1.0 The purchaser reserves the right to place order on: Vendor who possess STQC certification for camera & software of MNVR (Mobile network video recorder) as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 on or before tender opening date. The tenderer has to submit STQC certificate for camera & software of MNVR along with bid documents. OR Vendor possessing STQC approval of software of MNVR (Mobile network video recorder) on or before tender opening date subject to submission of STQC approval of software of MNVR along with bid document & tender specific authorization from STQC approved camera OEM of camera. Vendor has also to submit STQC approval document of OEM of camera as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents. OR Vendor possessing STQC approval of camera on or before tender opening date subject to submission of STQC approval of camera along with bid document & tender specific authorization from STQC approved MNVR (Mobile network video recorder) OEM for software of MNVR. Vendor has also to submit STQC approval document of OEM for software of MNVR (Mobile network video recorder) as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents. OR System Integrator who shall submit tender specific authorization for Camera, Software of MNVR (Mobile network video recorder) from OEMs of camera and MNVR. Tenderer has to submit STQC approval of camera and software of MNVR from OEM who possess STQC approval on or before tender opening date as per the requirement of RDSO Specification No. RDSO/SPN/TC/106/2025, Ver. 3.1 of OEMs along with bid document.
Minimum local content for purchase preference shall be 50% and the margin of purchase preference shall be 20%. As per this policy only 'class-I local suppliers' and 'Class-II local suppliers' are eligible to bid. Public procurement of this item is restricted to Class I/Class II local suppliers only and the vendors who do not qualify to the Class I/Class II local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to a Class I/Class II local supplier for the tendered item participates, it does so at it's own risk and cost and Railways shall not be liable for any loss or damages caused to the vendor. THIS TENDER COMPLIES WITH PUBLIC PROCUREMENT (PREFERENCE TO MAKE IN INDIA), ORDER 2017- Revision Regarding issued by Ministry of Commerce and Industry order No. P-45021/2/2017-PP(BE- II) dated 16.09.2020. Tenders must furnish the information giving the percentage of local content. Please refer to para 1800 of WR bid document of INSTRUCTIONS TO TENDERERS FOR ELECTRONIC TENDERS AND GENERAL CONDITIONS OF TENDER Indigenous Purchases Version-14 of June 2024 attached with tender.
The firm has to submit clause wise compliance of Special conditions mentioned in Annexure-A and Scope of Work as per Annexure-B, failing which offer of vendor will be summarily rejected.
The firm has to provide a complete System as per RDSO specification No. RDSO/ SPN/TC/106/2025 Ver. 3.1 (excluding RDAS). They will ensure clause- wise compliance of the RDSO specification, failing which offer of vendor will be summarily rejected

Earnest Money Deposit (EMD): Earnest Money Deposit shall be as per para 0500 of Western Railway Bid Document (Indigenous Purchases), Version -14 of June 2024. EMD is compulsory and offers without EMD, except those exempted will be summarily rejected. In para 0502, (vii) is added as "Vendors registered with Railways for the trade group of the item tendered". Vendors (other than those appearing on vendor panels of approving agencies) seeking exemption from EMD, shall have to attach scanned copy of requisite document along with offer in support of their claim for exemption, failing which their offer will not be considered eligible for exemption from EMD. An authorized agent quoting on behalf of a manufacturer shall not be exempted from remitting EMD owing to any of the exemption claimed. Bidders claiming exemption shall also be required to sign the Bid Securing Declaration as follows: - " I/We certify that, my/our offer is eligible for exemption from submission of Bid Security/Earnest Money Deposit, in terms of tender conditions. In case my/our claim to exemption from submission of Bid Security/Earnest Money Deposit is not found valid as per terms of the tender, I/We understand and accept that Railways has unquestionable right to summarily reject my bid and my offer shall not be considered for ordering. Further, I/We hereby understand and accept that if I/We withdraw or modify my/our bids during the period of validity, or if I/We are awarded the contract and on being called upon to submit the performance security/Security Deposit, fails to submit the performance security /Security Deposit before the deadline defined in the request for Bid document/Notice inviting tender, I/We shall be debarred from exemption of submitting Bid Security/Earnest Money Deposit and performance Security/Security Deposit for a period of 06 (six) months , from the date I/We are declared suspended disqualified from exemption from submission of EMD/SD, for all tenders for procurement of goods issued by any unit of Indian Railways published during this period "
CAMC: : Comprehensive AMC (CAMC) of entire IP Based Video Surveillance System (VSS) with rugged Hand-Held terminal (HHT) Tablet, system software, necessary cabling and other equipment/Accessories of various Electric Locomotives as per CLWs specification no. CLW/ELDO/AMC/VSS/01 Rev.'0' Amendment-C issued on 26th June 2025
Warranty & CAMC: : The warranty period is '42 Months after the date of delivery' OR '36 months from the date of commissioning' whichever is later. The CAMC period will start after expiry of warranty period. This clause will have overriding effect on the warranty period mentioned anywhere in the tender. Tenderers should note that Comprehensive Annual Contract after completion of Warranty period will be executed by the respective Sr.DEEs/ SR.DMEs where the loco will be homed as per conditions of comprehensive AMC in the attached CLW/ELDO/AMC/VSS/01 Rev.'0' Amdt.-C Issued on 26th June 2025.
Security Deposit:SD will be applicable as per para 0600 of Western Railway Bid Document (Indigenous Purchases), Version -14 of June 2024 along with correction slips/amendments if any, before tender closing date. Bank Guarantee: As per proforma given in Annexure-5 of Western Bid Document (Indigenous purchase), version 14 of June 2024. Note:- Offers from firms not exempted and denying to pay Security Deposit will be summarily rejected
LD Clause: Recovery of Liquidated Damage (LD) shall be levied @1/2% (half percent) of the price of store per week or part of the week during which delivery is accepted and the upper limit for recovery of Liquidated Damages in supply contract is 10% (ten percent) of the value of delayed supply irrespective of delays, unless otherwise provided, specifically in the contract. Orders on developmental vendors shall be developmental orders and treated as such, specifically, with regard to applicability of liquidated damages for delayed supplies and levy of general damages as per Railway Board letter no- No. 2001/RS(G)/779/7 Pt 2 dated 25.06.2018.
GST COMPLIANCE:- As per clause 0906 of INSTRUCTIONS TO TENDERERS FOR ELECTRONIC TENDERS AND GENERAL CONDITIONS OF TENDER Indigenous Purchases Version-14 of June 2024 or latest with all corrigendums and amendments, if any, issued before the tender closing date shall be applicable.
CONTRACT PERFORMANCE GUARANTEE: : The contractor shall deposit Performance Guarantee at a rate of 10% of the contractual value initially valid up to (Yx12 +2) months where Y is the no. of years for which contract agreement is to be signed. This performance guarantee shall be in the form of Bank Guarantee. The user railways may forfeit the Bank Guarantee (B.G.) in case of the failure of firm in execution of the contract or in the event of breach of any terms and conditions of contract by the contractor.
Procurement from Authorized Agents/Dealers/Distributors etc. shall be as per para 0400 of Western Railway Bid Document (Indigenous Purchases), Version- 14 of June 2024. a). OEMs should quote directly preferably or an OEM can authorize and give Tender Specific Authorization (TSA) to its Agent / Dealer to quote on their behalf similar to proforma attached as Annexure-2. b) The Authorized Dealer/Agent should upload valid tender specific authorization, along with the offer, failing which their offer is liable to be passed over. c) Trader/Authorized Dealer should mention name of Manufacturer, make and complete address in their bid for inspection of material at OEM works. d) In a tender, either the authorized agent/dealer on behalf of the Principal/OEM or the Principal/OEM itself can bid, but both cannot bid simultaneously for the same item in the same tender and such bids will be summarily rejected. e) sub part/ components of the tendered item, tender specific authorization can be issued to multiple bidder by the OEM (of sub part/components) will be acceptable. However for complete tendered item only one tender specific authorization will be acceptable if OEM (of complete tendered item) is not participated in this tender f) If an authorized agent/dealer submits bid on behalf of a Principal/OEM, the same agent/dealer shall not submit a bid on behalf of another Principal/OEM in the same tender for the same item/product and such bids will be summarily rejected. g) In case tenderer participate as an authorized agent, then the performance as required above shall be that of the principal/OEM, authorizing the agent. It may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal/OEM.
Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

This case is of procurement for a value in excess of Rs. 10 Crores. As such, the firms claiming to be local supplier on the basis of self certification of local content shall be required to upload with their bid a certificate from the Statutory Auditor/Cost Auditor of the Company (in case Companies) OR from a practicing Cost Accountant / Chartered Accountant (in respect of suppliers other than Companies) with UDIN number (a system generated unique number generated to verify the authenticity of the documents attested/certified by these professionals). The onus of uploading the certificate from the relevant authority, as above, shall rest with the bidder. In case of certificate uploaded by the bidder for companies, it will be considered that the same is signed by the Statutory Auditor / Cost Auditor of the Company. The certificate should be Tender Specific indicating Tender No.& Closing Date, manufacturer%u2019s name, work address and certifying the percentage of the local content in the product offered as per Para 1809 of Western Railway Bid Document (Indigenous Purchases), Version 16 of November 2024. Offer from a bidder not uploading above certificate with their bid will not be considered as an offer from a local supplier and will be dealt accordingly. No back reference shall be made in this regard.
Bidders must quote on FIRM price basis only as price is not subject to any variation. Offers quoted with Price Variation Clause (PVC) will be considered unresponsive and will be summarily rejected.
Validity of Offer: The offer should be valid for 120 days from the date of opening of tender. No deviation from the offer validity period stipulated in the tender schedule is permitted, Offers quoted with shorter validity shall be deemed as commercially unresponsive and shall be summarily rejected.
