COMPREHENSIVE MAINTENANCE AND REPAIRS OF SCADA OPERATED PUMP HOUSE (RL-30) ALONGWITH OPERATORS INCLUDING MISC WORK SERVICES AT INA EZHIMALA

Comprehensive maintenance including repairs but excluding spare parts as required for all the SCADA Equipment as described below:- (a) Servicing and maintenance of components of PLC based control panels including all accessories like modem, antenna etc. installed at various pump houses,sumps and master control station.

The scope of work also covers:- (i) Maintenance and Operation of SCADA based water supply pumping and distribution system, including servicing of all the Programmable Logic Control based Control Panels, checking the circuits,changing the time of pumps/valves from the control panel/ SCADA system. (ii) Manual/ Remote operations from the Control panel/ SCADA System - 01 Nos High-Skilled Technician /shift of 8hrs in three shifts with necessary reliever. He shall report to JE E/M or Engr-in-charge daily including sundays and holidays. Contractor should follow as per labour laws for attending the SCADA maintenance and operation.The payment to high-skilled technician is included in this item rate. (iii) If contractor failed to provide the high-skilled technician in shift wise for three shifts on daily basis as per labour law (including sundays and holidays) then a recovery of 1500/- per shift will be penalised. (iv)The technician should be having the trained certificate from the control panel manufacturer. (b) The quoted amount is deemed to include the charges for communication for all the existing SIM cards of two different networks used in PLC based control panel. (c) The rate also include the charges for the existing broad band connection with static IP(BSNL) at RL 30 pump house. (d) The programmer shall submit a letter from the manufacturer as proof of his being a authorized representative of the manufacturer. The technician shall also submit a signed report on original letter head of the manufacturer that servicing has been carried out by him. (e) Any changes to the Programmable Logic Controller(PLC), e.g. Changes in ladder logic of programme, changes in operational timing, etc. (limited to the scope of work covered under this AMC) shall be carried out by authorized representative of the manufacturer of PLC based Panels only. (f) Any changes to the SCADA software, e.g. Changes in report format, changes in operational screens, creation of soft keys etc. (limited to the scope of work covered under this AMC) shall be carried out by authorized representative of the Manufacturer of PLC based Panels only. (g) SCADA reports related to all the systems to be mailed to JE / Engr-in-charge on monthly basis (h)To attend break down maintenance (within 2 hours of reported time) and replacement of unserviceable spare parts as required at site complete all as specified and directed by Engineer in charge. (j) All components/spare parts replaced shall be measured and paid separately as per item mentioned in below schedule. All minor maintenance repair works of SCADA are to be attended by the technician who is in duty. (k) All the calls related to unserviceability/ break down of the system should be attended within 2 hours.

M&L for upgradation of existing SCADA software with new additional features and upgradation of reporting software, upgradation of existing CPU with SCADA compactible operating system, anti-virus etc.upgradation to the SCADA software shall be carried out by authorized representative of the original SCADA developer only. The Engineer shall submit a letter as proof of his being a authorized representative of the original SCADA developer. New system which is compactible to run 24 x 7 basis including upgradation of existing RAM with 8 GB DDR4 RAM and HDD with 1 GB SDD and SOPHOS (communication endpoint) for master communication complete all as specified and directed by Engr-In-Charge. Note:- 1. The contractor has to upgrade the SCADA software in liase with OEM without changing entire communication system. 2. The contractor should handover items retrieved in upgradation to MES and quoted rate deemed to inclusive of transfer of old data to upgraded items.

Supply and fix in repair Programmable Logic Controller (PLC) with I/O Module suitable to fit in existing PLC panels, MIMIC panel including re-programming as directed by Engr-In-Charge. Make:- MITSUBISHI (Part No. FX5U80M) or equivalent in L&T. Note:- The rate quoted by contractor is deemed to be inclusive of re-programming of PLC.

M&L for upgradation/servicing of exisitng PLC panels including re-wiring for damaged/unserviceable wiring circuits, PLC wiring, modem wiring, replacement of all necessary bases,connectors, clamps,plugs,etc and any other minor electronic parts and fixing of (3x3) inch exhaust fan to be fiited on any side of panel for providing better cooling to PLC complete all as specified and directed by Engr-in-Charge. Location : RL 30, RL 92, RL 146 and RL 197 pump houses

M&L for complete re-wiring of exisitng PLC panel including making new wiring for all circuits, PLC wiring,Control wiring , modem wiring and replacement of all necessary bases,connectors, clamps, plugs ,etc and any other minor electronic parts and fixing of (3x3) inch exhaust fan to be fiited on any side of panel for providng better cooling to PLC complete all as specified and directed by Engr-in-Charge. Location : RL 127 pump house

M&L for repairs/re-wiring for MIMIC panel suitable to fit latest version of PLC including replacement of base connectors, complete wiring if required complete all as specifed and directed by Engr-in-Charge. Note:- Any changes to control/communication circuits to be done in presence of authorized panel manufacturer and Engr-in-Charge.

Supply and fix in repair HMI for Programmable Logic Controller suitable for existing PLC/MIMIC panels complete all as specified and directed. Make:- MITSUBISHI (Model No. GS2107-WTBD-N) or equivalent Siemens or existing make/brand of defective components/ spare parts or any reputed suitable make and as approved by Engineer-in-Charge. Note for item No. 2 to 7 :- The contractor has to visit the site before offering his quote for checking scope of work/repairs to be done.

Supply and fix in repair/replacement of single phasing preventer suitable to fit in existing PLC panels complete all as specified and directed. Make:- Minilec Model : VSP D2 or equivalent in L&T.

Supply and fix in repair/replacement of relay with base - 4 C/O, 240V DC complete all as specified and directed. Make:- IDEC (Part No. RU4S-A220) or equivalent in LEONE/ OMRON.

Supply and fix in repair/replacement of relay with base - 4 C/O, 24V DC complete all as specified and directed. Make:- IDEC (Part No. RU4S-D24) or equivalent in LEONE/ OMRON.

Supply and fix in repair/replacement of LED indicators of Colour : Red / Yellow /Blue complete all as specified and directed. Make:- TELEMECHANIQUE (Part No. Red-XB7-EV 06 MPN) or equivalent in ESBEE/TEKNIC.

Supply and fix in repair/replacement of push button with LED indicator 240V A.C, Colour : Red / Yellow / Green. complete all as specified and directed. Make:- TELEMECHANIQUE (Part No. Red-XB5-AW 34/35/33 M 1/2 N) or equivalent in ESBEE/TEKNIC.

Supply and fix in repair/replacement of pressure transmitter (0-16 bar pressure) complete all as specified and directed. Make:- DANFOSS (Part No. 060G1133MBS3000 ) or equivalent in INDFOSS.

Supply and fix in repair/replacement of hand wheel for actuator suitable for 100/150/200/300mm dia butterfly valve complete all as specified and directed.

M&L for repairs to existing old unserviceable 1 kVA UPS including replacement of battery complete all as specified and directed. Battery Make:- EXIDE/AMARON.

M&L for servicing of motorised butterfly valve of any size by removing, cleaning, greasing, checking for wear and tear, refixing, testing and commissioning complete all as specified and directed by Engr-in-Charge.
