of delay in completion of services, a penalty equal to 0.1% of the contract price per day
subject to a maximum 10 % of the contract value will be imposed and shall be recovered from
payments due/performance security. However in case of delay due to reasons beyond the control
of the consultant, suitable extension of time will be granted.
12.02 Consultant liability towards the client
Consultant shall be liable to indemnify the Client for any loss or damage accrued or likely to
accrue due to deficiency ion service rendered by him which shall include any or all cost and
expenses incurred by the Client in removing the deficiency in service including engaging any
other consultant.
12.03 Warning/Debarring
In addition to the penalty as mentioned in above para, warning may be issued to the erring
Consultant for minor deficiencies. In the case of major deficiencies causing adverse effect on
reputation of the Client, other penal action including debarring the consultant for one to three
years period may also be initiated.
12.04 The Authority expects all the key personnel specified in the proposal to be available during
implementation of the Agreement. The Authority will not consider any substitution of key
personnel except under compelling circumstances beyond the control of the consultant and the
concerned key personnel. Such substitution shall be limited to not more than two key personnel
subject to equally or better qualified and experienced personnel being provided to the satisfaction
of the Authority. Replacement of the team leader will not normally be considered and may lead to
disqualification of the applicant or termination of the agreement. Replacement of two key personal
shall be permitted subject to reduction equal to 3% (Three percent) of total Fee payment of
consultant after replacement. In case of second replacement, reduction in fee payment shall be 6%
(Six percent) thereafter.
2.0 PERFORMANCE SECURITY
The amount of Security Deposit shall be 10 % of estimated consultancy amount. Consultant shall
be required to submit 5% of Security at the time of agreement in the form of NSC pledged in
favour of Ex. Engr. Bharuch (R&B) Division, Bharuch FDR of Nationalized Commercial Bank in
favour of Ex. Engr. Bharuch (R&B) Division, Bharuch remaining 5% will be recovered from R.A.
Bills. The validity of NSC / FDR shall cover entire duration of consultancy period plus 3 months.
The NSC / FDR will be return after satisfactory completion of the agreement duly recommended
by concern Executive Engineer.
I. FORM OF CONTRACT
COMPLEX TIME-BASED ASSIGNMENTS
THIS CONTRACT (hereinafter called the “Contract”) is made on the _________ day of the month of
______ 2021 between, on the one hand, Government of Gujarat, Roads and Buildings Department
(hereinafter called the “Client”) and, on the other hand, under this Contract, namely
(hereinafter called the “Consultants”).
(a) The Clients has requested the Consultants to provide certain consulting services as defined in the
General Conditions attached to this Contract (hereinafter called the “Services”).
(b) the Consultants, having represented to the Client that they have the required professional skills,
personnel and technical resources, have agreed to provide the Services on the terms and conditions
set forth in this Contract; and
(c) the Client has received the fund from the Government towards the cost of the Services and intends
to apply to eligible payments under this Contract, it being understood (i) that payments will be
made only at the request of the consultant and, (ii) that such payments will be subject, in all
respects, to the terms and conditions of the agreement, and (iii) that no party other than the Client
shall derive any rights from the agreement proceeds.
NOW THEREFORE the parties hereto hereby agree as follows:
