General Features:
The proposed construction shall broadly comprise of the following, as generally shown in the
tender drawing and may vary during time of execution.

2. INSTRUCTION TO THE APPLICANT / CONTRACTOR
A. The pre-qualification process will lay high emphasis on the ability and competency of contractors
to do high quality work within the given time schedule.
B. Application received from joint venture/consortium shall not be considered.
C. The work certificate of sub contract shall not be considered for evaluation.
D. Completed work shall mean which are completed as per Para-4 (QUALIFYING CRITERIA OF

a) The Applicant shall provide evidence that their firm has been actively engaged in the
works of such type of Supply, Installation, Testing, And Commissioning (SITC) Fire
Hydrants System work during the last 7 years in the role of prime
contractor/partner. The work completed as sub-contractor shall not be considered
for evaluation.
b) Particular Construction Experience
The applicant shall provide evidence that it has successfully completed or
substantially completed within the last Seven years i.e. from 01/04/2018the works
may have been executed by the Applicant as prime contractor or proportionately
substantially completed works means those works that 100% completed as on date.
And continuing satisfactorily on the date of application for this, the Certificate from
the employer shall be submitted along with the application incorporating clearly the
Contract value-billing amount, date of commencement of works. Satisfactory
performance of the contractor and any other relevant information should be
forwarded in enclosed forms. The works completed / substantially completed during
the current financial year will also be considered for counting the particular
construction experience.
4. QUALIFYING CRITERIA OF APPLICANT
The applicant who is not capable of meeting requirement listed below shall not be
qualified for the works. Post qualification will be based on Applicants all the
following minimum criteria regarding their particular experience, financial position,
personnel and equipment capabilities and other relevant information as
demonstrated by the Applicant’s responses in the forms attached to the Letter of
Application. The qualifications, capacity and resources of proposed subcontractors
will not be taken into account in determining the Applicant’s compliance with the
qualifying criteria. The applicant to, note specifically that all information given
including those in the form of various formats muster supported by certificates from
respective authorities (not less than Executive Engineer or equivalent).
a) Average Annual financial turnover during the last 3 years i.e. from 01/04/2022
should be at least 30% of the estimated Cost. (C.A. Certificate must be attached)
b) Experience of having successfully completed R.C.C. Road/C.C. Road works during last
7 years ending last day of month previous to the one in which applications are
invited should be either of the following: (Experience certificate of Govt./Semi Govt
body) if form-3A Submitted of Combined/Package work, the details of Component
wise work and amount as per criteria shown in form-3A is necessary Submission of
completion certificate in Form-3A format. And Form-3A of Completed Work in Joint
Venture are not Valid and Form-3A of Completed work Only and notarized copy of
work order and final Bill should be attached with from-3A (Running Bill Detail are
i) Three R.C.C. Road/C.C. Road completed works costing not less than the amount
equal to 40% of the Estimated cost Rs. 22.13 Lakh.
ii) Two R.C.C. Road/C.C. Road completed works costing not less than the amount
equal to 50% of the Estimated cost Rs. 22.13 Lakh.
iii) One R.C.C. Road/C.C. Road completed works costing not less than the amount
equal to 80% of the Estimated cost Rs. 22.13 Lakh.
c) The Contractors/Companies having registration of Gujarat State PWD/CPWD of
Registration “Class-E-1” (must be attached)

of all temporary works of whatsoever nature required for construction including temporary bunds,

9) The prices quoted shall also include the Preparing Mix design charges, materials and cube testing
charges. And Materials and cube testing report is only done by GERI and Government Approved
Laboratory. And testing report should be submitted 10% from GERI and 90% from Government
Approved Laboratory.
10) The bidder should acquaint himself with the site conditions including the access to Worksite. The
successful bidder shall have to make suitable access to worksites at his own cost. These accesses will
be used by the other contractors working for Nagarpalika.
11) The rate should be quoted Excluding of GST &all tax. (Schedule-B work shall be quoted exclusive of
GST which shall be paid extra at prevailing rate if applicable.)
12) Statutory variation if any will be on account of Nagarpalika.
13) After tender accepted 2.50% Security deposit is to be paid in form of FDR/BG pledge in the name of
Chief Officer, Bardoli Nagarpalika from any nationalized Bank, reputed Schedule Bank, and valid for
three year and 2.50% Security deposit amount will be deduct from running bills of the contractor. The
5.00% amount of security deposit will be kept as performance bond up to defect liability period of
3(Three) years 5% Retention Money deposited will be deducted from each bill and Retention Money
Deposited will be Kept up to Completion Certificate of the Work And prevailing income tax deducted
from each bill.
14) The bidder shall interpret the data furnished and carry out any additional survey work, or investigation
work required at his own cost.
15) Nagarpalika will deploy third party inspection agency for construction supervision & inspection of
material. The charges of third-party inspection will be 1.00% deducted from contractors each bill.
16) Bidders should quote prices with all the taxes & duties prevailing at the time of submission of tender
however statutory variation if any will be on account of Nagar sevasadan.
17) The third-party inspection agency will check all the measurement of the bills & only after the
certificate from the third-party inspection agency the R.A. bill will be process for payment.
18) As per the prevailing norms of the Labour Department of Government 1% amount of running account
bill will be deducted from the bill as labour cess & same will be deposited by Nagar sevasadan to the
