(i) Necessary recovery will be made for non-attendance of stipulated works/complaints etc. on prorata basis of quoted rates of the item. (ii) The contractor shall deploy suitable numbers of trained & competent Engineer/Tradesman/Helper etc. as required at site. A minimum of 01 x trained Tradesman & Helper each must be available at any point of time for attending/monitoring the breakdown and preventive/comprehensive maintenance & 01 x Engineer must be available on call within a time-frame of 2-3 hours of intimation of complaint & whenever required for periodical/scheduled maintenance. "iii) The Engineer must have Degree in Electrical Engineering and having minimum experience of 02 Years, Electrician must have Diploma in Electrical and having minimum experience of 02 Years in Operation & Maintenance of Solar Power Plant or having ITI certificate in Electrical and having experience of 05 Years. Both must be fully familiar with routine/basic maint works incl unforeseen breakdown works etc. incl security and safety complete. The Necessary technical qualification certificates shall be produced for verification of Engr-In-Charge & get the written approval on record before deploying for works. iv) Contractor shall offer service for entire system as per maintenance schedule as directed by GE, in presence of Engr-In-Charge/JE and maintain necessary record for the same. v) Contractor shall also ensure the following:- "(a) Servicing of all solar equipment's, HT/LT control system, Transformers weather monitoring equipment's, SCADA system etc all as per OEM recommendations. (b) Cleaning of Solar PV modules by washing plants, sprays, brushes, tools and plants, any washing solutions as per OEM recommendations & as per laid down norms for solar power plant complete all as directed by the Engr-in-charge/GE. (c) Checking of ABT meter reading and recording in log book as per instruction given by Engr-in-Charge. (d) The Engineer/Electrician shall submit reports in soft and hard copy format as required by the Engineer in Charge. (e) Area cleaning removing of grasses, bushes etc. as per the instructions of Engr-in-Charge. vi) Repairing of all installation if required will be carried out on site or at service centre. Quoted rates shall be all inclusive and includes for required Spares, Services, labour, transportation charges etc. vii) Proper & efficient functioning of the plant must be ensured through regular inspection by qualified Senior Engineer bi-monthly. NOTE : All stationery, T&P, items required to maintain the installations in a presentable manner and to keep plant in 100% functionable condition is deemed to be included in quoted rates.

NOTES:- (i) The design of Solar power plant to be vetted by NISE or Independent agency approved by MNRE. (ii) The installed system should be such that during the day, the power demands should be first met by Solar energy. In case the solar energy production is less than the required, the deficit power should be pulled automatically from the nearby electric feeder / state government electric supply. All the while giving preference to complete consumption of solar energy first. (iii) In case the solar energy production is more than the required, the surplus power should be transmitted automatically to the state government electric supply feeder/grid. (iv) Synchronization of solar Energy power with existing electric supply in the presence of TSSPDCL Engineer representative. (v) Quoted rate is deemed to be inclusive of Topographical Survey also.
(a) PV MODULES AND CELLS : To obtain 1000KWp minimum at the input of transformer using Mono crystalline PERC(144 half-cells), cells & module shall meet DCR norms and made in India. solar PV modules of minimum 540 Wp with preferably 144 Nos half solar cells per module of standard size and weight as per NISE standard, frame anodised aluminium frame (double walled) with junction box IP 68 rated individual bypass diode, each having efficiency more than 19% at standard test condition, fill factor more than 0.75 performance ratio equal to and greater than 75 % & made of high transmittivity, heat strengthened glass as per NISE standard tempered and glass front surface shall give high encapsulation gain. (transmittance above 93% and bending less than 0.3%) Electrical parameters of 540 Wp solar PV module under STC of irradiance 1000 W/m2, AM 1.5g Spectrum & temperature 25° C will be as under or higher :- Max Peak power Pmax : 540 Wp or higher Current at Pmax Ipm : 10.37A Voltage at Pmax Vpm : 38.5Volt Short circuit current Isc : 13.64 A Open circuit voltage Voc : 49.5Volts Maximum system voltage : 1500 volts DC Maximum series fuse rating : 25A (i) Rated output of modules shall have tolerance of +2 % is allowed. (ii) It shall perform satisfactorily in relative humidity 100% with temperature -40° C to +85° C (Cell) and should withstand wind 180 Km/Hr on the surface of the panel. (iii) PV modules must be warranted for their output peak watt capacity, which shall not be less than 90% of the initial value at the end of 10 years and 80% of the initial value at the end of 25 years. (iv) Each module shall have RFID tag. RFID reader will be provided by contractor. (v) PV module used in solar power project shall be strictly as per latest HQ E-in-C Branch policy/rulings on the subject matter. (vi) The temperature co-efficient for the module shall be suitable for Hyderabad climatic conditions.

(vii) PV module must conform to latest edition of IEC 61215: 2016 /IS14286, IEC 61646, IEC 62804 and as specified here in after in PS In addition, the modules must conform to IEC 61730 Part-I & II for construction and testing & safety qualification. The module frame will be made of corrosion resistant materials having aluminium anodized finish. (viii) UV resistant junction boxes with bypass diode and two numbers of MC4 connectors or equivalent with appropriate length of 4Sqmm solar grade copper cable shall be provided. IP67 degree of protection shall be used to avoid degradation during life. (ix) It shall also in conformity of latest minimum technical specifications issued by MNRE/IEC/NABL from time to time (x) Provision of earthing & earth strip/cables etc. for earth for solar PV module/Array etc. as per latest IS/MNRE/IEC/NABL norms to be provided and the cost of the same is to be included in this item and no extra amount will be paid to the contractor on this account. (xi) OEM Guarantee/Warranty of the PV modules shall be submitted when the material delivered at site. (xii) RFID reader, solar irradiance meter(including Temp PV and Temp Amb) to be provided by contractor and cost of tools deemed to be included in quoted rate. IMPORTANT NOTE : (i) Pre-dispatch inspection shall be carried out by the authorized rep of Accepting officer before final dispatch. If any deviation is found from Schedule 'A' specifications shall be rejected. (ii) All modules shall be delivered at site once the mounting structures are erected and tested. (iii) Cost of miscellaneous component such as termination kits lugs, sign boards, conduits, MC4 for connectors, Adaptor box, copper cable of suitable size and other connected accessories etc shall be deemed to be included in the cost of Modules. (iv) Anything missed out in the technical specifications but technically required for efficient working is deemed to be included in the quoted rates. (b) JUNCTION BOXES : Supply & fix of dust, vermin and waterproof Array Junction Boxes and main junction boxes made of FRP/Thermo Plast with IP65 protection in compliance with IEC62208 and shall be sunlight /UV resistant a well of fire retardant including over voltage protection, surge protection and maintenance free earthing as per relevant standard. The Junction boxes shall have suitable arrangement of followings: (i) String Combiner boxes 24 inputs and 1 Output and suitably rated output having separate DC fuses for both (+) and (-) on input and isolator on output terminal. Each SMB should have spare input terminals. SMB should have RS-485 communication port to read individual string current, bus voltage and inside temperature. Dust vermin and waterproof SMB of FRP/Thermoplast with IP67 protection compliance with IEC62208 and shall be sunlight/UV resistant as well of fire retardant including over voltage protection, surge protection and maintenance free earthing as per relevant standard.

(c) CABLES : (i) Suitable size of XLPO insulated copper cable of solar grade, 1500 Volt & UV resistance and flame retardant for outdoor installations conforming IEC 60332/60227 /15694 & 60502/ IS 1554 (Pt I & II). (ii) All cables and connectors for use of installations shall be of solar grade which can withstand harsh environment conditions including high temperature, UV radians, rain. humidity, dirt, burial and attack by moss and microbes for 25 years and voltage as per latest IEC/IS in standards. (iii) All cables/wires shall be provided with UV resistance printed copper ferrules for DC side. (iv) Size of cable shall be such that maximum voltage drop at full power from PV modules to inverter, shall be less than 1.5% including diode voltage drop. (v) Cable Batch No./Drum No., IS code & size make should be printed/embossed at every one metre. (vi) The wiring of modules interconnection shall be in suitable size GI/HDPE pipe. (vii) All DC and AC cables from the SPV module to Inverter shall run through a Pre-Galvanized aluminium cable raceway of suitable height and width on walls , roof etc. (viii) AC cables of XLPE insulated copper conductor cable from inverter to ACDB and ACDB to transformer will be run in ducts or cable tray. IMPORTANT NOTE :- (a) AC XLPE UG cables will be measured and paid separately under relevant items, laid from inverter to ACDB, ACDB to LT panel & LT Panel to Step-Up Tr. (b) Cost of interconnecting copper cables & cables upto inverter and at the location, as directed is included in the item and no extra payment will be made to contractor on this account. (c) Anything missed out in the technical specifications but technically required for efficient working is deemed to be included in the quoted rates.

(iii) Cost of miscellaneous component such as termination kits lugs, shine boards, conduits, MC4 for connectors Adopter box and other connected accessories etc shall be deemed to be included in the cost of Modules. (iv) Cost of interconnected copper cable along with suitable size of pregalvanised aluminium cable trays (floor/ wall mounted) suitable to accommodate solar grade cables & protection pipe for cables upto inverter is included in the item and no extra payment will be made to contractor. (v) Anything missed out in the technical specifications but technically required for efficient working is deemed to be included in the quoted rates. (e) LIGHTNING PROTECTION SYSTEM for PV Array : Design, supply & fix Lightning Arrestor of the required number of suitable Non-ESE type lightning arrestors installed in the array field. Lightning arrestors/surge arrestors shall conform to relevant latest IS/TEC standards except to the extent modified in the specifications. Arrestors shall be of hermetically sealed units, self-supporting construction, suitable for mounting on lattice type support with the following :- (i)-The air terminal is Non-ESE type which shall be fixed at the top of a GI elevation pole with base so as be at least 2 meters above the structure to be protected. Its height above structure to be protected would be dependent on the level of protection and the protection radii required (ii) The air terminal should be working on the principle of Non-ESE using non-radioactive technology, needing no external power source (iii) The air terminal is of stainless steel and it has qualified diameter to resist high values of lightning currents (iv) Roof connecting pipe should be capable of withstand in lightning strikes having dimension 50mm ID and 60mm OD. The terminal adaptor having inner dia 60mm OD.
IMPORTANT NOTE : (a) Cost of all equipments, copper strip upto earth test point etc are included in this item. (b) The cost of sufficient number/ type earthing as recommended by manufacturer/IIT/NIT for all equipments mentioned in this item and lightning protection system is included in this item and no extra payment will be made to the contractor on this account. (c) Anything missed out in the technical specifications but technically required for efficient working is deemed to be included in the quoted rates. (f) INVERTER : Grid tie solar Inverter 04 Nos: Supply, fixing, testing and commissioning of minimum 250 KW or more with desired out put(>250 KW) tapping, 50 Hz ± 3 Hz (minimum), 3 phase 433V,99A THD <3% at nominal power inverter suitable to convert DC power of solar PV module/array to AC for further feeding to grid & conforming to re
levant latest IEC standards for efficiency, safety & reliability. The input D.C. tech specification of inverter are as under : IMPORTANT NOTE : If the Grid tie solar Inverter as specified here-in-before is not available in the market, contractor will provide the same of higher capacity as available in the market without any extra cost to the GOVT. Input (DC)Max DC power >100 KWp Nominal input voltage (DC) - 1100V Input voltage range: 200-1000V Max current: >30A No of MPPT trackers: approx 10No of input string: 20 Operating temperature -25° to +60°C, relative humidity (Non condensing) upto 95%. The inverter shall consist of associated control, protection, data logging device and remote monitoring hardware. The inverters shall have minimum protection to IP67 and minimum European efficiency 98% load as per IEC 61683 standard. The inverter shall adjust voltage and frequency levels to suit the grid. The inverter shall be self-commutated with pulse width modulation (PWM) technology and shall be capable of synchronize maximum within 1 minute. Maximum power point tracker (MPPT) conforming IEC-62093 shall be integrated in the inverter to maximize energy drawn from the solar PV array. Necessary PCC platform/ wall mounting arrangement for fixing/mounting of inverter to be deemed to included in the quoted rate. The inverter shall include appropriate self protection & self diagnostic feature to protect itself and the PV array from the damage in the event of inverter component failure or from parameters beyond the inverter's safe operating due to internal or external causes. Inverter shall have protective arrangement against ground leakage faults, over voltage (SPD) & over current. Inverter shall have arrangement for adjusting DC input current & shall trip against sustainable fault down stream and shall not restart till fault is rectified. The inverter should have provisions of Galvanic isolation, Anti-islanding protection (IEEE 1547/UL 1741) equivalent BIS standard and lightening. Any items which have not been included in the item descriptions above but required technically for satisfactory working of equipments are deemed to be included in the rates quoted against the items. Nothing extra shall be admissible on this account for inverter specification should comply strictly as per latest HQ E-in-C Branch policy/rulings on the subject matter.
IMPORTANT NOTE : 1) Maximum technical information which are mentioned in item for inverter to be mentioned on inverter name plate. 2) Provn of Earthing & earth strips/cables etc. for earths of Inverters as per latest IS/MNRE/IEC etc. norms to be provided & the cost of the same is deemed to be included in this item & no extra amount will be paid to the Contr on this account. 3) Anything missed out in the technical specifications but technically required for efficient working is deemed to be included in the quoted rates. (g) DATA ACQUISITION SYSTEM/PLANT MONITORING, WEATHER MONITORING SYSTEM & SCADA : Monitoring system to be provided to monitor the performance of the inverter (power, array voltages, array currents & AC parameters), energy yield, temperature, irradiance level etc. and it could provides flexible interface to facilitate PC based inverter monitoring and control via GPRS modem and internet/Ethernet connection. This should have include web visualization system and data logger with integrated Ethernet port. (i) Data acquisition System shall be provided for each of the solar PV plant. (ii) Data Logging Provision for plant control and monitoring, time and date stamped system Data logs for analysis with the high quality, including PC of not less than i7 processor, 8 GB RAM and 1 TB SDD 19” TFT monitor with standard accessories Make : HP, DELL, Lenovo. Printer of ink tank color printer Make : HP, Canon, Epson. Metering and Instrumentation for display of systems parameters and status indication to be provided (iii) Solar Irradiance: An integration Pyranometer/Solar cell based irradiation sensor (along with calibration certificate) provided, with the sensor mounted in the plane of the array. Readout integrated with data logging system. (iv) Temperature: Temperature probes for recording the Solar Panel temperature and/or ambient temperature to be provided complete with readouts integrated with the data logging system. (v) The parameters like AC Voltage, AC Output current, Output Power, Power factor, DC Input Voltage, DC Input Current, Time Active, Time disabled, Time Idle, Energy Produced, Protective function limits (Viz-AC Over voltage, AC Under voltage, Over frequency, Under frequency ground fault, PV starting voltage, PV stopping voltage etc are accessible via the operating interface display in real time separately for solar power plant. (vi) All major parameters available on the digital bus and logging facility for energy auditing through the internal microprocessor and read on the digital front panel at any time and logging facility (the current values, previous values for up to a month and the average values) should be made available for energy auditing through the internal microprocessor and should be read on the digital front panel. (ii) Rates quoted is inclusive of all control cables of suitable size (as per manufacturer recommendations) from different relays buchholz relay of power transformer to various controls. CTS/PTs & HT panel etc. (iii) RTCC and AVR panel shall be suitable for automatic voltage regulation with master follower scheme with tap position indication in the OLTC mechanism. RTCC shall also be provided with control gear in respect of fan ON/OFF indication auto & manual control switch AC supply on and tap changer in progress indication lamp tap struck indication and alarm. (iv) Energy level and losses to be mentioned on transformer name plate. (v) Anything missed out in the technical specifications but technically required for efficient working is deemed to be included in the quoted rates. (vi) Provn of Earthing & earth strips/cables etc. for earths of Transformer as per latest IS/MNRE/IEC etc. norms to be provided & the cost of the same is deemed to be included in this item & no extra amount will be paid to the Contr on this account. (xi) The data shall be recorded in a common work sheet chronologically date wise. The data file shall be MS Excel compatible. The data shall be represented in both tabular and graphical form (xii) All instantaneous data shall be shown on the computer screen. (xiv) Provision for Internet monitoring and download of data shall be also incorporated. (xv) Software shall be provided for USB download and analysis of DC and AC parametric data for individual plant (xvi) Remote Server and software for centralized Internet monitoring system shall be also provided for download and analysis of cumulative data of all the plants and the data of the solar radiation and temperature monitoring system. (xvii) Ambient /Solar PV module back surface temperature shall be also monitored on continuous basis. (xviii) Simultaneous monitoring of DC and AC electrical voltage, current, power, energy and other data of the plant for correlation with solar and environment data shall be provided. (xix) Remote Monitoring and data acquisition through Remote Monitoring System software at the owner/SECI location with latest software/hardware configuration and service connectivity for online/real time data monitoring/control complete to be supplied and operation and maintenance/control to be incurred by the supplier. IMPORTANT NOTE : (i) The cost of all equipments, internet, Ethernet connections, connected cables, computer, printer, 1.5 TR Split ACs with connected wirings, UPS 2.0 KVA etc. are included in this item. Training : On successful commissioning of the plant, training shall be provided on Plant operations and maintenance to a team (Engineers and Technician/Operations) as nominated by accepting officer for 07 days. 2) Anything missed out in the technical specifications but technically required for efficient working is deemed to be included in the quoted rates. (h) WATERING SUPPLY NETWORK : GI pipe line of medium grade of suitable sizes tapping from nearest source of water supply line and supply and fixing complete water supply network including PVC storage tanks (Recommended capacity), suitable capacity pump sets, control valves, Bib taps etc for periodical cleaning purpose of SPV Modules. Cost of the same is deemed to be included in the unit quoted rates. "IMPORTANT NOTES : - (i) All Routine tests/Pre-commissioning tests to be carried out at site and after Installation of VCB in presence of Rep of Accepting Officer & cost of the same is deemed to be included in the unit quoted rates. (ii) Quoted rate is also deemed to be inclusive of Factory Inspection/Testing of the RMU/VCB before dispatch by an E/M Officer nominated by the Accepting Officer. (v) Any items/parts missed out in the technical specifications but technically required for efficient working of the RMU/VCB is deemed to be included in the quoted rates. (vi) Quoted rate is also deemed to be inclusive of periodical/routine servicing of the RMU/VCB including calibration of Relays & repair/replacement of any items/spare parts etc. for efficient operation of the RMU/VCB at an interval of 6 Months from the date of Commissioning for the entire Defect Liability Period from OEM/Auth Service Dealer & submit report. (vii) The complete installation, commissioning & testing of the VCB is to be got done from the OEM or their auth Rep/Sister Concern/Channel Partners only & reports submitted to Engr-In-Charge/GE in duplicate. (ix) Control cables as per manufacturer's recommendations shall be provided by the contractor and the cost for the same shall be deemed to be included in the unit quoted rates.

"Important Notes : (i) The rate quoted shall not be less than minimum wages as notified by Government of India / State Government / Local body whichever is higher including all statutory provisions such as EPF, ESIC, LWC, GST etc. "(ii) Necessary documentary proof shall be produced regarding the payment of employees through Bank accounts in every RAR and FB stage. "(iii) The wages of staff employed shall be disbursed through Aadhaar linked Bank Accounts through NEFT/ RTGS only. "(iv) The person employed should posses Aadhaar Card and Police Verification certificate duly verified the antecedents not less than 1 year. (v) The staff employed shall be in proper uniform indicating the name of individual as well as firm name. Minimum 02 x Uniform Sets, 01 x Industrial Shoe per year, 01 x Safety Helmet, 01 x Safety Belt etc. shall be provided to the staff employed & the cost of the same is deemed to be included in the unit quoted rates. "(vi) The contractor shall produce EPF filing report of every month for the persons employed by him. The RAR's shall be processed only after production of EPF filing upto the previous month of payable RAR. (vii) Submission of proof of crediting the wages in the bank account / payment made to the employees by the contractor, shall be a pre-requisite to enable the contract executing authority to release subsequent payments to contractors. The registered contractors shall also provide the details of individual EPF and ESI account number to claim the payment and the contract executing authority will ensure verification of the same from time to time. (viii) Proper daily Log Sheet as per sample for the complete SPV Plant & Attendance Register shall be maintained & necessary stationary required for maintaining the same is to be supplied by the contractor & cost of the same is deemed to be included in the unit quoted rates. (ix) Installation shall always be kept neat and clean. (x) Necessary hand tools and safety equipment to be borne by the contractor and necessary amount is deemed to be included in the unit rates quoted. (xi) The contractor shall monitor the duties of all the operators and submit report to concerned JE E/M as & when asked to do so & immediately in the event of any issues/faults/breakdowns etc. "(xii) Operators should be in possession of Mobile Phone for ease of communication & the mobile number to be permanently displayed at the Plant/Installation & same also to be conveyed to JE E/M. The Mobile Phone shall be handed over to the next operator after completion of each shift. Cost of mobile phone to be borne by the contractor and necessary amount shall be included in the unit rate quoted by him incl the monthly recharges. Sch 'A' Part - XI : Manning and Operation Manning & Operation of 1000 KWp SPV Plant at AFA Hyderabad in two shifts & day to day cleaning & maintenance of Sub-Stn Room and surrounding structures/areas including operation, cleaning & basic maintenance incl safety, security of all E&M equipments, solar panels, T&P and Sub-Stn complete all as directed & to the entire satisfaction of the Engineer-In-charge during 1st Year after certified date of completion of Phase - II. NOTE : (i) One Electrician (Skilled) in each shift for two shifts with each shift of 08 Hrs duration, incl holidays and Sundays shall be employed for operation & cleaning/maintenance of E/M Installation and maintenance of necessary records/log sheets as per the format. (ii) First shift - 0600 Hrs to 1400 Hrs. (iii) Suitable Reliever to be employed during weekly offs/Sundays/Leave/Holidays. (iv) Minimum one Electrician shall be employed in each shift for the above manning and operation work. (iii) The Electrician must have Diploma in Electrical and having minimum experience of 02 Years in Operation & Maintenance of Solar Power Plant or having ITI certificate in Electrical and having experience of 05 Years. Both must be fully familiar with routine/basic maint works incl unforeseen breakdown works etc. incl security and safety complete. The Necessary technical qualification certificates shall be produced for verification of Engr-In-Charge & get the written approval on record before deploying for works.

(d) MODULE MOUNTING STRUCTURE : Design, Installing, testing and commissioning support structure MS hot dipped galvanised (80Microns) including PCC 1:2:4 type B-1 for each support / foundation for civil works (grouting, PCC etc.) and fixing the mounting arrangement suitable for PV solar modules & to withstand minimum horizontal wind speed of 180kms/hr. The mounting structure is of mild steel hot dipped galvanised. The array structure shall be so designed that it will occupy minimum space without sacrificing the output from Solar PV panels. Nut bolts, supporting structures including module mounting structures shall have to be adequately protected from atmosphere and weather prevailing in the area. All fasteners shall be of stainless steel of grade SS316. Soil investigation shall be done by the Contractor for degining the foundation, the rate quoted is inclusive of the saoil investigation. (i) Design sufficiency report generated by Staad pro shall be submitted and got approved from Accepting Officer. (ii) Water Leak Protection has to be ensured, Pure Epoxy Resin based Chemical anchoring system. IMPORTANT NOTE : Any damage done during installation shall be made good by the contractor at no extra cost. (iii) Test certificate of galvanization shall be submitted by contractor. (iv) Fixing of module mounting structure as directed by Engineer in charge / manufacturers instructions shall be deemed to be included in the quoted rate. No claim shall be entertained regarding foundation/fixing at later stage. (v) Design including Civil work such as PCC/RCC foundation/Electrical infrastructure metricularly carried out by contractor as per the required output plant (01 MW) and duly vetted from IIT/IISC/MNRE Approved a

(xi) Contractor has to supply the Solar Modules from manufacturers whose panels are registered in NISE website and GE has to verify the panels through NISE website https://solardcrportal.nise.res.in/ with unique serial No affixed to the Solar PV Module and the same is kept on record before installation of Solar Panels.
