Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder agency should be a registered Private limited Company or a Registered Partnership firm or a Proprietorship concern duly registered with the departments like PF, ESI, IT, Service Tax/GST and having valid Contract License obtained from Labour Department

A Registered Company means a registered private limited company constituted under the Indian Companies Act, 1956 and registered with the registrar of companies

A partnership firm means a partnership firm constituted under the Indian Partnership Act, 1932 and registered with the registrar of firms. A proprietorship concern means should have registered from competent licensing authorities

The bidder agency i.e., company/firm/ proprietorship concern should have minimum 3 years of experience in supplying manpower in the relevant fields

The bidder agency must have provided at least equivalent to the district Personnels on average in the three financial years (FY 2021-22, FY 2022-23 & FY 2023-24 or Later) for each Revenue district lot the bidder wishes to bid for. The experience in providing manpower in the areas such as SecurityAgencies, Manual Labour or Housekeeping Services or Cooking/ Cleaning/ Sweeping works shall not be considered as experience in this regard

The bidders should have provided similar services (shall be read withclause-iii) of providing Manpower to Government Departments or Govt. Authorities or Local Bodies or Govt. PSUs or to private companies continuously for at least two years during three financial years. (FY 2021-22, FY 2022-23 & FY 2023-24or Later). Performance certificate from these organizations shall be furnished. Provided that in case of experience to provide personnel as Man Power Agency to Private Companies/Groups

The Private Company must be a registered company under Indian Companies Act, 1956.The turnover of such a Private Company to whom the bidder agency has provided the personnel shall not be less than the total value of the bid amount

The bidders should not be a defaulter or a black listed company/firm/ Proprietorship concern in respect of any tender or contract in any of the Government departments/ authorities/PSUs/Local Bodies or Private Companies (see clause (Al(i)a). The bidder should furnish Notarized self declaration in Rs. 200/- Stamp Paper in this regard (1st Party Bidder, 2nd Party EO Taluk Panchtath Periyapatna

The Company/Firm/Proprietorship should be conversant with all the labour rules and regulations and EPF & MP Act, ESI Act, Minimum Wages Act, Payment of Wages Act, Contract Labour (R&A) Act etc

The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches

Conditional tenders will be rejected

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs

The tender processing fee will neither be refunded nor will be transferred to other works

All scanned documents to be uploaded shall be in original and the Executive Officer reserves the right to verify the documents before approval.

Any necessary documents can be uploaded in spaces provided for general documents in upload document section

Bidder should have to upload the scanned copy of all necessary qualification documents and submit the original documents/certificate duly attested by notary for verification during the tender evaluation

The intending bidder should furnish their communication address and contact numbers compulsorily

GST will be paid to the contract amount separately. Increase in GST shall not be paid in extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension

Registered with EPF and ESI Dept. and should furnish certified copies of registration along with enrolment numbers.

The rate quoted shall be in accordance with the prevailing labour act, otherwise the tender is liable for rejection

The intending bidder should furnish the certificate of registration issued by labour department

ESI & EPF contribution will be governed by the rules of the concerned department and employer contribution will be regulated accordingly

The wages quoted by the contractor shall not be less than the basic wages specified in the break up of rates . If the bidder quoted below the specified rates such the tender will be treated as non responsive and liable for rejection

The tenderer should have registered with Goods and service tax department and furnish the GST registration certificate

Further details and information, if any, required can be had from the Office of the Excutive Officer, Taluk Panchayath, Periyapatna Mysuru Dist on all working days during office hours. If any of the dates mentioned above happens to be a General Holiday, the next working day will hold good in lieu of the date mentioned
