4. INTRODUCTION
4.1 Introduction
4.1.1 Bhavnagar City
Bhavnagar is a significant city on the southeast coast of the Saurashtra peninsula of Gujarat, located
near the Gulf of Khambhat. It serves as the administrative headquarters of the Bhavnagar District and is
a major port city known as the cultural capital of Saurashtra. The city is a prominent center for
diamond cutting and polishing, trading, and is home to the world’s largest ship-breaking yard at Alang,
located approximately 50 km away.
The city is distributed over a substantial area, and its urban agglomeration is recognized as a major
urban center in Gujarat. It comes under Tier 2 cities in India, playing a pivotal role in the region's
economic and maritime activities.
Bhavnagar is committed to urban development and sustainability, actively participating in various
national urban missions and programs, including the Swachh Bharat Abhiyan and Smart Cities Mission,
aiming to improve civic infrastructure and services for its citizens.
4.1.2 Bhavnagar Municipal Corporation (BMC)
Bhavnagar Municipal Corporation (BMC) is the governing body of the city of Bhavnagar in the Indian
state of Gujarat. The municipal corporation consists of democratically elected members, headed by a

standards, improve waste management, and create a clean, hygienic environment for vendors
3. Enhance Service Delivery and Urban Experience: Create a vibrant, multi-functional complex that
integrates the essential market function with a modern shopping complex. This will diversify
revenue streams, attract a broader customer base, and transform the area into a key
commercial and civic destination.
4. Maximize Economic Potential: Provide a modern, organized platform that supports local
farmers and small businesses while generating greater economic activity and tax revenue for
the municipal body.
4.2.1. The consultants are invited to submit a Technical Proposal and a Financial Proposal as
specified in this RFP, for consulting services required for the assignment.
